General situation of disability in Kyrgyz Republic: problems of
disability and its resolutions
ARDI supports children and people that live within their homes, and
their activities that they can stay inside their families.
ARDI does not work directly for deinstitutionalization.
General information
In the Kyrgyz Republic, 46% According to the World Health Organization (WHO)
10% to the more accurate figure of 15%.
Among 6 million. more than 168,000 persons with disabilities registered.
the World Health Organization states 15% of a given population have a disability or more than 1 billion people.
in January 2014 , the total number of people with disabilities in the country is about 133,400 people 2.4 % of the total population.
Children with disabilities to basic, secondary and higher education in the country, employability of people with disabilities is particularly low compared to their non-disabled peers.
According to Handicap International’s survey conducted in November 2012 for the German International Cooperation (GIZ), only 25% of all persons with disabilities of employable age are economically active.

deinstitutionalization.
In Kyrgyzstan to the Ministry of Social Development informed that children – recipients of
poverty benefits - 362,100 children (about 16 % of the country’s children) by 2012.
- children – recipients of social benefits - 22,400 children, of them:
- children who lost one or both breadwinners - 13,500 children;
- children in residential institutions – over 20,000 children, of them:
- children in state residential institutions – 3,220 children;
- children in non-state residential institutions – 2,280 children.
Constitution of the Kyrgyz Republic
Non discrimination principle of Constitution of the Kyrgyz Republic Article
16 p.2
No one may be a subject to discrimination on the basis of sex, race, language,
disability, ethnicity, belief, etc…
Discrimination because of disability is prohibited.
The constitutional norms are breached and people with disabilities are subject to
different kinds of discrimination such as direct and indirect discriminations”
Definition of disability

Disability is abnormality of health with
persistent disruption in functions of body,
leading to the full or significant loss of
ability to work or serves as a reason for
limits of living activities.
Conclusion: Disability is illness which
should be restored. The problem is
focused on the person’s impairment.
Article 1 UN Convention on People with
disabilities
The Persons with disabilities include
those who have long-term physical,
mental, intellectual or sensory
impairments which in interaction with
various barriers may hinder their full and
effective participation in society on an
equal basis with others.
Conclusion: Disability is condition of the
person. The problem is absence of the
conditions in the society.
Reasons of disabilities
Disability as a result of various diseases that
caused during childhood
Disabilities as result of occupational injury or
occupational disease.

Problems & solutions
Problems
The lack of social standards, assessment
systems and mechanisms of financing and
determining the cost of services that are
needed for calculation of quality of
services provided.
Solutions
Standards were created for day care or all
forms of centers for children with
disabilities, which were approved by the
Governmental Decree №381 dated July 8,
2014. network project

that helps to establish a foundation for

Solutions
In cooperation with the Ministry of
Education and Science of the Kyrgyz
Republic, the project team has developed
draft state educational standard which were
approved by the Order № 1089, August 17,
2015 Project of ARDI
“The complex of educational standard is
the foundation for inclusive education”
supported by Soros Foundation Kyrgyzstan.

HealthProm Project “Support Children with Special Needs in the Kyrgyz Republic and their Families” social rehabilitation center was established as ARDI with financial support.

EARLY INTERVENTION, the building
blocks of the ARDI Children’s Day
Center in preparing children with
disabilities for comprehensive schooling or
assisted classroom teaching was a model
of integrated support in an inclusive
educational environment during their early
developmental years.

home with their children and
also continue their therapy
and education at home.
ARDI Children’s Day Center – RESULTS!
September-May 2014 - 200 children trained
Each year 20 children are enrolled
FACT: Friends are found here;
Mutual learning to interact happens;
None are sitting at home, locked in four walls!
The parents believe in their children; in the infinite
possibilities and in their future!
Since 2012 an adolescent group of seven was formed.
Three teenagers, being prepped for mainstreaming,
currently attend the Center.

"ARDI" in Kyrgyzstan is involved with Article 25 organization participating Global Day of Action being coordinated by Article 25.
"ARDI" is organizing the action and Mass media, parents, children with disabilities, youth and other interested people are invited to attend.
Necessity of to creating effective mechanism of to achieve accessible and quality medical services for children with disabilities and their families.
Recommendations
To ensure and promote the full realization of all human rights and fundamental
freedoms for all persons with disabilities without discrimination.
Bring into conformity the national legislation and policies with the Convention to
ensure that social model of disability is applied within the legislation and state
policy, rather than medical model.
To change “spirit of law” from medical approach to social
Conclusion
With the ratification of the UN Convention and the Optional
Protocol and implementation of offered recommendations.
The state accountability will increase and the violations of rights of
PWD will decrease.
KR has to ensure the rights of PWD, implementing national laws.
State accountability for non-implementation of international and
national obligations”.
