Are you fierce? Maybe still finding your way?

Whichever one it might be (and even if it’s both or neither), so long as you identify as a young woman of color between the ages of 12-18, you’re welcome to a special workshop this weekend- one celebrating sisterhood, performances, singing, and dancing, and even some swag.

Young women of color and femmes are invited to participate in the Teen Leadership Summit for Young Women at Casita Maria Center for Arts and Education. The free one-day event features a keynote by art historian and critic Naiomy Guerrero and a live performance by Lah Tere!

The summit provides a social justice-oriented space designed to empower women of color. “The ideas of womanhood and femmehood look different to everybody,” said Casita Maria Program Assistant Irisdelia García. “We want to these young women to

develop into leaders who have the compassion for the community that surrounds them.”

The gathering is part of the SmART Leaders initiative, a year-long program for high-school aged young people who identify as young women of color. It is focused on building positive self-esteem and sisterhood among young women and non-binary femmes, specifically on social justice education through art workshops.

The day-long conference will include art-centered classes that promote conversations about new ways of looking at the world, framing identities and self-expression and raising awareness.

There are also workshops on self defense, self-care and self-healing. García said these themes are necessary for women, despite and because of all-too common everyday experiences that deny women’s personal and

political power.“My personal work has

looked like mindfulness, reflection, meditation, and understanding the healthy and confronting not-so-healthy ways I communicate with my world. I hope the Summit gives at least the grounding work to begin practices in self-love and self-healing,” she said.

Workshops like these are also important because they allow young women to explore their power and identity in a safe space. “There are not enough spaces for women of color and femmes to be heard away from the toxic patriarchal structures that create the way we think,” García said. “The summit gives our community the opportunity to witness the agency, creativity and power our participants have.”

S he’s come out swinging.

Striking a defiant tone, Melissa Mark-Viverito announced her candidacy for Public Advocate on Tues., Nov. 27th.

“I’ve been told I’m too loud, too aggressive,” she declared. “What they mean is that as a woman, I should be calm. Should be tame. Should apologize for who I am.”

“I think it’s about time for a progressive – even aggressive – Latina woman to lead,” she said, issuing her remarks in English and Spanish.

Citing a “leadership vacuum,” the former City Council Speaker announced she would fight hard for New Yorkers and specifically took aim at persistent issues with the troubled Metropolitan Transit Authority (MTA) and the New York City Housing Authority (NYCHA).

“Our elected officials keep telling us the subway is getting better. They keep saying affordable housing is growing. They keep saying NYCHA repairs are speeding up. Here’s the problem: instead of the truth, we get excuses. Instead of fighting for

you, we get leaders who are protecting the bureaucracy or bickering endlessly among themselves,” said Mark-Viverito, who formerly represented Northern Manhattan and the Bronx. “I’m running for Public Advocate, because I want to speak up for you. I will be honest with you. I will fight for you.”

Mark-Viverito touted her accomplishments – and chided other government officials.

“I said we had to close Rikers Island. And the Mayor said it was impossible. I said we had to stop putting people in jail for low-level offenses. And the Police Commissioner said it was too dangerous. I said every single undocumented immigrant deserves a free lawyer. And the Mayor said it couldn’t be funded. And every time we brought community leaders, elected officials, and activists to the table and got it done!”

Mark-Viverito has also cited the need for greater diversity in the city’s political leadership ranks, noting that the offices of the mayor, the city comptroller, and the Speaker of the City Council are all held by white men.

The announcement, which took place at the Borough of Manhattan Community College, was met with support from a host of elected officials, chiefly Mark-Viverito’s former colleagues in the City Council – and a close friend and collaborator, San Juan

Mayor Carmen Yulín Cruz, who offered welcoming remarks.

“Melissa will fight for you and the things that matter to you: better subway, renters, LGBTTG, immigrants and women’s rights,” stated Cruz.

Immigrant advocates and community organizations

held a press conference in Foley Square on Tues., Nov. 27th.

