The Grand Bahama Port Authority, Limited

Mr. Barry J. Malcolm is the Executive Vice President of The Grand Bahama Port Authority, Limited (GBP A) with specific responsibility for management and the marketing and public relations programmes for the Port and its affiliated companies. Having joined the company officially on February 1, 2001, Mr. Malcolm has been engaged

in new business development.

From July 1998 until his appointment at GPBA, Mr. Malcolm was the Chief Executive Officer and Executive Director of the Bahamas Financial Services Board. In this capacity he had full executive and administrative responsibility for the development and execution of the programmes, operations, budget and personnel of the Board.

From July 1994 to June 1998, Mr. Malcolm served as a member of the Board of Directors of the Inter-American Development Bank (IDB), the Inter-American Investment Corporation (IIC) and the Multilateral Investment Fund (MIF). This IDB Group is the largest regional multi development banking institution. Its current capitalization, in excess of $40 billion, sustains lending and technical corporation programmes to Latin America and the Caribbean of more than $6 billion: per annum. As Executive Director, Mr. Malcolm was responsible for the Caribbean

office of the IDB. As a result of his work with this group, Mr. Malcolm is well known in international financial circles.

In addition to his reputation outside of The Bahamas, at home Mr. Malcolm is recognized and respected for his contribution to the development of the financial industry. From September 1992 to June 1994, Mr. Malcolm held a variety of influential positions. A former Senator and Parliamentary Secretary, Mr. Malcolm was responsible for areas such as trade and indus try promotion, the Department of Public Personnel and the Department of Local Government/Family Island Commissioners, to name a few. Additionally, he held a variety of managerial positions with the Bahamas Oil Refining Co., Ltd. and he managed the Freeport Office of Diversified PR Services Ltd and was the Public Relations Account Representative for the Grand Bahama Port Authority, Limited.

Prior to his distinguished career in industry and finance, Mr. Malcolm worked as a news reporter for the Broadcasting Corporation of The Bahamas and as a staff writer for the Ministry of Tourism News Bureau.

Mr. Malcolm is a firm believer in education and in the premise that success comes through hard work. He graduated from St. Augustine's College in 1971 and completed a Bachelor of Arts Degree in English/Journalism at St. John's University, Collegeville, Minnesota in May 1971. He also holds a Masters Degree in Business Administration (Finance) from the University of Miami.

A native of Nassau, Mr. Malcolm is the proud father of three. daughters and one son.

Modem academic regalia evolved from the kinds of apparel worn by monks and students in the eleventh and twelfth centuries to keep warm in medieval castles and halls in which they studied. Academic life, as we know it today, began in the Middle Ages-first in the church, then in the guilds. The teaching guild was the Guild of the Master of Arts, and the Bachelor was the apprentice of the Master. Their dress was the outward sign of structure and responsibility. Academic regalia was thus a visible manifestation-in colour, pattern and design-that unified those of the discipline and like purpose. The principle features of academic dress are the gown, the cap and the hood. Participants in The College of The Bahamas Academic Procession are dressed according to the style of Academic costumes described as follows:

The Gown The gown had become symbolic of the democracy of scholarship, for it completely covers any dress or rank or social standing. The sleeves of the gown indicate the level of the degree held by the wearer. A long, pointed sleeve indicates the Bachelor's Degree. The Master's gown has an oblong sleeve cut in an arc, with a slit at either the upper arm or wrist. The Doctor's gown has bell-shaped sleeves and may also have velvet facing and sleeve bars or chevrons. The trimming may be black, or it may match the degree colour on the gown's edging.

The Cap The freed slave in ancient Rome won the privilege of wearing a cap, and so the academic cap is a sign of the freedom of scholarship and responsibility and dignity with which scholarship endows the wearer. Old poetry records the cap of scholarship as a square, symbolizing the book, although other authorities claim that it is a mortar board, the symbol of the masons, a privileged guild. The colour of the tassel on the cap denotes the discipline. The tassels on the caps (mortarboards) worn by the faculty may be black or a colour indicating the degree. Those who hold a doctoral degree may wear a gold tassel. It is traditional for degree candidates to wear tassels on the right and for those holding degrees to wear them on the left. Graduates transfer their tassels to the left after the conferring of the degree by the President. Tassel colours worn by our graduates include:

The Hood The hood is the prominent feature of the academic costume and is lined with the official colours of the institution conferring the degree and edged and bound with velvet or the colour appropriate to the degree. At The College of The Bahamas, the lining of the hood is orange and yellow representing The College's colours.

