THE Municipal Association of Victoria’s chiefexecutive has spoken out against new guidelinesthat will dictate how local councils charge rates,fearing they will be far too rigid.

Local Government Minister Jeanette Powell lastweek released for public comment draft guidelinesthat would restrict the ability of councils to chargehigher rates on certain businesses such as pokiesvenues and licensed venues.

MAV chief executive Rob Spence said the guide-lines could mean that in future such venues wouldbe grouped together with other regular commercialratepayers.

‘‘It appears it’s targeting certain things like gam-ing venues,’’ Mr Spence said.

‘‘It has a significant affect on councils’ abilities tocharge according to the make up of their owncouncil area.’’

Mr Spence also feared councils would not be

able to charge a different rate to residential rate-payers who lived on top of a commercial property,possibly leading to the residential ratepayer payinga commercial rate.

Greater Dandenong Council’s corporate serviceacting director Michelle Hansen said the councildid not charge a differential rate on pokies venuesand it had not considered it.

Paperbark Ward councillor Peter Brown said hewas against the idea of charging pokies venueshigher rates to help fund problem gamblingprograms.

‘‘If you took that view, you would have toincrease it on the TAB and licensed venues,’’ CrBrown said.

‘‘You’d have to treat them fairly.’’He said these issues were better dealt with at

statewide level instead of ‘‘evangelical’’ councilsemploying local programs.

Last financial year, Greater Dandenong recordedthe highest net spend per adult on pokie machinesin the state at $1071. The next highest was $970 inBrimbank in Melbourne’s west.

Mr Spence said he believed the proposals wereprompted by a Darebin Council move to chargehigher rates on fast food outlets.

Local Government Minister Jeanette Powell said‘‘several councils have employed significant cre-ativity and stretched their differential rates powersto pursue social policy objectives.”

However, she said the previous laws provided‘‘insufficient guidance’’ for councils.

Fears held formissing mumPOLICE hold grave fears for Noble Parkwoman Robyn Hall who disappeared morethan a month ago.

The 35-year-old mother of three has notbeen since December 19, while she wasaway at Phillip Island. Last week, homicidesquad detectives took over investigations.

Her disappearance is being treated assuspicious, with her mobile and bankaccounts not being accessed since.

Police said the woman had poor socialskills, but had previously kept in regularcontact with her children and other friends.

She was last seen at a house in LantanaRoad, Cape Woolamai, about 10pm. Shelast made a small withdrawal from a localbank at 3.20pm on the same day.

Police have spoken with a male friendwith whom she had been staying. He toldthem before he left the Lantana Road prop-erty that Ms Hall told him someone waspicking her up.

The next day he returned to find she wasgone with no signs of her belongings.

Detective Senior Sergeant Ron Iddles ofthe homicide squad was pessimistic aboutMs Hall still being alive.

“I’ve been doing this for a long time andif I look back at history it would be nice tostand here and say I believe that she’s alive,but sadly I don’t think that’s the case,” hesaid.

Police are seeking any information abouta white Mitsubishi van that may have beenseen in the area.

Senior Sergeant Iddles said the womanhad a drug problem but he doubted she hadoverdosed, believing police would havefound evidence to that effect by now.

He said Ms Hall rarely stayed in the onelocation for extended periods and shemoved regularly around the south-easternarea.

TheCheltenham Road bridge was deliberately builtwithout on or off ramps to allow a continuousflow of traffic along the bypass through that area.In peak traffic, on and off ramps would have madeit an intolerable nightmare for all traffic, hence thereason for no ramps. What we need now though isa bridge over Springvale Road to allow a betterflow of through traffic on the bypass.

KEYSBOROUGH mother Kalyan Ky, who wasejected from a Dandenong cafe for breastfeedingher daughter, has had her case accepted by theHuman Rights Commission.

Last October, the Journal reported that Ms Kyraised a complaint when staff at the Cloud Cafein Dandenong Plaza asked her to leave afterbreastfeeding her daughter Sophia.

Ms Ky said the “humiliating” experience wasworth making a stand for.

The commission will now conciliate betweenMs Ky and the cafe owners, who she said haveowned up to being ‘‘in the wrong’’. She is stillseeking an apology and a donation to the Austra-lian Breastfeeding Association.

Breastfeeding in public is legal under Austra-lian law and mothers cannot be discriminatedagainst for doing so.

Last week, television presenter David Koch

sparked outrage after he made comments duringChannel 7’s Sunrise program suggesting womenshould be more discreet about breastfeeding andnot do it in public.

