parliamentarism. T he Russian W or ke rs' Party (Bolsheviks) had

already worked out the essence of revolutionary parliamentarism in

the preceding period, owing to the fact that Russia, since 1905,

had lost its jwlitical and social equilibrium and had entered upon

the period of storm and stress.

T o the extent that some Socialists with an inclination for Co m

munism point out that the moment of revolution in their respective

countries has not yet arrived, and so decline to break away from

the parliamentary opportunists, they are reasoning consciously or

unconsciously from the assumption that the present epoch is one

of relative stability for imperialist society, and they are assuming,

the refo re, t hat practical results may be achieved in the struggle for

reform by a coalition with such men as Tu ra ti and Lo ngu et. As

soon as Communism comes to light, it must begin to elucidate the

character of the present epoch (the culuminations of capitalism,

imperialistic self-negation and self-destruction, uninterrupted growth

of civil w ar, et c. ). Political relationships and political groupings

may be different in different countries, but the essence of the mat

ter is everywhere the same: we must start with the direct preparation

for a prole tarian u prising, politically and technically, for the de

struction of the bourgeoisie and for the creation of the new pro

letarian state.

Parliament at present can in no way serve as the arena of struggle

for refo rm , for improving the lot of the working people, as it

has at certain periods of the preceding epoch. T h e center of

gravity of political life at present has been com pletely and finally

transfe rred beyond the limits of parliament. O n the other han d,

ovring not only to its relationship to the working masses, but also

to the complicated mutual relations within the various groups of

the bourgeoisie  itself the bourgeoisie is forced to have some of its

policies  in  one way or another passed through parliament, where the

various cliques haggle for power, exhibit their strong sides and be

tray their weak ones, get themselves unmasked, etc., etc. Th ere fo re

it is the immediate historical task of the working class to tear this

apparatus out of the hands of the ruling class, to break and de

stroy it, and to create in its place a new p roletaria n appara tus. A t

the same time, however, the revolutionary general staff of the work

ing class is vitally concerned in having its scouting parties in the

parliamentary institutions of the bourgeoisie, in order to facilitate

this task of destruction.

Thus the fundamental difference between the tactics of Com

munists entering parliament with revolutionary aims in view, and

the tactics of the Socialist parliamentarians, becomes perfectly clear.

l iamen ta r i sm as a wh o le . Bu t the ave rs ion towards the t rad i t iona l

pract ices of the old parl iamentar ism drives some revolut ionary e le

men ts in to the camp o f the opponen ts o f pa r l iamen ta r i sm on p r in

c ip le ( I . W . W . , the revo lu t ionary Synd ica l is t s, G er m an C om m u

n i s t L a b o r P a r t y ) .

Tak ing a l l th i s in to cons ide ra t ion , the Second Congress adop ts

the fol lowing theses:

I I .

  COM MU NISM , TH E STRUGGLE FOR TH E DICTATORSHIP OF TH E

PROLE TARIAT, AND TH E UTILIZATION OF TH E

BOURGEOIS PARLIAMENT

1. Parl iam enta r ism as a s ta te system, has become a de m o

cra t ic for m of the rule of the bourgeois ie which , a t a cer ta in s tage

of i ts deve lopm ent, needs the f ict ion of nat ion al represe ntat ion ,

which ou tward ly woul d be an o rgan iza t ion o f a na t io na l w i l l

s tanding outs ide of c lasses , but in real i ty is an instrument of op

pression and suppression in the hands of the ruling capitalists.

2 .

  Par l iam en ta r i sm i s a de f in i te fo r m of s ta te o rde r . Th er e f o r e

i t can in no way be a form of Communist socie ty , which recognizes

nei th er c lasses, nor c lass s tru ggl e , nor any fo rm of s ta te au tho ri ty .

3 .

