BACKGROUND AND AIMS The ENTELIS network is a newly established network of organisations with different backgrounds (education, social care, technology, research, advocacy, etc.) committed to full digital inclusion of persons with disabilities and older adults. This involves the removal of barriers of all kinds and the empowerment of people, including the development of digital competencies that allow them to participate in the digital society.

The network is open to organisations having similar goals.

Network members will learn from each other, share results and work together for innovation.

Each year a call for commitments is launched by the steering board. The work committed by the members will form the annual work programme.

The ENTELIS network is an opportunity for those organisations seeking:

• To gear efforts to shared goals • To learn from others and to disseminate knowledge and project outcomes • To validate ideas and prototypes of tool, strategies and methodologies and to sharpen

exploitation strategies • To access project funding opportunities and partnerships

Active participation is the only way to turn the network into a resource for your organisation, your students, clients and other stakeholders.

THE ENTELIS NETWORK

The ENTELIS network was established on the 19th of October 2016.

The founding members are European umbrella organisations:

• The European Association of Service Providers for Persons with Disabilities (EASPD) • The Association for the Advancement of Assistive Technology in Europe (AAATE) • The European Association of Institutes for Vocational Training (EVBB)

The network has not a separate juridical entity but acts as a co-ordinated network governed and supported by a steering board with representatives of the founding European umbrella organisations.

Membership is open to other organisations.

Staff of member organisations will have free access to the events organized by the network. Member organisations will have priority opportunities to be involved in relevant projects, as well as in the writing of articles and reports and to the resources on the protected area of the website. Members will be listed on the website.

THE 2017 ACTION PALN The 2017 Action Plan builds on the key obstacles to full digital inclusion identified during the ENTELIS project and worked out in its “Manifesto for full digital inclusion”1. These can be summarised as such:

• Lack of information and competence within sectors and organisations. • Lack of strategies and tools to reduce the digital divide • Lack of critical mass of organisations able to impact on policymakers and politicians

The call for commitments 2017 therefore invited commitments in the following Action areas:

A. The exchange of good practice regarding the development of ICT-AT skills among persons with disabilities and older persons, as well as good practice in policies to remove barriers in the digital environment.

B. The development of strategies and tools to reduce the digital divide and to validate these with the involvement of the network members. The involvement of more organisations that actively collaborate in the realisation of the network’s mission.

C. The collection, elaboration and dissemination of information.

Commitments could either be SELF-PROPOSED or be CHOSEN FROM A LIST of commitments suggested by the network’s program committee.

At 31.12.2016 commitments of 21 organisations have been received, with 3 still to formalise but committed. ANNEX 1 holds the full list of committing organisations. ANNEX 2 maps commitments against the suggested work programme ANNEX 3 maps the commitments against the Roadmap for digital inclusion as described in the Whitepaper produced by the ENTELIS consortium. ANNEX 4 contains a template that have to be used in case a network member wants to launch an invitation for collaborative work. ANNEX 5 contains the rules for joining the network in between the annual call for commitments.

ENTELIS aims to contribute to the development of strategies and tools to reduce the digital divide and to validate these with the involvement of the members. It further aims at strengthening the network by involving more organisations that actively collaborate in the realisation of its mission.

ENTELIS aims to disseminate good practice and its own results by an active communication strategy targeting organisations and individuals inside and outside the network.

Organisation of one international seminar during 2017. The seminar should be free of charge for ENTELIS network members , carry the ENTELIS logo and be promoted via the ENTELIS website.

• The regular update of the ENTELIS website with at least 14 descriptions of experiences and 22 blog entries. • Four (4) newsletters with at least 18 articles. • Two (2) surveys that will be implemented with the support of the network members. • Four organisations working on the validation and implementation of the self-assessment framework for schools. • Three organisations working on the validation and implementation of the questionnaire for service providers. • Four (4) webinars. • Two special sessions during conferences and a workshop. • The dissemination of at least 6 European project outcomes. • One seminar in Malta

Assessment Assessment of the whole educational environment and identification of areas of improvement.

