I wanted to mention at the beginning of 2018 how grateful we are to have such long time and loyal employees. Harold will be with Four Colonies 29 years in May. Joan just had her 18th anniversary in December. Alan passed the 10 year mark in October. Erin will celebrate her first year as General Manager with Four Colonies February 1st. Four Colonies has never looked better, due in part to these 4 people working every day to maintain the quality of our experience. There are many others who volunteer their time as Board members and committee members that do so without acknowledgement.

Property values have increased and homes have sold in record time. Association living isn’t for everyone. Although there are rules and restrictions that we have to follow, such as not allowing major modifications to homes or encroachment on common land, there are many benefits as well. The association helps keep the community uniform, consistent, and well maintained.

I want to thank everyone involved for their hard work in making our 40 year old neighborhood attractive to new families and protecting our financial investment for people who have lived here from the beginning. And thank you to homeowners that help us by maintaining their property’s appearance and for considering others when walking their pets.

We are looking forward to another productive year in 2018 with many positive changes to come.

MANAGER’S REPORT

The common facilities committee voted to replace the carpet in clubhouse 1, which is in poor condition and ten years old, so this will be a big improvement. This will happen in January.

The sidewalk repairs were completed and are a huge improvement. We will do more sidewalk repairs in the spring. Although the asphalt patches were completed on the streets, it got too cold for seal coating, so this will happen in the spring.

In November we had a meeting with True North regarding areas that needed improvement. The meeting was very productive on getting everyone on the same page, clarifying expectations, and improving communication. Fortunately I have noticed a big improvement since then. Harold and Alan installed all new electrical outlets and switch plates in clubhouse1 as requested by the common facilities committee. They also installed the new Christmas lights we purchased, and did a great job. Hopefully you are enjoying them.

Four Colonies residents now have the opportunity to pay their monthly dues electronically.

To participate, residents must go to the office and provide your bank account information.

Also you will need to sign the bank's required written authorization to participate in the withdrawal.

Four Colonies will authorize your electronic dues payment on the 15th of each month or the first business day thereafter.

3 Board of Director Projects: Reserve Study, Outside Lighting

Four Colonies’ board of directors has launched two major projects that will improve the appearance and safety of our grounds and facilities. First, the directors authorized the Long-Term Planning Committee to conduct a Reserve Study that will identify and plan capital improvement projects in the coming years. The following table lists projects that will use reserve funds along with the year when they may be executed. A cost estimate for each project also is shown. As with all long-term plans, the projects and the dates may be revised depending on need and financing. The second project, which is the direct outcome of the Reserve Study, is the replacement of our outside and walkway lights. These lights were installed in the 1970s when our subdivision was built. The lights are in need of replacement due to age, cost to maintain and damage by lawn care equipment and the elements. This project is currently in the discovery stage. The layout, the logistics of supplying power, and the design of the lights and poles are all being discussed. Also, decisions will be made about a design firm and a primary contractor. In addition, we will decide if the project will be done all at once or in phases. Updates on these projects will be presented at the monthly meetings and via the Clarion and In The Know.

Architectural Control Committee

The Architectural Control Committee receives “Request for Project Review,” a five-member committee of homeowners evaluates the request based on rules and criteria established and approved by both the Four Colonies Board of Directors and Lenexa city codes. They strive to insure changes are made in a way that is safe to both current and future owners and that the end results be one of “Architectural Integrity.” Four Colonies has 23 different named styles of free standing homes and 8 different multi-unit housing structures. Different structures may have different rules regarding what homeowners can and cannot do with regard to driveways, windows, doors, fences, decks, etc. We appreciate homeowners wanting to improve their homes. The best thing to do to insure your request is processed in a timely manner is to ask for advice from the office before submitting your request. The following changes were presented at the November 20, 2017 Board Meeting and will be voted on at the December 18, 2017 Meeting. ____________________________________________________________________________________________

numbers are available for purchase through the FCHA office. Homes who have replaced house numbers

PARKING REMINDERS

We do not allow commercial vehicles

We do not allow vehicles to be stored. If they are not operational or in regular use,

they are not allowed to be parked in Four Colonies.

Article III, Section 3 of the Revised Bylaws

Parking Rights. The Owner or Owners of a Lot which does not have on-lot parking shall be

entitled to no more than two automobile parking spaces as near to the owned lot as practical.

The Owner or Owners of a Lot which has on-lot parking shall be entitled to no more than one

additional automobile parking space as near to the owned Lot as practical. Garages and

carports shall be considered to be on-lot parking facilities. (Adopted: September 18, 1989)

The second space should not interfere with your neighbors’ parking by their front doors.

Guests should be instructed to park in a clubhouse parking lot. Any additional vehicles should

be parked where they do not interfere with your neighbors parking privileges.

REGULAR BOARD MEETING MINUTES

November 20, 2017

The Homeowner’s Forum started at 5:50 p.m. There were five homeowners present. The following topics were discussed: painting interior painting Clubhouse 1 and parking.

President Linda Khan called the Regular Board Meeting of November 20, 2017 to order at 5:57 p.m. A quorum was present.

Ms. Weishaar made the motion to accept October 16, 2017, Regular Board Meeting minutes as written.

Ms. Pope seconded and the motion passed. (Vote #1)

COMMITTEE REPORTS:

Manager’s Report – Ms. Hallblade read her report. Discussion followed. New Business- There was no new business. Unfinished Business- There was no unfinished business.

COMMITTEE REPORTS:

Architectural Review – The Board received a copy of the guidelines for Satellite Dish Placement. Discussion followed. Ms. Weishaar made the motion to accept the new guidelines for Satellite Dishes. Ms. Pope seconded. The motion passed. (Vote #2) Mr. Burgdorfer made the motion that the guidelines for Satellite Dish Placement and removal of a Satellite Dish be added to the new homeowner packets. Ms. Weishaar seconded. The motion passed. (Vote #3) Common Facilities – Mr. Burgdorfer reported Clubhouse interior painting was complete. They are now looking at repairing vanities on the lower level. They are still working on repair verses replacement of the adult pool pump room. The committee is in the initial phase of studying the replacement of Common Area lighting. Finance- The Board received copies of the financial reports. Discussion followed. Painting – There was no report. Social – There was no report.

Grounds- Mr. Simmons reported on the 2018 tree trimming. Discussion followed. Mr. Simmons made the motion to renew the contract with K C Tree Care for the 2018 tree trimming. The motion passed. (Vote #4) The Board went into executive session at 6:41 p.m.

The meeting resumed at 7:06 p.m. Ms. Hurley made the motion to adjourn, seconded by Ms.Khan. The meeting adjourned at 7:05 p.m.

HIGH SALE VOLUMN IN 2017

2017 was a record year for home sales in Four Colonies. Fifty-four properties were

sold and closed. Sale prices ranged from $90,000 for a two bedroom 1.5 bath two

marks the highest price ever in Four Colonies.