  Par l iam en ta r i sm cann o t be a fo r m of p ro le ta r ian gove rn

ment during the t ransi t ion period between the dic ta torship of the

bourgeois ie and tha t of the prole tar ia t . A t the m om en t wh en the

acce ntuat ed c lass s tru ggl e tur ns in to c ivil w ar , the prole t ar ia t m ust

inevitably for m i ts s ta te organ izat ion as a f ighting org ani zat ion ,

which canno t con ta in any o f the rep resen ta t ives o f the fo r m er ru l

ing c lasses; a l l f ic tions of a nat ion al wil l are ha rm fu l to the pro

le tar ia t a t that t ime, and a parl iamentary divis ion of authori ty is

needless and in jur ious to i t ; the only for m of prole ta r ian dic ta tor

ship is a Republic of Soviets,

4 .  T h e bourgeois parl ia me nts , whic h const i tu te one of the most

im por t an t ins t ru me nts o f the s ta te mach ine ry o f the bourgeo is ie,

cannot be won over by the prole tar ia t any more than can the bour

geois ord er in gen eral . T h e task of th e pro le tar ia t consis ts in b low

ing up the whole machinery of the bourgeois ie , in destroying i t , and

a l l the pa r l iamen ta ry ins t i tu t ions wi th i t , whe the r they be repub

l ican or const i tu t ional-monarchial .

5 .  T h e same re l a t es t o the loca l go ver nm en t ins ti tu t ions of t he

bourgeoisie, wh ich theore t ical ly it is not correct to di fferent iate fro m

state orga niza t ions. In real i ty they are part of the same ap para tus

of the State machinery of the bourgeoisie which must be dest royed

by the revolut ionary proletariat and replaced by local Soviets of

W orke r s ' D epu t i e s .

6 . Conse quent ly , Co mm unis m repudia t es par l i amen tar i sm as a

fo rm of the fut u re ; it reno unc es the same as a form of the class

dictatorship of the proletariat ; i t repudiates the possibi l i ty of win

nin g over the parl i am en ts; i t s aim is to dest roy par l iam enta rism .

T h er ef o re i t is only possible to speak of ut i l izing the bo urgeois state

orga nizat ions wi th the object of dest roying th em . T h e quest ion

can be discussed only and exclusively on such a plane.

  All class stru gg le is a poli t ical str ug gl e, because i t is finally

a st rug gle for f)ower. An y st r ike, wh en it spreads thro ug h the

wh ole co untr y, is a mena ce to the bourgeois state, and thus acquires

a polit ical ch ar act er. T o strive to (jverth row th e bourgeoisie, and to

dest roy i ts state , m ean s to carry on pol it ical w ar fa re . T o cre ate

one's own class ap pa ra tus — fo r the bridl ing and suppression of the

resist ing bourgeoisie, whatever such an apparatus mav be—means

to gain poli t ical power.

8. Co nse qu ent ly , the quest ion of a pol it ical s t ru ggle does not

end in the quest ion of one 's at t i tude towards the parl iamentarv sys

tem . It is a ge ner al condit ion of the class stru gg le of the pro

letariat , insofa r as the st rug gle grow s fro m a smal l and personal

one to a gen eral st rugg le for the ove rthr ow of the capi tal ist ord er

as a whole.

9 . T h e e l ementary me ans of t he s t ruggle of t he pro le t a r i a t

against the rule of the bourgeoisie is, first of al l , the method of

mass dem onst ra t ions . Such mass demo nst ra t ions a re prepared and

carried out by the organize d masses of the p roleta riat , und er the

di rect ion of a uni ted , disciplined, cen t ral ized C om mu nis t P art y.

to conduct operat ions

du rin g all the stages of tha t fight.

10 .  T h e mass s t ruggle means a whole sys tem of developing

demonst ra t ions growing more acute in form, and logica l ly l eading

to an uprising aga inst the capi tal i st ord er of go ve rn m en t . In this

warfare of the masses developing into a civi l war, the guiding Party

of the proletariat must , as a general rule, secure every and al l law

ful posi t ions, m ak ing the m i t s auxi l iaries in the revo lut iona ry wo rk ,

and subordinat ing such posi t ions to the plans of the general cam

paign, that of the mass st ruggle.

ment inst i tu t ions, they must: (a) carry on a revolut ionary op>posi-

t ion aga ins t the bourgeo is cen t ra l au th or i ty ; (b ) do a l l fo r the a id

of the poor {wpulat ion (economic measures , es tabl ishment or a t

tempt to e s tab l i sh an a rmed workers ' mi l i t i a ) ; ( c ) po in t ou t on

every occasion the barr iers which the bourgeois s ta te pwwer puts

again st i^al ly grea t chan ge s; ( d ) develo p on th is basis the sharpest

revo lu t ionary p ropaga nda w i thou t fea r ing a conf lict wi th the s ta te

14 .

