Dear Ms. Pelke:

RSI has been informed by DOE of its proposed shippingschedule for the WESF capsules from the Westervillefacility. A copy of the proposed schedule is attached foryour information.

We challenged the need for bringing in two additional G.E.1500 casks in order to stay within License compliance, andsuggested the following modification.

1. Perform size checks on all of the capsules in thepool.

2. Separate the capsules into the categories definedby DOE.a. Known leakers (#1502 is at ORNL)b. Discernable deformation (#1504 is at ORNL)c. Over filled with CsC1d. Other four (4) capsules in same batch as 1502

& 1504e. Any other anomaly (documentation, porous

welds, etc.)f. Acceptable for special form shipment

3. Perform leak tests on capsules in cask number one.

4. If acceptable, lower into the storage pool.

Remove 'he four (4) capsules for size checking.t5.

6. Reload the cask with four (4) ccepta tegory(f) capsules. g y : . cy y

7. Remove from the pool.

8. Repeat steps 3 through 7 on casks 2 through 9.

9. -Size check the'36 sources removed from the nine(9). casks and place in the proper categories.

10. Ship nine (9) casks to Richland.

In order to utilize this procedure, there will be forshort periods of time (steps 4 through 7) an extra four(4) capsules in the source pool beyond our license' limit.

[ Each time period should not exceed three (3) hours.

We are requesting that we can deviate from our license tothe extent that there will never be more that four (4)additional capsules in the. pool beyond the current 143capsules.
