Community Assessment Highlights (roads, water sources, primary fuel types, utilities and topography)

Located at the intersection of State Highway 34 and U.S. Highway 283 in southwestern Oklahoma, Mangum is the county seat of Greer County, formerly Old Greer County. A post office was established April 15, 1886. The Rock Island and Pacific Railway built a line west from Chickasha to Mangum in 1900. Two of the oldest businesses, still in operation, are the Mangum Star newspaper and the Mangum Brick Plant.

Current Condition

The current Community Wildfire Risk and Hazard Assessment places the City of Mangum at an overall hazard rating of 114.5. This score was derived by dividing the City into West and East sides for assessment purposes then averaging the totals for each. While the score of 114.5 places the City in a Moderate Risk category, this is not

something that could not be lowered to make the City as a whole more fire resistant. The chance of a majority of

homes in the community surviving a wildland fire within the City limits is fair. Some minor improvements would make the City more fire resistive. An area that could be improved upon would be that of shared community spaces where private properties adjoin City property. Trees throughout the community are an area that needs attention. There are several groves of thick trees throughout the community that have not been cared for. Within these areas the trees are in need of thinning as well as clearing of broken branches from ice storms. These downed branches are ladder fuels within the groves that will allow fires to quickly spread to the canopies. Also the practice of allowing trees to grow close to homes and buildings has been a common practice throughout the City. Not only are the trees close to and sometimes touching the homes, but many have limbs that overhang roof lines. There are also several abandoned and/or dilapidated properties within the community that are fire hazards as well as health hazards, and most of these properties are in contact with thick unmanaged trees touch and overhanging the roof lines as well as having tall grasses around the base of the properties. Removing excess trees, clearing vegetation and removing uninhabitable structures from these properties would greatly help improve the fire dangers within the City.

The City is in contact with a wildland urban interface especially on the East, West, and South sides. Most of the North side of the City is in contact with tilled farmland, but this area should not be overlooked as a seasonal hazard as much of this area is in wheat and adjoins large areas of grass. The City lies between the Elm Fork of the Red River to the north and the Salt Fork of the Red River to the south. Although both areas have heavy tall vegetation and thick tree lines, the area to the south along the Salt Fork poses the greatest threat to the City.

The terrain around the City is of thick Mesquite trees with broken gullies and canyons making firefighting very difficult in controlling wildland fires. The terrain that adjoins the community on especially the South and West sides is comprised of a slope that rises approximately 35 feet on about a 30 degree incline. Within this area there are thick mesquite trees as well as tall grasses. The set back of homes from the slope is about 30 to 40 feet. Without building and maintaining fire breaks along this slope the chances of the majority of these homes surviving a wildland fire is very poor.

Ingress / Egress

Access: The major means of access into the City is from HWY’s 34/283 and HWY 9 on the North, HWY 283 on the Southeast, and HWY 34 on the South. There is also secondary access into the City by means of many County roads. These County roads connect to major arteries throughout the community and would be good as exit points in the event of a major emergency event within the community.

Signage: Provides good guidance into the City from each direction. The entries into the City are well marked and provide all-weather roadways sufficient to handle emergency vehicle assess into all areas of the City. All major intersections and secondary roads are marked with “post” type signs.

Subdivision Access: The City has several sub-divisions through-out the area. All roads within the sub-divisions are of hard surface type and have adequate width for residents to evacuate as emergency vehicles arrive.

Street Signs: Most intersections through-out the community is marked with high-visibility post type signs, although some are faded and difficult to read or missing. Replacing these would be of benefit especially if responders from mutual aid departments were called in for assistance. Most business and residential addresses are visible from the streets with some exceptions; marking of all addresses would also be of benefit for responders.

Emergency Evacuation: Evacuation from the community should not pose any problems. With very few exceptions all streets throughout the community are of thoroughfare design. Evacuation is most likely second nature for the residences of the community. County roads connect to most sub-divisions of the community that could be used as secondary evacuation routes. Although weather conditions may make the use of these impractical as most ore of dirt and gravel design.