They gathered immediately after closing arguments were heard in the nearby courthouse for a lawsuit against the Trump administration for its inclusion of a citizenship question on the 2020 Census.

Judge Jesse Furman in the Southern District of New York heard closing arguments in the lawsuit New York State et al. v the Department of Commerce, which was consolidated with a similar suit launched against the Department by the New York Immigration Coalition (NYIC).

Both lawsuits argued that the Trump administration’s attempt to add a citizenship question to the 2020 Census is a racially motivated form of discrimination.

The advocates, members of the New York Counts 2020 coalition, called for a fair and accurate Census count of all New Yorkers and condemned the Trump administration for its policies.

“The trial has made crystal clear that Trump is trying to rig the Census for partisan gain by depriving big, immigrant-rich states of resources and representation,” said Steven Choi, NYIC Executive Director. “It’s unconstitutional and illegal, and we refuse to be erased. Immigrants founded this country

and we’re going to fight this all the way to the Supreme Court if we have to.”

In discovery, the trial uncovered that Secretary of Commerce Wilbur Ross consulted Steve Bannon, former White House Chief Strategist and accused white supremacist.

The plaintiffs have argued that Ross’ actions revealed the administration’s racial bias behind adding the question.

Ross previously claimed that the request to add the citizenship question had emanated from the Department of Justice, but later backtracked and declared that he and his staff made the initial request.

“The suggested question about citizenship status in

the 2020 U.S. Census is a clear attempt to intimidate immigrants and working-class people of color and it would endanger accurate

political representation, funding for local schools, healthcare, and vital services that support strong families and a just society for America’s diverse communities,” said Alison Hirsh, Vice President and Political Director of 32BJ SEIU.

Evidence in a coinciding case in the state of California over the citizenship question found that Trump administration officials suggested they would lift protections that keep Census responses confidential and share those responses with law enforcement and national security agencies.

“Our staff has already seen a reluctance to answer the Census if the citizenship question is included. When a class of our English for Speakers of Other Languages students was asked, 97 percent of the students said they would not open the door to a Census worker with that question included,” said Jennifer Silverman, New York Counts 2020 Advocacy Committee Co-Chair, Sunnyside Community Services, Inc.

On February 19th, 2019, the Supreme Court of the United States is slated to address elements of the case to determine what evidence is considered outside and within the administrative record, and therefore admissible as evidence.

detained at airports have circulated in recent days.

Representative Adriano Espaillat and other community leaders clarifi ed misleading information on Wed., Nov. 21st concerning current rules and proposed changes on public charge issues.

“We know the holiday season is when many of our fellow immigrants travel back home to see their loved ones,” said Espaillat. “I believe there is a panic that anyone who travels with a green card at an airport will be stopped and there will be a deportation proceeding beginning. That is not the case.”

Angela Fernández, Executive Director of Northern Manhattan Coalition for Immigrant Rights (NMCIR), said that the confusion stemmed from a memorandum referencing changes that would go into eff ect Nov. 19th. “But that policy memorandum is completely diff erent. It does not aff ect green card holders or permanent residents. It aff ects people who are applying to become a green card holder.”

She added that the new policy memorandum states that if the government denies a form, they will include a NTA, or a notice to appear. Applicants will have to go to court and fi ght against deportation.

“That’s diff erent,” she said. “That did not

Alina Charniauskaya, Staff Attorney at The Legal Aid Society, said immigrant families are already considering diffi cult choices with respect to their future status. “The proposed public charge rule is a cruel and inhuman eff ort by the Trump administration to make it

harder for middle income and poor families to get their green cards,” she said.

Public charge refers to the inadmissibility of non-U.S. citizens seeking to enter the U.S. or become permanent residents because in the future they may be likely to rely on the government for subsistence.

