by Trina BerloA process that could determine the fate of Stayner’s high school began this week.

An eight-member committee will look for solutions to “accommodation pressures” on three Stayner schools, specifically issues with the building at Byng Public School, while also addressing low enrollment at Stayner Collegiate Institute (SCI).

Byng, built in 1922, has failing mechanical, electrical and structural systems, according to the Simcoe County District School board staff. It has minimum life safety systems that do not meet the requirements of the current code, the school is not accessible and significant lighting replacements are needed.

The committee is made up of two parent guardians from each school included in the review and two students from the high school, appointed by parent and student councils.

It is a scaled down and streamlined committee compared to the 38-member committee that set out in 2009 to determine the fate of five area high schools, including SCI. This committee is following new policy set out by the Ministry of Education.

As a first step, the committee was

given a binder of documents containing the information and statistics that would help inform a recommendation.

School board staff have put forward three options but the ARC is tasked with taking input from the community and putting forward a recommendation of its own, either in support of one of the staff options or something completely different. The trustees,

the elected board representatives, will then make a final decision, which goes to the Ministry of Education for final approval.

Grades 7-12. Option B is to close SCI and transfer

high school students to Collingwood Collegiate Institute and Nottawasaga Pines Secondary School in Angus, close Byng and accommodate elementary school students at Clearview Meadows and the SCI building.

Both options would include a request for funds for renewal, program space and additions where necessary.

A third option is to maintain status quo and submit a business case to the ministry for a replacement school for Byng and space enhancements at SCI.

“In the end it would be a win-win for Stayner,” said Annie Chandler, trustee for Clearview Township, of the staff preferred option. “You are going to get a strong viable community educational hub, an elementary school

locations and staff has been directed to prepare a comprehensive report that will be used to communicate proposed routes to the public.

Councillors Deborah Bronée and Kevin Elwood said the bylaw could also benefit residents who use ATVs regularly for business and recreation.

“This is an opportunity to bring them into compliance,” said Bronée.

Councillor Connie Leishman said she is already hearing from residents who have concerns. She said

and a secondary school right beside each other, it’s absolutely ideal. It’s a new model and people are a little weary of it but it’s a solution for rural high schools in Ontario and we need to keep them alive and this is a good option.”

“It would bring a big infusion of money so there would be like a $2 million renovation to SCI and a renovation to Clearview Meadows. Stayner would benefit,” said Chandler.

She said school board staff is talking to students about what kind of programming they would like to see at SCI that they currently aren’t getting.

“Those programs would receive money too and then Clearview Meadows would receive money to accommodate the additional kids because they are already at max, they already have portables.”

Chandler said trustees visited a Grade 7-12 school in a neighbouring county and the Grade 7 and 8 students liked being in the high school environment, taking advantage of music and technology programs and the gym.

There is also evidence that the school had better student retention levels and in a small community like Stayner, Chandler said, the Grade 7 and 8 students may already know the older students.

“In a small community, it’s not like they’re being thrown in with a bunch of strangers,” said Chandler. “The way it looks now, Stayner Collegiate is declining in enrollment and this is one way to get more students there, put big money into the school and secure its future.”

The first public meeting is at Byng

Public School on Thursday, Feb. 11, a second meeting is at Clearview Meadows Elementary School on Thursday, Mar. 10, and a final public meeting will be at SCI on Wednesday, April 20.

A special board meeting to hear from delegations will be held on May 24 and school trustees will make a final decision on June 9 at the SCDSB education centre in Midhurst. All meetings begin at 7 p.m.

The expectation is that it would take about two years to make the changes. In the case of Option C, it could be that students currently in Grade 5 would go to Grade 7 at SCI.

Chandler said she will be suggesting an attendance area review in conjunction with the pupil accommodation review to reassess which students would attend the new SCI.

there are people out there who don’t appreciate snowmobile traffic during the winter and now they would have to tolerate ATV traffic. She said many of Clearview’s roadways are used by cyclists and pedestrians and they are no match for ATVs.

Klemmensen said the club is aware that there are ATV riders who don’t follow the rules but they are not the people who are members of the club.

“We don’t like these people. We have as much trouble with them as you,” he said. “If people don’t follow the rules

First ARC public meeting at Byng on Feb. 11

ATV road access would also benefit residentsthey are a problem.”

The club has trails within Simcoe County forests and is working with the county on a pilot project to improve enforcement using paid duty police officers.

The majority of councillors agreed to start by exploring limited ATV access rather than opening the roads completely.

“The initial year or two needs to be

a bit more scoped,” said Councillor Shawn Davidson. “Rather than carte blanche.”

Clearview Township council wants to hear from residents before making a decision. They are in the process of setting up a process for public input.