  T h e e lect ion cam paig n mus t be carr ied on not in the sense

of obta in ing a m ax im um of votes , but in tha t of a revolu t ion ary

mobil izat ion of the m asses aro un d the s logans of the p role tar ian

revo lu t ion . T h e elec tion campa ign m us t be conduc ted by the en t i re

mass of Party members , not by the leaders a lone; i t is necessary

to mak e use of an d be in com plete touch with a l l the ma nifes ta t io ns

of the masses ( s t r ikes , demons t ra t ions , movements among the so l

diers and sai lors , e tc .) g oing on a t the mo m en t; i t is necessary to

summon al l the masses of the prole tar ian organizat ions to act ive

w o r k .

  In com plying wi th al l these condi t ions, as we l l as wi th those

indicated in a special inst ruct ion, the parl iamentary work must pre

sent a di rect con trast to the di r ty po l i t ics wh ich has been prac

t iced by the Social Democrat ic part ies of al l countries, that enter

par l i am ent wi th the objec t of suppor t ing tha t de m oc ra t i c i ns t i

t u t ion or , a t bes t, t o w in i t ov er . T h e Co mm unis t Par ty can

on l y r ecom m end a

  revolutionary

  use of the par l i am ent as exe m

pl i f i ed by Kar l L iebknecht , Haeglund and the Bol sheviks .

16 .  An t i -p ar l i a m en tar i s m , in pr inc ip l e , in the sense of an

absolute and categorical repudiat ion of part icipat ion in the elect ions

and the par l i am entary revolu t ionary work , cann ot , t her efo re , bear

cri t icism, and is a na ive , chi ldish doc t rine, which is fou nd ed som e

t imes on a heal thy disgust of pol i t icians, but which does not under

stand the possibi li ties of revolu t ionar y par l iam enta rism . Besides,

very often this doc t rine is con nec ted w i th a qui te erron eou s idea of

the role of th e P ar ty , wh ich in this case is cons idered not as a fight

ing , cent ra l i zed advance guard of t he workers , bu t as a decent ra l -

ied system of badly joined revolut ionary nuclei .

17 .  O n the o ther hand , an ack now ledg em ent of the va lue of

par l i amentary work in no wi se l eads to an absolu te , i n -a l l -and-

any-case acknowledgement of the necessi ty of concrete elect ions and

a concre t e par t ic ipa tion in par l i am entary sess ions. T h e ma t t e r de

pend s upon a series of specific cond i t ions. U n d er certain ci r cum

s t ances i t may become necessary to l eave the par l i ament . T h e Bol

sheviks d id so w he n they l e f t t he pre-pa r l i ame nt in ord er t o break

i t up, to weaken i t , and to set up against i t the Pet rograd Soviet ,

which was then prepared to head the upr i s ing; t hey ac t ed in the

same way in the Const i tuent Assembly on the day of i t s dissolu

t ion , conv er t ing the Th i r d Con gress of Sovie ts i n to the center of

pol i tical even ts. In oth er ci rcum stanc es a boyc ot t ing of the elec

t ions may be necessary, and a di rect , violent storming of both the

grea t bourgeoi s S ta t e appara tus and the par l i amentary bourgeoi s

clique, or a part icipation in the elections with a boycott of the

pa r l i am en t

  itself

etc.

1 8 .  In this wa y, wh i le reco gniz ing as a gen eral rule the neces

si ty of part icipat ing in the elect ion to the cent ral parl iament , and

the inst i tut ions of local sel f-government , as wel l as in the work

of such inst i tut ions, the Communist Party must decide the quest ion

concretely, according to the speci fic condi t ions of the given moment .

Boycot t ing the elect ions or the parl iament , or leaving the parl iament ,

is perm issible, chiefly wh en the re is a possibil ity of a n im m ed iate

t ransi t ion to an ar m ed fight for pow er.

1 9 .  A t the sam e t ime one mu st cons tant ly bear in m ind the

cally that it considers any division or attempt at a division within

the Communist Part ies along this l ine a cr ime against the labor

mo vem ent . T h e Con gress ca l ls upon a ll the e lements which a re in

fav or of the mass s trug gle for t he pro letaria n dictatorship, and of

be ing un de r the d i rec tion of a cen t ra l ized Par ty o f the revo lu t ion -

ar}'  proletariat for gaining influence over al l the mass organizations

of the working class , to s tr ive for a complete unity between the

Communis t e lements , no twi ths tand ing any poss ib le d isagreement on

the question of ut i l iz ing the bourgeois parl iaments .

