Hungerford Town Council on Tuesday reduced its financial precept figure for the year from £213,000 to £177,822.

This represented a 5% increase in the previous year’s precept on Band D housing of which there are 764 houses in the town.

It was the first rise for three years and followed considerable general inflation.

The budget reduction followed lengthy debate in which a number of options were considered.

The mayor, Cr Martin Crane said the extraordinary meeting was called to propose preliminary budget and precept figures based on indications from West Berkshire Council.

He said there were serious issues brought about by changes in central government calculations of precepts.

The main cost considered by the council was that of the Christmas Lights and it was decided to budget on £24,000 for the next season with the possibility of having to draw extra money from the council’s reserves of some £165,000. The meeting was told that cost of Christmas lights had risen in past years to £32,500 and greater effort was required to contain these.

Cr Martyn Hopkins questioned whether the number of Christmas trees could be reduced?

Cr Alana Wilson suggested that some stored Christmas lighting could be sold as surplus stock and a preliminary plan obtained for this next season’s lighting in July or August.

The mayor, Cr Martin Crane said the committee was acting prudently and spending money wisely.

Cr David Small commented on the enormous benefit to the town brought by the Christmas lights.

His comments were backed by other councillors and a move is under way to extend the lighting period through January.

I never thought I would live to see myself described in a national newspaper as a ‘hero’ yet that is what happened in The Guardian recently. The paper was reviewing a book

called Classified by Dr. Christopher Moran, a don at Warwick University, who has since written to me confirming that indeed I am his ‘hero’. The book describes the campaign waged by investigative writers and a few others against the secrecy bans imposed on what should be public knowledge by the ‘mandarin’ Civil Servants of Whitehall and Ministers at Westminster.

Dr. Moran kindly singles out my efforts for special mention. In view of released Cabinet documents showing the extent to which both mandarins and ministers wanted to silence me, including a written suggestion by Prime Minister Harold Macmillan that I might be ‘got rid of’, maybe I was being more ‘heroic’ than I realized.

Most of these documents, like so many others, were released only after an interval of 30 years! They have also been ‘redacted’ – the Whitehall in-word for ‘censored’ and meaning that, even after such a long interval, there are items which could still be embarrassing to officials and government departments . (Though out of my field of interest, the appalling revelations of the Jimmy Savile case constitute an example of what official cover-ups can accomplish.) So, at nearly 99, I intend to soldier on with my campaign against unnecessary secrecy along with a few other stalwarts.

In that respect, there must be something special in the air in this area because a doughty campaigner against unnecessary secrecy resides close by, in Great Bedwyn, in the form of

Rear Admiral Nicholas Wilkinson, who kindly visits me regularly for mutually updating sessions. For five years he ran the D-Notice system, the unique British compromise between censorship and freedom of the press and in 2009 authored its Official History called Secrecy and the Media. His purpose was to show how, uniquely in this country, the media have collaborated with successive governments to ensure that national secrets which really matter are not exposed while information which does not endanger lives or current or future operations is not censored. In doing that he found himself subjected to some degree of censorship himself by Whitehall mandarins and has become a stalwart opponent of unnecessary secrecy. Among other things he lectures on The Origins of The Cold War (in which the Western nations and the Soviet union spent billions probing each others’ secrets) at the Marlborough College Summer School. He is a distinguished neighbour to be proud of – and to consult.

Meanwhile, I am continuing my campaign for openness in my Autobiography which I have just completed and which, if I last until the start of my100th year on the planet in a few weeks time, I propose to call, menacingly, My First 100 Years! Mandarins watch out!

This summer’s theme for planting will be “year of the bee”. As well as wildflower planting, organised by Jo Ripley of Transition

Marlborough’s Pledging group, the council’s Open Spaces maintenance team will plant bee-friendly flowers in beds and planters in the town. To generate wider interest, Head Gardener Richard Beale, has liaised with the infant and junior schools to arrange for pupils to grow sunflowers that will be incorporated into the beds.

