Under prop~r direction the Jews, 1n the course ot the

people, representing a natural selection, are to be rega rded

In the program or the practical execution ot the

final solution , Europe i s combed through from the West to the

East . The Reich area, i ncluding the Pr otectorate of Bohe~ia

and Moravia, will have to be t aken in advance, alone for

reasons of the housing problem and other social-political

necessities .. •

The evacuated Jews are brought first group by group

into the so-called transit ghettos , in order !rom there out t o

be transported farther to the East • ..- . ~ ..

With regard t o the handling of the Final Solution

in the European areas occupied and i nfluenced by us , it was

proposed that the officials working on the matter i n the

Fordgn Office should confer "ith the respect.ive offlcioJ..\ of

the Seeurity Police and the SO.

In Slovakia and Croatia the ma tte r is no l onger too

dif·ficult, as the most essential problems i :'l this respect

ha ve already been solved there. In Ro~ania l ikewise the

government has meanwhile appointed a commissioner tor Jewish

affairs . For settling the problem i n Hungary i t will be

necessary in the near future to f orce upon the Hungarian

government accept ance or an advisor on J ewish problems.

With regard to t aking up the pre parations for the

settling o f the problem in I t aly, SS-Obergruppenfuehrer

BEYDRICH thinks a liaison with the Police Chief in those

matters i s sui t able.

In occupied and unoccupied France the taking of the

Jews for evacuation can in all probability proceed without

gre~t difficulties.

that in a more basic treatment of this problem in a few

countries, such as in the Northern countries, difficulties

would come up, and it is therefore advisable t o postpone

these countries for the time being. I n consideration of the

small number of Jews in question here, this postponement

constitutes anyway no appreciable limita tion.

On -the other hand, the Foreign Office sees no great

difficulties for the Southeast and West of Europe.

IV. In the course of t he Fi nal Solution plans , the

Nuremberg Laws are in a certain degree t o form the basis,

and accordingly the complet e se t tlement of t he problem

i s to include also the solution of the Mixed marriage pr o­

blems.
