DELEGATE ASSEMBLY MEMBERS

Members of the Delegate Assembly at the forthcoming 1990 annual meeting of the Association were elected by the Board Appointed

Representatives of the K.H.S.A.A. There were several ties in the voting for delegate and alternate. These ties were broken recently, with the

delegates and alternates determined by lot. Article IV, Section 2-c, of the Constitution states in the last sentence, "If the duly elected delegate or

alternate does not answer the roll call at the annual meeting of the Delegate Assembly, the district shall remain not represented". The name of

® STATE TENNISCOMMITTEE MEETING

November 29, 1989

The State Tennis Committee met on Wednesday,November 29, 1989, at the Kentucl<y High School Athletic

Association Office in Lexington. Assistant CommissionerBrigid L. DeVries called the meeting to order at 1:30 p.m.

Committee members present included Nonnie Hopper, Cliff

Richardson, Becky Watson, David Rogers, Terry Johnson,Doug Lehring, Joe Kroh, Bob Duricko, Mary Robinson andRed Bartlett. Absent were Wilson Sears, Lynn Tipton, Bill

Goodan and Jerry Johns.

The first item on the agenda vi^as a discussion of regional

tournaments. It was decided that the following additional

information be included in the Regional Information mailed to

the schools. A substitute must be able to verify their

participation in 4 matches before they are allowed to play in

the Regional Tournaments. It was suggested that a default

count as a win and be scored 6-0, 6-0, and the score of a

player who retires shall stand as is, when the match ceases. Amatch shall be defined as two out of three sets.

Suggestions were made by committee members with

regards to the Regional Tournament Managers for regional

sites not secured at this time. The dates of the Regional

Tournaments are listed on the school calendar as the week of

May 14, 1990. As in the past. May 12 & 13 may be used if

necessary. The Board of Control approved a realignment of

the Elizabethtown Region, at their last meeting held in

November.The next item on the Agenda was the State Tennis

Tournament. The dates for the 1 990 Tournament are May 31

,

June 1 and June 2, and will be held at the University of

Kentucky in Lexington. The committee reviewed the state

information and made some minor changes. It was felt that at

the state level substitutions be allowed in doubles only. It wassuggested that more players than needed, be included on the

information sheet in case a substitution is necessary.

The committee made suggestions regarding the seedingcommittee for the State Tournament. It was felt that last year's

committee did an excellent job in determining the seededplayers for the 1989 tournament.

Cliff Richardson from Atherton High School was asked to

report on the status of the All-State Tennis Team. It wasdecided that the All-State Tennis Committee be made up of

Joe Kroh, Becky Watson, David Rogers, and Mary Robinson.Members of the Committee will be responsible for the

following: sponsorship, criteria for selection, certificates, andpromotion through such publications as the Kentucky Coach,etc.

Mr. Chuck Triebley, who is currently President of the

Tennis Officials of Kentucky gave a status report of the newlyformed officials organization. It was decided that the State

High School Tournament schedule be reviewed and the

Semi-Finals and Finals be covered by this organization. A fee

structure will be worked out when the time schedule is

complete. It was suggested that both groups look into the

possibility of a tennis clinic for coaches sometime in the

future.

Miscellaneous items included a request to the Board of

Control regarding proper dress during Tournament play. It

was suggested that visible undergarments and bare midriffs

not be allowed. It was also recommended that there be noadvertising for tobacco, alcohol, or drugs on Tennis wearing

apparel, and that any designs or pictures be in good taste. TheBoard of Control approved these recommendations,unanimously at the December board meeting. Information

regarding Tennis apparel will go into effect for the 1989-90

school year.

Other miscellaneous items included the development of a

"Tennis Definitions" guide, primarily for new coaches. MaryRobinson and Becky Watson were designed to begin work onthis guide. There being no further business the meeting wasadjourned.