n r . REVOLUTIONARY PARLIAMEN TARISM

For secur ing the rea l execu t ion of revo lu t ionary par l iamentary

tactics i t is necessary th at :

1 . T h e C o m m u n i s t P a r ty i n g e n e ra l a n d i ts C e n t r a l C o m m i t

tee should , dur ing   the p-e-paratory stage before the par l iamentary

elections, inspect very carefully the quali ty of the personnel of the

p a r l i a m e n ta ry f a ct io ns . T h e C e n t r a l C o m m i t t e e sh o u ld b e r e sp o n

s ib le fo r t h e p a r l i a m e n ta ry C o m m u n i s t f r a c t io n . T h e C e n t r a l

Commit tee sha l l have the undeniab le r igh t to re jec t any candida te

of any orga niza tion , if i t is not per fec tly conv inced tha t such can

didate wil l carry on a real Communist policy while in parl iament.

T h e C o m m u n i s t Ρ β η ϊ ς β m u s t d es is t f r o m t h e o ld S oc ia l D e m o

cratic habit of electing as delegates only the so-called ex pe rie nc ed

par l iam entar ia ns , ch ie fly lawy ers , and so on . As a ru le wo rkm en

fac t tha t these may be somet imes s imple rank- and-f i le wo rkm en .

The Communis t Par ty mus t t rea t w i th merc i less con tempt a l l e le

ments who t ry to make a career by jo in ing the Par ty jus t before

the e lec tions in o rder to ge t in to par l iam ent . T h e Ce nt r a l C om

mit tees o f the Communis t Par t ies mus t sanc t ion the candidacy of

only such me n as by long years of wo rk have proved their u nw av

ering loyalty to the working class .

  W h e n the elections are over, the organ ization of the parl ia

mentary f rac t ions mus t be whol ly in the hands of the Cent ra l

C o m m i t t e e o f t h e C o m m u n i s t P a r t y — w h e t h e r t h e P a r t y i n g e n

era l i s a law fu l o r un law fu l one at the g iven mo m ent . T h e cha i r

m a n a n d th e b u re a u o f t h e p a r l i a m e n ta ry f r a c t io n o f t h e C o m m u

nists mu s t be conf i rme d in the i r func t ions by the Ce nt r a l Co m m it-

At each fo r thcoming impor tan t deba te o f the Communis t s in

the pa r l iamen t , the Cen t ra l Commit tee s l ia l l he en t i t l ed and bound

to appoint or re ject the orator of the fract ion, to demand that he

submit previously the theses of h is speech, or the text , for confir

ma t ion by the Ce n t r a l Co mm it tee , e tc . Each cand ida te en te red in

the l is t of the Communists must s ign a paper to the effect that a t

he f irst request of the C en tra l Com m itte e of the Pa rty he shal l be

bound to give up his mandate , in order that in a g iven s i tuat ion the

act of leaving the parl iament may be executed in unison.

bound radical ly to weed out the personnel of the fract ions, on the

principle that i t is bet ter for the cause of th e wo rki ng c lass to ha ve

a smal l bu t t ru ly Communis t f rac t ion than a la rge one wi thou t

a regu la r Communis t l ine o f conduc t .

4 .  A Co m m unis t de lega te , by decision o f the C en t ra l C om m it

t e e, is b o u n d t o c o m b i n e l a w f u l w o r k w i t h u n l a w f u l w o r k . I n

coun t r ie s where the Communis t de lega te en joys a ce r ta in inv io la

bi l i ty , th is must be ut i l ized by way of rendering assis tance to i l legal

o rgan iza t ions and fo r the p ropagan da o f the Pa r ty .

  T h e Co m m u n i s t m e m b e r s s h al l m a k e a ll t h e i r p a r l i a m e n t a r y

work dependen t on the work o f the Pa r ty ou ts ide the pa r l iamen t .

T h e re g ida r p roposing o f demon s t ra t ive measures , no t fo r the pur

pose of prop agam la, agi ta t ion, and or gan izat ion , m ust be carr ied on

un de r the direct ion of the Part y and i ts Centr .a l C om m itte e .

6 . In the event of labor dem onstr a t ion s in the s treets or o ther

r e v o l u t i o n a r y m o v e m e n t s , t h e Co m m u n i s t m e m b e r s m u s t o c c u p y

the most conspicuous place—at the head of the prole tar ian masses .

7 . T h e Co m m unis t depu tie s mus t t ry to ge t in touch (u nd er the
