bull On March 5 2015 City staff received a letter from Mr John Kalverda on behalf of Holland Christian Homes requesting grant funding in 2015 from the City of Brampton

Background
An Elderly Persons Centre (EPCs) provides recreational and social programs public education and support services for older Ontarians They promote wellness for over 65000 seniors through recreational physical social and volunteer programs In Ontario there are over 200 EPCs that are maintained and operated by an approved corporation or a lower-tier municipality (with the exception of the Regional Municipality of Halton - upper tier) This older adult program is managed by the Ministry of Health and Long Term Care pursuant to the Elderly Persons Centres Act RS01990 and Ontario Regulation 314
Holland Christian Homes has been receiving provincial funding for their Elderly Persons Centre since 1985 Although the eligibility for provincial funding required a contribution from the lower-tier municipality it wasnt until March 2014 that the Ontario Seniors Secretariat enforced this on Holland Christian Homes In March 2014 Brampton City Council approved a grant request in the amount of $13832 to support Holland Christian Homes in order that they meet the terms of eligibility for the provincial funding
Guidelines on the 2015-16 Elderly Persons Centre Budget Submission Guidelines is attached as Appendix A
Current Situation
On March 5 2015 City staff received a letter from Mr John Kalverda (Appendix B) on behalf of Holland Christian Homes requesting grant funding from the City of Brampton
Holland Christian Homes requires a contribution of $13832 (same amount as 2014) from the lower-tier municipality in order to be eligible and secure funding of $42700 from the Provinces Elderly Persons Centre Funding program
This report has been prepared to seek the necessary approval to provide grant funding to Holland Christian Homes in the amount of $13832 from the City Wide Community Projects account
The City of Brampton manages Policy 1321 City Wide Community Projects The City Wide Community Projects is a General Government (non-department specific) account established to fund community project initiatives of a City wide nature The following major initiative categories are eligible and funding is provided in the Current (operating) Fund Budget
bull Sports bull Heritage Arts and Culture bull Community Events bull Elderly Persons Centre (EPC) - subject to constraints
With respect to budget approvals the Council Budget Committee and City Council approve the funding envelope on an annual basis and requests for funding greater than $5000 There is $261000 available in the 2015 Current (operating) Budget for this program subject to Council approval

The CityWide Community Projects account 20110901910001 is used to support sporting groups community events heritage arts and culture andor and Elderly Persons Centres on a request basis The 2015 Current (operating) Budget includes $261000 for this program subject to Council approval Should the annual budget funding allotment be approved by Council in 2015 there will be sufficient funding available for this grant request if it is deemed a priority of Council

2015-16 EPC BUDGET SUBMISSION GUIDELINES
To continue to receive EPC funding please complete the budget template attached and return the completed spreadsheet to your Regional Advisor
The deadline to submit the budget template is Friday April 102015
Should you have any questions related to the completion of your EPC budget please contact your Regional Advisor
As you are aware your budget must be approved by the Ontario Seniors Secretariat EPC funding and operations are governed by the EPCA and Regulation 314 You are expected to meet the commitments outlined in your budget and comply with the applicable legislation the Elderly Persons Centres Act iEPCA) and Regulation 314
The following tips will assist you to complete your budget template bull Thereare four tabs on the Excel spreadsheet Remember to click on and
complete all four sheets as applicable toyour organization
bull EPCs that operate multiple sites must complete a separate budget templateand reconciliation report for each EPC location that it operates
bull Show the full budget for the 2015-16 fiscal year (April 1 2015 to March 31 2016) including the maintenance and operating grant request and special one time grant request
bull You are encouraged to submit a fiscal year budget EPCs who have priorapproval to submit a budget based on the calendar year are required to complete all other reporting based on the same calendar year (January 1to December 31 2015) and must spend all funds provided by the Secretariat during that calendar yearaccording to commitments
bull EPCs must show a balanced budget (no surplusdeficit) bull Identify all sources of revenue and expensesused for maintenance and
operations ie do not include revenue or expenses related to capital projects bull The Secretariat will continue to fund prior pay equity commitments (if
applicable) This amount should be included in your budget request (dedicatedline)

As stipulated in Regulation 314 clause 11 of the Elderly Persons Centres Act a municipal contribution is required in order to receive funding from the Secretariat The municipal contribution must be in cash or in kind and be equal to
bull At least 20 of the net shareable 200708 expenses for EPCs approved prior to April 12008
bull At least 20 of net shareable expenses for the budgeted year for EPCs approved after April 1 2008
The municipal contribution must be reflected in the EPCs year-end reconciliation and audited financial statement

The Secretariat will reviewand notify your organization of the approved maintenance and operating funding and special grant funding ifapplicable Please note that

Wereceived a grant from theCity for the20142015 fiscal yearin the amount of$13832 and arerequesting the same amount for the fiscal year 20152016 The amount requested is the minimum required to secure funding from the province in the amount of$42700 We will lose this funding from the province without the Citys contribution

2015-16 EPC BUDGET SUBMISSION GUIDELINES
To continue to receive EPC funding please complete the budget template attached and return the completed spreadsheet to your Regional Advisor
The deadline to submit the budget template is Friday April 102015
Should you have any questions related to the completion of your EPC budget please contact your Regional Advisor
As you are aware your budget must be approved by the Ontario Seniors Secretariat EPC funding and operations are governed by the EPCA and Regulation 314 You are expected to meet the commitments outlined in your budget and comply with the applicable legislation the Elderly Persons Centres Act iEPCA) and Regulation 314
The following tips will assist you to complete your budget template bull Thereare four tabs on the Excel spreadsheet Remember to click on and
complete all four sheets as applicable toyour organization
bull EPCs that operate multiple sites must complete a separate budget templateand reconciliation report for each EPC location that it operates
bull Show the full budget for the 2015-16 fiscal year (April 1 2015 to March 31 2016) including the maintenance and operating grant request and special one time grant request
bull You are encouraged to submit a fiscal year budget EPCs who have priorapproval to submit a budget based on the calendar year are required to complete all other reporting based on the same calendar year (January 1to December 31 2015) and must spend all funds provided by the Secretariat during that calendar yearaccording to commitments
bull EPCs must show a balanced budget (no surplusdeficit) bull Identify all sources of revenue and expensesused for maintenance and
operations ie do not include revenue or expenses related to capital projects bull The Secretariat will continue to fund prior pay equity commitments (if
applicable) This amount should be included in your budget request (dedicatedline)

Municipal Contribution
As stipulated in Regulation 314 clause 11 of the Elderly Persons Centres Act a municipal contribution is required in order to receive funding from the Secretariat The municipal contribution must be in cash or in kind and be equal to
bull At least 20 of the net shareable 200708 expenses for EPCs approved prior to April 12008
bull At least 20 of net shareable expenses for the budgeted year for EPCs approved after April 1 2008
The municipal contribution must be reflected in the EPCs year-end reconciliation and audited financial statement
Budget Approval
The Secretariat will reviewand notify your organization of the approved maintenance and operating funding and special grant funding ifapplicable Please note that
bull All Special Grant funding requests will be considered however funding allocated will be based on the total amount of funding available Note that you may not receive the full amount of Special Grant funding that you requested
bull EPCs on a fiscal year budget will have until March 312016 to use their funds and anything unspent will be recovered by the Secretariat
bull EPCs on a calendar year budget will be required to use their funds by December 31 2015 and unspent funds will be recovered by the Secretariat
