Maziarz, expand broadband in western New York.Senator Maziarz has mailed survey forms toresidents of Niagara and Orleans Countiesrequesting time be taken to complete and returnthe information. It is important that these surveysbe completed. They are needed to help determinethe next steps in reaching the goal of expandingbroadband services. Some already have access toservice, but some do not. The Senator states thatin the 21st century, access to broadband internetservices is a vital part of our economy and alsonecessary to ensure that our children can competewith their counterparts across the globe. SenatorMaziarz has been working with County Legislatorsand Town Supervisors in Niagara and OrleansCounties and Assemblymen Steve Hawley and JohnCeretto and Assemblywoman Jane Corwin todevelop a creative path to bring broadband internetservices to un-served and under-served areas. HILL TALKKILL THOSE FEBRUARY “BLUES” WITH INTERACTIONS!

A friend of mine who happens to be well into his 80’s was over for dinner last night. Because of illnesses andwhatnot we’ve not been together for a while. His demeanor struck me for the first hour or so because the jovial stancehe normally displays was missing. I was told that he had been that way for a while. I think it was an early attack ofthe February “Blues” that seems to hit us more often as we age.

February is the month where many of us huddle inside while waiting for spring. Although we have radios,TV’s, and computers to keep us company, we also have a choice about what type of programs and activities we playat, listen to, or watch.

Many of us tune into to political views, world events, and sports. We will be disappointed when our teamfails to win the Super Bowl and will agonize over the terrible things that are going on around the world. Anger overhow stupid the “other” political party is and thoughts about a few more natural disasters that could destroy our earthwill creep in. Is it any wonder that the “blues” can attack us?

As humans we are social animals and a sense of “well-being” seems to rise whenever we are attending groupactivities, at least that is what most self proclaimed experts at “Java Junction” are saying. That friend of mine beganto become his old jovial self after an hour or so as we joked and talked about the fishing trips we will take nextsummer and about day trips and the restaurants we will enjoy. That social interaction didn’t only help him but it alsohelped me.

Fighting those “blues” can be the most fun you’ve had all year and can impact those around you in a verypositive way. Have you noticed that busy people seem to be happy people? Busy people automatically interact withothers more often as they go about their daily lives.

Interactions take many forms. They can be church services, dinners put on every week by many differentorganizations, firehouse activities, school presentations, clubs or group meetings, and volunteering your time andlabor for a worthy cause. Your attendance at these functions will have a positive effect on them and on you.

An important aspect of these activities is that they all involve connections with other people. Just going outto a restaurant won’t do much for us except to increase our waistline unless we’re taking someone else with us.Church or firehouse dinners will put you in contact with neighbors that you might not know and friends you haven’tseen in awhile.

So take my advice and kill those February blues with interactions!

A couple was Christmas shopping at themall on Christmas Eve and the mall was packed. Asthe wife walked through the mall she was surprisedto look up and see her husband was nowhere around.She was quite upset because they had a lot to do.Because she was so worried, she called him on hermobile phone to ask him where he was. In a calmvoice, the husband said, “Honey, you remember thejewelry store we went into about 5 years ago whereyou fell in love with that diamond necklace that wecould not afford and I told you that I would get it foryou one day?” The wife choked up and started tocry and said, “Yes, I remember that jewelry store.”He said, “Well, I’m in the bar right next to it.” Whena moron was told Christmas is on a Friday this year,he said, “I hope it’s not the thirteenth.” A moronspots a letter on his doorstep. It says on the envelope‘Do Not Bend’. He spent the next hour trying tofigure out how to pick it up.

HIGHWAY/WATERDEPARTMENT REPORT

Larry P. Swanger, SuperintendentSuperintendent Swanger reported the

Highway Crew busy the entire monthwith plowing and salting the roads. Theice storm brought a lot of limbs down; inthe spring, the town may need to pick uplimbs and brush.