Currently the government only considers the use of cash benefi ts such as Temporary Assistance for Needy Families, Social Security Income (for which most immigrants do not qualify) and long term institutionalization at government expense. They allow non-cash benefi ts such as long-term care paid by Medicaid, the Supplemental Nutrition Assistant Program (SNAP, or food stamps), Section 8 housing vouchers and more.

However, newly proposed regulations could mean that the government might deny non-citizens’ applications for legal permanent resident status if they have or if they are considered likely to use those benefi ts in the future. Some additional benefi ts that the Trump administration may deem problematic include Head Start, Children’s Health Insurance Program (CHIP), subsidized insurance under the Aff ordable Care Act, and transit vouchers.

The proposals do not aff ect people who already have green cards.

In 2010, José Rafael Peralta won a special election – and

made history.

He became the first member of Dominican-American heritage elected to the New York State Senate, representing the 13th District, covering Jackson

Heights, Corona, Elmhurst, East Elmhurst, and parts of Woodside and Astoria.

It is widely touted as one of the most diverse districts in the United States.

It wasn’t his first election – he’d already served from 2002 to 2010 as a member of the State Assembly representing the 39th District in Queens.

Paloma Izquierdo Hernández remembers her first encounter with the then-Assemblymember.

The President and Chief Executive Officer of Urban Health Plan (UHP), a federally qualified healthcare network providing comprehensive primary and specialty services, recalls meeting with Peralta in 2005.

Founded in 1974, UHP had a long-established record with patients and stakeholders alike with several Bronx locations.

But the network was just opening its first center in Queens – the Plaza del Sol Family Health Center – when Hernández first met with the young lawmaker.

“I knocked on his door looking for his support,” she said. “I didn’t know him. I just went in and explained who I was and what we were doing. And he was so supportive and so receptive. And he agreed right away to help fund the health center.”

Not only did Peralta proffer encouragement, he made a prediction.

He told Hernández she would be returning within six months because she’d need more space.

“One of the good guys”

He was right.The Queens location is Urban Health Plan’s

second busiest site. UHP is currently rebuilding and adding more physical capacity.

Over the years Peralta became a friend, and he was always open to helping, she said.

“He was one of the good guys,” said Hernández.

The sudden passing of Peralta, 47, on Wed., Nov. 21st took friends, family and the community he served by surprise.

At age seven, Edward, watched as his mother Alma (real

names withheld for confidentiality) endured the pangs of an abusive relationship.

Though she would later succeed in extricating them both, Edward’s life was marked with trauma.

He lashed out at school, fought with his siblings at home, and his behavior at school worsened. Alma became overwhelmed and didn’t know how to respond properly to calm him down.

Things began to change after Edward was enrolled in an Astor Services for Children and Families treatment facility in the Bronx. In the beginning, progress was slow.

Yet as Edward acclimated to his new environment and the site’s program, his mother noticed that he became calmer and more agreeable with his siblings. She also learned new skills from Astor’s staff that taught her how to help her son manage his anger and fear.

Today, Edward is 13 and successfully integrated back into his neighborhood’s public school. Alma reports that without Astor’s support, she doesn’t know if her family would have made it through that turbulent time. Now she, Edward and the rest of their family are looking forward to a promising future.

When left unattended, children coping with trauma and the associated stress can become troubled, as do their families and communities. The resulting emotional difficulties will impact learning and can lead to higher high school dropout rates.

Only 30 percent of children ages 14 and older with an emotional disturbance earn a standard high school diploma,

according to the New York State Council on Children Families. ‎

The stigmas surrounding mental struggles can add to a child’s sense of despondency, making him or her liable to engage in dangerous behaviors and even suicide. In addition, there is clear scientific data that links the number of traumatic events we experience during childhood to many areas of adult functioning, including health status and life expectancy.

In the Bronx, the toxic stress of poverty adds to the burden of trauma and contributes to the 22.3 percentof 16-to-24-year-olds that are neither in school nor working, a group that Measure of America refers to as “disconnected youth.” If the current trajectory of their lives

is unchanged, the long-term economic and social burdens on their communities could be significant.