The Amenities and Open Spaces Committee joined chairman, Rich Pitts, in thanking the team for their work in clearing snow from the town centre pavements this week. The committee also discussed vandalised litter bins at Stonebridge Meadow, parking at the cemetery and responsibilities for river management. They welcomed ARK’s plans for a fish pass at Coopers Meadow and proposals to restore the habitat of the River Og.

The rat problem on the river bank in the centre of town has improved, but will always be an issue while people persist in feeding the swans and ducks. Councillors discussed ways to deter this, including a change in the “No Feeding” notices.

The Planning Committee heard proposals for internal alterations and a new front door at The Sun. There were concerns about the pub losing the charm of its antiquity, but the changes were deemed necessary to improve service to customers. Councillors welcomed improvements that would encourage more visitors to the west end of the High St and hoped that disabled access from the High St could be incorporated.

Vehicle speeding issues are gathering momentum in Hungerford with suggestions of increasing 20mph zones.

The last Hungerford Town Council highways and transport committee meeting heard further concerns about speeding.

Cr Alana Wilson said there had been a number of near misses lately.

The council will consider a petition signed by concerned residents and the matter will be scheduled for the town’s annual meeting.

Pollarding of Hungerford’s High Street lime trees proved costly for the Christmas lights project, the last Hungerford Town Council highways and transport committee meeting

was told. The pollarding also claimed £5000 of Christmas lights, the meeting was told.

NEW BRIDGE “SLIPPERY”Complaints had been received of slippery conditions on Hungerford’s new canal footbridge. The last Hun-gerford Town Council highways and transport com-mittee meeting was told there were slippery patches when wet.

“JUBILEE FOOTPATH”Hungerford Town council’s highways and transport committee is considering a previously suggested “Ju-bilee Footpath” surrounding the town. The path could embrace a Kennet river crossing.

ROTARY RAISES £2041 FOR CHARITY Hungerford Rotary Club raised £2041 for charity and polio eradication funds at a supper provided by The Plume of Feathers in The Corn Exchange on Friday. 126 guests were entertained with West End songs. HUNGERFORD COACH PARK DISCUSSIONHungerford Town Council’s highways and transport committee’s has discussed a coach park in Charnham Street. The park would be at the current bus stop oppo-site The Sun Inn and would involve several extra park-ing spaces, the mayor, Cr Martin Crane said. The meet-ing also heard of a proposal for a coach park at Cobbs Farm and feeling was that if Cobbs wished to develop a coach park, they could consider it.

STATION PRECINCTS PROGRESSDELAYEDTwo over-riding factors appear to be delaying progress of Hungerford’s railway station precincts development.These factors were again aired at a recent meeting of Hungerford Town Council’s highways and transport committee.Firstly, the council needs a decision from Network Rail on the station boundaries and “ransom strip” alleged to be hindering progress.Secondly the council needs assurance that the rail ser-vice will be maintained when tenders for the service are sought next March.The meeting was told there was no guarantee that rail traffic would continue to expand if the service was re-duced to a “shuttle service” from Newbury when elec-trification of the line between Paddington and Newbury was implemented.A special council committee was to meet on Wednesday to discuss the rail service. Delegates from Hungerford, Kintbury and Bedwyn were mentioned but there was no mention of Marlborough from where there is under-stood to be concern from people who use Bedwyn and Hungerford railway stations in preference to Swindon.

“MORE POSITIVE HOUSING APPROACH”Hungerford Town Council was looking to a more positive approach to housing development within the town, the mayor Cr Martin Crane told the last council highways and transport committee meeting. He said there were areas within the town that could contain housing and moves were under way to appoint a pro-fessional consultant. He said overall involvement in a local development plan would be too costly for the council.

11/1/13CCTV PROMPTS DRUG CHARGESFour drug related charges had arisen from a CCTV spotting in Hungerford on New Year’s Day, Hunger-ford’s mayor Cr Martin Crane told the last council meeting. He said that as far as he was aware, it was the first time in several years that CCTV had caught anyone.