BRICE DURBIN RECEIVES AWARD OF MERITBrice Durbin, Executive Director of the National Federation of State High School

Associations, recently received the Award of Merit from the National Interscholastic Athletic

Administrators Association (NIAAA) on December 1 1 in Dalls, Texas.

Durbin was honored during the luncheon of the twentieth annual NIAAAA Conference, held

the Hyatt Regency in Dallas. Durbin is the ninth individual to receive the prestigious award,

which is reserved for those individuals whose conthbutions to interscholastic athletics merit

special honor. The Award of Merit is not given every year, and was last awarded in 1987.

Durbin has directed the national organization for high school athletic programs and activity

programs since September, 1977. During his tenure, he has seen many new programsimplemented including professional organizations for high school coaches and officials; the

National High School Sports Hall of Fame, and many other organizational improvements.Perhaps his most glowing achievement was his supervision of the forming of the TARGETdrug and alcohol abuse awareness program.

Prior to joining the National Federation, Durbin was Executive Secretary of the Kansas State

REMINDER TO SCHOOLS CONCERNING LIMITATION OF SEASONSAll schools are reminded of the Limitation of Seasons Rules, K.H.S.A.A. By-Law 27, as it

applies to competition after the conclusion of the regular season. ALL SPORTS are affected

by this rule, which states that following the teams' last regular season match, there shall be nofurther practice or play as a team for the remainder of the school year, with the exception of

the K.H.S.A.A. tournament. Please be sure your coaches are aware of this important rule,

and that they are not involved in coaching the team in an outside league, or other

competition. For the high school coach, be they the Head Coach or an assistant coach, to

coach members of the high school team in a league outside of the school's legal regular

season competition, regardless of the type of league, would be a violation of the rules^

governing the Limitation of Seasons.

BASKETBALL ORDER FORMS NOW BEING ACCEPTEDTicket order forms for the Boys and Girls Basketball Tournaments have been mailed to the

member schools and school systems. If you did not receive an order form, please request

one today, do not wait until just prior to the event when your request may not be able to befilled.

FOOTBALL SCHOOLS ENCOURAGED TO HOLD OFF ON SCHEDULESDue to the fact that there is the potential for a significant realignment in football, tootoaii

playing schools are encouraged not to sign contracts which call for games beyond the 1 990

season. The starting date will change in 1991, as well as the district alignm* ici

until this alignment is finalized, probably in the early spring, it would be adv )ft

from finalizing schedules and contracts.

NOTICE ON COACHING BOXEffective this fall, the K.H.S.A.A. is again in compliance with National Federation Playing

Rules as they pertain to the coaching box. The box shall be six foot in length, beginning with

the mid court line (hash mark) and extended towards the end line. The K.H.S.A.A. has

diagrams available to assist in the placement of the box. Also, schools which are forced to

use a bench configuration at the end of the floor must have permission from the H ' in

order to use this configuration. In addition, both benches must be in the s

position, if one is on the end, both must be on the end. If you are in doubt as to the legality of

your gym markings, the Association has a diaqram available upon request.

IMPORTANT NOTICE CONCERNING DISQUALIFICATIONSBy Board of Control action, all participants and/or coaches who are ejected from a contebt

for unsportsmanlike conduct shall be suspended from competition for a minimum of onegame.

It also should be noted that officials who disqualify participants, and then do not report that

disqualification to the Association office in a timely manner may face suspension frc

officiating!!

With this in mind, it is important to adhere to the following procedure should a

representative of your school be ejected for unsportsmanlike conduct. 1 ) Be sure you receive

a disqualification card from the contest official; 2) Contact this office in writing to request

reinstatement of the participant; 3) Inform the participant/coach of the suspension. You will

be notified by return mail as to the end of the suspension, and the date or day when the

player/coach will be eligible to return to competition. Conte' are reminded to

use an ink pen and to press hard as the third copy is often illecj pencil.

*NOTE* Any person who is suspended from a contest may not dress for that contest in

game uniform. They will however be covered by the catastrnphic insurar-ice policy insofar as

practice is concerned unless you are otherwise notified.