PLANNING BOARD REPORT –David R. Griggs, Chairman

Planning Board report to the Town ofClarendon - January(Action items only)

12-24-2013 (Regular Meeting)• Meeting cancelled due to lack ofsufficient agenda items

01-14-2014 (regular Meeting)• The Planning Board held a pre-conference for a one (1) lot subdivisionand building lot approval, SD 14-01,Mark Flint, 5414 South Holley Road, Taxid# 120.-1-70. No significant issues notedwith either the subdivision proposal orthe building lot proposal. Applicant hadrequested in writing to waive the Pre-conference if no issues were noted. Amotion was made, seconded andapproved to modify the agenda from apre-conference to a formal application.A motion was made, seconded andapproved to approve the one (1) lotsubdivision and to approve the buildinglot contingent upon verification by theOIO that the building location remainsthe same as was presented.The next regularly scheduled PlanningBoard meeting is 7:00 PM, January 28,2014 at the Clarendon Town Hall, 16385Church Street.

SUPERVISOR REPORTRichard H. Moy, Supervisor

Supervisor Moy acknowledgedreceipt of a Broadband questionnairefrom Senator Maziarz and stressed theimportance of filling it out and returningit. Senator Maziarz is helping to getcoverage all through Orleans County.

The Orleans County Legislature hasapproved apportionment of 2014 salestax to towns and villages. Clarendon willreceive $116,260.89.

Supervisor Moy reported receipt of aletter from Monica Beck proposing tomaintain the gazebo garden this year at$600; in 2012 Monica was paid $500.Discussion was held regarding the workneeded to maintain the gardens. Thegazebo needs to be stained this year;Supervisor Moy intends to do the job witha sprayer.

Monica Beck, Church Street residentwas appointed to maintain the gardens atthe Town Hall Gazebo and around theTown Hall building for the 2014 seasonfor $500.

CORRESPONDENCEOrleans County Director of Personnel

and Self Insurance has sent notice of theSelf Insurance Quarterly Meeting on 1/27/14 at 10:30 at the Villages of Orleansin Albion.

The Town received its share of stateaid reimbursement for the Joint YouthRecreation Program in the amount of$525.63

Monroe County Water Authority hassent notice of increase in out-of-countywater wholesale rates; the meter chargeper day and per 1000 gallons. Supervisorinformed this will be discussed at thewater workshop meeting he’s requestingthe Town Board schedule at this meeting.

The Orleans County EmergencyManagement Office has sent a request thattowns track expenses for response,cleanup and restoration work performedsince Sat., 12/21/13 in coping with the icestorm. The threshold for consideration ofa disaster for Orleans County is about$155,000.00; costs for New York State isabout $26 million.

Partial restitution has been receivedfor the court loss in the amount of $95.24.Partial restitution has been received for thecemetery vandalism in the amount of$152.38.

Supervisor Moy reported that theFire Company has discussed COVA’srequest for a letter in support to expandtheir Certificate of Need to includeOrleans County. They are taking noaction; the Town determined to take noaction.

Supervisor and Planning BoardChairman discussed Mr. Kibler’s solarenergy power system at his home on HallRoad. It is free standing and both felt itwouldn’t hurt anything if it fell over.Chairman Griggs has looked into howother towns deal with the same situation.It was reported that Mr. Kibler has paidfor 2014 renewal of his special permit.The Planning Board was directed toinvestigate all Special Permit uses; todetermine if they are still needed orshould be revised. Planning Board willreport findings to the Town Board.Chairman Griggs informed that there areother sections of the ordinance that thePlanning Board feels need to bereviewed/changed. The Planning Boardis currently reviewing SubdivisionRegulations.

The Town Board adopted theproposed Animal Control Contract withOrleans County at an annual rate of$2766.24; payable in two (2) equalpayments, the first payment being due onor before July 1, 2014 and the secondpayment being due on or beforeDecember 21, 2014. This agreementshall terminate on 12/31/2014.

Supervisor Moy was referred to theOrleans County Treasurer if he wantedto comment that Clarendon was the onlytown to pay the dog court fees last year.

Supervisor presented items fordiscussion at the water workshop meetingscheduled by the Board to be heldFebruary 25, 2014 at 9:00 AM at theTown Hall;Regarding WIBA 11, if Countyline Roadresidents (Monroe County residents)wish to hook into the new waterline, theywould be in the district by signing anaffidavit and no tap-in fee will beassessed. It residents wait to hook-in,there will be a tap in fee charged.The water main is approximately 20years old; discussion is needed regardinga plan for replacement in 20 or 30 years.Water rates need to be discussed.