The Cord The gold cord worn by candidates for the Associate's Degree identifies those graduating with distinction. The cumulative grade point average requirement for distinction is 3.51 - 4.00, effective Fall 1998.

Established by an act of Parliament in 1974, The College ofThe Bahamas was created through the amalgamation of four institutions: The Bahamas Teachers' College, The San Salvador Teachers' College, The C. R. Walker Technical College and the Sixth Form Programme of Government High School. The College is the primary provider of comprehensive, tertiary­level education in The Bahamas and serves a wide and diverse population, its clientele being drawn from all levels of Bahamian society, from throughout the islands of the archipelago and from the wider Caribbean region. Today, some 400 faculty, staff and administrators offer to nearly 4,000 full-time and part-time students a variety of programmes leading to bachelor degrees, associate degrees, diplomas, and certificates.

Over its twenty-six years, dedicated faculty, staff and administrators have brought The College to such a high level of academic excellence that the institution enjoys an enviable reputation at home and abroad. Credits awarded by The College are readily accepted in Canada, the United Kingdom, the United States and the West Indies. Graduates of The

'JU'.'l'' nccupy influential positions in the professions, business, industry, the public service and in the institution itself.

The College has grown substantially over the last fourteen years to serve Bahamians in New Providence and in several parts of the archipelago. In 1986, a northern campus was established in Freeport, Grand Bahama. In 1991, programmes in Nursing and Health Sciences administered by the Ministry of Health at Grosvenor Close in New Providence were incorporated into the institution's programme offerings. The College launched an Associate Degree Programme in Office Administration in Georgetown, Exuma in 1985. In addition to delivering instruction in traditional classroom formats at these campuses, The College's Centre for Continuing Education and Extension Services administers a variety of programmes, offering academic, technical and vocational instruction to learners residing in non-campus islands. Today, the beneficiaries of these arrangements are found in Abaco, Andros and Eleuthera. Just recendy, The Centre has intensified its efforts in providing continuing educational opportunities through the offering of several international certification programmes.

Research is an area in which The College is moving with deliberate speed Compelled by its determination to evolve, in time, into a full-fledged university offering programmes at the undergraduate and graduate levels, the institution has established a Research Unit with a mandate to encourage and facilitate the research interests of faculty, staff, students and the wider public. Field Stations in San Salvador and Andros undertake ecological and marine research and foster international partnerships in research initiatives.

The Centre for Entrepreneurship, established in 1997, is designed to facilitate, support and encourage entrepreneurship and new enterprise throughout The Bahamas. Providing advice, counsel and programmes for persons wishing to start small businesses, The Centre is poised to become the primary provider of advice in this domain.

The amalgamation of The Bahamas Hotel Training College with The College of The Bahamas was effected in August 2000. Coinciding with the restructuring of the academic sector of the institution, it became the School of Hospitality and Tourism Studies in the Faculty of Business, Hospitality and Tourism Studies. Two other Faculties wanage the institution's instructional programme: The Faculty of Education and Liberal Arts and the Faculty of Pure and Applied Sciences.

The College now looks to the future with optimism as it continues to work towards providing access to quality education.

The Academic Ceremonial Mace is historically connected to the fourteenth century when a "battle mace" was designed to protect a king and was carried by the royal bodyguard. This symbolism of authority and power has been transferred to the academic mace and represents the authority of the Chief Executive Officer of The College. The College's Mace measures just over three feet in length and is made from an indigenous Bahamian wood It is topped by a sphere flanked by three blue marlins. The College's crest is carved on the sphere and is framed by the marlins. The Mace was designed by Mrs. Joan Behagg, Art lecturer in the School of Communication and Creative Arts. The carving and production were carried out by the Hopedale Centre.
