CLARENDON TOWN BOARD—Meeting Highlights April 2016

HIGHWAY/WATER DEPARTMENT REPORT In Superintendent Swanger’s absence Deputy Supervisor Robinson reported that the Highway Crew will begin con-struction of Water District No. 9 ext. on Holley Byron Road the first or second week in May. Materials are to be delivered next week. Discussion was held acknowledging the bad condition of NYS Route 31A just past Bennetts Corners Road, in front of Thomas Estates. Councilman Nicosia questioned whether or not Tom Thomas would have any responsibility in maintaining that section of road as he was required to put in the turning lane when he de-veloped on the north side of the road. Councilman Robin-son will ask Superintendent Swanger. Paul Burley has returned to work mowing the Hillside Cemetery for the 2016 season and repairs are being done at the highway garage. PLANNING BOARD REPORT Chairman Griggs reported sending a special use permit application to the County Planning Board for review. HISTORIAN REPORT In Historian Ierlan’s absence Deputy Chairman Robinson reported that the Historical Society program on Orphan Trains had a good turn-out. On April 30th, the CHS will host a Ghost Walk with students from Genesee Communi-ty College. Councilman Robinson read aloud a letter re-ceived from the Heritage Heroes Award Executive Com-mittee, honoring Melissa with the first ever C.W. ‘Bill’ Lattin Award for Excellence in Municipal History as part of the 2016 Orleans County Heritage Heroes Awards. This new award is named after a great advocate of local history, Bill Lattin, in recognition of municipal historians who go above and beyond the call of duty and devote so much of their lives to preserving our local treasures. Melissa is invited for an informal awards ceremony on Friday, April 29th at the Albion GCC Campus Center. Councilmen acknowledged Melissa’s hard work. SUPERVISOR REPORT Deputy Supervisor Robinson reported that the low bid for Water District No. 9 ext. 1 construction materials was from and awarded to HD Supply Waterworks, LTD in Rochester, NY at a bid of $24,546.40. The Assessor has finished with informal assessment hearings.

CORRESPONDENCE

New York State Real Property Services has sent notice of Tentative Special Franchise Full Value. Orleans County Treasurer has sent revenue from first quarter 2016 sales tax in the amount of $29,329.72. The Orleans County Planning Board has sent correspondence stating an improvement in the quality of zoning application referrals for County Plan-ning Board review. The NYS Association of Towns has sent a booklet of 2016 legislative resolutions adopted and used in lobbying activities. Senator Ortt sent notice that Clar-endon’s apportionment of CHIPS funding in the 2016-2017 state budget will be $105,900.84 plus an additional $24,172.92 in PAVE-NY; totaling $130,073.76. The Orleans County Animal Shelter is holding a fundraiser luncheon May 22, 2016 at the Albion Elk’s Lodge. Reve-nues will go toward providing care for homeless dogs and cats in the Shelter until they can be placed in homes. OLD BUSINESS

Councilman Robinson informed that Superintendent Swanger did not have/submit data for comparing operations with Monroe County Water Authority. The Orleans Coun-ty Planning Board has approved the town’s request for amendment to zoning ordinance, reducing minimum size for structures subject to building permits with the comment that the Town of Clarendon has consistently been proactive in keeping their land use regulations current and proactive in regard to the changing environment of land use and contin-ues to do so with this amendment. The proposed zoning amendments and Local Law No. 1 of 2016 stating that all buildings or structures 64 square feet or greater within the Town of Clarendon require a building permit were adopted. The Board accepted Goodrich’s resignation as Clarendon Dog Control Officer with regret. Susan Colby was appoint-ed to the position. The Board did accept the proposal to mow Glidden Road Pioneer Cemetery for 2016 Season by Dan Jones; at a flat rate of $400.

