Assur medeniyetinin arkeolojik ke~fi MS 19. yüz}'ll ortalannda
ba~lamt~tJr (Larsen 1996). 0 zamanlarda Osmanh imparator
lugu topraklarmda görev yapan Franstz ve ingiliz diplomatlar
ile ticari temsilciler bo~ zamanlannda Musul kenti ~evresinde
ke§if gcziler i yaparken; inive, Kalhu ve Dur-~arrukin'deki
k.raliyet kentlerinin k.almulanm ortaya <;tkarmt§lardL Eski
Ahit ile gü~lü bir baglantlSt olan bu kaytp medeniyetin ke~
fi, Paris ve Londra'da bir yandan halk1 egiten bir yandan
da imparatorluklarm dünyayt sarsan gücünü orlaya koyma
Y' ama<;layan büyük müzelerin kurulmaslyla aynt zarnanda
gerc;ekle~mi~ ve hern Louvre'da hem de British Museum'da
Assur galerileri olu§turulmu§tu. Bu müzelerden esinlenerek
189l'de istanbul'da Müze-i Hümayun adtyla kurulan impara
torluk müzesinde de kurulu~undan itibaren Assur eserlerine
aynlmt~ bir bölüm yer almaktadtr.
Assur arkeolojisinin MS 19. yüzytldaki kahramanhk c;agm
dan bu yana, c;ogu Irak, Suriye, israil ve Türkiye'de yer almak
la heraber iran, Lübnan ve Ürdün'de de bulunan birc;ok As
sur yerle~iminin tespit edilmesi ve kaztlmastyla önemli bilgiler
elde edilmi~tir (MacCinnis, Wicke, Creenfield 2016). Ancak
Assur tarihi ve kültürüne dair bu denli <;:ok bilgi sahibi olma
mizm astl nedeni, Assurlularm yaygm olarak kil ve ~ gibi
dayamkh malzemeler üzerine yazmt~ olmalandtr.
Assur Anayurdu ve Cografyast Assur Kralligt'nm anayurdu bugünkü Kuzey Irak'ta yer al
maktadtr (Radner 20lla). Üc;gen bic;imli bu bölgenin stmr
lanm üc; büyük kent belirler: Güneyde modern Tikrit'in he
men kuzeyindeki Kalat Serkat harabelerinin ait oldugu Assur
kenti, kuzeyde üzeri modern Musul kentiyle örtülmü~ Ninive
ve doguda modern Erbil kentinin alunda kalan Arbail. Akde
niz ikliminin ctkisi altmdaki bölgede yagt~ rejimi, tanm i<;in

verimli topraklardan istifade edilmesine olanak tamyan mü
kemmel ko§ullar sunmaklad1r.
Küc;ük ve Büyük Zap Suyu ba~ta gelmek üzere Dicle'n in
dogu kollanmn olu~turdugu nehir ~ebekesi bölgenin bagda~
ttnct unsurudur. Bu nehirler, aym zamanda bölgenin Ana
dolu ile Basra Körfezi arasmda yer alan Mezopotamya dün
yastyla da baglanustm saglar. Kuzey ve dogudaki kom~u böl
gelerde gümü~, dem ir, kereste ve ta§ kaynaklannm yan1 Slfa
stgu ve atlar ir;:in otlaklar da sunan Toroslar ve Zagros Daglan
hakimdir. Battya dogru, koyun otlatmaya uygun topraklanyla:
Cizre bölgesinin bozkm uzamr. Güneyde ise Ftrat ve Dicle'nin
ta~km ovalan yer al1 r ki bu nehirlerin vaat ettigi refah, yogun
emege dayah büyük öl<;ekli yapay sulama sistemleri kurabile
cek ve i~letebi lecek nitelikte bir iktidar gerektirdigindeo böl
genin siyasi örgütlenmesi de bu yönde ~ek.illenmi~tir.
Bölge yalmzca yerel üretim i~in degil ticaret ir;:in de mü
kemmel bir ekonomik potansiyele sahiptir. Assur anayurdu,
uzun mesafeli yol aglanntn kilit noktalanndan birinde yer
almaktad1r. Öncelikle,. inive'den ger;:erek Toros Daglan 'mn
güney eteklerini takip eden yol, bölgeyi Akdeniz ktydanna
baglar. Yine bu yol üzerinde yer alan Tur Ab-
din Daglan gec;ilerek ya da Karkaml§'lan ku
zeye dogru Ftrat (Fig. 1) boyu lakip edilerek
Anadolu'ya ula§Jhr. Zagros Daglart'nda yer
alan ge<;itler iran'a ve ardmdan Orta Asya'ya
eri§me imkäru saglar. K1~ boyunca karla kaplt
olmala n nedeniyle ger;:it vcrmeyen Tarostar ve

kurulmu~ Assur kentinde ba~lar. Assur hem bu kentin hem
de buraya egemen olan tapmagm adand1g.• tannnm adtdtr.
Tann Assur ve Assur kenti birbirinden aynlamaz; ~ünkü bu
tann, Diele Nehri'nin bu mevkide yer alan büklümünün üs
tünde yükselen yalc;m kayahgm ki~ile~tirilmesidir. Vadiden 40
m yüksekte yer alan ve bir geminin burnunu andtran kabaca
üc;gen bic;imli sarp Assur kayahgt, insanlara korunaklt ve e l
Yeri~li bir yerle~im kurma olanag1 sunmu~tur. Kent geli ~tikc;e,
kuzeyinde ve dogusunda yer alan sarp yama~lar ile asag1da
Dicle'nin sagladtgl dogal savunma, hilal ~eklindeki bir sur ile
tamamlanrm~ ve yakla~1k 65 hektan kapsayan kapalt bir alan
olu§turulmu~tur.
Assur'un yamactn tepesindeki tapwagt, öncelikle kentin
ve daha sonra Assur ülkesinin kalbiydi. Bu tapmak farkh za
manlardafarkh isimlerle LamnmaktaydL MÖ 2. binytlm erken