“We need to hear from the public,” said Deputy Mayor Barry Burton. “It’s going to affect them so we need to hear from them.”

At the suggestion of Councillor Robert Walker, Clearview council has directed staff to prepare a draft property standards bylaw to deal exclusively with the esthetics and condition of abandoned buildings in the township.

Walker said with the township ramping up for a revitalization project in downtown Stayner and an increasing focus on tourism, he would like to see a bylaw in place that would give staff

some teeth when it comes to persuading people to spruce up certain buildings.

Council lor Shawn Davidson suggested that perhaps staff should also investigate a bylaw with a scope beyond abandoned buildings but there wasn’t enough supports around the council table.

Currently, the Township of Clearview does not have a property standards bylaw of any kind on the books.

ThE WAy WE WERE

Not to jinx it but at first glance this ARC looks like it is going to be much more productive and functional than the last one convened to decide the fate of Stayner Collegiate Institute.

We were in the trenches during that process and it wasn’t pretty. Not only did it pit community against community, it lowered morale at SCI and made the school community unsure of its longevity.

We hope SCI will emerge from this process with some assurance that it will be around for the long term and will have the resources it needs to be a complete education facility.

Moving on, with an open mind and new policy guidelines, this ARC could finally see Stayner Collegiate Institute overcome its hurdles and become the high school this community deserves.

The ARC – the accommodation review committee – is reviewing enrollment at three Stayner schools and what space is needed to accommodate them. Hopefully, in the end Stayner will have a homegrown solution that works for the local community but the rest of us shouldn’t become idle bystanders because the decisions made during this ARC will have an impact on students at Nottawasaga and Creemore Public School and every other elementary school in Clearview that feeds into SCI.

It’s about more than bums in seats.A school’s main focus should be on preparing

students for post secondary education in whatever form that may take – a trade, college or university. Success starts in a child’s earliest years, even before a child gets to school but high school is the last chance to prepare students for the launch. It’s a highly competitive world out there and Clearview’s youth need to be well armed with base knowledge and strong learning skills.

Clubs, music programs and athletics are an important factor in making for a high quality of life and overall enjoyment of the school community and definitely help with student retention. They sometimes lead to careers but they are not, generally speaking, what will set students up for academic success.

If SCI opens to Grade 7 and 8 students in Stayner they will share in the reinvigorated school spirit. And if that happens it would be wise to invite Grade 7 and 8 students from the feeder schools to participate in some way so that by the time they are making a choice about where to go to high school they are already looking forward to attending SCI as long as they can be assured of a top rate education.

There are concerns about integrating Grade 7 and 8 students into a high school where they will be exposed to the behaviours of older teens but there is also an opportunity for older students to be positive role models for the younger set.

There are so many great kids in Clearview, who understand the importance of community and have bright futures ahead, we owe it to them to have every advantage.

by Alex HargraveWhen I was a wee lad back in the early 1960s I used to look at the giant of a man who I knew as my loving grandfather. So tall, over six feet, with these massive hands and a stride that made up three or four of mine. Inside my grandparents’ house, there was a special cardboard box full of lots of things, including softballs and hardballs. I was told the furniture was won by my grandpa at the lawn bowling championships.

I remember going into the Creemore Meat Market when Noel Van Walleghen’s parents operated the grocery store and old men telling me what a good sportsman my grandfather was. One old fella showed me a darkened eye and told me my grandpa, Bill Emmett’s slap shot did that to him.

To tell you that I was in awe of such a man would be an understatement.

It was with great delight in 2006 I purchased Bob Curran’s Images of Creemore for the Past 100 Years calendar which included a photo of the 1922 Creemore hockey team (above). My grandfather was on that team.

As many of you know, my mother, Helen Blackburn loves nothing more than reading old newspapers to learn of the past. So it should be of no surprise to you that I received a mass of old newspaper clippings. I remember reading that the 1922 team was very special. The club used to barnstorm all over the area, Thornbury, Collingwood, Tottenham, Caledon and

even down to Orangeville. A hotshot Toronto team came to Creemore to teach our boys a thing or two. They didn’t. That 1922 Creemore team never lost a game and won by large margins.

Ken Carlton is the father of Wayne ‘Swoop’ Carlton of Collingwood. In my readings, Ken was a dominant player and could seem to score at will. His son inherited his dad’s athleticism and went on to win a Stanley Cup with Bobby Orr for the 1969-70 Boston Bruins. He was on the ice when Orr scored that famous Cup clinching goal in the fourth game of the final.

Local sports have always been of great interest for me. Perhaps because of my mom’s historical bend, my grandpa’s athleticism, the fact that I have played sports and enjoyed recreation here, I have always wanted a Sports Hall of Fame to recognize and honour our own home-bred sports heroes as well as a way to keep the legends alive forever.