Ms Ky believes his comments have “ostra-cised” women who breastfed their babies in pub-lic.“I thought they were a bit ignorant. He didn’tseem to have a problem with people in bikinis.”

A DOVETON school filled with fear andsuspicion soon after Father Peter Searsonarrived.

He was known for walking the groundsarmed with a pistol, the state inquiry into thechurch’s handling of child abuse heard onWednesday. The children said he was“creepy” — they didn’t want to go into thechurch so teachers had to supervise them inthe confessional.

Doveton’s Holy Family Primary Schoolhad about 300 pupils at the time former prin-cipal Graeme Sleeman was employed thereby Father Searson, from 1982 to 1987. MrSleeman gave a submission to the inquiry,which offered parliamentary privilege asamnesty against defamation threats.

In submissions that went for more than anhour, Mr Sleeman said parents and teacherswould regularly tell him the children fearedthe priest because of his particular attention

to children and his desire to engage them inthe confessional. “You had to be so, so vigil-ant because of the priest,” said a former HolyFamily teacher Carmel Rafferty, who alsogave evidence.

Father Searson was moved from one post-ing to the next before arriving at Holy Fam-ily. When he went to Doveton, Mr Sleeman’sphone ‘‘rang hot’’ with claims about thepriest.

The inquiry heard that Father Searson’salleged activities were not investigated by thechurch. He was often spoken to or coun-selled in relation to claims of abuse.

Mr Sleeman said there was a “nudge-nudge wink-wink attitude” from FrankLittle, who was the archbishop of Melbourneat the time, but nothing was done to addressproblems.

The Journal reported late last year howtoday’s congregation of Holy Family parishcontinues to come to terms with its past, withrevealing statements from Ms Rafferty andthe parish priest Father Michael Shadbolt.

Tremors, but fires kept at bay

AS a youngster living on the family property,Ryecroft at Lyndhurst, I experienced lightningstrikes and floods, but fortunately no fires asour land was cleared.

However, I do recall in the 1930s experien-cing several minor earth tremors. Reading ofthe recent tremor at Narre Warren remindedme of one tremor which shook some of thesilver off the sideboard in the special roomwhere my father, a keen ornithologist, kepthis Australian and overseas collection ofbirds’ eggs.

FOR a while, it looked like Bangholme’s Corn-ish College was set to face a fate similar to otherstruggling independent colleges — but deter-mination from the school community brought itback from the brink.

Almost two years ago, the former StLeonard’s College campus looked certain toclose after it was threatened with liquidation.But instead of following the path of Mowbreyor Acacia colleges in Melbourne’s west andnorth, local families not only saved the campusbut created a whole new entity.

‘‘It [the future] is exceptionally bright,’’ prin-cipal Kerry Bolger said, as the school preparedto start its new year this Friday.

In early 2011, St Leonard’s declared its Bang-holme campus was not financially viable. MrBolger said the announcement was a shock, andwithout the wider community and parentsbanding together the school would not existtoday.

One parent, and current school council vice-chairman Trevor Gurr, said some parents werecrying when they heard the news.

He said it was by coincidence he was alreadymeeting other parents on the same night and

within days they organised a meeting to gaugehow passionate fellow parents were in savingtheir children’s campus.

After talking with school staff, including MrBolger, Mr Gurr got together almost 50 peopleto help devise a plan to keep the campus alive.

After moves to buy the Patterson River sitefrom St Leonard’s were rejected twice by theschool council, the Uniting Church stepped in tohelp with the negotiations.

Mr Gurr believed that the church could see

“what a wonderful asset was being lost’’ butmaintained that the parents were the mainreason why the school attracted the help thatprevented its closure.

“They were absolutely fabulous people to beinvolved with,” he said.

Mr Gurr — who has two children at theschool — believed the school had a “buoyant”future and would not risk increasing fees onexpensive facilities ‘‘that other private schoolsare well known for’’.

EMPOWERING may sometimes seem an over-used word, but when Cheryl Wilkinsondescribes her work with recently arrivedmigrants, there’s just no better way to put it.

Ms Wilkinson volunteers as an English lan-guage tutor with AMES, an organisation thathelps newly arrived refugees and migrants settlein Australia, by connecting them with servicessuch as English classes, job seeking help andother community groups.

Last year, she started volunteering withNoble Park AMES and found, as a formerteacher, that the program is vital.

