Office of Public Information 418 The Capitol 402 South Monroe Street 921-7747 The Office of Public Information is designed to encourage citizens’ participation in the Florida House of Representatives by responding to public records/information requests and citizens’ correspondence to the Speaker of the House, and by assisting the Speaker in making appointments to state boards and commissions. In addition, the Office is charged with identifying, understanding, and engaging citizens who want to connect with their government through existing and new technology in order to obtain information and express insights and opinions.

Office of the Clerk 513 The Capitol 402 South Monroe Street 488-1157 The Clerk’s Office performs duties which include keeping and publishing a correct Journal of the House proceedings, supervising the custody of legislation, engrossing and enrolling bills, keeping official records, including historic photographs and documents of the House, publishing the legislative Calendar, and offering parliamentary guidance upon request. In addition, the Clerk’s Office is responsible for maintaining the council/committee and member web pages, and performing historic tours and mock sessions.

Calendar 1502 The Capitol 488-1155 Calendars are produced overnight and immediately published on the House legislative website. The Calendar staff tracks a bill all the way through the committee process and monitors its availability for placement on the Calendar of the House. This unit publishes the Clerk’s Manual, maintains the database for the members’ web pages, maintains and publishes committee membership listings, and House staff information in various forms.

Stationery 326 The Capitol 922-7099 House bill subscriptions (for members and the general public), daily Journals, daily Calendars, and other publications are distributed from the Documents & Distribution and Stationery office. The Stationery staff processes the staff and member business cards, note cards, and envelope orders that are then sent to Print Services for printing.

Engrossing & Enrolling 513 The Capitol 488-1157 Engrossing & Enrolling staff incorporate amendments adopted by House or Senate floor action into House bills. Once bills pass both houses, they are enrolled and signed by House and Senate officers for presentation to the Governor. The Engrossing & Enrolling unit publishes Guide to Florida Government, Welcome to the Florida House of Representatives Handbook, and The People of Lawmaking in Florida.

Office of the Clerk continued: Journal 1502 The Capitol 488-1151 The Journal is the legal and official record of the proceedings of the House of Representatives. The Journals are produced overnight and are immediately published on the House legislative website. Printed copies, produced by Print Services, are available to members and the public the following morning. The daily Journals, after complete verification, are edited, printed, and bound in permanent volumes after sine die adjournment of the Legislature, along with various indices (including sponsors, bills by subject and number, vetoed bills, and votes by sequence number) prepared by Journal staff to provide aid for future research.

VE Office of the Clerk continued:
Messages 513 The Capitol 488-1157 When the Legislature is in session, the Messages unit is responsible for processing legislation traveling between the two houses by ensuring that bills received from the Senate and traveling to the Speaker’s Office arrive in proper form and are accompanied by a message which accurately reflects the Senate’s action on a bill. Additionally, this office is responsible for sending messages to the Senate indicating the House’s action on a bill and action requested of the Senate.

Page & Messenger Program 513 The Capitol 487-2390 The Pages and Messengers program has been a long-standing tradition in the Florida House of Representatives. The historic Journals refer to Pages and Messengers as far back as 1868. Every year approximately 240 students serve in the House assisting members with their duties. This unique experience allows students to learn about the legislative process. Each member may choose one Messenger and one Page to serve during session.

Photographer B-07 The Old Capitol 488-5068 The Photography unit provides session photography, individual shots of members, photos of committee meetings, and other significant legislative events as requested. The Photography unit also makes photographs available for the Photo Album on the House legislative website. In addition, they historically archive photo-quality digital images for future requests.

Office of the Clerk continued: Print Services 334 The Capitol 488-7097 The Print Services unit consists of duplicating and printing services. This unit prints bills, summaries, special projects and printing jobs, interim and daily Calendars, daily Journals, meeting packets, business cards, note cards, envelopes, and most printed materials of the House.

Records Management 1502 The Capitol 488-1026 All House bills are numbered and electronically submitted by House Bill Drafting to a printer in the Records Management unit to begin their journey through the system. Council and committee attendance roll calls, vote sheets, and reports on bills voted on by council or committee are electronically retrieved by this unit and maintained until archived. All official records and documents received are filed and catalogued by this unit.

The House Sergeant at Arms’ office is responsible for maintaining order in the House Chamber, corridors, passages, lobby, galleries, and rooms of the House, under the direction of the Speaker. In addition to enforcing the rules relating to Chamber privileges and general care and guardianship of the House Office Building and Capitol Building offices, the following is also provided by the Office of the Sergeant at Arms: security, committee/office assignments, telecommunications, maintenance, property management, repair and construction, transportation, parking enforcement, and audio/visual services.

1501 The Capitol 402 South Monroe Street 488-5644 House Bill Drafting prepares most bills, with the major exceptions being general appropriations bills, reviser's bills, and reapportionment bills or resolutions. In the case of local bills, it reviews and edits the drafts prepared by attorneys or other appropriate staff in the local jurisdiction. Further, House Bill Drafting numbers and files all bills, and prepares and files all floor amendments and committee substitutes. House Bill Drafting also prepares tributes for members wishing to commemorate local achievement, condolences, or other recognition.

House Office of Professional Development 327 The Capitol 402 South Monroe Street 488-1792 At the direction of the Speaker, the Office of Professional Development develops and provides a year-round curriculum of introductory, intermediate, and advanced training classes for House legislative, district, intern, other personnel services (OPS) and volunteer staff. These classes utilize a variety of venues and technologies including lectures, computer exercises, webinars, independent studies, and off-site training opportunities, to assist staff in the performance of their work. The Office of Professional Development works with supervisors and staff to identify revisions or additions to available training opportunities.

Office of the Chaplain 514 The Capitol 402 South Monroe Street 488-9215 The Office of House Chaplain is a volunteer staffed office whose primary function is to respond to the needs of Members, not initiate programs or activities. House Chaplain activities include hospital visits, personal meetings for encouragement and prayer, weekly Legislative Fellowship Gathering lead by Members, assisting in memorial services for House Members, and assisting the Sergeant at Arms office in administering and hosting the Minister of the Day Program. The services provided by this office are available to all staff and Members regardless of religious background.
