1- the Algerian experience with the MRTD : The Algerian Ministry of interior has create in 2012, the Direction of secured Titles and documents that have the mission of:

The personalization of the secured biometric documents and titles in conformity of internationals standards and recommendations (ICAO doc 9303)

the development of the eServices to be used by the Algerian Citizens,

the implementation of a National Register of Population

The development of the software needed for the process of the enrolment and the delivery of the biometric documents.

The training an the assistance for the users of the enrolment and delivery platforms

The Administration and monitoring of the PKI plateformes and the DATA center ,

The Algerian Ministry of the Interior has two secured personalization sites: Principal site at Algers , Backup and Disaster Recovery site ,

Actually the Algerian Ministry of interior personalize and deliver two secured biometric documents: the Algerian ePassport and eID: 1- the ePassport :

The 1st Algerian biometric ePassport (MRTD) was delivered on January 2012, All the classic passports were converted into biometric ePassport before November 2015, Now , more than 8,6 millions ePassports are delivered ,

2- the eID: Carte Nationale d’Identité Biométrique Electronique (CNIBE): The 1st Algerian Biometric eID (CNIBE) was delivered on march 2016, Now, more than 1,5 millions eID are delivered ,

2- Overview of the CNIBE Project: for the project of the CNIBE, the ministry of interior has use the acquired experience of the ePassport project and the existing technical infrastructures which have been upgraded and reinforced by new specific systems to the CNIBE: The enrolment and delivery technical platform, The network infrastructure for the encrypted data transfer from the enrolment sites to the central system (data center), The central data processing system :

Decrypting and consolidation data sub systems, Checking the conformity of data (demographic data, photo,,,), A SMS notification system : to inform the citizen about the production status of his document,

Two PKI platforms : ICAO PKI, authentication Certificates generation PKI ,

The automatic identification by fingerprint system (AFIS), The identification and authentication management system (SGIA). the Card personalization management system for the CNIBE, the PinMailer management system for letters containing the PIN / PUK,

3- The Algerian eID "CNIBE" In the context of the global objective of the modernization of the Algerian administration and the implementation of an eGovernment system, Algeria has launched in 2015 the project of the Biometric and Electronic National Identity Card (CNIBE),

The CNIBE is an identification and traveling secured document conform to the ICAO standards (doc 9303). it is characterised by : A physically secure eID Card : The CNIBE id an ID1 forma (ISO 7816) , It is an Polycarbonate (PC) card , Integrate security features up to Level 4, It is hybrid eID: Integrate 2 chips: contactless and contact. Among the applications that its chips contain : • eTravel application with LDS structure to be machine readable document using BAC mechanism according to

ICAO standards (contactless chip) , • Matching-on-card for the identification using the matching of the fingerprint of the holder (contactless chip) , • Authentication certificate and Pin: for the authentication of the holder (contact chip) ,

The CNIBE is dynamic : The loaded electronic applications can be updated or deleted in post emission, and also a new applications can be Securely uploaded,

The CNIBE is multi-application : it integrates in the two chips multiple applications and secure mechanism for a variety of safely use by citizens, also it can hold the electronic signature

Our future project : According the global project of modernisation and the eGov, the Algerian Ministry of Interior has planned the personalization and delivery of two new documents from January 2017:

The biometric and electronic Driver Licence, The Electronic Cars Registration
