PROPOSED CONSTRUCTION OF OFFICERS’ QUARTERS AT GALWILA ECO PARK

PAHARIYA, IN WANNIYAGAMA FOREST RESERVE, PUTTALAM DIVISION

CONTRACT NO: LK-ESCAMP-FD-54267-CW-RFB

1. The Chairman Project Procurement Committee of Ecosystem Conservation and

Management Project, on behalf of Forest Department, No. 82, “Sampathpaya”,

Rajamlawatta Road, Battaramulla now invites sealed bids from eligible and qualified

bidders for Construction of officers’ quarters in Galwila Eco Park at Pahariya, in

Wanniyagama Forest Researve, Puttalam Division (Works Consists of Earth work,

Structural Works, Finishing Works, MEP works and associated External & Landscaping

works). The approximate estimated cost is Rs:46.3 million (Excluding taxes)

2. The bidding will be conducted through National Competitive Bidding Procedure.

3. The work carried out is mainly building work: The construction period is 365 days.

4. To be eligibility for contract award, the successful bidder shall not have been blacklisted

and shall meet following requirements.

ICTAD/CIDA Grade – C 5 or above

Specialty - Building construction

ICTAD/CIDA Registration shall be valid up to bid validity period from the opening of

bid.

5. Interested bidders may have obtained further information from the Ms.Teckla Chandani,

Procurement Officer, Ecosystem Conservation and Management Project, Ministry of

Mahaweli Development and Environment, No 82, Raljamalwatta Road, Battaramulla

during week days from 29th March 2018 to 17th April 2018 from 9.00 am to 3.00 pm. (E-

6. A complete set of bidding document in English language may be purchased by Bidders at

Ecosystem Conservation and Management Project, Ministry of Mahaweli Development

and Environment, No 82, Raljamalwatta Road, Battaramulla from 28th March 2018 from

9.00 hours to 15.00 until 17th April 2018, upon payment of non-refundable fee of Rs.

5,000.00 to the Accountant, ESCAMP.

7. Bid shall be delivered or sent by registered post in two sets, (Original and copy marked

clearly on the envelope and the caption to the effect for “Construction of officers’

quarters at Galwila Eco Park at Pahariya, in Wanniyagama Forest Researve, Puttalam

Division” to be marked on top left hand corner of the envelope) to Project Director,

Project Management Unit, Ecosystem Conservation and Management Project, Ministry

of Mahaweli Development and Environment, “Sampathpaya”, No. 82, Rajamalwatta

Road, Battaramulla. to reach on or before 10.00 hours on 18th April 2018. Late bids will

be rejected. Bids will be opened soon after closing in the presence of the bidders’

representative who choose to attend.

13.1. The minimum insurance covers shall be,

Material is 110% of the initial contract sum

17.1. The Intended Completion Date for the whole Works shall be 365 Calendar

days from the start date.

21.1. The Site possession date shall be 14 Days from the Letter of Acceptance.

27.1. The Contractor shall submit a programme for the Works within 28 Days from

the Letter of Acceptance.

27.4. The amount to be withheld for non/late submission of a Programme is Rupees

500,000.00.

35.1. Defect Liability period is 365 Days

47.1. Price Adjustment is not applicable to this Contract.

48.1. The retention from each payment shall be 10% of the certified work done.

The limit of retention shall be 5% of the Initial Contract Price

49.1. The liquidated damages for the whole of Works shall be Rupees 80,000.00 per

day

50.1. The Maximum amount of liquidated damages for the whole works shall be 10%

of the Initial Contract Price.

52.1. The Performance Security shall be 5% of the Initial Contract Price.

60.1. The percentage to apply to the value of work not completed, representing the

Employer’s additional cost for completing the Works, is 25% of Initial Contract

Price.

Implementation of Environmental and Social Management Plan

Implementation of Environmental Management Plan (EMP) and Social

Management Plan (SMP) as per the World Bank Policy and Guidelines Are Key

requirement in this contract.

The successful bidder should ensure that environmental and social

safeguards are maintain as specified in attachment.

If any cost to be incurred for the requirements, could be included in bill of

quantities. (See Volume 11 Section 10)

CONCERN 7: FIRE PROTECTION

7.1 No storage facilities will be established inside the PA for more than one week for materials such as cement, sand or any other construction material. In any case, any lubricant, fuel or any chemical substance, any other solvent should not be brought to the site for any purpose without receiving written permission from the and under supervision of respective RFOs. Waste oil, other petroleum products and untreated wastewater shall not be discharged on ground/within the PA. Collect all waste/spoils and taken away from the PA/Forest area, under supervision of respective RFO.

7.2 No one will be allowed for cocking, smoking during working hours or bringing cigarettes, lighters, matchboxes or any other smoking material/apparatus etc. into the sites of PA/Forest area.

CONCERN 9. APPROVALS, LICENCES AND PERMITS

9.1 All necessary approvals, permits and licenses required by the state and local legislation will be obtained prior to construction commencing. All approvals, permits and licenses shall be maintained and complied with during the construction period. Should there be any changes to the project which would require additional permits or licenses, these shall be obtained.

CONCERN 10: PUBLIC SAFTY

10.1 Contractor shall take necessary actions to prevent breeding of mosquitoes at the areas of work by preventing stagnation of water (including gutters, used and empty cans, containers, tires etc.). Contractor shall keep all places of work clean, devoid of garbage to prevent breeding of rats and other vectors such as flies. Burrow sites, if any, should be rehabilitated at the end of their use by the contractor under the supervision of the respective RFO.

10.2 Avoid peak hours in roads, if local/public roads are used for bringing materials, especially during the hours of school children use the roads. The speed of the vehicles should maintain less than 30 kmh-1 when transporting the construction materials.

CONCERN 11: WORKERS SAFTY - ACCIDENTS AND RISKS

11.1 The Contractor shall comply with requirements for the safety of the workmen and all reasonable precautions shall be taken to prevent danger of the workers from accidents causes due to falling, heavy loads, snake bites, insect bites, stuck by objects, contact with unsafe energy sources/power supply line etc.

11.2 All workers employed in construction activities shall be provided with necessary protective gear such as hand gloves, boots, helmets. These activities include mixing asphalt material, cement, lime mortars, concrete etc.

11.3 Precautionary measures to protect from attacks by the wild animals (elephant, leopard, snakes and bear) during working times inside the forest shall be taken as mentioned below.

Keep a sentinel person to monitoring marauding elephant/s, approaching the construction areas.

Always have thunder flashes at the construction sites with a trained personal to use, whenever necessary. The contractor may coordinate with DFO and/or RFO on this matter. DFO, RFO shall be coordinates with the Department of the Wildlife in this regards.

If any elephant thunder flashes are received on project purpose, unused must be handed over to the DFO/RFO.

11.4 Where materials need to transport using laborers, less than 40kg shall allow per labour, per time.

CONCERN 12: ARCHAEOLOGICAL CHANCE FINDS

12.1 Archaeological remains in the Forests area/ PA and adjacent areas must not destroy/disturb or remove by the contractor or by any workman.
