to hold the bonds so long as the bankcontinued to do business or untilninety per cent of the deposits were repaid There is a good deal of differencc between the fulfillment of that
encaccmcnt and the surrender of thebonds on some private satisfactionbeing given the Minister by the bank ¬
ers that the deposits would be repaidThere is very much difference betweenthe official proclamation of the securitybeing given accompanied by a grandflourish of trumpets from the Govern-
ment

organ and the private notifica-
tion

furnished depositors over which
the same journal kept strict silenceuntil constrained to speak out of re¬
gard as it states for the present Min-
ister

of Finance It looks as if theGovernment that accepted the securityon behalf of the public simply wentinto partnership with the new bank forthe purpose of running opposition to aformerly established private bank andnow when that partnership is dis-
solved

by mutual discontent the affairsof the firm arc to be settled up behindthe back of the public who were takeninto the confidence of the differentparties to the compact twenty monthsago Some people talked at the timethe security was proclaimed as if it wasonly a sham or an advertising dodge

which marks the better part ofour people counsels constitutionalmethods for the cure of the wrongs wesuffer under

that there are two parties tothe compact that is the basis of ourGovernment The Government hasridden rough shod over constitutionallimitations and seems to defy the gov-erned

A native diver named Hulu wasdrowned between eight and nine oclockyesterday morning while diving foriron plates which had accidentallyfallen overboard from the Likelikewharf The man had been downseveral times and coming to the sur-

There are no marks on his body andas the submersion had lasted too longfor any possibility for resuscitation noattempts were made to that effect

The probability is that the deceasedovertaxed his endurance in diving andwas not able to rise again
There are no marks on his body andas the submersion had lasted too longfor any possibility for resuscitation noattempts were made to that effect
