1. Background
• ELA – Ethiopian Laboratory association gained its final legal identity in May 2015.
• Created as part of the effort to enhance the effectiveness, competence and scopes of the laboratories.
• 14 founding member laboratories
• 13 laboratories apply for membership

to the development of NQI: GIZ and PTB
• The birth of ELA is the result of these partners' experience and

• Need arises for laboratories to work together to overcome their common challenges such as:
Accreditation (top management

Limited or no Provision of
CRM, consumables and
chemical Metrology
service
2. Objectives of ELA
• To identify and assist member Laboratories to overcome their common
challenges
• to serve as a forum for deliberations and formulation of common positions
on issues related to quality infrastructure and other nations experience
• to assist members in their endeavors’ to upgrade their technical and
managerial capacities.
• to disseminate timely relevant technical information
• to provide a mechanism for technology transfer among its members
through various appropriate ways
• Serve as a bridge to connect with other national laboratory communities
• Develop projects to address members common concerns, such as waste
disposal management
3. Some of ELA achievements• Training on laboratories technical subjects: method
validation and uncertainty, CRM selection and
application, Equipment qualification, trouble shooting
of AAS and HPLC equipments.
• National PT forum is planned to be held from October 18 – 19 by the support of PTB.– About 70 local laboratories are expected to participate
– About 12 resource professionals are invited to share their experience and give reliable information on their services or products.
4. challenges of ELA
Unable to effectively address the challenges of member
laboratories such as:
• Lack of sufficient experience (limitation in supporting
inter laboratory comparisons, no data base of reliable
CRM and PT scheme providers and lack of local agent
and networks)
• Proper management of the association is not installed
• Limited capability to give traceability related
information
• Limited experience in event creation and organization
5. Current Sources of budgetary support
– membership fee
– National quality Infrastructure related Institutions
– Sponsorship from Ethiopian partners who work on
quality related innovations; most importantly PTB, EU
– World Bank – ELA requested around 1.4 million USD
for next five years based action plan
6. Cooperation opportunities with its peers
Share experience and assist on organization of capability developments activities
– Create national training capability
• Method validation and uncertainty in different applications
• Identify calibration critical areas and equipments
• Certified trainers in Laboratory quality management system development and implementation

• Development of strategic plan to include the lab association management experiences
• Enhance active participation of member laboratories experts
• Facilitate business cooperation between laboratories –traceability, provision of CRM, development of Labs.
• Creating local capability on relevant laboratory issues
