THE MULTI-STATE CO-OPERATIVE SOCIETIES (AMENDMENT) BILL,2010 proposes to amend the Multi-state Co-operative Societies Act, 2002, interalia, to - (a) make the management of these co-operative societies more responsible to the members and accountable by making provision for (i) constitution of Interim Board, (ii) accounting standards, (iii) constitution of Audit and Ethics Committee; (iv) calling for information or explanation by the Central Registrar of the Multi-State Co-operative Societies, (v) Special Audit; (b) strengthen the provision relating to election of the members of the Board of the Multi-State Co-operative Societies; (c) make provisions for broad based representation in the Board of the Multi-State Co-operative Societies by providing reservation for the Scheduled Castes, the Scheduled Tribes and Women; (d) take certain measures which would facilitate the building of self-reliant, democratic and professionally efficient co-operative institutions; (e) bringing transparency in the functioning of the Multi-State Co-operative Societies by making provision for appointment of Co-operative Information Officer, Chief Information Officer for providing information about the affairs and management of the Multi-State Co-operative Societies and also make provision for appeal. The Committee invites written memoranda containing suggestions/views/comments of individuals/institutions/organisations interested in the subject matter of the Bill. The important terms and conditions for the said posts are given under:-

1. Remuneration: Rs. 49,750/- for specialists and Rs. 41,213/- for GDMOs consolidated per month. The contractualappointee will not be entitled to any other allowances, benefits or concessions as admissible to Govt. Employees.

2. Tenure & Age: In terms of DoP&T’s O.M. No. 26012/6/2002-Estt(A) dated 9.12.2002, no person can beappointed/reappointed to Central Government Service after the age of superannuation of 60 years through contract.

3. The contractual employment will be for a period of three years only or till regular incumbent joins whichever is earlier orhe/she reaches 65 years of age. The services of the appointee are also terminable before expiry of the contractual periodby either side after giving one month notice or salary in lieu thereof. The selection is purely contractual in nature and doesnot carry any right for regularisation or permanent absorption.

4. Leave: The leave entitlement of the appointee shall be governed as per DoP&T O.M. No. 12016/3/84-Estt(L) dated 12thApril 1985, as amended from time to time.

5. No TA/DA is admissible for the interview. Suitable and willing candidates may WALK IN FOR INTERVIEW on the dateand time at venue as given along with original and photocopies of all relevant documents (like Graduate Degree, internshipcompletion certificate, age proof and experience certificate if any etc.) and application in plain paper superscripting thename of the post applied for and five passport size recent photographs. The Directorate General will finally decide theplace of posting state/area/region etc with the approval of competent authority.

6. The competent authority reserves the right for any amendment, cancellation and change in this advertisement in whole orpart thereof without assigning any reason.

7. Educational/professional qualifications for the posts are as under:-

For Specialists:-

(a) A Recognised medical qualification included in the First or Second Schedule or Part-II of the Third Schedule (Otherthan that licentiate qualifications) to the Indian Medical Council Act, 1956. Holders of educational qualificationsincluded in Part-II or the Third Schedules should also fulfil the conditions stipulated in sub-section (3) of section (13)of the Indian Medical Council Act, 1956.

(b) Post Graduate Degree/Diploma in the concerned Specialty as mentioned in Section-A or Section-B of Schedule-VI orequivalent.

(c) Experience: 1½ Years experience for post Graduate Degree holder and 2½ years for Diploma holder in the concernedspecially after obtaining the Post Graduate Degree/Diploma or equivalent.

For General Duty Medical Officers:-

(a) A Recognised medical qualification included in the First or Second Schedule or Part-II of the Third Schedule (Otherthan that licentiate qualifications) to the Indian Medical Council Act, 1956. Holders of educational qualificationsincluded in Part-II or the Third Schedules should also fulfil the conditions stipulated in sub-section (3) of section (13)of the Indian Medical Council Act, 1956.

(b) Completion of compulsory rotating internship.

8. Medical Examination: Immediately after interview on the same day candidates will be medically examined by a Board ofMedical Officers detailed by concerned Composite Hospital/Units/HQRs. Appointment will be subject to medical fitness.

OTHER TERMS AND CONDITIONS

i) The appointee shall perform the duties assigned to him. The competent authority reserves the right to assign any duty asand when required. No extra/additional allowance will be admissible in case of such assignment.

ii) The appointee shall not be entitled to any benefits like provident fund, pension, gratuity, medical attendance treatment,seniority, promotion, etc. or any other benefits available to the Govt. servant appointed on regular basis.

iii) Non-practicing allowance will not be admissible.

iv) The appointee shall not have any claim or right to regular appointment to any post under CPMFs.

v) Only consolidated salary will be admissible, no dearness allowance and other allowance as are admissible to the Govt.servant shall be admissible.

vi) The appointee shall be on whole time appointment of the institution and shall not accept any other appointment, paid orother otherwise, during the period of contract.

vii) The appointment carries with it the liability to serve in any part of the country.

viii) Appointment is subject to the physical fitness from the competent medical board for which he/she will be sent to thedesignated Medical Authority.

ix) The appointee is required to submit a declaration regarding his/her marital status.

x) On appointment, the appointee will be required to take an oath and allegiance to the Constitution of India and make asolemn affirmation to the effect in the prescribed proforma.

xi) Other conditions of contract will be governed by the relevant rules and orders issued from time to time.

xii) If any declaration or information given by him/her proves to be false or if he/she is found to have will fully suppressedany material information, he/she will be liable to be removed from service and any such other action as the Govt. maydeem necessary.

TERMS OF SALE:

(1)The secured assets will not be sold below the reserve price.