‘‘I don’t know how they [migrants] wouldmanage without it,’’ Ms Wilkinson, 62, said.‘‘Education does empower people.’’

Students who enrol in the program arrivewith differing knowledge of English — frompre-beginner to more advanced levels.

She said her students — Thi Dieu Le and VanDinh, a Vietnamese couple in their 60s — cameto her with little knowledge of the language.

Despite teacher and students finding it ‘‘quitechalleging’’ during the first few sessions, MsWilkinson has loved the experience.

‘‘I’ve enjoyed every minute of it,’’ she said.

‘‘They go away with something new everysession.’’

Ms Wilkinson sees her students once a weekand follows a planned lesson — but sometimesthey ‘‘go with the flow’’ and they take theopportunity to ask her various questions aboutAustralian life.

Ms Wilkinson also enjoys the opportunity towork with people from a range of different

backgrounds. ‘‘I just love the people I work with— the trainers, the clients, everyone,’’ she said.

Tutors do not need experience in teachingas training is provided. All that is neededis a good knowledge of English and the localcommunity.

The ‘promised land’repays a benefactor

AFTER almost 40 years in Australia, Dande-nong’s Peter Jabbour says his Medal of the Orderof Australia is a sign of his adopted country trulyaccepting him.

The Dandenong businessman was recognisedon Saturday for his work with multicultural andcharitable organisations, locally and aroundAustralia.

Mr Jabbour said he was deeply honoured bythe award. ‘‘It means a lot. When I decided to getfirst involved in charities, I never thought aboutgetting something like this. I did it because I feelit from inside.’’

Originally from Lebanon, Mr Jabbour hasworked and donated money to countless charit-able causes, including Dandenong’s Foodbankand the Dandenong Historical Centre.

One of his most prominent involvements wasthe founding of the Australian Arab Multicul-tural Association in 1995, a group focused onlinking the diverse cultures of Arabic-speakingpeople of all nationalities.

Mr Jabbour described it as ‘‘for all Arabic-speaking Australians’’, and a non-political andnon-religious based organisation.

Since migrating in 1976, Mr Jabbour hasalways lived in Dandenong and married his wifeAmale at Dandenong North’s St Gerard’s church,almost a year after moving to Australia.

He said Australia was his ‘‘promised land’’ andhe felt it was important to help in any way hecould.

‘‘This country opened the door for us and gaveus what we needed. We should be honest and givethe country what it deserves.’’

He said generosity had always been in hispersonality but it was not until he met Dande-nong identity Eric Wilson — the husband ofthe then state MP Jan Wilson — that he realisedthe scope of charitable work he could getinvolved in.

‘‘He did a lot of charity work and I learnt a lotfrom him,’’ he said.

Mr Wilson and Mr Jabbour spent time withDandenong’s FoodBank program and the Aus-tralian Arab Association.

work with the Greater DandenongNeighbourhood Watch group.

Graham Don took out the non-resident of the year award for his workwith community organisations.

Mayor Angela Long thanked thewinners and other nominees for theirwork.

ORGANISERS have capped the crowd for theMelbourne-St Kilda clash at about 10,000, withthe public already showing significant interest.

Tickets for the March 9 NAB Cup contestwent on sale on Wednesday with the game a pre-sold event, meaning patrons will not be able tobuy tickets at the gate.

Tickets are to be bought through AFL Victoriawith Ticketmaster the vendor.

Casey Scorpions football manager MatthewYoung said the AFL was handling ticket saleswith a general admission ticket $20.

‘‘We’re getting a consultant to do a feasibilitystudy to look at car parking and stuff like that,’’he said.

‘‘Melbourne will be doing some communitystuff in the week leading up to game.’’

Casey Fields has never hosted an official NABCup fixture with several pre-season challengematches being held at the venue.

The record crowd for a NAB Challenge matchwas 10,099 between Hawthorn and Essendonwith that figure expected to be challenged.

‘‘From the committee point of view we wantpeople to get in and buy their tickets or theywon’t get in,’’ Young said.

FORMER Scotland-based playerMatthew Park’s decision to join Vic-torian Premier League championsDandenong Thunder is his secondchance at professional football.

The 24 year old has spent the bet-ter part of the past seven years play-ing in Scotland after leaving theFrankston area as a teenager to playwith Scottish Premier League clubHearts.

Park did his football apprentice-ship as a Hearts youth player andmoved up to the reserves and somebench selections for the senior side,although he was never able to get achance to make his debut for thesenior side.

