EDITORIAL This issue of the 'Resident' sees several changes. Owen Anthony has resigned from the Committee due to other pressures. He has been a very able Vice- Chairman and was one of those who helped to reform the Committee when we were at a low ebb some years ago. We are very grateful for his wise counsel and help. Next Sue Stagg and her husband Brian have decided to pull up roots and move to Lincolnshire. It is an enormous loss as Editors of her calibre are very few and far between. Brian too served as our Secre- tary for some time. We will miss them both and wish them well in their new community. As a result of these changes I decided I needed a change of role, so with some trepidation I resigned as Chairman and volunteered to become Editor of this newsletter. Having just completed this edition I fully realise what I have taken on and know how good Sue has been. Mike Humphreys has now been elected as Chairman with John Larter as his deputy. I am sure you will join with me in wishing them every success. Finally, two items of stop press news. Firstly, the National Federation of Old Age Pensioners are in urgent need of a new secretary. Any offers please to Mrs. Hudson on Rickmansworth 771953. Also needed are drivers for the Mini-bus for transport to their meetings. Offers please to Mrs. Hudson. Secondly, a new Organisation has been set up called "Drugs Concern" to help in this distressing problem. John Hedges THE PARISH COUNCIL AND THE RESIDENTS' ASSOCIATION Those of who who took the trouble to read the piece in our last edition entitled 'Parish Politics' will know that after a good debate in your committee we decided that we had a responsibility to offer independently minded candidates for election to the new Parish Council for Croxley Green. Having invited members who were interested to come forward to stand as candidates we found an unexpectedly good response and as you will see from the insert in this edition the 16 whom we selected for your approval cover a very wide spectrum of interests. Many of those who have volunteered their services to look after our affairs within the context of the Parish Council not only have a very good track record of involvement in the work of worthwhile local organisations but also display very varied personal interests and hobbies. This is very important because besides. the weighty issues affecting the lives of most residents in this area there are scores of minority interests which are catered for by the small clubs and societies who may not be able to summon great firing power but who often can make striking contributions to the overall quality of life. It is by sup- porting such interests whenever possible that the overall pattern of life here can be that much richer for us all. This is a main feature of the general approach which the Residents' Associa-. tion has adopted over the years in its efforts to safeguard the environment and standards within our community. A look back at the names of those who have. CROXLEY GREEN RESIDENTS' AND RATEPAYERS' ASSOCIATION The ANNUAL GENERAL MEETING of the above Association will be held at THE LIBRARY, BARTON WAY on FRIDAY, MARCH 21st at 8.00 pm Guest Speaker: FRED HOUSEGO served on our committee gives an indication of how wide the net has been both in the professional and private sense. The coming together on a regular basis of individuals with an independent view on life has produced a lively approach to our problems and prospects, and has ensured that very little of any substance has escaped our monthly look at life. And from a free expression of attitudes, unencumbered by party political shadows hovering at shoulder's length, a sensible response to matters of the day often emerges. Unless a member happens to have been at one time publicly involved with a particular political party and is so recognised, we do not have any know- ledge of the personal affiliations of those who are for a period committee mem- bers, and the question never arises in the course of our deliberations. There is no "grouping" on our committee - only an obvious wish to do the best we can for all residents and ratepayers. We hope that this spirit can also invest the work of the forthcoming Parish Coun- cil. The main areas of its responsibility - Parks, Paths, Allotments and Graves are sufficiently "down to earth" to make them natural subjects for any of our Residents' Association candidates with an experience of dealing for so long with so many people who use one or other of these facilities most days of their lives. They are certainly not the basis of party political in-fighting and we should not like to see them so. The Green itself, the Moor and the many woodland and open spaces within the Parish will always be precious assets to be defended against inroads and deprivations and if the Residents' Association candidates are elected there will be many who have had a close interest in them and will find in the Parish Council a new opportunity to take preventive or defensive action. THE PARISH COUNCIL AND THERESIDENTS' ASSOCIATIONThose of who who took the trouble toread the piece in our last edition entitled'Parish Politics' will know that after agood debate in your committee wedecided that we had a responsibility tooffer independently minded candidatesfor election to the new Parish Council forCroxley Green.

Having invited members who wereinterested to come forward to stand ascandidates we found an unexpectedlygood response and as you will see fromthe insert in this edition the 16 whom weselected for your approval cover a verywide spectrum of interests.

provide a healthy and clean neighbour-hood in which their children can grow up.

Some of our members have asked howwe see the roles of both the Residents'Association and the Parish Council if, aswe hope, the Councillors are composedof members of the Association. We seethe two as offering separate forums andlevels. Much of the work of the Resi-dents' Association involves dealing witha large number of small matters which itwould be quite inappropriate to expectthe Council to handle. But, of course, outof this involvement our Committeemembers develop a feel for the generaland sometimes changing attitudes ofthose who live in the area. Such ex-perience we think must be invaluablewhen it comes to looking into the prosand cons of more general topics wherethe Council will expect to put the mainweight of its effort.

Thus we see the two bodies as com-plementary and all part of the wholebusiness of keeping in as close touch aspossible with all those people whose livescould be affected by decisions taken atParish Council level or higher up in localgovernment. The Committee of theAssociation will continue to be a clearinghouse and a first line of defence for awhole range of things - a place whereinjections of minority view and interestsare the rule rather than the exception.

