ACADEMY EXAMINATION, APRIL, 1992

No. F7/3/91E-HB).—An Examination will be held by theUnion Public Service Commission on 26lh April, 1992, foradmission to the Army, Navy and Air Force wings of theNDA for the 89th Course and Naval Academy for the 11th10+2 (Executive Branch) course commencing from January,1993.

The approximate number of vacancies to be filled on theresults of this examination will be 330 (195 for the Army,39 for Navy and 66 for the Air Force and 30 for theExecutive Branch of Naval Academy).

N.B.(i) A candidate is required to specify clearly in Col. 9of the Application Form as published in the prominentdaily newspapers and the Employment News/Rozgar Sama-char dated 23rd November, 1991 the Services for whichhe wishes to be considered in the order of his preference.He is also advised to indicate as many preferences as hewishes to, so that having regard to his rank in the orderof merit due consideration can be given to his preferenceswhen making appointments.

(ii) Candidates should note that they will be consideredfor appointment to those services only for which they expresstheir preferences and for no other service(s). Thus candidates opting forNaval Academy (Executive Branch) Course as well as othercourses of National Defence Academy must give NavalAcademy (Executive Branch) as their first preference or thelast preference. Naval Academy (Executive Branch) cannot be given as 2nd or 3rd preference, Even if NavalAcademy (Executive Branch) is given as 2nd or 3rd prefer-ence by the candidate, it will be deemed to be the lastpreference.

(iv) Admission to the above course will be made on theresults of (he written examination to be conducted by theCommission followed by intelligence and personality test bya Services Selection Board of candidates who qualify in thewritten examination. (ii) For Naval Wing of National Defence Academy andfor the 10+2 (Executive Branch) course at the_ NavalAcademy : 12th Class pass of the 10+2 pattern of SchoolEducation or equivalent with Physics and Mathematicsconducted by a State Education Board or a University.

Candidates who are appearing in the 12th Class under the10+2 pattern of School Education or equivalent examinationcan also apply. Candidates who qualify in the SSB interviewwill be required to submit Matriculation and/or 10+2 orequivalent certificates in original to Army HQ Rtg (NDAEntry), West Block III, R. K. Puram, New Delhi-110066and for Naval Academy Candidates to Naval Headquarters,R & R Section, 206 'C Wing Sena Bhawan, New Delhi-110011by 21st December, 1992 failing which their candidature willbe cancelled. Certificates in original issued b ythe Principalsof the institutions are also acceptable in cases where Boards/Universities have not yet issued certificates. Certified truecopies/photostat copies of such certificates will not beaccepted.

In exceptional cases the Commission may treat a candidatewho does not possess any of the qualifications prescribedin this rule as educationally qualified provided that hepossesses qualifications the standard of which in the opinionof the Commission justifies his admission to the examination.

NOTE 1—Those candidates who have yet to qualify inthe 12th class or equivalent examination and are allowedto appear in the UPSC Examination should note that this isonly a special concession given to them. They are requiredto submit the proof of passing the 12th class or equivalentexamination by the prescribed date and no request for extend-ing this date will be entertained on the grounds of lateconduct of Board/University Examination, delay in declara-tion of result or any other ground whatsoever.

NOTE 2—Candidates who are debarred by the Ministryof Defence from holding any type of commission in theDefence services shall not be eligible for admission to theexamination and if admitted, their candidature will becancelled.

4. FEE

(i) Candidates seeking admission to the examination mustpay to the Commission with the completed application forma fee of Rs. 28.00 (Rupees twenty eight) through CentralRecruitment Fee Stamps or crossed Indian Postal Orderspayable to the Secretary, Union Public Service Commissionat the New Delhi General Post Office or through crossedBank Draft from any branch of the State Bank of Indiapayable to the Secretary, Union Public Service Commissionat New Delhi.

NOTE I.—Central Recruitment Fee Stamps (Not PostageStamps) may be obtained from the Post Office and affixedon the first page of the application form in the spaceprovided for the purpose. The stamps may be got cancelledfrom the issuing post office with the date stamp of the postoffice in such a manner that the impression of the cancellationstamp partially overflows on the application form itself.The impression of the cancellation stamp should be clearand distinct to facilitate identification of date and the postoffice of issue. Postage Stamps will in no case be acceptablein lieu of 'Central Recruitment Fee Stamps'.

NOTE 11.—Candidates should write their name and addresson the reverse of the Bank Draft at the top at the time ofsubmission of their applications. (iii) The children of Junior Commissioned Officer, Non-commissioned Officers and other ranks of the Army andequivalent ranks in the Indian Navy and the Indian AirForce and children of Ex-Junior Commissioned Officers,Ex-Non-Commissioned Officers and Ex-other ranks of theArmy and equivalent ranks in the Indian Navy and IndianAir Force are not required to pay the prescribed fee if theysatisfy the following conditions, viz.