nm mekäm olan Assur kenti (Andrae 1977), tann ya ait top-
rakiarm mcrkezini olu~turuyordu. Binlerce yd boyunca, yak
la~Ik MS 240 yilmda bu mekandaki yap1lann son hali yerle bir
edilene dek, kcnt halk1 bu kutsal alanm baknmnt üstlendi.
MÖ 12. yüzyr la tarihlenen kaynaklarda, o dönemde yamacm
üstünü kaplayan devasa tapmak kompleksinin öncüsü olan
ilk yapllar bütününü, bin yü önce ya~am1§ oldugu dü~ünü
len U§pia adtnda bir yöneticinin in~a ettirdiginden bahsedil
mektedir (Grayson 1987: 185). Assur hükümdan, Assur'un
yeryüzündeki vekili olarak kabul edilir ve yönetme gücünün
kendisine tannmn inayetiyle bah~edildigine inamhrd1. Aym

zamanda Assur'un b~rahibi de olan hükümdar, böylece hem
dini hem de siyasi otoriteye sahipti. Hem bir ayncahk hcm de
bir görev olarak tannmn tapmagmm bak1m1 U~pia ve halefle
rine aitti. Bu kutsal alanda, alan i~inde ger~ekle§tirilen in~aat
~ah§malannm övüldügü ~ok say1da yaz1t bulunmu~tur.
Ya21li kaynaklar, kemin MÖ 3. binyilm ortalarmdan iti
baren dcfalarca merkezi güneyde yer alan büyük devletlerin
himayesine girdigini onaya koymaktadtr (Michalowski 2009).
ilk olarak Akkad krallannm yönetim alanma giren Assur
kentinde daha sonra yerel bir yönetici hüküm sürmü~ ve ar
dl ndan kent Ur Hanedam tarafmdan atanan güneyli bir vali
tarafmdan yönetilmi~tir.
Eski Assur Dönemi: Kolektif H ükümet Gelenegi Olan Bir Ken t Devleti MÖ 2000 yillannda Ur Kralhgt'nm par<;alanmasmdan sonra
Assur yinc bagims•z bir kent devleti haline gelmi~tir. Hallun
konustugu dil Assurcayd1. Assurca, modern Arap~a. i brani
ce ya da Süryanice (Aramice) gibi Semitik bir dildir. Assurca,
Assur'un güneyindeki bölgelerde kullamlan Babilcc ile yakm
dan ili~kili olmakla heraber Babilceden farkhdu. Eski ~aglarda
yalnrzca Babilce ·~kadca" olarak amlrnaktayd1. Günümüzde
ise hem Assurea hem de Babilce, ~ogunlukla Akkad dilinin
leh~eleri olarak tarumlanmaktad1r; ancak, modern terminolo
ji bu dillerin eski kullammma uygun degildir. Her iki dil de
~;iviyaz1st kullantlarak yazilm1~ olmakla beraber, bu dilleri yaz
makta kullamlan ~iv iyaztst i~aretleri birbirlerinden farkhdn· ve
nzmanlar bu fark lan kolayhkla aytrt edebilmektedir.
Bagtms1zhktan sonra kentin yönetimi yerel hanedanlara
ge~mi~; ancak bu yerel beyler, Akkad ve Ur hükümdarlannm
aksine, kendilerini kral olarak tasavvur etmemi~lerdir. Bunun
yerine, yönetici ki~inin, esas egemcn olan Tann Assur'un adma
hükümdarhk euigini ileri sürmü~lerdir ki bu egemenlik anla
yt~Jm MÖ 2. binydm b~lanna tarihlenen bir yaz1tta ge~en "As
sur krald1r ve Silulu Assur'un temsilcisidir" ifadesi ac;tkc;a orta
ya koyrnaktadu (Grayson 1987: 12-13). Siyasi iktidar, Assur hü
kümdan ile halkm toplu iradesini temsil eden kem meclisinin
yam s1ra, her yd sec;imle atanan ve se~ildigi y1la ismini veren
limum unvanh bir yetkili arasmda payla~tlrnak.tayd t (Dercksen
2004). Bu uygulama eski c;aglarda dünyanm farkh bölgelerin
de, genellikle Atina ve Roma gibi gü~lü bir kolekti f hükümet
gelenegine sahip topluluklarda kar~JffilZa ~1kmaktadlr. Limurn
yetkilisi, her yil dönü~ümlü olarak ileri geien Assurlu ailelerin
reisleri arasmdan se~ilmekte ve cn azmdan ba~langt~ta kura
(ya da oylama) ile belirlenmekteydi. MÖ 19. yüzytla carihle
nen mevcut kaynaklardan, Assur Devleti'nin siyasi kurumlan
nispeten a~1k bir ~ekilde ortaya ~tkmaktadlf. Mario Liverani
(2011: 263) yakm zamandaki bir degerlendirmesinde, Assur
Devleti'nin yönetim bic;imini, "[hükümdann] temsil ettigi bir
monaqi, kent meclisinin temsil ettigi bir demokratik iktidar
ve limum'un temsil ettigi bir aristokratik iktidardan" olu!jan bir