What the Association does see is a fur-ther opportunity to enlist as many peopleas possible into its membership. We allknow that it is notoriously difficult towork up enthusiasm for local governmentunless some dramatic issue presentsitself and the community feels itselfthreatened in some way. Public meetingsand petitions seem then to be easy toorganise, but the basis of good localgovernment is not made on such issues.It is made by the interest and involvementof as many residents as possible in theday to day (and let's face it - not alwaysexciting) care for how we live. We seeboth membership of the Residents'Association (and willingness to take anactive interest) on a par with willingnessto support a Parish Council. It is all partof the business of a democratic way oflife. Oh! not that old stuff again, you maysay. But what is the big argument in theworld today? The challenge of the"organised" systems in the communistworld and dictatorships everywhere towhat seems to them to be discreditedand old-fashioned ways still favoured inthe so called "West".

It may seem a bit of a mental jump towrite of this in the context of a ParishCouncil, but in the end it does comedown to the fact that our way of life doesdepend on our being prepared to dosomething to make it work.

This could be the year to inject yourenthusiasm in our direction and we shallvery much look forward to meeting upwith you when you do.

Meanwhile please bear in mind that thedate set aside for elections to the ParishCouncil is 13th March.

In the recent Tests arranged by theteam, of the 121 cyclists examined,mostly aged 10/12 years, 101 passed;which seems a very satisfactory result.

You might have noticed in the "Wat-ford Observer" that we have beenpresented with a very old copy of a bookabout John Dickinson & Company,which came about because of an exhibi-tion on the old mill held in the library. Wesoon realised that many of you havematerial about all aspects of CroxleyGreen's history. We are always happy toreceive any of this for our local historysection, and anything too large for us isgiven to Watford Museum. Please look

POLICE COLUMNIn the period November to early Decem-ber 1985, a sharp increase in crime wasreported in the Croxley Green area, manymore offences were committed thanwould normally be expected in an arealike Croxley Green, a total of 42 in justthis short space of time. As a result ofthis increase in offences, a police opera-tion was put into effect whereby patrolson foot and in vehicles were increasedand more cover was given to the areaduring the relevant times the offenceswere being committed.

Surprise, surprise, offences droppedand two persons were arrested as a resultof this operation. Since this time and asa result of information gleaned during theincreased patrols, other offences havenow been detected. All in all a worth-while exercise.

The most startling figure to come outof this is the fact that although 42offences were committed, only THREEoccurred in a Neighbourhood Watcharea; does this tell us something? In ourview it does, it tells us that you, thepublic, cannot leave everything to us, thepolice. We must have your co-operationand goodwill to do our job effectively.Being vigilant and looking out for yourneighbours' interests as well as your ownis NOT being nosy. It's being neigh-bourly. Without you we can't do it.WITH YOU, WE C~N TACKLE CRIME.

To all our members

SCOTSBRIDGE MILL REFLECTIONS

Will the outcome of protests regarding this proposed redevelopmentmirror what happened during the Croxley Mill Site and CroxleyCentre developements ?

Of course we want and need local development and redevelopment butit must also be planned and approved with a proper considerationof the local environment and peaceful enj oyiuen t of existingamenities.

Many aspects of the proposed Scotsbridge Mill redevelopment arelikely to have adverse repercussions for local residents and theirenvironment, coupled with a loss of some local amenities and withpotential traffic problems.

Once again those in authority appear to have embarked on a schemeto reflect their grand designs. Why following vigorous objectionsby local residents substantially supported by their electedrepresentatives, do those entrusted by the community to servetheir interests appear to be intent on formulating plans contraryto public opinion? How is'it that they not infrequently soadroitley appear able to obtain Committee decisions in the face ofstrong public protest? Does the tail wag the dog ?

If you, the local residents, really care for the interests of yourcommunity begin now to pressure the candidates for the May localDistrict Council elections - make it clear to them that

- in local government Community interests are more important thanparty politics

- your elected representatives should reflect your wishes- local government officers should reflect Councillors' wishes

This means management of the Community by the Community - NOT theimposition of grand designs of those who have responsibilities tothe community. By default we have tolerated for too long thisfrequent reversal of roles.

COUNCILLORS! We have a right to expect that Committee decisionsmore truly reflect local opinion - BE SEEN TO APPLY THIS CONCEPTVOTERS! Ask your ward councillors and candidates where they standand pressure them to take a positive stance in the interests of all.

If management of community affairs continues to be beset byautocratic decisions and lack of response to public opinion, makeknown to 'your Association your views on nomination of independantcandidates for subsequent District Council elections.

NORTH WARDFOSTER, Peter Joseph3, Little Green. 41, married with one son and two daughters.Farmer. Born in Croxley (7th generation) and educated atRickmansworth Grammar School. Actively involved with CroxleyGreen Conservation Committee and Croxley Green Commoners.Served on Committee of Rickmansworth Round Table. Particularinterests - local education and the preservation of the characterof Croxley Green. Hobby - winemaking.

HEDGES, John T.44, Ludlow Way. 51, married with one son and two daughters.Architect. Born in Croxley and educated at Yorke Road, HarveyRoad and Central School, Watford. Actively involved as YouthLeader at Rickmansworth St. Mary's Methodist; Wensum CourtManagement Committee; and Amersham and Chesham BoisChoral Society. For many years has been Chairman of Residents'Association. Particularly keen on preservation of village characterof Croxley. Hobbies - youth work, singing, local affairs.