Well, another month has passed, so it’s time I greet all you faithful readers again. This election year reminded me of the story of the doctor, the politician and the engineer arguing which was the oldest profession in the world. The doctor said, “When God took the rib from Adam and created Eve, that was a medical procedure, and that proves medicine is the oldest profession in the world.” The engineer said, “Before God created Adam and Eve, he made order out of chaos. That was an engineering feat and that proves engineering is the oldest profession in the world.” The politician said, “Who do you think caused the chaos?” Did you hear about the scientist who turned a dolphin invisible? It took a lot of work, but nobody could see the porpoise. They’re advertising “Do you need a specialist in aging?” I said, “Heck no – I managed to get old without any help!” Remember, the grass may be greener on the other side of the fence, but you still have to mow it - and grass is the cheapest plant to install and the most expen-sive to maintain. My dog is worried about the economy, because dog food is up to ninety-nine cents a can. That’s almost seven dollars in dog money. A man and his very well educated son went on a camping trip. They set up their tent and fell into a sound sleep. Some hours later the father woke up his son. Dad: “Look up to the sky and tell me what you see.” Son: “I see millions of stars.” Dad: “What does that tell you?” Son: “It tells me that there are millions of galaxies and planets out there.” Dad slaps his son on the hand and says, “Idiot, someone has stolen our tent!” A traveler to a remote island remarked on how healthy the locals look. “Yes, it’s the island”, said an attractive resident. “When I first arrived, I was bald and toothless. I was so weak, I couldn’t even walk and look at me now!” “That’s amazing”, said the traveler. “So, where are you from?” “I was born here”, said the man. An old dog said to his son, “They give you a lot of treats while they’re training you, so play dumb for as long as you can.” I changed all my passwords to ‘Incorrect’, so whenever I forget, it will tell me: ‘Your password is Incorrect’. Pupil: “Would you punish me for something I didn’t do?” Teacher: “Of course not.” Pupil: “Good, because I didn’t do my homework.” A bad attitude is like a flat tire. You can’t go anywhere till you change it. All of us could take a lesson from the weather. It pays no attention to criticism. I thought I was losing weight, but it turned out my sweatpants came untied. Happiness often sneaks in through a door you didn’t know you left open. Wife, “Dear God, I wish you could make my husband pay more attention to me, protect me, take me out, sleep close to me at night. I wish he would be more caring even if I got the smallest of scratches”. God turned her into a smartphone. I don’t like to brag, but I finished a fourteen day diet in three hours and fifteen minutes. I’m not sure if I attract crazy, or if I make them that way.

I read an article that George Washington threw a silver dollar across the Potomac. It said that actually, it was

the Rappahannock. They called it the Potomac because they couldn’t pronounce Rappahannock. Some say he couldn’t throw a silver dollar across the Rappahannock.

Others argue he could, because a dollar went further in

those days. Two guys were talking. “I’m a self-made

man”, bragged one. “That’s what comes from hiring

cheap labor”, said the other. A fellow went into a bird store. “I wanna pet”, he said. “ Why don’t you try the balcony of a movie theater”, suggested the sales man.

A man returned home one night in a rage. “The world’s

full of crooks these days”, he raved to his wife. “Just

today a guy stuck me with a phony ten dollar bill and if

that bartender around the corner wasn’t so near sighted,

I never would have got rid of it”.

Some old boys’ comments: Never trust a man who starts twitching uncontrollably and make excuses not to

go out when there’s a full moon. Never trust a man who

buys his wife lingerie, but only after trying it on in the

shop. Never trust a man who asks, “Does anyone know

you’re here?” Never buy a DVD recorder in the street

from a man who is out of breath. A doctor and an advo-cate loved the same girl. The doctor gave her a rose

daily and the advocate gave the girl an apple. The girl got confused and asked the advocate, “There is a mean-ing in giving a rose in love. Why are you giving me an

apple?” Advocate answered, “Because an apple a day

keeps the doctor away.” My favorite books are the ones

where no one bothers me while I read them. Sundays should come with a pause button.

I looked up the word politics in the dictionary and it’s actually a combination of two words: ‘POLI’, which means ‘many’ and ‘TIC’, which means ‘blood suckers’. A soldier hid inside a cannon to avoid Guard Duty, but he was finally discharged. They say all sheep are alike. Actually, they have mutton in common. They say that music of antiq-uity was written long ago. When electric currents go through them, guitars start making noises. So would anybody.