Ancak Assurlulann siyasi kur:-umlarmdan t;ok daha iyi
bilinen yönü, MÖ 2. binyllm ba~Jannda Assur kentinde aile
~irketi olarak örgütlenmi~ tüccarla nn kurdugu ve bol kazant;
sagladtklan, Anadolu'ya bir ag gibi yaytl mt.~ ticaret kolonileri
dir (Fig. 4). Assurlu tüccarlar, kuzeyde Karadeniz'e, baudaysa
Afyon bölgesine kadar uzanan geni~ bir cografi bölgede faa
liyet göstermi~ ve Anadolu topraklannda bir düzineyi a~km
ticaret merkezi kurmu~lardtr (Barjamovic 2011). Ticareün ne
rede karh olacagm t zaman ve mesafe degil, ula~tm maliyetleri
ve vergiler belirlemi~tir. Kar pay1 yük.sek oldugu takdirde As
surlu tüccarlann t;ok uzak d iyarlara dahi seyahat etmekten ka
t;mmadtklan anla~1Jmaktadtr. Assur kentinin Anadolu' daki
giri~imleri, yerel merkezlcrden ge l i~erek dogan bölgesel dev
letlerin ortaya Ctkmastyla sekteye ugramt~ ve ticari kolektifin
evvelce ticareti kärh ktlan hukuki ve siyasi temelden yoksun
kalmastyla bu giri~im sona ermi~tir.
Assur ticaret kolonileri arasmda en iyi belgelenmi~ olant ,
bugünkü ismiyle Kültepe olarak bilinen ören yerinde tespit
edilmi~ Kani~' in a§agt kentinde yer ahyordu (Özgüc 2003).
Assurlu tüccarlann Kani~'te bulunan a r§ivleri, onlann tica
ri ve ki~isel etkinlikkrini hayret verici derecede ayrmtJ.h bi
cimde tan1mlamrumza olanak saglar. <;iviyaztstyla ve Assurea
yaz1lmt§ bu kil tabletler, tüccarlann Kani~; Kannn'undaki ya
$amlanm ve özellikle de ticari i ~letmelerinin
örgütlenme bit;imini belgeler. "Liman" anla-
mma geien kanun sözcügü Assurcada ah~Ila
geldigi üzere ticaret merkezleri i<;i n kullanl
lan bir tabirdir. Diger taraftan bu belgeler,
Assur toplumuna dair de bilgi vermektedir.

Assurlular tarafmdan ibadet edilen tek tann olmamasm a rag

MÖ 18. yüzy.ldan itibaren, Assur kenti yine büyük böige
sei devletleri n egcmenligi alttna girmi§, ancak kendine özgü
kültü rel kimligini gü<;lü bir bic;imde korumaya devam e t
mi~tir. Kentin en tanmmt~ iki yabanct hükümdanndan bui,
cgemen lik sürdügü dönemde yerilen (Calter 2002-5), ancak
daha sonraki Assur kraUan tarafmdan kurgusal bir ata o la
rak kabul edilen (Yamada 1994) Sam~i-Adad ve ününü Co
dex l-Iammurabi olarak bilinen yasalanna bor~lu olan Babilli
Hammurabi'dir (Charpin 2012).

amldtgi ~ekliyie "Assur Üikesi", bir böigesei dcviet halini ahr
ve yönetirn bit;imi verasete dayanan kralhga dönü~ür. Fakat
daha önce oldugu gibi, Tann Assur'un yeryüzündeki temsilci
si olduguna inamlan ve yönetme gücünü tannntn inayetinden
alan Assur hükümdan, aym zamanda Assur'un ba~rahibi de
oidugundan hem dini hem de siyasi otoriteyi eiinde buiundu
ruyordu. ister veliaht prens olup miras yoluyla tahta hak kazan
ffil~ olsun, ister zorla yönetime e l koysun istisnast7. bütün Assu r
krallan kökeni Assur kentine dayanan tek bir ailenin üyesi
say1hru~lardu (Radner 2010: 26-27). Assur krallannm uiusia
rarast diplomasi oyununu ustahkla oynaytp Babil ve Mtstr gibi
büyük devletierle ili~kilerini kendi emelleri dogruitusuna t;e
virmeyi ba~armalan sayesinde Assur Devleti, ktsa süre ic;inde
Kuzey Mezopotamya'nm baskm gücü haline gelmi~tir.
Assur, Nin ive ve Arbail arasmdaki üc;:gen, daha sonra
Onadogu'nun büyük k1smm1 yönetecek olan bu devietin ana
yurdunu olu~turuyordu. Egemenlik altma ahnan bölgeier,
devletin yeni eyaletlerine dönü~türüldügünde bu bölgelerin
yerle~ik halkt da Assurlu say1llyordu ki bu tantmlama idco
lojik olarak devletin yeni mensuplannm da Tann Assur'un
ibadetine katktda bulunmalanna dayandmlarak me~rula~u

ri üzerinde yer alan Dur-Katlimmu kentinde ikamet eden bu
yöneticinin sorumlulugu aluna girmi§li.
Assur Kralltgt, güneyde ve kuzeybaudaki ba~hca rakipleri
olan Babil ve Hitit kralhklart kar-~uHnda siyasi ve askeri alanda
üstünlük sagiamt~ttr. MÖ 13_ yüzythn sonianna dogru Assur
krah I. Tukuiti-Ninw-ta, Balih Nehri üzerinde, muhtemelen
Kazane Höyük 'te meydana gelen Nih iriya Sava~1'nda Hitit or