But a knee injury led the club toloan him out to several second divi-sion clubs in past seasons and afterdoing his knee for the second time,Park decided to come home to Mel-bourne.

Park returned to Melbourne inthe later stages of last winter andwatched a few VPL sides during thefinals.

After speaking with former team-mate and Dandenong Thunderpremiership captain Shane Rexhepi,Park met with Thunder coach ChrisTaylor, trained with the club andsoon signed for the 2013 season.

Park said he wanted to press hisclaims to A-League clubs after beingaway from home his whole career.

‘‘Hopefully I can get a chance, let’ssee how it goes,’’ he said.

‘‘If I can stay injury free and havea good year I’m hoping someone

sees me and I get another chance atprofessional football. You neverknow what can happen in this game,things can change quickly.’’

Park said he would always con-sider being in the Hearts squadwhile playing at Celtic Park a careerhighlight along with playing in ayouth cup final at the same venue.

Park will add versatility to theThunder squad as he can play leftback, which is his favoured position,along with left midfield, centraldefender or even central midfield.

After playing more recently withEast Fife in the Scottish second divi-sion, Park said he was used to play-ing at semi-professional level, thesame as teams in the VPL.

‘‘A lot of the players at East Fifehad jobs and trained in the evenings.I would go back to Hearts and train,then join the East Fife boys for train-ings on Tuesday and Thursday, so inthat way it was similar to VPL,’’ hesaid.

‘‘I know the VPL is a very strongcompetition because of how manyplayers go from the VPL to the ALeague.’’

Park said his match fitness wasimproving with each week after notplaying since Christmas and he wasenjoying playing under Taylor.

‘‘My fitness was lacking a bit butit’s coming back slowly and witheach session we go a bit harder soI’m enjoying it,’’ Park said.

Budding star inVictorian squadSARAH Slater is not one for bells and whistles,on the court or off it.

The budding Dandenong Rangers star wasrecently selected in the Victorian under-20 teamto contest the national championships in Feb-ruary.

Slater, 17, is regarded as one of the brightestyoung talents at the WNBL outfit, with theyoung forward given court time with the JaycoRangers during the preseason.

‘‘I guess it is nice to be rewarded for all yourhard work,’’ she said. ‘‘I really wanted to makethe team and that was what I did the work for.’’

Dandenong Rangers marketing, communica-tions and development manager Paul Flynnpaints Slater in a positive light.

He believes Slater has the ability to play a sig-nificant role for the Rangers over the coming sea-sons.

‘‘She is a versatile forward, she is hard to guardand very unpredictable with what she does on thefloor,’’ he said.

‘‘She’ll outwork her opponents and the onething you know you will get from Sarah is effort.

‘‘She suited up in the preseason and got oncourt and has been on the bench during theactual season.’’

Since finishing at Beaconhills College inPakenham last year, Slater is planning on com-bining her basketball commitments with study-ing osteopathy.

She said the chance to train with the Rangers’WNBL squad had been invaluable.

Slater will be joined in the Victorian squad byfellow Ranger Ellen Kett, who is from Niddrie.

Three other Rangers have been named emer-gencies.

Narre Warren South product Tenaya Phillips,Berwick’s Olivia Luttrell and Essendon’s Ger-aldine McCorkell are all on standby for the tour-nament, which will run from February 17-23.

Lightning strikes as Rangers suffer big lossDANDENONG Rangers got a wake-up call onFriday night which could prove vital ahead of theWNBL play-offs.

The second-placed Rangers lost 87-75 to third-placed Adelaide Lightning at Dandenong Stadiumand now hold second place by just two matches.

In this year’s WNBL play-off system the toptwo teams get a double chance while the third andfourth placed sides face an elimination semi-final.

But more concerning than the rising Lightningwas the Rangers’ inability to control the ball andthe rebound count in a physical and wildly unpre-dictable game which included some referees’ deci-sions that left both sides perplexed.

The Rangers gave up 25 turnovers to 23 fromthe Lighting while losing the rebound count41-35.

Tegan Cunningham led the Rangers with 18points while Monica Wright added 15.

Rangers coach Mark Wright was left fumingabout the officiating from the match which he felt

allowed the Lightning to defend his side too phys-ically.

While Wright fumed about the referees, he alsosaid the Lightning had deserved to win and hadadapted to the conditions of the match better thanhis side.

Wright said the Rangers would come back bet-ter for the loss.

