The MPCB notices were related to NGT orders, dated 10-7-2019 and 14-11-2019, in CEPI directing Pollu- tion Control Boards to recover compensation from Industries. Taloja Industries Association (TIA) along with Chamber of Small Industry Associ- ations (COSIA) and oth- er Industrial Associa- tions of Maharashtra (under COSIA), had filed an appeal in the Supreme Court to get a stay order on MPCB notice. Navi Mumbai: PanditLadku Patil (60) asenior citizen wasbrutally kicked in thelocal train at Turbherailway station over asmall skirmish ongetting down from thetrain. Vashi RailwayPolice have arrestedMohd Arif Zahar AliSheikh, 24 who hadkicked Mr Patil, wholater succumbed to hisinjuries.

The deceased, MrPatil, was a residentof Koparkhairanewhile the accusedMohammad ArifZahar Ali Sheikh isfrom Dongri inMumbai. Moham-med’s sister lives inKopri village in APMCarea. Last Saturdayhe was coming fromThane to Turbhe viaNerul local to visither. Patil was travel-ing from Koparkhair-ane to Turbhe forsome work by thesame local. As theTurbhe RailwayStation approached,Patil came to thetrain’s gate to get off.

It was at this timethat Mohammed alsocame to the local gate.

A dispute betweenthe two turned intoargument and Mo-hammed Sheikh infury kicked Patil, whowas standing at thedoor of the local onTurbhe railwaystation platform. Patilwas severely injured.On seeing this theother passengers inthe local, caught holdof Mohammad ArifZahar Ali Sheikh andhanded him over tothe Railway Police atTurbhe RailwayStation. Patil, whowas critically injuredwas taken to VashiMunicipal Hospital.

However, becauseof the serious condi-tion of Patil, he waslater taken to FortisHospital for furthertreatment. He died onTuesday while under-going treatment.Meanwhile, VashiRailway Police firstregistered an attemptto murder caseagainst the accusedMohammed Arif

Sheikh, however,since Pandit Patil died, a murder case hasbeen registered.

The citizens have also been urged toencourage the people working in essential services and expressour gratitude towards them for working relentlessly in fighting thecoronavirus pandemic, by standing in the balconies or doorwaysand clapping hands and ringing bells for five minutes.

With India reporting its fourth death due to coronavirus onThursday, which has affected over 100 countries across the world,it has become important for each one of us to join hands with thegovernment machineries in fighting our battle against this pan-demic.

It is unfortunate that despite efforts by the civic bodies, manycitizens are failing to abide by the rules, which have been framedfor their own safety as well as for the safety of the masses. By choos-ing to take a positive outlook on life, you can begin to shift out of a nega-tive frame of mind and see life as filled with possibilities and solutionsinstead of worries and obstacles. We must believe in ourselves and re-member the most important lesson that a positive outlook is a choice thatwe can always make. an alternative site fordisposing of the gar-bage, said Nandaku-mar Pawar, head ofShri Ekvira Aai Prat-ishtan.

Kumar sent a freshrequest to the Man-grove Committee to en-sure that the garbagedump is moved awayand the mangroves areprotected as the envi-ronmental and healthhazards are increasingday by day with themuck flowing into thesea.

“Our complaint tothe Maharashtra Pollu-tion Control Board hasso far been remainedun-responded,” he said.

Two consecutive in-spections by the reve-nue-forest combineteams have confirmedthe death of mangrovesand the menace of thestinking garbage facedby the residents, yetthe local administra-tion did not budge.Apart from the gar-bage, even sewer wateris being drained out onto the mangroves withutter disregard for themangroves and publichealth, Kumar said.

Need for introspectionOver the last few weeks, there has been a stupendous increase

in the crime graph. Cases of daylight robbery, chain snatching etc.are on the rise while the detection rate has remained abysmal. Thishas instilled a sense of insecurity amongst the residents. The nonchalant attitude of the many police officials, non friendly image ofthe police department and the difficult legal procedures have onlyhelped in eroding the image further.

This is an era of specialization. Considering the competitivenessthat one has to face, success in any field, to a great extent, dependson specialization. This adage applies to the police department aswell. The present day working in the police department makes itimperative for the officials to carry out a wide range of duties, whichin turn adversely affects their performance as prime security pro-viding agency. The police today have no defined duties, which var-ies from nabbing criminals to providing security to the VVIPs tomaking bandobast for dharnas & community celebrations, to man-aging traffic, mediating in disputes, providing security cover to thepoliticians during elections and election rallies and what not. It isbecause of this multi faceted duty requirement that the performanceof police in Mumbai and Navi Mumbai is lack luster and they fail toperform their prime duty that of providing security to the residents,which is what they are actually created for. Limited force equippedwith arms of the stone- age era with unlimited working hours isfinding itself at the receiving end especially when the nature of crimeis getting sophisticated and complex. As is said power corrupts per-son, the same is true to great extent for the police force also, whichwields legitimate and some times even illegitimate powers. Lack ofcommitment and weak morale are visible in the police force todayleading to disgust in the society and police as a profession carries avery poor image.

The police alone cannot be blamed for this sorry state of affairs.Huge interferences from the politicians who treat the police depart-ment as personal employees, has also contributed towards its poorperformances. Transfers and postings make lot of news these dayswhere merits rarely count. This has put a big question mark on theworking of the police department and there is an eminent need forrevamping the whole system especially in view of the recent scam.

The police department needs to go in for specialized forces fordifferent works like for example crime branch, VVIPs security, traf-fic department etc. It is heartening to note that recently efforts havebeen made to modernize the department, but the forces should beimparted specialized training in dealing with particular kind of crimesespecially in view of new types of crimes like financial and cybercrimes. Further, the city police have also been instructed not toprovide VIP escorts on the route from Mumbai to Pune, which isthe right step. Besides this, a significant amount of autonomy needsto be given to the police department and there has to be a minimuminterference from the politicians. In this revamping process not onlythe police department needs to be overhauled but the public in gen-eral also needs to be counseled. The illegal migrants from neigh-bouring countries, the slum dwellers, many of the road side beggarsand urchins are also potential criminals and they need to be discour-aged as prevention of crime is better than conviction of criminalsafter crime is committed. The working conditions in the police de-partment need to be improved and the police force should be aug-mented and equipped with latest arms, means of communication &transportation. They should also have better inter connection andexchange of information with other security agencies in order toenhance their performance and also to improve their sagging mo-rale.

it has also proposed toregularize the caseswherein the lesseeshave already undertak-en change of user with-out seeking CIDCOsapproval, on recovery ofdouble the regularcharges, for which anAmnesty scheme shallbe declared on 1st April2020.
