The establishment of an implementation Platform
for the exchange of TN-ITS data between PA and
map makers and other third parties
Trond Hovland, ITS Norway and Norwegian Public Road Administration
Agenda
1. The ROSATTE project
2. eMaPS: Establishing the ROSATTE Implementation Platform
3. Alignment with INSPIRE

ROSATTE
The ROSATTE project intends to develop an infrastructure and tools that will ensure European wide access to road safety data.
Safety data: speed limits, traffic signs, pedestrian crossings,..
This will help Public Authorities to maintain their own data and to provide data to third parties in order to enhance traffic safety.

The ROSATTE chain of value
Many levels of authorities:Governmental/federal/national level.
Regional level
Municipal level.
Stages of development:Out of phase
Different degree of coverage
Different degree of maturity and competence
ROSATTE findings
eMaPS, Istanbul, 26. June 2012
Output of ROSATTE project
Complete framework to facilitate access, exchange and
maintenance of spatial data from public sources including:
multi-level national/regional/local aggregation
Incremental updates of map data
Technical & organisational guidelines
List of what is still needed to be done
Commitment for deployment
eMaPS, Istanbul, 26. June 2012
Considerably enhanced update-processes:More efficient data maintenance at PA
Common model for quality assurance
Considerably enhanced publishing of up-to-date road data from
PA to digital map databases
Facilitate smooth and efficient data integration at map providers
Reduce the risks of fragmentation across European Members
States by using ROSATTE processes through the existing
INSPIRE services
Future benefits of ROSATTE

Optimal Use of Road, Traffic and Travel Data
1. EU-wide real time travel information(public and private roles)
2. Collection and provision of road data
3. Accurate public data for digital maps
4. Free minimum information service
5. Promotion of multi-modal journey planners

Build momentum among PA to the eMaPS ideas
Create a pool of experts to support the implementation
Maintain and update the ROSATTE
Offer comprehensive implementation guidelines to support new-
comers
Raise awareness and cooperation at an international level
Common principles to clarify legal and licensing aspects using

eMaPS, Istanbul, 26. June 2012
ITS Directive/ROSATTE implies:
Coordinate and aggregate data from public authorities at all levels
Publish, exchange and report these data
Offer web-services like: discovery, view, download, etc>
Forum to maintain road and traffic data specifications
Base procedures on legal framework and implementing rules
Why INSPIRE alignment

INSPIRE
ITS Directive/ROSATTE and INSPIRE:
Private/public owned data: IPR issues needs to be handled
Public Private Partnership to make specifications, etc...
Linear and location based referencing systems
Feed back loop
Different family of standards: TC204 vs. TC211
Different legal bases – informative and normative
Still > alignment is desirable!
Differences!

INSPIRE alignment
Thematic legislation
How to align: Start with a delegated act to promote action 1.2 and 1.3 of the ITS
Directive:
Establish our ROSATTE Implementation Platform as an SDIC for TN-ITS
Adopt procedures and organizational structures:
NCP
TN-ITS maintenance organization
Base/build ITS portal according to the INSPIRE portal – or create the same look
and feel
Later, if necessary and/or politically sensible/possible: include TN-ITS in the
INSPIRE core model and adopt to the implementation rules
INSPIRE alignment

INSPIRE alignment
eMaPS is conducting a study to explore alignment possibilities:
Harmonize specifications
Examine the 1.3 Study proposals and suggestions
Report on how the roads part of the TN theme is implemented in the MS
If feasible start an SDIC’s on the TN-ITS theme
Study the implementation of national/regional INSPIRE portals. What
implications will this have for the ROSATTE Implementation Platform?
Report on where the ITS Directive is legally implemented, how this is done,
roles, responsibility and organization. How will this affect the ROSATTE
Implementation Platform?
Study on INSPIRE alignment
eMaPS, Istanbul, 26. June 2012
We are learning how to align –
To make it easier for PA to comply with demands like INSPIRE and the ITS
Directive
To give DG MOVE a possibility to point in the ROSATTE directions when
implementing the ITS Directive