Goal setting.

The European University of Cyprus will collaborate with 10 schools in Cyprus with the aim to assess the whole school environment using the Self-Assessment framework “Digital skills development and ICT in inclusive education” developed by the ENTELIS network. For each school at least one action will be supported by the University. The lessons learned and results will be shared with the network and recommendations for the improvement of the self-assessment framework will be formulated.

Open the Windows will pilot the self assessment framework with at least one school in the Skopje area.

CAAC and AIAS will implement the ENTELIS self-assessment tools in their school network.

Development Development and delivery of training for staff and management as well as end users.

Atempo will report about the outcomes of two European projects „IncluEdu“ and „Lets try ICT“

CAAC will work and report on teachers’ education and training to use technology and to build more inclusive environment for all in schools.Hilfsgemeinschaft will share for free materials regarding a curriculum and certification programme for teachers working with the blind (IT4Blind). Also the SmartRoboBraille course to customise learning materials making them accessible with open source resources will be disseminated freely to the network. Interested organisations will be invited to collaborate.

Development of a truly person centred approach enhancing skills, participation and independence.

Implementation and management of change where needed, including communication and

CRPG will ask the collaboration of the network to implement a survey on the ICT use of clients of rehabilitation centres and the consequences for service design and the meeting of unmet digital literacy needs.

Starting from the questionnaire for service providers produced by the ENTELIS network, EASPD, HFT and AIAS will launch a survey to identify barriers for the wider uptake of Person Centred Technology by service providers. The following steps are envisaged: Adaptation of the questionnaire, investigation among a sample of EASPD members into the barriers, data analysis, social validation of the results, publication of the results. An open call will be launched for organisations wishing to collaborate.

Hft is a partner in an Erasmus+ funded project, ALTAS, which aims to develop Europe-wide training in assistive living technology aimed at those that support individuals with

disabilities or long-term conditions. The curriculum will be shared and Hft will organise a remote workshop on the project outcomes.

Development of models of specialised service delivery to end users in the field of ICT and ICT-AT

GLIC is the Italian network of Centres for Assistive Technology and ICT . It mainly works on the area of AT to promote Activity and Participation of people with disabilities (UN Convention). The GLIC proposes AT Centres as a factor of public spending optimization, favouring social inclusion and quality of life. Diffusion of Best Practices. In 2015 GLIC published its first Position Paper on an AT & ICT Centre Model. In 2017 GLIC will sharing within the ENTELIS network the Position Paper to strengthen the awareness on what ICT and AT can do to build up a full inclusive environment. It will submit applications for international projects and conferences papers on AT and Inclusion. The Position Paper will be translated in English in order to share it and start a debate within the ENTELIS network through specific workshops, papers and reports. It will be submitted as a paper to the AAATE 2017 Conference. Writing blog entries. Expected results: To share a model of AT and ICT Centres. To spread best practises. To endorse these Centres as a factor of public spending optimization, favouring social inclusion and quality of life.

ANNEX 5 - ENTELIS Rules for joining the network

Rules for joining the ENTELIS network It is possible to join the ENTELIS network by:

1. Submitting a commitment responding to one of the annual calls for commitments published on the website.

In this case the commitment will be included automatically in the work programme, unless the steering board identifies major problems or conflicts of interest.

2. Submitting a commitment to the steering board for approval and inclusion in an updated version of the work programme.

In this case the commitment will be assessed by the steering board who might suggest the applicant organisation to collaborate with or to coordinate efforts with other network members working for the same goals.

3. Responding to an Open invitation to collaborative work under ENTELIS. In this case the applicant organisation should agree participation with the inviting network member and prepare the application for joining the network to be submitted to the steering board.

Participation in the network for members of EASPD, EVBB or AAATE is free of charge. Non-members of either one of these umbrella organisations pay an annual fee of 200 Euro.