Memorial programs will begin at 9:00 AM in the Village of Holley at the American Legion Jewell Buckman Post 529 (by the Post Office) and proceed to the V.F.W. Post 202; then on to the Hillside Cemetery and Holy Cross Cemetery. Jacob Crandall’s Veterans Memorial Eagle Project will be dedicated this day also. The Hillside Cemetery Chapel will be open for viewing 9:30 AM to 12 Noon. Military items will be on display.

CLARENDON PERSONALITIES ….. (September 2007) Roger Lee Maxon was born at Arnold Gregory Hospital in Albion, NY on August 17, 1936 to Lester James and Clara (Orcutt) Maxon. Roger, the middle child of three, grew up as an only child, as his brothers Carl and James both passed away in their infant years. Roger grew up on his family’s 110 acre dairy farm on the south side of Fourth Section Road, 1 ½ miles east of the Clarendon hamlet. Roger started helping on the farm at age 5. He remembers driving the tractor a lot as a youth and that his mother would help with the dairy cows. He says that the hand clutch on the old John Deere was as high as he was! On the farm, the Max-ons had 24 milk cows and some young stock. Fields were planted mostly with feed for the cattle – corn, wheat, oats and alfalfa. Roger remembers having a team of work horses for a short time when he was very young, that were used to pull the wagon. Roger has had pneumonia several times throughout his life. When he was 2 years old, he spent 9 months in Strong Hospital recuperating and the doctors had to remove a portion of his

rib to drain his lungs. Roger was the first person then, to have been given a sulfa drug in Rochester. Then again in 6th grade, he spent time in the Albion Hospital with a bout of pneumonia. Roger has since had the pneumonia vaccination and has been fine! Because of the pneumonia, Roger didn’t start school at the Bennetts Corners School as he could have due to the fact that he’d have to walk in the inclement weather. The following year, school districts were centralized and Roger attended the Holley Schools from kindergarten through 12th grade. Roger was active in school activities playing JV Basketball, Sousaphone in the band, High School Soccer and he was President of his Senior Class. Roger says that High School came easy to him and he didn’t ‘crack the books’ much (but, when he attended college, it was a different story!). Roger remembers catching a ride from after-school activ-ities in the Village of Holley to the Clarendon Hamlet and then walking the 1 ½ miles home without ever seeing one vehicle on the road as compared to Route 31A today! Between Roger’s home and the Hamlet, his father’s parents, Dell & Laura, ran their dairy farm of + 150 acres, until the early 1940s when a fire broke out on the north side of the highway, burning down the barns with all the livestock in it. After the fire, Dell and Laura moved to the stone house on Holley Byron Road south of the hamlet and continued dairy farming there. Lester and one of his five brothers, Bruce, purchased the farm from their parents turning Lester’s farm into + 200 acres. Bruce’s purchase included the land with the house and barn on the south side of the road. While in high school, Roger worked part time for Don Blank in the meat department of Star Market in Brockport. At 17 years old, Roger enlisted with the Air Force National Guard and he served two 3 year terms in the 107th Fighter Interceptor Wing based at the Niagara Falls Airport. This division flew T33s & F16s. Roger drove refueling trucks and then became head of the hy-draulic shop as a technician. Each year he would report for a total of 12 weekends and each summer spent an additional 16 days in camp training at Hancock Field in Syracuse. His family in mind, after six years Roger didn’t re-enlist and fortunately was not draft-ed. Roger met Rosalie Piazza from Albion on a hayride in 1953 and on May 11, 1957 they exchanged marriage vows at St. Joseph’s Church in Albion. Graduating high school in 1955, Roger found employment at Sylvania in Batavia and Delco in Rochester before settling in at General Electric in Brockport for 13 years. When Roger and Rosalie got married, they lived in a house owned by Rosa-lie’s parents on West Academy Street in Albion until they purchased their first home on Erie Street in Albion. In 1960, Roger’s mom passed away and Lester stopped farming and went to work at the Orleans County Jail. When Lester passed away, Roger in-herited the Clarendon farm and in December of 1969, the Maxon family of five moved into their newly built home at 16431 Fourth Section in Clarendon where Roger and Rosalie still live today. Rosalie worked at Lipton’s in Albion when first married and then stayed at home with the children while they were young. When the children were all in school, Rosalie did office work for Engle Harrison in Albion and then after moving into Clarendon, took a job selling cars for Duryea Ford in Brockport until she retired in 1990. Rosalie was involved with T.W.I.G. for Arnold Gregory Hospital and remains active in their church parish at St. Mary’s in Holley.

