Hungerford is facing a further term of traffi c disruption according to West Berkshire Council Senior Technician Traffi c and Road Safety, Bob Bosley.
The news follows serious disruption for fi ve hours on Saturday morning after a set of traffi c lights were removed and authorities could not immediately be contacted to provide manual traffi c direction.
The disruption for essential gas work has been continuing since April and has allegedly contributed to an estimated more than £1 million of lost takings to town business and suppliers.
Businesses are reported to have been closing almost weekly in the town for fi nancial reasons.
Mr Bosley told Hungerford Chamber of Commerce on Tuesday:
“To facilitate the current gas works on Hungerford High Street, the following road closures have been authorised.
1. The Bus/ service road outside of Hungerford Town all, will be closed from 0800 Thursday 28th to 1700 on Friday 29th July.
2. Park Street at its junction with A338 High Street will be closed from 0700 on Saturday 30th to 2100 on Sunday 31st July. A diversion will be signed via the A338, Priory Road, Priory Avenue and Fairview Road.
These works are being carried out by Wales and West Utilities and any queries should be addressed to them on 02920 278970 or in emergency 0800 111 999.
Engineer dealing with the works is Tim Sheppard.”The extended project time was reported to be until the end of
July.
FURTHER DISRUPTION IN HUNGERFORD
Marlborough Summer School will end this Saturday, July 30 having run from July 10.
Once again, the school, which is run by Marlborough College, has proved an oustanding success with a host of courses.
Over and above this, the hundreds of people attending have provided a welcome boost to Marlborough trade in an era of depression.

One reads of love-hate relationships in which there are periods of close friendship alternating with periods of no-speak and detestation. I experienced one with the Labour MP, George Wigg, who achieved
notoriety and historical signifi cance over the so-called Profumo Affair. Wigg had joined the Army in 1919 and so enjoyed the disciplined life that he
stayed there until 1937, rising to sergeant major. He had rejoined in 1939, serving in the Army Education Corps as an offi cer and rising to the rank of colonel. In 1945 he became MP for Dudley in the unexpected popular swing to Labour which ousted the war-winning Winston Churchill. At heart, he still remained a soldier. ‘Ring me at Reveille!’ he would tell me, meaning 6 a.m.
In Parliament he specialised in Army matters, building up a private intelligence service to discover issues he could raise. He cultivated me as a source and we traded information which sometimes provided revelations for my newspaper. Often, during our lunches, he would declare ‘I think I’ll have a bet!’ and leave the table to telephone some bookmaker.
Another characteristic was the sadistic pleasure he derived from creating and pursuing grudges. He cut me off several times, sometimes for months, after I had published items attacking Labour defence policies. Then my phone would ring, with George explaining ‘I enjoy infl icting wounds but I don’t like to see them fester’. The grudge which brought him fame, a Government position and, fi nally, a peerage, arose out of a statement by the War Minister, John Profumo, which Wigg regarded as personally belittling. The vengeful Wigg set out to ‘get him’ and, in 1963, when he discovered that Profumo had been having an affair with a young girl called Christine Keeler, consulted his leader and friend, Harold Wilson.
Wigg knew that so many prominent Labour MPs were having sexual affairs that he told Wilson it was unsafe to pursue Profumo on sexual grounds. (As the recent Authorized History of MI5 confi rms, Wigg, himself, had a mistress.) Somehow, they had to fi nd an attack based on security which became possible when Wigg discovered that Ms Keeler had also been intimate with a Russian intelligence offi cer based in London. Profumo sealed his own fate by lying to Parliament about his affair. In the 1964 general election, Labour won by only four seats which, it was widely believed,
had been infl uenced by the Tory scandal.To prevent any such scandal striking the new government,
Wilson, appointed Wigg his security adviser with special access to MI5 to secure advance information about any incipient problem. He fi xed a meeting between myself and Wilson, alone in the Cabinet Room, when we discussed his defence policy. Wigg had direct access to Wilson through a locked door to which he had a key and became known to other ministers as ‘Harold’s Rasputin’, his many machinations being called ‘Wiggery Pokery’. Inevitably, with such a twisted character, Wigg fell out with Wilson - over the latter’s secretary, Marcia Williams, whom he regarded as knowing far too much.
One evening, I was in his London fl at at about 10 pm when he asked me to make a car journey with him. He explained that, around that time, copies of the next morning’s Daily Express which had been smuggled out of the Fleet Street offi ce were on sale at Marble Arch and he could not wait to buy one. When we got there the news-vendor had not yet arrived and, as parking was prohibited, Wigg drove round several streets repeatedly until the man appeared and approached Wigg’s car to deliver the paper and receive the money for it. Several years later, by which time Wigg had left politics to head the Horserace Betting Levy Board, this evidence that he was in the habit of making the 10 pm circuits would be put forward by me in a law court in defence of the charge that Lord Wigg was guilty of kerb-crawling for prostitutes. (The case collapsed.)
True to form, Wigg felt sure that the police had set him up on the orders of Harold Wilson who, he believed, was ‘out to get him’. As the MI5 book states, Wilson had, in fact, hired private detectives to follow Wigg.
My old friend-foe, who died in 1983, left a mass of papers to the London School of Economics where, I am told, there are many references to me. I have never bothered to look at them for, with such a malicious fantasist, they are unlikely to be complimentary, even though I did help to save him from jail.