Communities can help children cope with harrowing events and prosper as healthy, contributing members of society by coming together in funded and effective approaches through public, government and private partnerships that help identify, treat and connect with the children affected by trauma. Young children with emotional and behavioral challenges from a traumatic experience have been shown to benefit from early intervention programs, making it important to identify issues early on.

Public awareness campaigns that lead to a heightened awareness of the roots of childhood trauma and its disturbing effects are needed. So are continuing, open

conversations about preventative measures and the mental and behavioral instability that often

follows traumatic experiences and how to mitigate them. Accessible home-, school- and peer-based programs for troubled kids and their families

are also vital, particularly services aimed at developing youth and teens.

Communities must commit to the treatment, health care and education of their vulnerable youth to show them how to become successful adults, especially when parents can’t support or care for their children.

Tenants at 1183 Gerard Avenue say they are disgusted by their poor quality of life due to the building’s unsanitary and dangerous conditions – including mold and leaks. They staged a protest outside of their building on Tues., Nov.27th to pressure their landlord to make needed repairs.

“This is because we want to be treated like humans, not animals,” said tenant leader Guadalupe Hernández.

The residents said that landlord Robert Kaszovitz, who made the New York City Public Advocate’s Worst Landlord List in 2017, has failed to alleviate leaking pipes, broken tiles, mold, and other issues.

“In the last months many of us have been going through difficult moments in our apartments. Many of us are still dealing with water damage from old water pipes which often cause flooding in our apartments, we have cracks and holes throughout the ceilings and walls, our kitchens and bathrooms are broken and need to be fixed,” said tenant María Méndez. “In addition, during the summer months we cannot use more than two appliances because the light goes out in our apartments.”

The building was placed into the city’s Alternative Enforcement Program by the Department of Housing Preservation and Development (HPD).

The Dominican Heritage and Culture Society (DHCS) will sponsor a panel discussion highlighting young Dominicans making an impact in the United States.

“The Young Dominican Footprint: Impact and Contributions in NYC and Beyond” will feature panelists of Dominican heritage representing a wide variety of disciplines, including law, medicine, politics, business, and the arts.

“We are thrilled to present these powerful young Dominican leaders who are changing the world for the better,” said DHCS President Fresia Olivero Momani. “There is hope and a bright future for our community. These young leaders are an affi rmation of that.”

Panelists include State Assemblymember Carmen De La Rosa; Medical Director Yomaris M. Peña, MD of YPP New Modern Medicine PLLC; Dominican Bar Association

President Miguelina Camilo, Esq.; Musician Yasser Tejeda; Dyckman Beer Company Founder Juan Camilo; Actress Evi Siskos; Social Glass Founder Paola Santana; and Chief of Staff for State Senator Marisol Alcántara, Angel Vásquez.

Se enfoca en construir una autoestima positiva y hermandad entre mujeres jóvenes y mujeres no binarias, específicamente en educación de justicia social a través de talleres de arte.

La conferencia de un día de duración incluirá clases centradas en el arte, que promueven conversaciones sobre nuevas formas de ver el mundo, enmarcar las identidades y la autoexpresión y crear conciencia.

También hay talleres sobre defensa

personal, autocuidado y auto curación. García dijo que estos temas son necesarios para las mujeres, a pesar de -y por- las experiencias cotidianas demasiado comunes que niegan el poder personal y político de las mujeres.

“Mi trabajo personal se parece a la concienciación, la reflexión, la meditación y

la comprensión de las formas no tan saludables y confrontadoras con las que me comunico con mi mundo. Espero que la Cumbre ofrezca al menos el trabajo básico para comenzar las prácticas de amor propio y auto curación”, dijo.

everywhere in light of the E. coli outbreak, it is a good time to revisit a few other green options for the table.

While no deaths have been reported from the outbreak, a total of 43 people in 12 states have been infected and the Centers for Disease Control (CDC) is still urging caution as more information is ascertained.