While working at GE, Roger attended eight years of night school at R.I.T. and obtained his Bachelor of Science Degree majoring in electrical engineering. GE helped pay for some of the college courses and Roger went from working as a material han-dler on the line and in the warehouse to being an engineering technician. He worked as an expediter in purchasing and an engineer in Quality Control.

In 1968, Roger took a job at Bernz-O-Matic on Driving Park in Rochester. In 1985, he was moved to their Medina plant where he worked until he retired in 2001.

While at Bernz-O-Matic, he managed the Quality Control and Personnel Divisions until eventually becoming Vice-President of Human Resources, which required a lot of traveling. Although retired, Roger still works with Bernz-O-Matic through contract as a technical expert. Roger remembers that for years, they would go to his Uncle Homer’s on Hinds Road for the Maxon Family Reunion. This was his great grandfather’s family, who was one of 13 children, so there was a lot of family there! Roger spent 12 years as an active firefighter for the Albion Hook & Ladder Fire Company and is still an exempt member today. He served on the Arnold Gregory Memorial Hospital Board of Directors and the Board of Directors for the United Way. Roger is a member of the Knights of Columbus and serves on the Technical Committee of the NFPA-58 (National Fire Protection Agency). Roger served as President of the Holley Rotary Club from 1969-1975 and was active in the Democratic Party while he lived in Albion. Roger served on the Clarendon Zoning Board of Appeals for + 6 years, several as Chairman. In 1977, Roger ran on the republican ballot for Town Justice in the November election. Elected to the position, Roger served the Clarendon Community as Justice from 1978 through 2004 and says he’d still be doing it if he and Rosalie didn’t go to Florida six months out of the year! Roger enjoys golfing and spending time with his family. (cont. on page 7)

Coloring Book Contest at the Community Free Library Coloring Book Contest at the Community Free Library Coloring Book Contest at the Community Free Library Coloring Book Contest at the Community Free Library Adult coloring books are the newest relaxation technique, and now is your time to try your hand at this art form. Whether you like flowers, Asian art, unicorns, sunsets, or something else entirely, this fun event is just for you. The Community Free Library, 86 Public Square, Holley, is going to have a coloring contest for adults (18 and older), with the art decorating the library in the month of May. Enter your best work and see if you win one of the two coloring book prizes.

The contest starts Monday, May 2, 2016, and ends May 31. Adults, 18 or older, may bring in as many entries as they want from coloring books or online sources, but the pictures may not contain explicit content or lan-guage. The artist’s name and contact information must be clearly printed on the back of each submission.

All art work will be displayed in the library. On June 1, library Board of Trustees members will select the top 5 entries. These entries will be fea-tured on the Library Facebook page and in a special location in the li-brary. Community members can vote for their favorite art work in the library or on line on the library Facebook page (Holley Community Free Library). The Facebook art work which receives the most “like” responses will receive the prize of an adult coloring book. The art work in the Library which receives the most votes will also receive the prize of a coloring book.