(a) they are studying in the Military School (formerlyknown as King George's School), Sainik Schools run bythe Sainik Schools Society, and

(b) their applications are forwarded by the Principal ofthe concerned School, with the recommendation that theyare expected to secure atleast 30 percent of the aggregatemarks in the written papers.

NOTE :—Applications of candidates from the MilitarySchool/Sainik Schools forwarded by the Principals of theconcerned schools will be scrutinised in the Commission'sOffice to determine whether such candidates are entitled toremission of fee in terms of para 4(iii) of the Notice above.The Principals of the Military Schools/Sainik Schools shouldhowever, satisfy themselves that students of their schoolsfulfil the requirements of the aforesaid provision of theNotice before forwarding their applications to the Commis-sion. The Commission will not take any responsibility forany acts of omission or commission committed by thePrincipals.

No claim for a refund of fee once paid to the Commis-sion will be entertained nor can be fee be held in reservefor any other examination or selection.

The fact that the Appli-cation Registration No. has been issued to the can-didates does not ipso-facto mean that the applica-tion is complete in all respects and has been acceptedby the Commission. If a candidate does not receivean acknowldegement of his application within amonth from the last date of receipt of applicationsfor the examination, he should at once contact theCommission for the acknowledgement.

(ii) Every candidate for this examination will be infrom-ed at the earliest possible date of the result of hisapplication. It is not, however, possible to saywhen the result of the application will be commu-nicated. But if a candidate does not receive fromthe Commission a communication regarding theresult of his application one month before the com-mencement of the examination, he should at oncecontact the Commission for the result. Failure tocomply with this provision will deprive the candi-date of any claim to consideration.

(iii) Admission certificates, indicating the Roll Nos. willbe issued to the candidates who are admitted to theexamination and the Roll No. indicated therein willbe the same as the Application Registration No. al-ready communicated to the candidates in theirAcknowledgement Cards.

No candidate will be admitted to the Examination unless heholds a certificate of admission to the Examination.

The mere fact that a certificate of admission to the Exami-nation has been issued to a candidate will not imply that hiscandidature has been finally cleared by the Commission orthat the entries made by the candidate in his application forthe Examination have been accepted by the Commission astrue and correct.

(iv) The decision of the Commssion as to the eligibilityor otherwise of a candidate for admission to theExamination shall be final.

(v) Candidates should note that the name in the Admis-sion Certificate, in some cases, may be abbreviateddue to technical reason.

(vi) A candidate must see that communications sent tohim at the address stated in his application areredirected, if necessary. A candidate recommended by the Services Selection Hoardwill undergo a medical examination by a Board of ServiceMedical Officers. Only those candidates will be- admittedto the academy or school who are declared fit by the Medi-cal Board. The proceedings of the Medical Board are con-fidential and will not be divulged to anyone. (f) The following past medical history is disqualifyingfor Air Force duties;

4. The following scholai ships arc tenable at the NationalDefence Academy.

(1) Purshuram Jihau I'atwurdlwn Scholarship.—-This scho-larship is grantd to boys who belong 10 MAHARASHTRAand KARNATAKA and whose parents income is betweenRs. 330.00 and 500.00 per month from all sources. Thevalue of the scholarship is equal to the Government financialassistance. It is admissible for the duration of a Cadet'sstay in the National Defence Academy and other Pre-com-mission training establishment subject to the Cadet's goodconduct arid Kitisl'actory progress in the tiaininjt and hisparents income remaining below the prescribed limit. Cadetswho are granted this scholarship, will not bo entitled to anyother financial assistance from the Government.

(,2) Colonel Kendal Finnic Memorial Scholarship,—Thisscholarship is of the value of Rs, 3b0.00 per annum andawarded to a MARATHA cadet who should be the son of anex-serviceman. The scholarship is in addition to any financialassistance from the Government.

(,3) Kaur Singh Memorial Scholarship.—Two scholarshipsare awarded to two cadets who obtain the highest positionamongst candidates from BIHAR. The value of each, scho-larship is Rs. 37.00 per mensem tenable for a maximumperiod of 4 years during the training at the National DefenceAcademy, Khadakwasla and thercalter at the Indian MilitaryAcademy, Dehra Dun and the Air Forco Flying College; andNaval Academy Cochin where the cadets may be sent fortraining on completion of their training at the NationalDefence Academy. The scholarships will, however, be con-tinued subject to making good progress at the above institu-tion,

(4) Assam Government Scholarship,—Two scholarships willbe awarded to the cadets from ASSAM. The value of eachscholarship is Rs. 30,00 per mensem and is tenablo for theduration of a cadet's stay at the National Defence Academy.The scholarships will be awarded to the two best cadets fromASSAM without any reference to the income of their parents.The cadets who are granted this scholarship will not beentitled to any other financial assistance from the Govern-ment.

