National Communications Support Programme: Phase II
• $4M in GEF funding; $1.5M in co-financing needed• Six year duration (2004-2009)• Core focus
– Capacity building
– Knowledge sharing
– Support for enabling activity implementation
– Promoting south-south exchange by strengthening partnerships with regional institutions and use of regional experts

National Communications Support Programme: Institutional Arrangements
• Jointly managed by GEF and Implementing Agencies; implemented by UNDP
• Technical assistance to all NAI Parties, regardless of Implementing Agency selected
• Advisory Committee: GEF, UNDP, UNEP, WB, UNFCCC
• Implementation Committee: UNDP, UNDP, WB
Collaboration with international and regional partners will be actively promoted
National Communications Support Programme: Objectives
1. To facilitate implementation of enabling activities
2. To prepare and/or disseminate technical materials, methods and tools
3. To sustain capacity building efforts through:– knowledge management,
– best practices
– communications and outreach
Proposed Approach to Technical Assistance
• Approach– Proactive– Direct response (country-driven)
• Provide flexible “toolbox”• Promote “learning by doing” and knowledge sharing,
not information dissemination• No one size fits all, but economies of scale exist• Translation, where feasible and financially possible
Objective 1: Facilitate Implementation of CCEAs
• Identify emerging issues in preparation of NCs• Identify good practices during project
implementation• Provide technical feedback on NCs• Provide strategic policy guidance on links
between NCs and national development agendas• Targeted training
NCSP will consult with every project co-ordinator at least 3 times per year
Objective 2: Prepare and disseminate technical
materials, including methods and tools
• Regional workshops to disseminate methods, best practices (adaptation, inventories?)
• Prepare technical and policy-relevant materials related to emerging issues
• Prepare web-based training materials
Gaps in methods and tools identified through monitoring and direct feedback from countries
Objective 3: Sustain Capacity Building Efforts
• Knowledge management– Adaptation
– Cross-cutting (mainstreaming?)
– Inventories
– Technology needs assessments
– Abatement
• Best practices• Communications and outreach strategy
