Maintenance Management

In the last year the words "Maintenance Management" havebeen frequently heard and seen throughout the Department.From its beginnings a few years ago, the Maintenance Manage­ment program has grown to become a full comprehensive man­agement aide to assist all district and regional maintenance oper­ations.

The program employs a system of both manual and com­puterized cost and performance reports which compare actualwith planned work quantities to assist districts with planning,scheduling, and controlling their activities.

Work is planned by means of a "Performance Budget" whichallocates manpower, equipment, and materials to work activitiesbased on standards. Department policy, and available funds.

Most districts now have a co-ordinator who is responsiblefor, among other things, the processing of management informa­tion in the district.

Each region has a Maintenance Management Engineer andTechnician who through the Assistant Regional Highway Engi­neer provide technical direction to the districts on the program.

The Maintenance Management Division of the MaintenanceBranch has its headquarters in Victoria headed by the Mainte­nance Management Engineer with his staff, including a ComputerProgrammer-Analyst, Maintenance Standards Engineer, Com­puter Clerk, and Secretary.

The management system expects to achieve a number ofbenefits. These include improved scheduling of work, betterutilization and control of resources, improved internal communi­cations via monthly management meetings, and the provision of abetter level of uniform service to the public.

To date all district and regional maintenance operations arcinvolved in the program as are the Dock District and ElectricalDistrict. Other branches and divisions are anticipating inclusionin the near future .

Pavement P laner

In Ju ne a new mac hine was introduced to the Willia ms LakeDistrict, an asphalt planer, capable of planing off an asphal t sur­face to reduce slippery sections and rutted surfaces.

The machine is manufactured in Germany and is now beingintroduced to Canadian highways. It is capable of cuts I/i inchto 21h inches deep and 12 feet wide .

The surface is heated by a large propane, infra-red heater II)a temperature of 120 to 160°F. The material is then planed bya cylinder with hardened steel cutters and the planed materi al liesin a single windrow on the road. It is shown here in use onthe Cariboo Highway. The windrowed material was picked upby a front-end loader with a smooth edge bucket and hauledaway by a truck to a small paving project where the materialwas reused. Approximately 350 cubic yards of material weremoved from a 0.6-mile section per day.

The machine weighs about 62,000 pounds and is self-pro­pelled by a V-lO Deutz Diesel power plant. Three men operatethe machine. A pilot car and flag persons were used to controland regulate the flow of traffic . This operation was on Highway97 south of Williams Lake.

A grader was used to tight blade the finished surface afterthe loader was finished . A broom then removed loose materialand rocks before traffic was allowed to travel on the completedsection. The result was a fairly smooth surface with good ridingand anti-skid characteristics.

vehicles, a ratio of 1.7 persons per vehicle . Populationhad increased 37 per cent in the 10 years and mot or­vehicles, 88 per cent. If there is only a slight incr ease inth e number o f complaints, therefore, we are still doin ga pretty good job because th ere are 37 per cent morepeople to make th em and th ey hav e 88 per cent more cars.

In April the Communications Di vision of the Servic es Branchheld a conference in Karnloops, the first t ime all the sta ff hadbeen assembled in on e place since 1973.

The conference was organized to acqua int the techni cians withnew regional administr ativ e procedures, and to give them anupgrad ing in solid-sta te serv icing. Top picture shows new $2.7 million Omineca Princess whichcarries 34 cars and 200 passengers. She is 192 feet long and weighs 765 gross tons.Centre, the immediate predecessor, Ja cob Henkel, shown at the time of its launching ill1949 and below, the Francois Lake Ferry which star ted service ill 1922. From 1916 ser­vice was provided by a small launch and barge.

Hector startedwith the Departmentin 1963 and for thebetter part of his service worked with theCourtenay sign maintenance crew. CHESTER LLOYD retired after 28years of service with the Department.Chester was Loader Operator at Duncan,Nanaimo District. A widower for a time,he was recently married and plans totravel in his retirement. Chester farmedon the prairie and worked in a Youbousawmill before joining the Department atDuncan. His friends in Duncan and Na­naimo wish him the very best for hisretirement.