(5) Uitar Pradesh Government Scholarships.—Two scho-larships each of the value ot Rs. 30.00 per month and anoutfit stipend of Rs. 400.00 ate awarded to two cadets whobelong to UTTAR PRADESH on mcrit-cum-means basis andare tenable for a period of three years subject to satisfactoryperformance by the cadets at National Defence Academy.Cadets who are granted these Scholarships are not entitled toany other financial assistance from Government.

(6) Kerala Government Sdiolarships.—One merit scholar-ship of the value of Rs, 4S0/- per annum for the entire periodof training at NDA, will be awarded by the State Governmentof Kerala to a Cadet who is a domiciled resident of the Stat«of KERALA and who secures the first position in the all IndiaUPSC Entrance Examination to NDA irrespective of the factwhether he has passed out from PJMC or from any of theSainik Schools in India, The financial position of a Cftdet'jfather/guardian is not taken into consideration.

(7) Bihari Lal Mandakini Prize,—This is a cash prize ofRs. 500.00 available for the best BENGALI boy in eachCourse of the Academy Application forms are available Withthe Commandant, National Defence Academy.

(8) Orissa Government Scholarships.. -These scholarships,one for the Army, one for the Navy and the other for theAir Force of the value of Rs. 80.00 eath per month will boawarded by the Government of Orissa 10 the cadets who arepermanent residents of the State of ORISSA. Two of thesescholarships will be awarded on the basin of merit-ra/;i-mean9of the cadets whose parent's or guardian's income does notexceed Rs. 5,000 per annum and the olher one will be givento the best cadet* irrespective of his parent's or auardian'sincome.

(9) West Bengal Government Scholarships.—Followingcategories of scholarships are awarded by the West BengalGovernment to those cadets who are permanent residents ofWEST BENGAL :—

(a) Category 1—These scholarships, one eachr ie>v Army,Navy and Air Force at the mle of Rs. 3f>0 perannum dunng 1st and 2nd venr and at the rate ofRs. 480 per annum during the 3rd year at theAcademy and 4th year at the specialised traininginstitution, with an initial outfit stipend of Rs. 400in addition for those cadets w"ia are not eligible forany other scholarships at the Academy.

(b) Category 2.—The scholarships of a lumpsnn gitntof Rs. 100 per annum in audition to Go.^rnmmtfinancial assistance.

(lO)Pilot Officer Gurmevt Singh Bedi Memorial Scholar-ship. One Scholarship of Rs. 4IO.00 per anriurn isgranted to the cadet who stands bighci in the overall ore'erof merit amongst Air Force Cadets at the end of I ho <ithterm. 5. Immediately after the selected candidates join theAcademy, a preliminary examination will be held in the fol-lowing subjects —

(a) English;(b) Mathematics(c) Science;(d) Hindi.

Tile standard of the examination in the subjects, at (a),(b) and (c) will not be higher than that of the HigherSecondary Examination of an Indian University or Board ofHigher Secondary Education. The paper in the subject at(d) is Intended to test the standard attained by the candidatein Hindi at the tkno of joining the Academy.

Candidates are, therefore, advised not to negUct theirStudies after the competitive examination,

6. The selected candidates for the three services, viz., Army,Navy ^nd Air Force are given preliminary training bothacademic and physical for a period of 3 years at the NationalDefence Ac:'demy which is an Inter-Service Institution. Thetraining during the first two and a half years is common tothe calets of three wings. Thr cadets on passing out willbe awarded B.Sc./B.A. degree from Jawaharlal Nehru Uni-versity, Delhi.

7. On passing out from the National Defence Academy,Army Cadets go to the Indian Military Academy, Dehra Dun.Naval Cadeis to the Cadets Tra ningship and Air Forcecadets to AFA HYDERABAD/BFTS ALLAHABAD.

8. At the I.M.A. Army Cadets are known as GenilemenCadets and .ire given strenuous military training for a periodof one year aimed M turning officer capable of leading infantrySub-urdts, On successful completion of training Gentlemencadets are granted Permanent Comssjon in the rank of 2ndLt, snbject to bein^ medically fit in "SHAPE".

9.