“It’s better to lose now than four weeks fromnow [when the play-offs start],” he said.

“They identified some weak spots in our gameand we will need to address them.

“I think they came up with a lot of loose balls.Whenever a loose ball came up, Adelaide got it.For me that questions how hungry we are to winthat tight loose ball. Those plays are all import-ant.

“I think we let the officiating get to us, I thinkwe let the frustration creep in. It did with me so Iknow it did with the players.

‘‘And we didn’t finish the shots we should fin-ish, which gave us no chance to put scoreboardpressure on them.”

The result also means the Rangers have to makesure they win the majority of their remainingmatches to make sure they hold second spot.

“They are biting us right on our backsides sowe need to step up and win the rest of our games,”Wright said.

The Rangers host Logan Thunder atDandenong Stadium this Friday night at 7pm.

DANDENONG Panthers needed a bigeffort from their bowlers and that’sexactly what they got in their win atGeelong on Saturday.

After making just 216 on the firstday and having Geelong resume at3-83, the Panthers lost Australian Testfast bowler James Pattinson toVictorian selection.

But in his place his brother DarrenPattinson and in-form seamer JamesNanopoulos took the ball and madesure the Cats were never in the match.The Panthers bowled them out for 153in 51 overs, 22 of which came on the

first day. Nanopoulos (4-20 from 16overs with nine maidens) and DarrenPattinson (1-20 from nine overs) ledthe way while Justin Butterfield (2-34)was also telling in the win.

The Panthers needed to come backin and bat until tea, which they did.Charith Cooray made 16 as the visit-ors got to 1-22 before the game wascalled off.

Panthers vice-captain Tom Donnellsaid Darren Pattinson and Nano-poulos had led from the front inwindy, challenging conditions.

LYNDALE has had a major boost beforethe Churchill Maintenance and FabricationDDCA Twenty20 grand final on Wednes-day night.

Premier Cricket all-rounder and formerDales junior Dale Tormey has returned forthe rest of the DDCA season.

Tormey has left Premier Cricket clubFitzroy-Doncaster and will play in all theTurf 2 ladder leader’s remaining matches asthe Dales strive for an upset win in theTwenty20 final against turf 1 club BuckleyRidges and also promotion to turf 1.

Tormey had played with the Dalesduring the Twenty20 competition as theirmarquee player.

Dales captain-coach Rory Ingram saidthe club was buoyed by Tormey’s return.

‘‘He has resigned from Premier Cricketand played his first game for us in a one-dayer on January 19. He is a good inclusionto the side.’’

After falling short in the Twenty20 semi-finals last year, the Dales have managed togo one better this season in making thefinal. Ingram said his team used its battingprowess and some disciplined spin bowlingto get itself into winning positions.

Jaimie Brohier, Carmen Mapatuna, Tor-mey and all-rounder Richie Faust have allplayed key roles.

Mapatuna’s leg spin has been especiallyeffective. ‘‘Carmen has been a good asset tothe club with his batting and his leg spin.It’s an advantage in this competition as notmany sides have a good leg spinner.’’

But the Dales face a tough task to beatthe Ridges, the leading Twenty20 side inthe DDCA for several seasons with successat state level and in local matches.

Ingram said his side looked forward tothe battle. ‘‘I think we’ve got a good, bal-anced team that’s good enough to get thejob done. Having said that, Buckley Ridgesis a turf 1 club and a powerhouse in the

DDCA, so it will take a lot to beat them,especially on their home ground.

‘‘Hopefully it will be a great game and aspecial occasion for our club and for all oursupporters.’’

BUCKLEY Ridges has given its finals hopes a shot in the armwith a first-day win over Springvale South in the DDCA Turf 1competition on Saturday.

The Ridges lost the toss and had to field first at Park Oval butthe decision proved in their favour as the Bloods fell to 3-13following the dismissal of star batsman Jeevantha Kulatunga.

After the Bloods looked in more trouble at 6-31, Warren Ayres(56) and Andrew Staude (37) formed a 91-run partnershipbefore Ridges star Jeremy Kuru got Staude out.

The Ridges made short work of the Bloods tail as the visitorswere bowled out for 131 with Kuru taking 6-28 from 13 overs.

In reply, Ridges captain-coach Marc Calkin (80 not out) andNo. 3 batsman Greg Todd (75no) led the way as the home sidecompiled 1-169 from 39 overs. They the chance for a rare out-right win over the Bloods when play resumes this Saturday.