Kuzeydogu Suriye'deki Habur bölgesiclir (Kühne 2009; Pong
ratz-Leisten 2011; Novak 2013). Aynca, yeni ara~tumalar bu
ger;i§ döneminin Yukan Diele Vadisi'nde (Radner, Schachner
2004: 115-118, Matney 2013) ve A~agt Zap boylanndaki (Pap
pi 2012: 601-608; Soldt vd 2013) yansunalanna da 1~1k tutar.
Diger taraftan, Assur monar~i.si ve kral!JgJn ida.ri ve ideoloj ik
yaptst kayda deger bir zarar görmemi~, kralhgm mazbut ana
yurdunda mutlak kontrol sürekliligini korumu~tur.
Bütün bu zaman boyunca, tüm Assur halkl Tann Assur'un
baktmma beraberce katllmak zorundaydt. Bu minvalde, kra
liyetle yönetilen ülkeler ve toplurnlar Assur'a ibadet eden
ler toplulugu olarak tammlanmaktayd1. Tann Assur'un
hizmetkärlan i~in, her gün düzenli bir bi~imde Assur'a ada
nan ~ölenlerde kurbanlar sunmak bir ayncahk ve görevd.i
(Maul 2013). Koyun, stgtr ve kümes hayvanlannm yam stra,
tannya sunulan bu ziyafetlerde yer alan arpa, bugday, kabuk
suz bugday (emmer), susam, bal, elma ve incir gibi mevsim
meyveleri ve diger besin maddeleri kralhgm egemenlik ala
mndaki bölgelerin hepsinclen düzenli olarak tapmaga gön
derilmekteydi. Bu sunulan n pek de end er rastlanmayan ve
kolayh kla ba~ka yollardan da tedarik edilebilecek besin mad
deleri olmalan dikkat c;ekicidir. Nispeten küc;uk miktarlarda
ama düzenli olarak, kralhgm dört bir yanmclan ve bazen <;:ok
uzak mesafelerden saglanrnt§ olmalan lojistik olarak manttga
aykmdn·; ancak, bu uygulamanm ideolojik önemi son derece
büyüktür. Besin maddeleri Assur'a ula§tlktan sonra kasaplar,
fumcllar, bira ve yag üreticileri gibi tümü erkek olan tapmak
görevlileri malzemeleri i~ler ve daha sonra Tann Assur'a su
nulacak yemekleri haztrlardL Belki ilk bakt§ta, mutfak gö
revlile.rinin rahiplik makammm all~tlageldik ~agn§tmlanyla
bagda~tmlmasmm gür; oldugu dü~ünulebilir; ancak, tann
nm adma yapllacak günlük ~ölenlerin törensel hazt rhgm m ve
bu kutlamalann tapmaktaki ibadetin özünü olu~turdugu göz
önünde bulundurulursa, bu yetkililerin dogal olarak ruhban
stmfma mensup oldugu anla§tlabilir.
Tanr1larm yemeklerini koklayarak tükettiklerine inamldJ
gmdan, §Ölen bittiginde sunak masasmdan kaldmlan yiyecek
ler Assur'un ziyafetinden "artan yemekler" olarak addediliyor
ve tekrar dagtt.J.labiliyordu (Parpola 2004;Joannes 2013). Artan
yemeklerden hangilerinin kimlere dagnllacagt katt bir proto
kole göre belirlenmi§ti ki et par<;:alan en se~kin payda olarak
kabul edil mekteydi. En ba§ta dogal olarak Tann Assur'un yer
yüzündeki temsilcisi kabul edilen Ass ur hükümdan olmak üze
re, ziyafetten pay alanlar arasmda tapmak görevlileri ve eyalet
valileri gibi yüksek rütbeli memurlar yer ahyordu. Yemeklerin
bu memurlara ula~tmlabilmesi ic;in, daha önce hazJrlanma
lannda kullantlan besin maddeleri gibi, uzak mesafelere ta-

olmalan sorun te~kil etmiyordu. Assur'un yemegini bu ~ekilde

ve tannya baghyordu. MÖ 9. yüzyllda bir süreligine siyasi mer

ideolojik önemini kaybetmedi.
Yeni Assur Dönemi: Bir imparatorlugun Yarattlma Süreci MÖ 11. yüzythn yaz1h kaynaklannda göc;ebe toplulukJardan
biri olarak anllan Aramiler, MÖ 10. yüzy1hn siyasi söylemin
de kar~umza tahripkar istiläcilar olarak <;1kar. Dönemin yaz1h
kaynaklannda, Aramilerin haks1zca ele gec;irdikleri toprak

diger taraftan dönemin yaz1h kaynaklannda da s1 kllkla kay
bedilen toprak lan geri kazantp Assur'un kralhguu ba~tan
yaratmanm ve gerilemi~ smlflann ötesinde mahsur kalan As
surlulan l<urtarmanm gereklilig inin bir görev oldugu vurgu
lanmt~ur (Grayson 1991: 131-162).
MÖ 9. yüzy11In ortalannda Assur Kralhg1 , daha önceki en
geni~ stmrlanna tekrar kavu~mu~tu. Fakat Assur ülkesinin
boyutu MÖ 12. yüzylldaki Sm1rlaruu yans1tsa da kralhgm bu
smulann ötesindcki geni~ cografyada üstlenecegi rol belirgin
bi~imde degi~mi~ti (Radner 2014: 103-108). Assur aruk kendi
siyle ktyaslanabilir boyutlar a ve insan gücüne sahip devletler
rarafmdan degil, daha kü.;ük beylikler tarafmdan c;evrcle
niyordu. Tun( <;::ag1'mn sonunda Assur'un smJilanmn gec;:i
ci olarak daralmasma yol ac;an göc;Ier, Hitit imparatorlugu,
MlSlr'm Yeni KraliJk sülalesi ve Babil Kralhgt da dahil olmak
üzere eskiden dengi olan siyasi güc;lerin sonunu gerirmi~ti.
Assur Devleti, özellikle c;ekirdek bölgesinin bausmda ve kuze
yinde kaybettigi topraklan geri ald1gmda, smrrlanrun gcni§
ligi ve insan gücü ac;tsmdan kom~ulanndan fersah fersah ileri
duruma gelmi~Li. Bugün Türkiye smtrlan ic;inde kalan top
raklarda s•ras1yla a~ag1daki eyaletler kuruldu (Radner 2006a:
no. 12, 14, 18, 23, 24, 26, 28, 32):

