First IEEE Neural Network Committee Chair: Troy Nagle
July 24-27, 1988, Second ICNN, San Diego.
Troy Nagle, IEEE Neural Networks Committee Chair, appointed a committee to
found the IEEE Transactions on Neural Networks. Robert Marks is Committee Chair.
Troy Nagle then resigns. Robert Marks, as the Committee Secretary, becomes the Chair.
1989 Bullets
The NNC and the INNS agreement for combining the ICNN and INNS Annual Meeting into the IJCNN.
The IEEE Publications Committee approves the NNC proposal for the IEEE Transactions on Neural Networks.
IJCNN, Washington DC. The IEEE Technical Activities Board (TAB) approves
formation of the IEEE Neural Networks Council.
1990
The NNC Fellows Committee is appointed. Ed Posner (Cal Tech) is the first Chair.
The NNC Standards Committee is appointed. Evangelia Micheli Tzanakou (Rutgers) is the first Chair.
NNC Pioneer Award and TNN Best Paper Award approved. Brad Dickinson (Princeton) is the first NNC Awards Committee

March: First issue of The IEEE Transactions on Neural Networks. Herb Rauch at Lockheed is the first Editor-in-Chief. Thirty five full papers were submitted for the first issue. Ten were published.

Michael W. Roth (Johns Hopkins) becomes the second Editor-in-Chief of the IEEE TNN
