PROJECT’S ACTIVITIES & OBJECTIVES

• The e-ticketing project aims at connecting ticketing systems in Tallinn, Tartu

and Helsinki to enable seamless travelling. This will significantly simplify the

travelling for the people.

• The project has three groups of activities:

• The conceptual business model will be sorted out

• Developing the system and testing it

• Project partners will pilot the joint ticketing system in Tallinn, Tartu and Helsinki

• It is expected that the time spent on travelling can be reduced appr. by 5%

• The tangible results are ticket products in Tallinn, Tartu and Helsinki (e.g.

daily tickets)• After the agreements on ticket pricing and sharing the income (clearing)

have been made, the concept is easily further developed and used in other regions in Europe and beyond

SITUATION IN TALLINN 2010 - 2016

Joint tender for public transport of Tallinn and Harju county + TallinnCard for tourists in 2011

Signing the procurement contract in December 2011, for 4 years period

New ticketing system was launched in 9 months, from September 2012

Semi-online system, all data stored in back-end

Tokens for the system: contactless Mifare Classic cards (Ühiskaart)

New hardware into all 650 vehicles, validating devices by each door

Link to P&R: free parking and ride in PT for private car drivers

Low operational cost (ca €80,000 per month, incl. the cost of hardware)

Contactless bank cards (cEMV) - gradual go-live starting from the 15th of August 2018, all vehicles cEMV-ready by the 1st of

November 2018

Deployment of the new systems started in 2016

Most visible parts for the public are the new travel card readers in vehicles, new

ticket vending machines and new travel cards (Matkakortti)

Closed loop „card based“ system, where ticket data is stored on travel cards

Transactions from vehicles are transferred to back office in real time (when

networks are available)

PROJECT SCHEDULE 2012-2019

05/2012 - Contract with Tieto Finland signed

Tieto is the integrator, using several subcontractors

06/2012 - Specification phase started

01/2013 - Design & Development phase started 03/2016 - New Sales system in use in Service points (16)

06/2016 - Device installations and deployment in all vehicles

(buses, trams and trains) started

03/2017 - New Sales system deployed in R-kiosks and other sales points

10/2018 - Travel card change started

04/2019 - New zone based fare model in production (actual date

is 27.4.)

Q3/2019 - Possibility to load more time or value on travel card

through internet sales (no actual date has been agreed yet)

NEW ZONE BASED FARE SYSTEM

Currently used fare system is based on city limits: each city in HSL area (Helsinki,

Espoo, Vantaa etc.) has its own internal ticket and in addition there are

regional tickets that allow passengers to travel through several cities.

The new zone based system will be deployed after travel cards have been

changed in 2019; the zones surround the centre of Helsinki.

Mobile ticketing development:

• Currently mobile ticket back-end is separate from other ticketing back-end• Goal is to merge mobile ticketing system into ID based back-end

Usage of contactless EMV cards (2019-2022):

• First steps towards ID based ticketing

• Card reader updates in vehicles

• New back-end functionalities

ID based ticketing in 4-6 years (2022-2024):

• Ticket data in back-end instead of travel card or mobile device

• Only ID on card or other media• Fare calculations done in back-end based on usage of ID

• Interoperability between different ticketing systems

HSL already has an API for external usage (OpenMaaS)

• Possibility to purchase single tickets or day tickets

• Ticket data not available in Estonian yet

On Tallinn’s side the external Sales API requires some

development

Fraud prevention must be planned carefully

• Changing QR codes etc

Using the local application makes it easier to buy tickets

• No need to install new apps and register bank card

numbers etc

• Possibility to integrate other public transport tickets in

the same app