In normal circumstances a business is required to register for VAT if its sales for a 12 month consecutive period exceed the VAT threshold, currently £73,000. If you have more than
one sole trader business you must include sales from all of the businesses. Being VAT registered is often seen as a fi nancial burden but where your customers are other VAT registered businesses it can help save you money.
Following H M Revenue and Custom’s recent tax amnesty for plumbers they have launched a new campaign encouraging businesses who should have registered for VAT but have not yet done so, to come forward and admit their unpaid taxes. Those who own up will incur a reduced penalty of only 10% of the unpaid VAT instead of the normal penalty of up to 100%.
H M Revenue and Customs are currently sending letters to more than 40,000 businesses who, based on information gathered from various sources, they believe to be trading near or over the VAT threshold. They have promised that after 30th September 2011 they will investigate any businesses that have failed to come forward and will be imposing substantial penalties or even criminal prosecutions.
For businesses to take advantage of this initiative they must:• Register with H M Revenue and Customs, by 30th September,
their intent to make a disclosure;• Inform H M Revenue and Customs of the amount of VAT due
and make arrangements to pay it, as well as any penalties due, by 31 December 2011

On Thursday the 21st July, John O’Gaunt School held its fi rst Summer Showcase performance. This was the very fi rst event of its kind at the school and it combined Music, Drama and Dance
performances alongside a small Art Exhibition of students’ work. The performance was a celebration of the work the students had completed and taken part in during their Music and Drama lessons. There were also solo and ensemble music performances which included vocalists and instrumentalists. Music such as ‘Ejercicio’ by Ferrier and ‘Fall for you’ by Second Hand Serenade were performed alongside GCSE composition work. Drama performances included scenes from ‘Ernie’s Incredible Illucinations’ by Alan Ackybourn and GCSE exam performance work from ‘Blood Brothers’ by Willy Russell. The Staff Choir joined in the fun adding a ‘Glee’ful twist to their set.
The evening was well received by a packed audience of parents and friends in the community who impressed by the level of talent across all the year groups. -Rita Colclough

Hungerford’s Round Table Carnival was a great success with several thousand people lining the upper end of High Street for the procession on the Saturday evening.
Earlier in the day 18-year-old Emma Marney was crowned carnival queen.
She featured in the procession led by Hungerford Fire Brigade and the Town Band.
Hundreds of classic vehicles are expected to gather at Newbury Racecourse on Sunday 7th August for the 19th Annual Classic Vehicle Show, organised by West Berks
Classic Vehicle Club. All the proceeds of the show are donated to The Leukaemia & Lymphoma Research Fund.
Anyone wishing to display their vehicle can download an entry form from the club website www.classicvehicles.org.uk
The show will take place from 10am to 4.30pm. Entry costs £5 for adults. £3 concessions, and under 14’s admitted free.
Hungerford and District Community Arts Festival ended on a high note on Sunday evening with a stunning piano recital by Kausikan Rajeshkumar in The Croft Hall.The
recital was sponsored by Mrs Daphne Priestly and the G.J. Ward Charitable Trust. Kausikan has just graduated with a fi rst from Cambridge where he read music.He will go to the Royal College of Music next year where he will continue his studies with Ian Jones. HADCAF was started 20 years ago and rapidly grew into a 3-week festival involving hundreds of people. Well done all!

A celebration of the life of Ray Brooks was held in St Mary’s Church, Chilton Foliat on April 28.
Ray was an outstanding gentleman who endeared himself to all around him.
Raymond Henry Brooks was born on November 27, 1924.He grew up in Chilton Foliat and spent happy days at Chilton
Foliat School.After leaving school, he worked at the village post offi ce.At the age of 17 he joined the Royal Navy and on his 18th
birthday was involved in the action that sank the German battteship Scharnhorst.
In his Royal Navy training he gained the rare distinction of achieving 100 per cent and later became captain of a landing craft.
Ray served throughout the war both in the far east and on the Russian convoys.
After the war he wortked in chemistry research at Harwell and was named in the scientifi c journals for his work on research projects.
It was during his long and successful career at Harwell that he met his future wife Mary.
Ray’s ancestors were Devon Farmers and the family moved to wickham in Berkshire. His grandfather ran the farm at Wickham. He was a church warden and landlord of The Five Bells Inn.
Ray’s father Henry Brooks was born at The Five Bells. He worked on the family farm until he emigrated to farm in Argentina with his brothers John and Tony.
After he retired from Harwell, Ray became intersted in researching local history, He traced the history of Chilton Foliat back to its Saxon origins.
He reconnected with the Argentinian branch of the family and discovered that his father’s brother John had married at the age of 50 and fathered 11 children. John had set up a ranch employing 200 men and Brooks Canyon in Comodoro Rivadavia was named after the family.
Chilton Foliat School, where he served for many years as a governor, was closed for Ray’s funeral and children sang at the service in St Mary’s.
Donations of £1500 were made to the school in his memory.He took great delight in is work at the school, looking after the
rounds and enjoying working with the children teaching gardening, nature studies and science. His work at the school and with St Mary’s Church became his life in latter years.
Ray was a man who had a geat sense of humour seemingly never growing old. He spent Christmas every year with the family of his nephew Geoffrey Brooks and always attended the pantomime at the Wyvern theatre on his birthday. The last pantomime was Peter Pan and as the birthdays were announced he was named Ray Peter Pan Brooks.