Assur kentinde Tann Assur'un tapmagt tüm ~ehre egemen
konumda iken, Kalhu'da in§a edilen saray, adeta kralm önc
mini ve öncelig ini yansalarcasma, c;:evredeki tapma klardan
c;:ok daha büyüktü. Bunun ötesinde, devlet c;:1karlan gözetile·
rek planlanan uz.un süreli ve kapsamll bir yenide n yerle$tirme
program1 c;:erc;:evesinde, kralhk topraklarmda ya§ayan haiklar
tehcir edilerek esas Assur anayurdunun bu geni~ cografyada
ki e konomik ve kültürel konumu güc;:lendirildi. Bu sürec;: sonu·
cunda ortaya 1,;1ka n devlet yaptsl bugün "Assur imparatorlu
gu" o larak adlandmlmaktad1r.
MÖ 9. yüzyt!da ya~anan bir gec;:i~ döneminin ardmdan,
devletin bütünlügünü saglamayt öngören merkezi strateji so·
nucunda, yeni ele ger;irilen eyaletlerin yerel hanedanlan ta·
m a men ortada n kalduilmi§ ve devlet merkezi tarafmdan bu

Ier atanmt~ttr (Radner 20llb: 359-361). Tahta pkan her yeni
kral, valiler ve el<;:iier de dahil olmak üzere tüm devlet makam
lanna yeni memuriar atamt§tlr. Krallar zaman zaman ken
dilerinden önce görevde olan yetkiliieri tekrar atamt§ ya da
yeni memuriar sec;mi§lerdir. Tüm devlet yetkiliierine göreve
getiriidikleri zaman imparatorlugun ambierni olan ~ah lanmJ~
bir aslaru öidüren kral motifinin i~lendigi bir mühüryüzügün
verildigi anla§JlmaktadJr (Radner 2008: 487-490). Bu yüzük,
yetkililerin makamlannm bir simgesi ve kral adma hareket
etmelerini saglayan bir ara<;:tlr. Devlet memurlart bu mühür
sayesinde, kraltn yetkilileri oldukianm vurgulayarak kral adt
na emir verme hakkm1 elde etmi§lerdir. Sadakat yeminierinin
yam stra, devlet memurlanmn kraia baghhklan, MÖ 9. yüz
yddan ilibaren <;:ogunun hadm1 edilerek aile bagianmn kopa
nlmast ve kraltn himayesi ainna girmeleri sayesinde güvence
altma ahnrm~t1r. Özellikle en yüksek idari ve askeri rnakamlar
ic;in, kentlerin kadim soylu ailelerine mensup bireylerden ise
hadtmlar tercih edilmi§tir. Ktstrhklan nederriyie soyianm de
vam ettiremeyecek hadtmlann tercih edilmesinin en önem
li nedeni, bu sayede kraliyet sülalesine rakip olabilecek yeni
yerel hanedanlann yükselmesinin önlenmi~ olmastdtr. Sonuc;
oiarak, kralhk haricinde kahtsal olarak babadan ogula gec;:en
tek bir devlet makamt bile b1raktlmamt~tu.
Bugünkü i srail 'den Batt iran'a dek uzanan cografyadaki
vasal devletler, Assur krahna yemin, siyasi antla~malar ve bir
c;ok durumda oldugu gibi evliiik yoiuyia bagh yerel hanedanlar
tarafmdan yönetilmeye devam etmi~tir (Radner 2006b: 351-
358). Assur imparatorlugu'nun cgemenligi, MÖ 9. ve 8. yüz
yJUar boyunca müttefiklerin yöneticiJet; ve elc;ileri tarafmdan
Kalhu'daki imparatorluk sarayma yapllan düzenli resmi ziya
retlerin yam s1ra, Assur ordusumm smu böigeiere düzenledigi
seferlerle de güc;Iendirilmi§tir. Assur'un eyaletleri üzerindeki
otoritesi hü;bir zaman tehlike altmda olmamakla beraber, MÖ
8. yüzy1lm ilk yansmda Ortadogu üzerindeki häkimiycti iki
büyük rakip gü<;: tarafmdan ciddi bi<;:imde tehdit edilmi~tir. Bu
iki siyasi güc;ten biri olan Urartu, Toros ve Zagros Daglan'nm
oiu~turdugu doga1 sm mn hemen ardmdaki Dogu Anadolu,
Ermenistan ve Kuzeybatt iran topraklannda yer almaktayd1.
Dig·er gü<;: Ku~ Kralltgt ise <;:ok daha uzaklardaki Yukan Mt
str ve Sudan'da bulunmakla heraber Dogu Akdeniz havza
st üzerinde tsraro häkimiyet kurma emelleri nedeniyle bir
tehlike te§kil etmi~tir. Bu gü<;:lü ve ikna edici alternatiflcrin
varltgt nedeniyie, vasa1larm Assur hükümdanna sadakatle
r inin güvencesi zaman zaman tehdit alunda sagianmt~Ur.
Kendilerini M1s1r'm Yeni Kralligt'nm miras<;:tsl olarak gören
Ku~ hükümdarlan (Lohwasser 2014), evvelce Yeni Kralltk yö
netimi alundaki tüm bölgeler üzerinde egemenlik kurrnaya
c;alt§mt§lardtr ki Güney Levant bu böigeierden biridir. Diger
taraftan Urartu, Anadolu'ya ve iran'a ge<;:i~i saglayan Kafkaslar
üzerindeki gec;itleri kontrolü altma almt§ ve güt;lü jeopolitik