No better time then to reach for fresh (or canned or frozen) spinach.

The leafy green vegetable, is part of the amaranth family and is related to beets and quinoa. It is an excellent source of many essential vitamins and minerals, including Vitamin A and folic acid. Spinach is also loaded with disease-fi ghting antioxidants and fi ber.

In this preparation, it is paired with leeks, which off er potent doses of vitamin K, iron, folate and vitamin C, and with almonds

Other declared candidates include Councilmembers Jumaane Williams and Rafael Espinal; state Assemblymembers Michael Blake and Daniel O’Donnell; journalist Nomiki Konst; Columbia University professor David Eisenbach (who previously lost to Letitia James); Manhattan attorney Dawn Smalls; activist Ben Yee; and Bitcoin entreprenuer Theo Chino.

If successful, Mark-Viverito, who made history as the first City Council Speaker of Latino heritage, would break another barrier as the first Latina to be elected to citywide office in the city of New York.

Meanwhile, other Councilmembers are backing a bill to eliminate the Public Advocate position, arguing that the position is largely without authority and only exists as a stepping stone to higher office.

The legislation is considered unlikely to pass.

Current Public Advocate Letitia James will assume the office of State Attorney General at the beginning of the new year. The special election for her office will be held in early 2019. In the fall of 2019, the city will hold primaries (if necessary) and the winner of the general election will serve until the end of 2021.

it really confused and frightened community members,” said Anu Joshi, Senior Director of Immigrant Rights Policy at the New York Immigration Coalition (NYIC).

Before the government can change the rules, they must accept public comments on the new policies. The government must respond to every individual public comment. There is a concerted national eff ort get 100,000 public comments. “This will force the government to really reckon

with the impact that this rule change will have on immigrant communities,” said Joshi.

The notion of response is vague, she added, but the government has to demonstrate that they have read each individual comment and in some way addressed it. “That might not mean what we want it to mean. But if the rule goes into court, then they will have to show in court that they took into account each public comment.”

Comments are publicly available on the Federal Register and the public comment period ends in about two weeks.

Peralta is survived by Evelyn and his two young sons, Myles, 12, and Matthew, 21.

On Friday, Cuomo directed flags on state government office buildings fly at half-staff. He tweeted, “Senator Peralta was a dedicated public servant, a relentless advocate for Queens and a pioneer as the first Dominican-American elected to the New York State Senate. Jessica Ramos, who defeated Peralta in the Democratic primary and won his Senate seat in November, tweeted, “José Peralta is gone too soon. When I met him in 2003 I saw a world of promise for our community & though years later we’d disagree on tackling the issues, I know in his heart he loved his community. He was a true public servant. Strength & love to his wife, sons, and loved ones.”

In his statement, Assembly Speaker Carl E. Heastie noted that Peralta had started his political career in the Assembly and that he’d remained a true public servant through the years.

“Even after losing his primary election, his constituents remained his top priority,” wrote Heastie. “Just days ago, José was coordinating a flu shot clinic in his district and distributing turkeys for those in need this Thanksgiving.”

Former Councilmember Julissa Ferreras Copeland shared photos on social media of the two of them over the years with a note: “José Peralta was an amazing father, husband and public servant. We crossed paths almost daily when we had neighboring district offices. He always wore a smile and had grand ideas.”

Calling him a proud son of Queens and the Dominican Republic, Mayor Bill de Blasio tweeted, “He worked his way up from the grassroots, with heart and tenacity. Chirlane and I are both pained by his sudden loss. Our prayers are with his wife Evelyn and his sons.”

Councilmember Ydanis Rodríguez tweeted, “Shocked and saddened by the death of @Senator Peralta. He gave his heart to the people of Queens and New York and we will be forever grateful for his service. Rest In Peace, dear friend.”

Among those most vocal about the loss was Rep. Adriano Espaillat, himself a pioneer as the first Dominican-American in Congress.