JOHN O’GAUNT STUDENTS MAKE SUSTAINABLE
CLOTHINGYear 9 Textiles students at Hungerford’s John
O’Gaunt School have been looking at ways to make sustainable clothing. The defi nition of sustainable
is to make a product that has little or no negative impact on the environment and the health and wellbeing of the workers that make the product.
Students had to create their own fabric from previously used materials. This was used to make skirts, which were modelled at the Eco Chic Fashion show. The quality and variety of skirts produced was truly amazing. The most unusual had to be Molly Osborne’s skirt, which was made from her favourite old comics encased in plastic wallets. It was stylishly fi nished with scarlet ribbon and net. Rosie Tuttle modelled her layered skirt, which was made from fabrics taken from old denim and linen skirts. The waistband was appliquéd from fabric scraps and was very eye catching. Connie Angel modelled Georgia Robinson’s garment; the underskirt was made from patched and pieced vintage fabrics over-layered with shop bought net in pink and white. This was an excellent example of combining old and new fabrics to create a unique garment. Bryony Burrows gathered orange check skirt was made from her grandfather’s old tablecloth; it was puffed out by layers of brown netting which was used as an underskirt and the waistband was made from scrap gold coloured silk.
The whole skirt collection was well received by visitors to the show. Special thanks to our models for the event – Rosie Tuttle, Connie Angell, Bryony Burrows, Amber Marshall, Sinead Graham, Tanya Canning, Olivia Sandys-Lumsdaine, Ashleigh Pearce, Sky Caves,Molly Osborne and Holly McMordie.

Hungerford’s John O’Gaunt Community Technology College has received national recognition, headteacher, Neil Spurdell reports in the school’s

PLANNING REQUEST CLARIFICATION SOUGHT
A planning request by Mr T. Hunter of Hungerford Park Estate has been referred back to the West Berkshire planning offi cer for further information. The last meeting of Hungerford Town Council’s environment and planning committee considered an application to alter conditions. However, it was not clear what conditions were being referred to. Cr David Liddiard commented that referal back to West Berks could mean they would be old men by the time the answer arrived because the BBC had branded West Berks planning department the slowest in the land.

£600 FOR ROUND TABLE CARNIVAL
Hungerford Town Council’s environment and planning committee has recommended that £600 be made available to Hungerford Round Table for its Hungerford Carnival work. The last committee meeting was told there had been a misunderstanding and the money had not been earlier allocated. It was stressed that the council money should be used for the carnival and not to be passed on as a charitable donation.

Hungerford Town Council’s highways and transport committee is considering appropriate working for the town’s six new road entrance signs. Antiques and history have been mentioned and the door is open for further suggestions.22.6.11
HUNGERFORD SET TO BLOOM
Hungerford is really set to bloom for HADCAF in July.There will be many new fl oral troughs and baskets in the
streets.Judges have been appointed for the various categories in the
Bloom competition and judging of the allotments will be on July 15.

HUNGERFORD CLEAN-UP SUGGESTIONSHungerford Town Council’s Recreation, Amenities and War Me-morials committee will seek clean-up work at the entrances to Hungerford, St Saviour’s area, the skatepark, Triangle Field sur-rounds and Bridge Street war memorial.
Just a quick up date following on from the Retailers Meeting last month.
Road Works – High Street still due to fi nish week ending 30th July (as per Wales & West yesterday), we will see! There are a further fi ve weeks of disruption to follow at the Southern end of the High Street, opposite Atherton Crescent, at some point. We are still awaiting a date on this and Nigel Perrin is keeping on top of this and as soon as this date is know it’ll be passed on.
Tourist Information – First the boards on the library, Jenny Booth has been doing a lot of work getting the details, contacts etc and a meeting is taking place on August 11th to attempt to get Hungerford information on them, so we’ll update you asap.
Anthony Buckwell will be Chairing a working party which is a joint venture between the Chamber of Commerce, Town Council and Town and Manor looking at improving tourist facilities’. However in the meantime the Chamber and Sugar Mouse have joined “forces” (must be a better word, but can’t think of it!) and will be providing a Tourist Information Point in Sugar Mouse. The space to accommodate this is being provided free of charge and the Chamber are providing and funding the display fi xtures and signage. So what we need now is as much information as possible to put there, if your a B&B/Hotel etc please do supply us with any advertising material you have (tourist will have access to the phone in Sugar Mouse to check vacancies etc). Basically any information that is Hungerford related is most welcome, if you can’t get down to the shop just let me know and I’ll collect the info’ later this week. It’s planned to have this up and running by the end of this week for the start of the main tourist season.
