1970 - 1980 : Development of technology to limit operation of vehicle by drink driver
1980 - 1990 : Repeat drink driving offenders are target market for probation sanction
1990 - 2000 : Focus changes to all offenders as a remedial measure
2000 - 2010 : Factory installation by major vehicle manufacturers
2010 - 2020 : Regulated installation into all school buses in France and Finland