Espaillat first met Peralta as fresh-faced Queens College student who helped him with his 1996 State Assembly campaign. He was a calm, easygoing young man with a quick wit.

“José would come every afternoon,” recalled Espaillat, who referenced Peralta’s connections to Northern Manhattan, where he was born and where spent his early childhood.

Llamándolo un orgulloso hijo de Queens y la República Dominicana, el alcalde Bill de Blasio tuiteó: “Se abrió camino desde las bases, con corazón y tenacidad. Chirlane y yo estamos dolidos por su repentina pérdida. Nuestras oraciones están con su esposa Evelyn y sus hijos”.

Entre los más vocales sobre la pérdida se encontraba el representante Adriano Espaillat, pionero como el primer dominicano-estadounidense en el Congreso.

Espaillat conoció a Peralta siendo un nuevo estudiante del Queens College que le ayudó con su campaña para la Asamblea Estatal de 1996. Era un joven tranquilo y despreocupado con un ingenio rápido.

“José venía todas las tardes”, recordó Espaillat, quien hizo referencia a las conexiones de Peralta con el norte de Manhattan, donde nació y donde pasó su primera infancia.

Como senador, Peralta presentó 134 proyectos de ley, pero la Ley DREAM (Desarrollo, Ayuda y Educación para Menores Extranjeros, en inglés) del estado de Nueva York fue su legislación característica. Fue un feroz defensor de la ley. Peralta y el entonces asambleísta Francisco Moya patrocinaron por primera vez la Ley DREAM en 2013.

“Tenía una camiseta negra que decía Aprueben la ley DREAM”, dijo Espaillat. “La usaba en todas partes, incluso en eventos de gala bajo su camisa blanca [de vestir]”.

El proyecto de ley exige que los inmigrantes indocumentados que llegan a los Estados Unidos siendo niños reciban las mismas becas y ayuda financiera en el estado que los ciudadanos de los Estados Unidos. A la edad de siete años, Edward vio a su madre, Alma (los nombres reales

Aunque más tarde lograría liberarlos a ambos, la vida de Edward estuvo marcada por el trauma.

Atacaba contra la escuela, peleaba con sus hermanos en casa y su comportamiento empeoraba. Alma se sintió abrumada y no sabía cómo reaccionar adecuadamente para calmarlo.

Las cosas empezaron a cambiar después de que Edward se inscribió en un centro de tratamiento de Servicios Astor para Niños y Familias en el Bronx. Al principio, el progreso fue lento, pero mientras Edward se aclimataba a su nuevo entorno y al programa del sitio, su madre notó que se calmó y se volvió más agradable con sus hermanos. También aprendió nuevas habilidades que el personal de Astor le enseñó para ayudar a su hijo a controlar su ira y su miedo.

Cuando se les deja desatendidos, los niños que enfrentan trauma y el estrés asociado pueden llegar a ser problemáticos, al igual que sus familias y comunidades. Las dificultades emocionales resultantes afectarán el aprendizaje y pueden llevar a tasas de abandono escolar.

Solo el 30 por ciento de los niños mayores de 14 años con un trastorno emocional obtienen un diploma estándar de preparatoria, de acuerdo con el Consejo de Niños y Familias del Estado de Nueva York.

El estigma se suma a su desaliento, haciéndolos propensos a tener comportamientos peligrosos e incluso suicidios. Además, hay datos científicos claros que vinculan la cantidad de eventos traumáticos que experimentamos durante la infancia con muchas áreas del funcionamiento de los adultos, incluido el estado de salud y la

esperanza de vida.En el Bronx, el estrés tóxico de la pobreza se

suma a la carga del trauma y contribuye al 22.3 por ciento de los jóvenes de 16 a 24 años que no están en la escuela ni en el trabajo, un grupo al que Medida de Estados Unidos se refiere como “juventud desconectada”. Si la trayectoria actual de sus vidas no cambia, las cargas económicas y sociales a largo plazo en sus comunidades podrían ser significativas.