V. Assur-nirari (MÖ 754-745) tahta <;tktif'p yll, Assur ordu
lan Urartularla tarihi önemi büyük bir t;ati~mada kar§J kar
~Iya gelir (Fuchs 2012: 140, 153-154). MÖ 754 ytlmda Kuzey
Suriye'de ve büyük olaslltkla uz.un zamand1r Assur'a bagnnh
bir vasal devlet olan Arpad'm topraklannda gen;ekle~en bu
meydan sava~mda Assur bir toprak kaybma ugramaz. Ancak,
Urartular Assur topraklanm i§gal etmemi§ olsalar da bu sa
va~ta ugramlan yenilgi on )'ll boyunca Assur'u felce ugratmi§
gibi görünmektedir. Bu sava§l takiben, kraliyet merkezi olan
Kalhu' da ba~layan ve Assur ile Kalhu valilerinin de aralannda
bulundugu bir(:ok yüksek rütbeli devlet görevlisinin kauldtgt
bix komplo sonucunda Assur-nirari tahttan dü~ürülür (Za
wadzki 1994). Ba~anya ulal}an bu darbenin ardmdan, büyük
olasiltkla idam edilmi~ birc;ok yüksek rütbeli devlet görevlisi
ve valinin yerlerini yeni bir kadro almt§tlr. Assur-nirari 'nin
ogullanndan biri olan III. Tiglat-pileser'in (MÖ 744-727) hü
kümdarhgi boyunca, önceki ytllarm izolasyon taraftan d1~ po
litikasma tarn tezat te~kil edecek ~ekilde, imparatorlugun tüm
stmrlannda hem evvelce Assur 'a bag1m1J olup Urartu veya Ku~
ile yakmla§maya meyleden vasallar hem de $am ve Babil'in
güneyinde yer alan Bit.-Yakin gibi kendileri gü(:lenmeye ba~
lamt§ devletlere kar!}I onlarca yll si.iren sava~lara giri§ilir. MÖ
743 yllmda yine Arpad topraklannda Urartu ile y~anan bir

Sanraki y1llarda, III. Tiglat-pileser ile ogullan V. Salmanas
sar (MÖ 726-722) ve II. Sargon'un (MÖ 721-705) hükümdarhg1
boyunca süren geni~leme dönemi, MÖ 8. yüzyllm ikinci yarlSl
nm büyük bölümünü kapsar ve bu dönemde önceden impara
torluga bagh vasal devletlerin c;ogu birer eyalet haline gelir. Bu
yeni bölgelerin imparatorluga katilmasiyla Assur Devleti'nin
dogrudan egemen oldugu topraklar ikiye katlamr ve böylece
Assur imparatorlugu Ortadogu'nun ve Akdeniz'in en etkili
siyasi gücüne dönü~ür. MÖ 700'e gelindiginde, 9. yüzy1lm va
sal devletlerinin <;ogu Assur'un eyalet sistemine dahil edilmi§,
Assur'un egemenligi alundaki cografya Akdeniz k1yllanndan
iran' da Hamadan'a ve Kapadokya' dan Basra Körfezi 'ne uza
nan ropraklan kapsar hale gelmi§tir. Bugün Türkiye sm1rlan
i<;inde kalan toprak1arda (Fig. 7) strastyla §U eyaletler kurul
mu~tur; (Radner 2006a: no. 13, 49, 52, 55, 57, 58, 62):
- MÖ 738: Kullania, Hatay'm güneyinde yer alan Tayinat
yerle§imi ve c;evresi.
- MÖ 725 (yak.): Sam'al, Gaziantep ilinin bausmda yer
alan Zincirli Höyügü ve c;evresi.
- MÖ 725 (yak.): Que, Adana ili civanndaki böige.
- MÖ 717: Karkamt~ ve c;evresi.
- MÖ 713: Tabal, Kayseri, Nev~ehir ve Nigde illerini kap-
sayan böige. MÖ 711 ytlmda kaybedilen bu böige, eyalet
sistemine dahil edildikten sonra bu denli ktsa sürede
tekrar bagtmstzhgma kavu~an tek bölgedir.

