    Georgi a's HIV Unit hopes t o e limina te thesta te 's AIDS Drug Assistance Program's waitinglist if it c an re ce ive a $3 mi llion gra nt from theCenters for Disease Control &Prevention this fall.

    Some 1,718 Georgians were on the wait-ing list for ADAP as of Aug. 4, ac coding t o theADAP Advoc ac y Associa tion. The programhelps people who are uninsured or underin-sured pay for life-saving HIV medications.

    Dr. Brenda Fitzgerald, sta te commissioner ofthe Department of Public Health, which overseesthe HIV Unit, is quick to point out tha t the l is t isnot a "death sentence," as99 percent of people onthe list are receiving needed medication throughassistance from pharmaceutical companies.

    But the lis t ca n be us ed as a "powe rful t ool"to a pply for more fede ra l mone y to be used forHIV prevention, Fitzgerald said.

    "We insti tuted tha t [ADAP wa iting list ] inGeorg ia to i llus tra te the need and document theneed," she said. "By using tha t large number [ofpeople on the wa it ing l is t] we've app lied for an

    add it iona l $3 mil lion f rom the CDC," she said."The exist ence of a wa iting list is a power-

    ful tool for us when applying for federal funds."

    I n te rna l inves t iga t ionGeorgia's bid for federal funding to helpADAP comes as the s ta te HIV Unit undergoes aninternal investigation to determine if the u nit - aswell as community-based organizations, such asthose that conduct ontreach to high risk popula-t ions inc luding gay and bisexua l men - use s themoney currently received from the CDC wisely.

    "The investigation was initiated by sev-eral factors," Fitzgerald said. "As a c linician, Ididn't li ke t ha t there were 1,600 pe ople on theADAP wa iting Usc Then we sta rt ed looking atsome of the communi ty-based organ izat ionsa nd some are spending $25 a pe rson, s ome $75a pe rson, some more . We want to make sure weare spending money effectively."

    While Fitzgerald acknowledges there ismuch improvement needed in the HIV Unit,she is not willing to take the full blame. Shesaid that some community-based organizations~ she declined to say which ones - can takebe tween 28-75 days to get the properly fille dout pape rwork to the HIV Unit in order for it tocut a check to a client for medications.

    This delay of getting in the proper paper-work, which is typically sent back and forthsevera l t imes using regu la r mai l ra ther than on-line be twee n the HIV Unit and the a genc ies, isa lso a major r ea son money is not d ls tnbured ina timely manner.

    F itz gerald sa id she hope s the pa perworkcan soon be completed online. She also saidshe 'd l ike to have a person from her off ic e, whoknows how to f il l out the paperwork cor rect lythe first time, in every agency.

    Helen Police Chief Ted Ray said in a tele-phone interview that he was aware ofthe demon-strations but did not know who organized them.

    " It 's one of those things tha t people cal l andcomplain about the volume, about the loudnessof the event , p ro te st , whatever you want to cal lit," Ray said.