(Bob)Harvey, Associate Deputy Minister, pre­sented service award certificates to Donand Norm and expressed the Depart­ment's appreciation for their many yearsof service . Norm joined the Departmentin November 1956 as Administrative Of­fice Manager with the Bridge Branch.Prior to this heworked for the De­partment of Lands,Forests, and WaterRights, commencing inOctober 1938. Hislong years of servicewere interrupted only McCormick

during the war years when he servedoverseas with the RCAF in BomberCommand. Don joined the Departmentin October 1945, and has served con­tinuously in the Bridge Branch since thattime. Don and Norm received presen­tations from their many friends in theBranch and the Department.

W. C. (BILL)GAZE,Road Foreman 4, re­cently retired after 28years with the Depart­ment as Senior Fore­man in the CourtenayDistrict. Bill startedwith the Department

April 12, 1948, and had previous experi­ence with heavy equipment and five yearswith the RCAF in charge of runways androads maintenance throughout northwestCanada. Bill developed expertise in mul­tiplate culvert and was called upon tosupervise various installations in BritishColumbia for the Department. He alsotook part in the development of asphaltpatching techniques and travelled through­out the Province conducting in-servicetraining. Bill plans his retirement in theComox Valley with his wife, Dorothea.

NEIL C. TATIRIE,Chief Property Nego­tiator, recently retired.He was honoured at abanquet in Victoriaattended by approxi­mately 100 fellowworkers and associates.

Deputy Minister Howard Sturrock madea presentation to Neil on behalf of hisfellow employees. He began with theDepartment of Public Works in 1936 asChainman in New Denver and remainedwith the Location and ConstructionBranches until 1939. He was ResidentEngineer in New Denver in 1941 priorto his entry into the armed forces . Hereturned to the Department in 1946 asan Instrument Man with the Locationand Construction Branches in Kamloops.In March 1947 he became Resident En ­gineer in Kamloops and, in 1949, movedto Creston as General Foreman. In 1951,he moved to Victoria as Right-of-wayAgent and in due course became ChiefProperty Negotiator. He has 36 yearswith the Department and will receive agold watch at Government House thisDecember. His hobby is gardening andtravelling in his recreational vehicle. Hewas born in the Kootenays and plans tospend some time there .

Bornand educated in England he emigratedto Canada after serving eight years in theRoyal Artillery both in Europe and theMiddle East. He started with the De­partment as a Chainman in the Nelson­Creston area and after working in Yaleand Nanaimo he was transferred to Vic­toria where he was steadily promoteduntil he reached the position of DesignCrew Chief, Technician 3. He will begreatly missed because he was well knownfor his thoroughness and patience. Golfis his number one hobby with electronicsand gardening a close second. His manyfriends in the Branch wish him a happyretirement.

He andhis wife, Jean. were honoured at a ban­quet at the Racquet Club in Victoria.where he was presented with gifts anda slide presentation of his life. Bert andJean are retiring to Clinton where theywill spend their retirement years.

Highway Employee HelpsSave Lives

DONATO GROSSI, Sign Man withthe Prince Rupert Highway District,and the assistance of two other mensaved the lives of eight youths from aburning automobile after it crashedncar Prince Rupert, June 26 .

Donato and the other two menpulled the occupants from the burn­ing vehicle that was discovered lyingon its roof after having careened downa steep embankment from Highway16. All the injured had been clearedfrom the wreckage when the gasolinetank exploded.

It is possible that the passengerswould have remained trapped withinthe vehicle and been engulfed by theflames were it not for the courageousand unselfish action of Donato andthe other two men .

TRUCK ROADEOSalmon Arm District held its first truck roadeo in April and

it proved to be a big success. The High-average Trophy wentto the Falkland crew with 293 points. Salmon Arm had 278 ,Chase 263 , Celista 258. and Sicamous 247. GEORGE A.BAILEY. Falkland, placed first in the 4-ton competition with350 points. Mart Sandaker had 336. Jacob Bosshardt. 326, andTom Clark, 325 .

HERBERT D. YOUNG, survey crew, placed first in thecrewcab with 341 points. Earl Tennant had 339, Steve Husband,334. and Ron Freed , 320 .