MÖ 8. yüzydda imparatorluga kat.tlan yeni eyaletler eski eya
letlerle e~ seviyede olmakla beraber, sürekli geni§lemekte olan
imparatorlugun tüm bu bölgeleri deger apsmdan, kraliyet
gücünü bartndtran imparatorluk merkezinin gölgesindeydi .

religine kullamlan ve "Sargon'un Kalesi" anlamma geien Dur

(Reade 2011). Sargon'un, Büyük Tuz Gölü'nün güneydogu
sundaki Tabal'da, sava~ alanmda, beklenmedik bir anda ve
ideolojik ac;tdan ku~ku uyandtran ölümü, isminden tasanm •n
daki öl.-,;ülere kadar her a<;tdan kralm ki!iiligiyle bagda§Ik ba~
kentinin terk edilmesiyle sonw;lat1ffil$tL Krahn oglu ve ardl11
olan Sanherib kraliyet merkezini Dur-Sarrukin' den <;ok daha
pragmatik bir sec;im olan Ninive'ye ta~1d1. Asien konumu ve

de kalan kesimi 750 hektara ula~an bu kent, dönemin muaz
zam büyüldükteki kentlcri olan Kalhu (380 hektar) ve Dur
~arruki.n'in (315 hektar) iki kau büyüklügündeydi.
Assur Devleti 'ne yeni eyaletler kazand1rmamJ~ olsa da San
herib kendisinden önce ya da sonra gelen krallara nazaran
imparatorluk i<;inde <;ok daha fazla insant yurtlanndan etti.
Yaznlannda anlaulanlara göre, hemen hemen yans1 Babil
topraklanndan geien yakla~tk yanm milyon ki~iyi tehcir ede
rek ba~ka böigeiere yerle~tirdi (Oded 1979: 20-21). Sürgünle
rin <;ogu, geni~leyen boyutlan nedeniyle yeni yerle~imcilere
ihtiya<; duyulan Ninive kentine getirilmi~ti (Fig. 9). Ninive'nin
aldtgt gö<;ler ve kentin geni~letilmesiyle e~zamanlt olarak, su
depolama havuzlan, kanallar ve kemerli su yollan m i~;eren
geni~ kap amll bir ~ebeke tasadanarak (Ur 2005), Dicle'nin
yalnazca karlann eridigi bahar aylannda akan mevsimsel kol
lan, bu mega kentin nüfusunun su ihtiyactm tüm ytl boyunca
dengeli olarak saglayabilccek bi<;imde LS!ah edildi.
MÖ 7. yüzyllda Assur imparatorlugu, Ortadogu ve geni~
anlamtyla Dogu Akdeniz havzasmda rakip tammayan en bü·
yük; politik, ekonomik ve kültürel gü~ haline ge lmi~ti. Ancak
bu dönemde imparatorlugun stmrlan pek de geni§lemedi;
<;ünkü bir kez daha müttefiklcr üzerinde dolayh yollarla bas
kl kurmaya yönelik siyasi stratejilere dönüldü. Assur impara
torlugu Sudan, I<; Anadolu ve iran'daki devletler arasmdaki
politik, kültürel vc ekonomik ili~kiler üzerinde etkili oldu ve
hatta baskt kurdu . Türkiye'nin batlSJnda yer alan Lidyahlar
bile krallan Gygcs döneminde Assur'un vasal devleti haline
gelmi~ti (Fuchs 2010). <;ok ender olarak, ancak Assur'un po·
litik ya da ekonomik güvencesini ciddi bic;imde tehdit edecek
bir du rum ortaya <;tkugmda, yeni eyaletlerin olu~turulmasana
ba~vuruldu. Bugünkü Lübnan'da kurulan Sidon eyaleti hari·
cinde, Sanherib'in oglu ve ardilt Esarhaddon (MÖ 680-669)
Urartu smmnda yer alan ~ubria Kralhgt'nt imparatorluga
baglt bir tampon kralhga dönü~türdü . .Subria topraklan bö
lünerek iki eyalet halinc getirildi ki bunlar imparatorlugun
bugünkü Türkiye smtrlan i<;inde kalan topraklarda kurdugu
son iki eyalettir (Radncr 2006a: no. 64, 66):
- MÖ 673: Uppumu, Batman <;;ay dogusunda Lice civarlan.
- MÖ 673: Kullimeri, Batman <;;ay bausmda Batman ci-
varlan.
Bir genelleme yapacak olursak, Assu.- monar~isinin en sa
vunmaslz oldugu zamanlartn, A sur'daki Tann Assur
Tapmagt'nda mart/nisan aylannda yapJ!an Yeni Ytl kutlama
lart sarasmda kraltn yüce yönetim gücünün resmi olarak dev
redilmesinden önce, kraltn öldügü ya da kralhk yapamayacak
denli zay1f dü~tügü anlar oldugunu görürüz. Tahu terk etme
nin bir se~enek olmad1gt bu kralhk ideolojisinde, baba ya da
karde~ k.at li de tahta hak kazanmanm önünde bir enge! te~
kil et·medigi i<;in, veraset sava~larmm hi<; de seyrek olmac.llgJ