Dear Voters, On May 17th when Holley residents are voting on the School Budget, we ask you to remember to vote on the Community Free Library Budget. As in previous years the library has experienced a significant decrease in State and county funding; surrounding towns and villages have also cut library funding from their budgets. Despite these decreases we, as a board, work diligently to provide revenue by means of grants, donations and fund raising activities in an effort to continue providing quality programs and expanding collections and services. The Community Free Library provides a variety of excel-lent services to the community. At the library, patrons may check out books, magazines, audio books and e-readers. They may relax with a newspaper to keep up with current events or participate in the various programs we offer such as the visiting authors program. Children's programs are offered throughout the year and include a weekly story hour, the Summer Reading program, hosting walking field trips from the Elementary School and working with the High School to enhance and advance their programs. Staff are always on hand to assist stu-dents with research for school assignments. Special events are of-fered during school breaks and the Adult Readers Group meets monthly. Computers with internet access are available to utilize for job search, research or simply to check e-mail and keep in touch with family and friends. Throughout the year, and in cooperation with the NIOGA library system, training classes for the use of various soft-ware programs are offered to the public. Photocopying, faxing, inter-library loans, tax forms and meeting rooms are all available to the community. If you haven't stopped in lately we hope you will visit soon. COMMUNITY VOICE CLARENDON PERSONALITY cont from page 5 …… The Maxons spend the summer months in Clarendon and during the cold weather, they retreat to their condo and the Hideway Country Club in Ft. Meyers, Florida; a gated communi-ty. In Florida, Roger serves on the Board of Directors of the Bal-tusrol Association which is the legislative/governing board for the 86 condos in the Hideaway Village where their home is located. The Maxons have three children and 10 grandchildren. James, their oldest child, is an engineer for Mixing Equipment in Rochester, NY and resides in Brockport with his wife Laura and children Alex, Brittany, Chelsea and Zachary. Laurie (Villano) is Partner in the consulting firm of Booz, Allen & Hamilton and lives in Maryland with her husband Tom and children Brandon, Megan and Michael. Denise (Wing) is an engineer for Harris Company in Rochester and resides in Clarendon (on land from the original homestead) with her husband Chris and children Ni-cole, Mark and Amanda. I’ve known Roger for 18 years and spent a few of those years clerking for him in the court. I’ve been impressed at how fair but firm he was on the bench and how he handled such a busy schedule with so much traveling for work. Roger is highly re-spected for his service as Justice and remains so as a member of the Clarendon Community. Thanks Roger! Roger died peacefully on April 1, 2016 at age 79 surrounded by his fami-ly. He is survived by his loving wife of 59 years, Rosalie (Piazza) Maxon.

SLAPSHOT is a District 7090 YOUTH LEADERSHIP AWARD program that takes place over a full weekend at the end of April each year on the beautiful campus of The Adventure Learning Centre at Canterbury Hills in Ancaster, Ontario, Canada. The primary focus is to maximize the promotion of leadership, self-esteem and team-work. Six meals and two overnight stays in cabin settings provide the backdrop for training in listening and interpersonal skills, assertiveness and problem-solving, team building and presentation skills. Each year, students leave SLAPSHOT feeling more confident in themselves and prepared to strengthen their involvement with Interact Clubs and other initiatives that they believe will make a difference in their schools and local communities and beyond.

Holley Elementary Student

Council Hosted a Read-A-Thon April 19, 2016. Special guest was The Cat in the Hat. So much fun for a special cause. Monies raised go to-wards the Hillside Chapel res-toration. Thank You to all who participated!! The students have been involved all year with this project to help restore the chapel at Hillside Ceme-tery. Town Historian for Clar-endon Melissa Ierlan is very impressed with what this group

has done. “These kids have been very dedicated and mature as they take very seriously their role in helping our community. They are good citizens and they “get it”, I think that this project will go a long way in the future as it keeps these kids aware and perhaps as they grow older they will be more likely to advocate for something they believe in and will have this experience to help them”.

I recently had the pleasure of sit-ting with Clarendon residents John Kemp and Betty Kennedy-Kemp at their home to learn about Mi-

chael Kennedy who served in the 105th and 94th New York Infantry regiments during the Civil War. This man just hap-pens to be buried in Hillside Cemetery. His family monu-ment is substantial and is hard to miss. Atop a tall base with raised panels stands an Angel who is looking to the heavens and pointing her raised right hand. In her left hand she holds a chain attached to an anchor which rests alongside her. The Angels found in the cemetery are a symbol of spirituality. They guard the tomb and are thought to be messengers be-tween God and man. The anchor was regarded in ancient times as a symbol of safety and was adopted by Christians as a sym-bol of hope and steadfastness. Kennedy had a long life, 1842-1934 he experienced things most of us cannot imagine.

Standing only 5 ft. 5 inch-es tall he enlisted at age 18 and took part in some of the heaviest fighting of the war. He was shot in the leg and captured. He spent time in prison after his capture, he escaped and was recaptured. After the

war he led a successful life buying and selling cattle in Clar-endon and eventually becoming the president of the State Exchange Bank in Holley and served for 33 years. After learning about

this man I think that

this large monument

is quite fitting for a

man who was small in

stature but brave of

heart and stood tall

amongst his peers as a

leader.