Las comunidades pueden ayudar a los niños a enfrentar los eventos angustiosos y a prosperar como miembros saludables y contribuyentes de la sociedad al unirse en enfoques financiados y efectivos a través de asociaciones públicas, gubernamentales y privadas que ayudan a identificar, tratar y conectarse con los niños afectados por el trauma. Se ha demostrado que los niños pequeños con problemas emocionales y de comportamiento a partir de una experiencia traumática se benefician de los programas de intervención temprana, por lo que es importante identificar los problemas desde el principio.

“He had roots in Washington Heights, and was born at NewYork-Presbyterian,” he said. “That’s why he came to help me out.”

Peralta’s father even came from the same Dominican city, Santiago de los Caballeros, where Espaillat was born.

As Senator, Peralta sponsored 134 bills, but the New York State DREAM (Development, Relief and Education for Alien Minors) Act was his signature piece of legislation. He was a fierce advocate for the bill. Peralta and then-Assemblymember Francisco Moya first sponsored the DREAM Act in 2013.

“He had a black t-shirt that said ‘Pass the DREAM Act,’” Espaillat said. “He’d wear it everywhere, even to gala events under his white [dress] shirt.”

The bill calls for undocumented immigrants who arrive in U.S. as children to receive the same in-state scholarships and financial aid as U.S. citizens. It would also allow these students and their families to open college savings accounts. It has passed in the Assembly but was defeated in the Senate.

According to the New York Assembly’s own estimates, each year approximately 4,500 undocumented students graduate from New York high schools, but only 5-10 percent go to college. Without financial aid, college degrees remain unattainable for many working class families.

Passage of the DREAM Act would make New York the fifth state in the country to

make funds more available for undocumented immigrants. Some have suggested a newly-elected Democratic majority may give the bill new life.

Espaillat called on Governor Cuomo to rename the DREAM Act after Peralta.

“Having stood shoulder-to-shoulder with Senator Peralta advocating for the New York State DREAM Act leaves no doubt in my mind that this is [his] incontrovertible legacy,” Espaillat said.

While a student at Queens College, he was an inaugural member of the Edward T. Rogowsky Internship Program, which brought together students from City University of New York (CUNY) and the State of New York

(SUNY) college networks and government leaders. Rogowsky was a political science professor at Brooklyn College and later a city planner. Peralta remained dedicated to the program and often mentored interns.

Peralta had recently sponsored a bill reauthorizing and expanding the use of speed cameras near schools. The bill was held up in Albany but eventually became law via an executive order by the governor.

In 2017, Peralta joined the Independent Democratic Conference (IDC) with other breakaway Democrats. The formation of the IDC gave Republicans tighter control of the Senate but also allowed the breakaway Democrats to direct more funding to their

districts. In April 2018, the IDC disbanded.

“You make decisions based on what you think is best for the community,” said Espaillat. “He was not a conniving politician. He was a grassroots, working-class champion.”

In an interview before the election, Peralta said that his time with the IDC netted results for his constituency, including a $10 million legal defense fund for immigrants in danger of deportation.

Opponent Ramos defeated Peralta in the Democratic primary and won his seat earlier this month.

But Espaillat believed there was more ahead.

“Even after the election, I felt his public service career was not over,” said Espaillat. “He was still a young man.”

Hernández too said that recent conversations with Peralta had revealed

an enthusiasm for the new phase ahead. “He was actually very excited about this

new phase of his life,” she said, adding that he and his family were happy about being able to spend more time together.

He was also looking for new ways to serve. He and Hernández had even discussed the possibility of him joining Urban Health Plan’s board of directors.

“He was really committed to what he was doing in the community,” said Hernández. “Being a legislator allowed him to do that but now that he wasn’t, it wasn’t going to prevent him from serving. His heart was just in the right place.”
