    How does the Affordable Care Act help people like me?

    If you need coverage, you can use the Marketplace. If you have coverage, you gain newprotections. If you dont have coverage, you may have to pay a fee.

    The Marketplace and whats changing in 2014

    Whether youre uninsured, youve been denied coverage in the past, or you just want to explorenew options, the Health Insurance Marketplace will give you more choice and control over yourhealth coverage. The Marketplace will operate in all states, so no matter where you live youll haveaccess to coverage.

    In the Marketplace, you can compare coverage options based on price, benefits, quality, and otherfeatures important to you. You can choose the combination of price and benefits that fits your budgetand meets your needs.

    You can get lower costs on coverage:The Marketplace application will tell you if youre eligible fora new way to get lower costs on your monthly premiums or out-of-pocket costs for privateinsurance. Youll also learn if you can get free or low-cost coverage through Medicaid or the

    Childrens Health Insurance Program (CHIP).

    Essential health benefits are covered in the Marketplace: All plans must offer a comprehensive setofessential health benefits including doctor visits, preventive care, hospitalization, prescriptions,and more.

    Pre-existing conditions will be covered:Plans wont be able to deny you coverage or charge youmore due to pre-existing health conditions, including a pregnancy or disability.

    available to give you personalized assistance with the process.

    Fees begin:

    Beginning 2014, most people are required to have health

    coverage. If they dont, they may have to pay a fee. Open enrollment for Marketplace plans begins October 1,

    2013. Coverage begins as early as January 1, 2014. Find outhow you can get ready now.

    What if I have a pre-existing health condition?

    Starting in 2014, health insurance plans can't refuse to cover

    you or charge you more just because you have a pre-existinghealth condition.

    Being sick doesn't keep you from getting coverage:

    Starting in 2014, being sick won't keep you from gettinghealth coverage. An insurance company can't turn you downor charge you more because of your condition.

    Once you have insurance, it can't refuse to cover treatmentfor pre-existing conditions. Coverage for your pre-existing

    conditions begins immediately.

    This is true even if you have been turned down or refusedcoverage due to a pre-existing condition in the past.

    What if I have a pre-existing health condition?- Continued -

    One exception: Grandfathered individual health insurance plans:

    The only exception is for grandfatheredindividual health insurance plans--the kind you buyyourself, not through an employer. They do not have to cover pre-existing conditions.

    If you have one of these plans you can switch to a Marketplace plan during open enrollment andimmediately get coverage for your pre-existing conditions.

    Be sure not to miss open enrollment

    You can apply for Health Insurance Marketplace insurance when open enrollment starts on October1, 2013. Coverage starts as soon as January 1, 2014.

    Open enrollment ends on March 31, 2014: Outside of open enrollment, you can'tenroll in Marketplace coverage unless you have a qualifying life event.

    Pre-existing conditions with Medicaid and CHIP

    Medicaid and the Children's Health Insurance Program(CHIP) also can't refuse to cover you orcharge you more because of a health condition.

    What is the Health Insurance Marketplace?

    The Marketplace is a new way to find health coverage that fits your budget andmeets your needs. With one application, you can see all your options and enroll.

    What you'll learn when you apply in the Health Insurance Marketplace

    When you use the Health Insurance Marketplace, you'll fill out an application and see all ofthe health plans available in your area. You'll find out if you can get lower costs on yourmonthly premiums for private insurance plans. You'll learn if you qualify for lower out-of-pocket costs.

    The Marketplace will also tell you if you qualify for free or low-cost coverage availablethrough Medicaid or the Children's Health Insurance Program (CHIP).

    The Health Insurance Marketplace is sometimes known as the health insurance "exchange."

    Apply online, by mail, or in-person

    You can apply for Marketplace coverage three ways: online, by mail, or in-person with thehelp ofa Navigator or other qualified helper. Telephone help and online chat will be available24/7 to help you complete your application.

    Open enrollment starts October 1, 2013. Plans and prices will be available then. Coveragestarts as soon as January 1, 2014.

    Compare options in the Health Insurance Marketplace

    Insurance plans in the Marketplace are offered by private companies, and they cover thesame core set of benefits called essential health benefits. No plan can turn you away orcharge you more because you have an illness or medical condition. They must covertreatments for these conditions. Plans can't charge women more than men for the sameplan.

    Get State Information: State Consumer Assistance in North Carolina

    The North Carolina Consumer Assistance Program is run by the Health Insurance Smart NC inthe states Department of Insurance. Health Insurance Smart NC offers regional walk-inlocations for health consumer assistance throughout the state. Staff can answer questionsabout health insurance regulations, rights, and responsibilities. They can help you file acomplaint or appeal a health plan decision. Get consumer help with a problem or question.

    What If I Do Not Qualify For Private Insurance Through The Marketplace?

    Medicaid in North Carolina

    Each state has different rules about who qualifies for Medicaid. You can

    find out whether you can get Medicaid in North Carolina right now. Even if

    you dont qualify now, you may qualify in 2014. Starting October 1, apply

    on this website or through the Marketplace to find out whether youqualify for Medicaid in North Carolina in 2014. Learn more about Medicaid

    in North Carolina.

    Health Insurance Marketplace in North Carolina

    If you live in North Carolina, youll use this website, HealthCare.gov, to

    apply for coverage, compare plans, and enroll. You can apply as early as
