TSGLI Program Background• Congressionally mandated insurance program effective 1

December 05– Department of Veterans Affairs is proponent agency providing

guidance to all Services (Purple)– Each branch of Service administers their own program– Traumatically injured Soldiers provided short-term financial support – Non-option bundled with Servicemembers’ Group Life Insurance

(SGLI)– Program falls under U.S. Army Human Resources Command, The

Adjutant General Directorate, U.S. Army Physical Disability Agency

• Awarded through claims process– Soldier initiates claim which is adjudicated by Army TSGLI office and

paid by OSGLI (Prudential)– One-time payouts range from $25,000-$100,000 per event

depending on injury– Reconsideration and appeal is possible– Free financial counseling is available through Financial Point

TSGLI Eligibility – Two Programs

RETROACTIVERelated to combat zones

PROSPECTIVEAny time, anywhere

7 October 2001 – 30 November 2005

1 December 2005 – Forward

Qualifying traumatic injury must occur while on orders in a Combat Zone Tax Exclusion (CZTE) area

Soldier does not have to be currently serving in Army

SGLI coverage not necessary

Qualifying traumatic injury can occur under any circumstances—doesn’t have to be combat-related

Traumatic injury does NOT have to occur while on orders

Soldier must have SGLI coverage

Qualifying Traumatic Injuries or Losses

Burns

Other traumatic injuries resulting in loss of Activities of Daily Living (ADL’s)

A loss of ADL’s means complete dependence on another person for: dressing, bathing, toileting, transference, continence, and eating

Brain Injury or Coma

Paralysis

Loss of Sight, Speech or Hearing

Purpose of the Ambassador Program

with a desire to educate Soldiers and Families about the TSGLI program, increasing eligible claims

using a high level, proactive outreach method

What Every Ambassador Needs to Know

• Ambassador roles and duties Volunteer Status – Everything you do on behalf of TSGLI is on a volunteer basis; therefore, you are not able to charge for your services Spread the word – TSGLI is a very important benefit that every Soldier with SGLI has Helping Soldiers – Understand what TSGLI is through your knowledge and the

tool kits provided to you. Assist Soldiers and their Families through the claim process when needed

• Event participation Local Events – Identifying and attending these events to reach the Soldier

community. Briefings – this could be during Soldier Training, Formations, or another avenue you are able to identify Medical Professionals – Military Treatment Facilities (MTFs) across the country

are staffed with people that need to know about TSGLI! Briefings to Medical Professionals require a medical background along with an in depth knowledge of the program guidance

Sharing the TSGLI Message Effectively

• Confidentiality is Key!– When the TSGLI Program Office sends along a servicemembers’

information, it is solely for the purpose of assisting that servicemember with their claim

– At no point should the fact that they are filing for TSGLI or any information regarding their claim be discussed with anyone

• Keep in mind the mentality of your audience– High level educational approach is best for Soldiers

– More of a focus on eligibility for injured Soldiers

• Tact and sensitivity are important under any circumstance

• Keep your liabilities at a minimum– Never promise payment