görülür. DolayiSiyla kral ölmeden önce tahun varisini kesin
le~tirmek, olas1 taht kavgalanm önlemek ivin geli~tirilen bir
vözüm olmu~tur. En azmdan MÖ 7. yüz)'l ldan itibaren tüm
imparatorluk tebaasmm veliaht prensinin verasetini kabul et
tigine dair ant ivmcsi zorunlu ktlmarak olas1 bir muhalefetin
önüne ge<;ilmesi hedeflenmi~tir. Daha erken örnekler ancak
bölük pörvük metinterden bilinmekle beraber (Frahm 2009:
129-135), MÖ 672'de Esarhaddon taraf1ndan dayattlan vera
set antla~masmm en az dokuz kopyast Kalhu'da, bir kopyas1
Kullania'da (Hatay'da Tayinat) ve bu metnin bir par<;as1 da
Assur'da bulunmu~tur. Bu metinler, aynt amla~manm hem
kral tarafmdan eyaletlere atanan devlet memurlarma hem de
k1rsal kesimlerde ve kom§U bölgclerdeki vasal krallara dayatll
dJgmt gösrermektedir (Lauinger 2012). Tann Assur'un müh
rü ile mühürlenen bu tabletler, Tayinat kaz1larmda bulunan
örnegin de ortaya koydugu gibi, yerel tapmaklarda sergileni
yor ve antl~ma metninde belirtildigi üzere bu tablellerin "bir
tann gibi" muamele görmesi bekleniyordu. Bu sayede uzak
diyarlarda Tann Assur, Assur'daki tapmag1ndan kendini gös
termi$ oluyordu ki Assur devlet ideolojisini n yay1lmas• ve im
paratorlugun bütünlügünün saglanmas• a<;1smdan bu kutsal
tabletlerin önemi son derece büyüktü.
Assur Devleti'nin vasal devletler üzerinde egemenlik kur
mak i<;in kulland1g1 en etkili stratejilerden biri, Babil (Frame
1992), Elam (Waters 2000) ve MlSlr'da oldugu gibi küc;ük
siyasi olu§umlara bölünmü~ arazileri büyük böigesei devlet
lere dönü~türme c;abas1ydJ. Örnegin MJstr'da, Esarhaddon
ve Assurbanipal 'm destegi sayesinde yerel Sais beyleri 26.
Hanedan'a dönü~tü (Perdu 2003). Ku~kusuz bu stratcji, yerel
güt; dengelerini sadele~tirerek Assur emclleri dogru ltusunda
kolayca yönetilebi lecek liderleri belirlemck i<;in geli~tirilmi~ti.
Ancak, bu bölgelerde birligin te~viki ve hatta zorla kabul etti
rilmesi, sonunda bu yerel güc;lerin Assur imparatorlugu'nun
vökü~ sürecine katk1da bulunmasma ya da en azmdan impa
ratorlugun c;ökü~ünden fayda saglamalarma da önayak oldu.
MÖ 670'1i ydlarda Esarhaddon'un, krala ihanetle suc;lanan
veya ~üphelenilen devlet görevlilerinin iki kez toplu infazmt
emretmesi, As:>ur imparatorlugu'nun yava~ yava~ ilerleyen, sü
rüncemeli c;ökü~ sürecinin ilk belirtiler idir (Radner 2003). Bu
dönemde, siyasi ve ekonomik güc; büyük öl<;üde kral!n maiye
tindeki gözdelerinin eline gec;mi§, eyalet valileriyse dl~lanmt~
tlr. MÖ 640'l! yillardan itibaren Mlstr gibi vasal devletlerin As
sur hükümdarhgmm ellerinden sessizce kay1p gitmesine göz
yurnulmu§tur. Assurbanipal'm (MÖ 668-627) uzun hüküm
darlr{p bitmek üzereyken meydana geien bir verasct sava§l,
imparatorlugu 620'li y1llarda felce ugratml~ (Radner 20llb:
375) ve sonuc; oiarak Assur'un kendi topraklan üzcrindeki
egemcnligi o kadar zaylflam · ~ur ki, imparatorluk merkezine
bu denli yakm olan Babil bile bagunSIZ.ltgmt ilan edebilmi§tir.
MÖ 616' dan itibaren, güneyden Nabopolassar yönetiminde
ki Rabi l ordulan ve dogudan Kyaksares liderligindeki Med bir

ne sermektedir (Parpola 2008: 86-95). Kuzey iran'da yer alan

bir sava~a dönü~ür; ta ki Assur'un miras~1S1 ve bölgenin häkim

daha kullantlamayacak hale gelir. Assur Devleti'ni tekrar can
landJrma yolunda da hic;;bir adtm aulmaz. Fakat bir "impara
torluk" modeli ortaya koyan Assur imparatorlugu'nun idari
teknikleri, ilerlcyen <;aglarda geni§ bir cografyada ortaya <;1-
kan bir~ok devlet tarafmdan benimsenir ve kendiler ine uyar
lamr.
Ancak yine de Assur tarihi sona ermez (Radner 2017). Bir
yandan Assur tarihi sürgünde devam eder. Güney Babil tap
raklanndaki Uruk kentinde yapyan küc;;ük bir grup Assurlu
mülteci, MÖ 6. yüzytlda Tann Assur'a adamru~ kür,;ük bir tapl
nakta ibadetlerini sürdürürler. Hatta MÖ 2. yüzytlda kent Se
leukos imparatorlugu'nun egemenligi altmdayken Assurlula
ra özgü baz1 ayinlerin ve bilim dallanntn ya~att ld1gt görülür.
Diger yandan, Assur kentinde Tann Assur'un tapmag1 da MÖ
539 yllmdan sonra, c;;ok kü<;ük ölc;;ekli o lmakla beraber, tekrar
kurulur. Kyros Silindiri'ne göre, bu tapmagm kurulmasma

Hatra'da bir süredir büyük bir llrristiyan toplulugun ya~a

mümkündür. Her halükärda, Sasanilerin Hatra Kralhgt'm

Günümüzde hälä, eski ~aglarda Assur imparatorlugu'na
a it topraklarda ya~ayan Nasturile r ve Yakubiler gibi Dog u
Kilisesi'ne baglt Süryani Htristiyan gruplar, kendilerini "As
su rlu" olarak tammlamaktadu. Bu görü§ün kökeni halihaZJr
da tart1~malt bir konudur. Ancak yine de bu Assurlu tan tm
lamasmm, 19. yüzy1hn ortalannda Assur'u dünyaca me~hur