Public Fire Protection

Mangum Fire Department: The fire department takes the threat of wildland fires very seriously. They have in place policies and procedures to rapidly respond to all calls of wildland fires. The department provides its service to the community from one central station. This service is provided with a man-power of 6-full time and 12-volunteer firefighters, along with mutual aid agreements from all surrounding departments. The department has 3 structural pumper trucks, 3 brush trucks, 1 5000-gallon tanker and a fully equipped rescue truck to protect its residents.

Water Supply

Water is supplied by the City’s Municipal Public Works department. The system consists of 18 water wells with a 2.5-million gallon storage capacity. Fire hydrants are well spaced throughout the water system. The system has adequate water flow for structural fire protection as well as any wildland fire that may threaten the community.

Utilities

Electric service is provided from PSO by means of overhead power lines. The City also maintains its own electric plant with can be brought on line in the event of major power line failures from outside of the city. Natural gas is supplied from CenterPoint Energy by way of an underground piping system.

Defensible Space

The general separation of homes throughout the community is in the 12 to 20 foot range. Although some have less than 10 foot separation, and some are greater than 30 foot. The closeness of homes throughout could cause much exposure protection during firefighting operations. An area on the south west side of the city is within 30 to 40 feet of a

slope of about a 35 to 40 incline. This area could prove difficult to contain and control should fire approach from the downhill side.

The following pictures are examples of hazard areas throughout the City that needs to be mitigated. This set of pictures by no means is all of the areas within the City that needs worked on, but represents the problem throughout the City as a whole. Removing downed limbs and clearing out overgrown vegetation would do much to improve the City’s fire hazards throughout.

3) OBJECTIVES / GOALS

Objectives: The objectives of this plan/report are to set clear priorities for the implementation of wildfire mitigation in the identified community. This includes prioritized recommendations for the community as a whole and also for individual homeowners where appropriate.

Goals: The goals are fuel reduction and structure ignitability reduction that will protect this community and its essential infrastructure. It also includes a wildfire pre-suppression plan.

4) PRIORTIZED MITIGATION RECOMMENDATIONS

The following recommendations were developed by the Community Firewise Working Group or Fire Council as a result of the community wildfire risk assessment and follow-up meetings with local, sate, federal and community stakeholders. A priority order was determined based on which mitigation projects would best reduce the hazard of wildfire in the assessment area.

Proposed Community Hazard Reduction Priorities: List area and treatment recommended.

1. Cut and prune trees and mow vegetation in shared community spaces.

2. Have community clean-up day.

3. Create fire break on South, West and East sides of City where mesquite trees and grasses are overgrown.

4. Remove downed tree branches and thin the thick tree groves throughout the City.

5. Clean and remove abandoned properties/structures.

6. Consider prescribed burns in areas with heavy vegetation on fringes of City.

Proposed Structural Ignitability Reduction Priorities: Actions to be taken by homeowners.

1. Remove heavy vegetation around homes.

2. Move all firewood to a distance of 30’ from homes.

3. Prune tree limbs that overhang roof lines and all limbs to a distance of 6’ above ground level.

4. Remove excess trees that have been allowed to grow close to homes.

5. Enclose elevated decks with ¼” screening.

Proposed Education and Outreach Priorities: Activities planned and implemented by community, local fire department and Department of Forestry

1. Distribute Firewise information with water bills.

2. Place Firewise articles in local newspaper.

3. Place Firewise information at City Hall and make available to public all year.

4. Offer free firewise home inspections.

5. Include Firewise information during Fire Prevention Week visits at schools.

6. Hold Firewise day in conjunction with other organized events.

What does the Wildfire Hazard Rating mean?

Using the Wildfire Hazard Assessment, the highest possible rating is 247 points. Communities can be

divided into the following four risk categories:

Low Risk: Total Wildfire Hazard Rating is 0 – 90 points

The chances of a majority of homes in the community surviving a wildfire are GOOD.

Little is needed to improve the community. Keep up the good work.

Moderate Risk: Total Wildfire Hazard Rating is 91 – 155 points

The chances of a majority of homes in the community surviving a wildfire are FAIR.

Some minor improvements will make the community more fire resistant. Check the

areas on the form in which you scored poorly.

High Risk: Total Wildfire Hazard Rating is Over 155 points

The chances of a majority of homes in the community surviving a wildfire are NOT

GOOD. Some improvements in structure and site are necessary.

Extreme Risk: Total Wildfire Hazard Rating is Over 170 points
