ALBERT R. WYNN

Albert R. Wynn is a former member of the U.S. House of Representatives, representing Maryland’s 4th Congressional District. While in the House, he served on the House Energy and Commerce Committee, most recently as Chairman of its Subcommittee on Environment and Hazardous Materials, and as a member of the Subcommittee on Energy and Air Quality. While on the Energy and Commerce Committee, Albert also served on the Health and Telecommunications Subcommittees. In the early part of his congressional career, he was a member of the Financial Services Committee and the Foreign Affairs Committee. He was appointed a Senior Democratic Whip and served as Chairman of the Congressional Black Caucus Political Action Committee (PAC).

Albert helped craft the Energy Independence and Security Act of 2007, in part, by adding a provision authorizing $10 billion in federal grants for an Energy Efficiency and Conservation Block Grant (ECBG) program to support city, county, and state initiatives for energy efficiency, conservation and renewable energy. He was also able to obtain increased funding for hydrogen fuel cell research with an amendment to the FY08 Energy Appropriations Bill. As a conferee on the Energy Policy Act of 2005, Albert authored language providing for the expansion of electricity transmission networks to ensure greater reliability, increase competitive electricity rates, and promote a stronger national electricity grid. In conference, he led efforts, which added almost $3 billion to the authorization for the Low-Income Home Energy Assistance Program. Albert also sponsored an amendment creating 15 demonstration projects for hydrogen production from solar, wind and nuclear energy sources.

As a member of the Subcommittee on Health, Albert worked on myriad health issues, including health information technology, the Medicare prescription drug program, Food and Drug Administration reauthorization, medical device approvals and generic drug issues. In the 110th Congress, working with various stakeholders, he advocated for the inclusion of dental benefits for children under the State Children’s Health Insurance Program (SCHIP).

Albert was highly involved in the strategic planning to fund construction of the new Woodrow Wilson Bridge linking Maryland and Virginia. He also secured appropriations for a major expansion of the Washington, D.C. subway system. Additionally, Albert obtained funding for numerous federal highway and environmental projects.

As a member of the Subcommittee on Telecommunications, Albert helped shape policy on issues of net neutrality, spectrum management and auctions, cable TV pricing and service, broadband deployment, media ownership, Federal Communications Commission oversight, telecommunication mergers, and media content.

While in Congress, Albert served as a Senior Democratic Whip, Regional Whip, Chairman of the Congressional Black Caucus PAC, member of the Democrats’ message team, Chairman of the Congressional Black Caucus Task Force on Small Business, and Co-Chair of the Hydrogen and Wireless Caucuses. While there, he was selected to serve as delegate to numerous interparliamentary meetings involving both the Caribbean and EU organizations.

Prior to being elected to Congress in 1992, Albert was a Maryland State Senator and a Maryland State Delegate.

HEATHER LORRAINE SALIB, PARALEGAL STUDIES

Heather Salib is proud to be graduating from the College of Professional Studies with a master’s degree in Paralegal Studies from The George Washington University. Heather previously attained an associate degree in Radiologic Technology before going on to attain a Bachelor of Science in Health Care Administration. Shortly after completing her undergraduate degree, Heather joined the Peace Corps. While in the Peace Corps, Heather lived and served in the Volta Region of Ghana, West Africa working on HIV/AIDS education, girl child development, and health and hygiene education. Shortly after the close of service from the Peace Corps, Heather married and started a family. When Heather’s twin girls began middle school, it became increasingly clear that their childhood was flying by. With the girls heading to high school, Heather began to wonder what the future held for her after so many years out of the workforce. The future boiled down to one question, “What do you

love to do?” Heather decided the best thing to do was to enhance her education to become professionally relevant. She decided the Paralegal Studies Master of Professional Studies was the perfect fit. This incredibly rewarding program prepared Heather in more ways than she could have imagined. After a brief internship at a law firm to fulfill the program’s practicum requirement, Heather was hired by that law firm. After two years of hard work, making amazing life-long friends, and being associated with an unbelievable list of professors and instructional assistants, Heather is ready for an amazing and exciting future.

DR. RICHARD F. SOUTHBY POLICE SCIENCE PRIZE

Recipient: Kimberly Cecelia Lawrence, Police and Security Studies

Dr. Richard F. Southby was a faculty member at the George Washington University from 1979 to 2006, having served as department chair, associate dean, interim dean of the former School of Public Health and Health Services, distinguished professor of global health, and executive dean in the Office of the Provost and Vice President for Health Affairs. He was granted emeritus status by the Board of Trustees in 2006. Dr. Southby was the founding director of the Police Science Program in the College of Professional Studies.

The Dr. Richard F. Southby Police Science Prize is presented to an exceptional graduating student from the Bachelor of Professional Studies in Police and Security Studies program.The prize was established by Dr. Southby's wife, Dr. Janet R. Southby, Colonel, U.S. Army, Ret.

FOUNDING DEAN ARTERTON AWARD

Recipient: Kevin Michael Ryan, Legislative Affairs

The Founding Dean Arterton Award is given to the graduating student who epitomizes professional distinction and ethical conduct in political management. F. Christopher Arterton, who served as dean of the Graduate School of Political Management from its founding in 1987 to 2010, established this award to celebrate the core ideals valued by a school of professional politics.

Before joining the GSPM, Professor Arterton taught political science at Yale, MIT, and Wellesley, achieving national recognition as a scholar of American politics and as a professional pollster. As the founding dean of the GSPM, Arterton advanced his vision that, beyond teaching abstract theory, institutions of higher education have an affirmative obligation to prepare their students for practical participation in democratic governance and electoral politics. In the process, Dean Arterton created the new academic discipline of political management. Having led the merger of the school into the George Washington University, Arterton subsequently expanded the school’s curriculum of political management to include programs in legislative affairs, strategic public relations, and the politics of governance. During the 23 years of Dean Arterton’s leadership, the GSPM emerged as the foremost academic institution of applied democratic politics in the world.

MARK AND DEBBIE KENNEDY FRONTIERS OF FREEDOM AWARD

Recipient: Christopher John Matthai, Legislative Affairs

During his time leading the Graduate School of Political Management (GSPM) from 2013 to 2016, the Honorable Mark Kennedy encouraged students to devote themselves to expanding the reach of freedom around the globe with the goal of making democracy work more effectively. The Mark and Debbie Kennedy Frontiers of Freedom Award recognizes the GSPM graduating student who best exhibits actions or preparations to promote or protect the expansion of political and economic freedom beyond the borders of the United States.

About the College of Professional StudiesThe academic programs of the College of Professional Studies (CPS) are designed with the requirements of adult learners and working professionals in mind. CPS offers undergraduate and graduate programs that address the competency requirements of adults working in emerging and rapidly changing professions. The college’s innovative programs are typically co-developed through collaboration among university content specialists and outside partners: government agencies, professional associations, consulting organizations, and business and industry leaders.

About the Graduate School of Political ManagementGW’s Graduate School of Political Management (GSPM) is the first and foremost school dedicated to the study of applied politics, offering graduate programs in political management, legislative affairs, strategic public relations, and global advocacy, as well as international programs in Latin America. The school seeks to educate students and professionals in the tools, principles, and values of participatory democracy, preparing them for careers as ethical and effective advocates and leaders at the international, national, and local levels. The GSPM has a global network of more than 3,000 alumni, who are leaders and change-makers in politics, government, communications, and public affairs. The school connects its students with this impressive network to help them advance and succeed in their careers.