Alas, to my overwhelming joy in December, I learned that Clearview Township’s recreation committee has undertaken the project of creating a Clearview Township Sports Hall of Fame with the first inductees to be introduced some time in 2017. Categories include athletes, builders, and teams.

The township needs to be congratulated for doing this. It’s only 42 years behind the Town of Collingwood and the creation of their hall.

In recent years, I can think of many worthy candidates.

Creemore hockey team 1922. Back row: Joe Jardine, Harry Madill, George McLaren, Milton Hinds. Front row: Angus Gillespie, Bill Emmett, Ted Creighton, Ken Carlton, Jack Lawrence and goalie Norman "Chum" Somerville (front).

1922 Creemore hockey team never lost a game

Improvements to SCI would make school more attractive to Clearview youth

NOTICE OF PUBLIC MEETINGS The Simcoe County District School Board (SCDSB) is undertaking a Pupil Accommodation Review to address enrolment, programming, and facility condition challenges for a group of schools that includes Stayner Collegiate Institute, Byng Public School and Clearview Meadows Elementary School. For the builder, Paul ‘Sivvy’ Carruthers' contribution to Junior hockey and local baseball; and Larry Sinclair’s tireless hours creating a world class Nordic facility come to mind. Steve Walker, professional hockey player and now coach in Germany, would seem to be a lock to be nominated; as does Don Westbrooke, the only North American hockey player to score a hat-trick on Vladislav Tretiak, arguably, the greatest goaltender in the history of the game of hockey.

Stayner Siskins had some very special teams in the 1970s and early 1990s. Creemore, New Lowell and Stayner have all had strong ball clubs.

The township is blessed to have many top notch facilities: Devil's Glen, Highlands Nordic, Osler, Duntroon Highlands Golf, Batteaux Creek, Mad River Golf, Smith Brothers Baseball Central, community centres, bowling alleys, curling pads, lawn bowling greens, arenas and baseball diamonds. Then there is the high school and the athletics program there.

Athletes from these facilities have gone on to the Olympics, national, provincial , regional and local championships. Our township has many deserving candidates to be honoured in such a way.

Shane Sargant, Clearview’s culture, recreation and tourism coordinator, was able to get me a basic guideline for the new Hall of Fame. The following criteria apply to nominees, which are the

basic guts as to whom shall be eligible.• Born in Clearview Township and

spent their formative years here;• Not born in Clearview Township

but moved here and lived a minimum of five years before or during their sporting accomplishments;

• An athlete or team member from an outlying area that rightfully participated with and represented a recognized Clearview Township sport association for a minimum of five years. Nominees are not eligible for the hall until five years after retirement from the sport or at the discretion of the selection committee;

• Those mentioned above may be considered even if they eventually moved away from the area;

• A person who has been employed and or been instrumental in the development of sport and sporting accomplishments in Clearview Township.

There are no waiting periods for builders or teams.

Without a doubt, the hall will create controversy on who is selected but it’ll be what I call good controversy.

Here’s one: Does retired NHL star Jason Arnott make it?

He played for the Siskins as an under 16 before moving on to the OHL and then the NHL. Get ready for some action.

For more sports, including Alex Hargrave's Stayner Siskins coverage and Creemore Curling Club standings, visit Creemore.com.

Many worthy candidates for new sports hall of fame(Continued from page 4)

Kirk SHEARERJuly 19, 1945 - January 23, 2016.

Died in his home in Collingwood with his son Adam and daughter-in-law Jessica at his side.

Youngest son of Rosamund and William Shearer, stepson of Marie Flanagan Shearer, brother of Jeffrey Shearer and Virginia Toms, and father of Adam (Jessica) Shearer.

The family also wishes to extend their sincerest appreciation to Deanna Kenwell who was Kirk’s primary caregiver towards the end of his life.

Kirk was born in Toronto and worked there, but he adored the country and had a farm in Creemore for 30 years before moving to Collingwood. As head of Tourism Toronto he was, and continued to be, a passionate advocate for his city. He loved music and, in his earlier years, was a drummer for Ronnie Hawkins and Robbie Lane and The Disciples. His years in the media business were some of his most cherished, primarily as a founding partner in Procom. His favourite post was Publisher of Canadian Living magazine. Kirk was incredibly proud of his son Adam and they shared a special relationship. He loved his nieces and nephews, making them an important part of his life. He had friends from every walk of life and was a warm and caring man. Kirk also had a flare for real estate and it was said that the only thing he could not pass up was an Open House!

A Celebration of Kirk’s Life will take place at the Mount Pleasant Cemetery Visitation Centre in Toronto on Sunday, February 7, 2016, with a memorial service from 2-3 p.m. and a reception following. Donations can be made to the Renascent Foundation (renascent.ca).
