SUMMARY

The Town of Jackson and Jackson Hole Public Art announce a request for qualifications for the fabrication and installation of a site-specific work, or series of works for the 5-WAY intersection. Qualification packages are due on February 6, 2014. One to three artists will be selected to visit the site, interview with the Selection Panel and receive a $1,200 stipend to prepare a site-specific conceptual design. From the group of finalists, one artist or artist team will be awarded $1,400 to refine their conceptual design, conduct a feasibility study that includes a detailed budget, realistic timeline and initial engineering review. Once the Mayor and Town

Council approve the refined concept, budget and timeline, the artist will be awarded $190,000 to install a public art program at the earliest by October 2014 and the latest by May 2015. Jackson Hole Public Art will oversee the artist selection, design and fabrication process.

JACKSON HOLE

Jackson Hole, defined as the valley surrounding the Town of Jackson, sits at the gateway to two of the nation’s greatest national parks: Grand Teton and Yellowstone. As such, downtown Jackson is a hub for visitors traveling to and from the Parks, as well as those en route to the recreational area in Teton Village. As the top tourism destination in the region, Jackson Hole serves many as an introduction to Wyoming and the currents coursing through this layered state. Originally, the valley was home to rugged homesteaders who braved the brutal winters to carve out an independent, self-sufficient life for themselves. For decades, the Tetons have lured transplants keen to embrace nature and the outdoor lifestyle: athletes, adventurers, conservationists, scientists, educators, and artists, among others. Living immersed in nature makes every valley resident a conservationist to some degree: care for the environment and wildlife informs many of the civic conversations in Jackson. Everyone feels connected to nature, from the extreme athletes who push themselves in the burly backcountry to the retired residents who value long walks in quiet forests and daily wildlife sightings. Embracing a full spectrum of society – from wealthy second-homeowners to the iconic ski bum keen to play outside – Jackson Hole holds the hearts of everyone who stays here, whether for a weekend or a lifetime.

ARTWORK LOCATION/CONTEXT

Highway 89 is the main thoroughfare through our community. There is only one other north/south access road through the Town of Jackson. The 5-WAY intersection is a gateway to the down-town-commercial district. An average of over 30,000 vehicles per day flow through this intersection. It is a transition area where vehicles are leaving the auto core and entering the “pedestrian friendly” heart of downtown. Businesses along the corridor include national chains, locally-owned businesses and several properties ripe for redevelopment. The land along this stretch of the road is owned by some of Jackson’s oldest families and an American Indian Tribe.

The 5-WAY intersection is congested and non-conducive for pedestrians to navigate. The Wyoming Department of Transportation (WYDOT) has recently completed a remodel of the intersection. The Town of Jackson is building new sidewalks that connect east and west portions of downtown. The Pathways Department is constructing new separated bike lanes along the Highway that funnel right into the intersection. In the past, pedestrian activity has not been actively encouraged in this area, but with the redesign by WYDOT and the new sidewalk and bike lanes, there is potential to expand the walkable portion of our downtown to include the 5-WAY and west end of Town.

Despite the Highway’s historical association with vehicle traffic, the 5-WAY lies in close proximity to nature, as is true of all man-made elements in Jackson Hole. Karns Meadows, a recently reclaimed open space, sits directly south of the 5-WAY as part of the Natural Scenic Overlay. The meadow is home to wintering moose, deer and fox populations. Flat Creek crosses under the Highway before it flows into the meadow physically marking the entrance to the 5-WAY intersection and the Town.

PROJECT DESCRIPTION

The 5-way intersection was designed to move traffic through Town, yet there is a strong community desire to slow traffic at this precise point to increase pedestrian safety and support alternative transportation. This is the main entrance to our town and a prime location to properly welcome visitors to Jackson Hole. Public art in this location should reflect a poignant aspect(s) of our Jackson Hole that contributes to our identity and creates a memorable landmark.

Flat Creek Bridge signals the transition from the auto-oriented zone to a pedestrian zone. Cycle tracks along West Broadway tie directly into the 5-WAY. When you arrive at the Flat Creek Bridge heading north, the cycle tracks change from a separate cycle track and pedestrian sidewalk into an on-street bike lane and sidewalk. Public art can be used to visually announce this transition and to welcome and encourage pedestrian use with the addition of artist made street furniture and amenities.

The Wyoming Department of Transportation right-of-way extends into the pedestrian spaces on most of the length of this project (see Broadway Plan Sheets PDF). Artists should keep in mind that obtaining right-of-way encroachments with WYDOT may take additional time and art that impedes traffic sight lines, decreases sidewalk width, reduces parking, or is not ADA accessible will not be permitted.

The complete street redesign includes standard “Acorn” and “Shepard’s Hook” streetlights, tree grates and a 4’ wide paver section that runs adjacent to the sidewalks.

SITE SCENARIOS

In this section we will walk you through the 5-WAY starting on the south side of the street beginning at Flat Creek Bridge heading east. We understand the bridge will likely be rebuilt in the next 5-7 years and it is thus not included as part of this project. The purpose of these descriptions is to highlight opportunities and challenges.

Vehicles heading northeast into Town across Flat Creek Bridge are moving at a slower pace and encounter fewer visual distractions than vehicles traveling from Town heading southwest through the 5-WAY down Highway 89. The corners are vitally important to this project. The highlights of this project are the highly visible, multiple sites that will be seen by thousands of daily vehicles and the increased pedestrian traffic that is expected to result from the new sidewalks and bike lanes.

It is important to note that subsurface infrastructure is under many of these locations. The properties will be surveyed to locate underground electrical, water and other utility facilities.

Guidelines for Artwork within WyDOT Right-of-Way

• No commercial advertising, animation or flashing lights.• No other devices that could distract motorists.• If illuminated, shall cause no glare for motorists.• Artwork can’t resemble official highway signs.

Guidelines for Community Welcome Signs (While these guidelines are specific for signs, they may be helpful when considering size, location of artwork)

• Located outside clear zones, as close as possible to R/W line.• If outside the R/W line must meet outdoor advertising requirements.• Integral part of local landscaping theme.• Maximum size w/in R/W is 75 square feet.• Maximum size outside R/W is 600 square feet.

Homestead Plaza includes the Dollar Tree, Staples and Hoback Sports businesses. The southwest entrance is adjacent to Flat Creek and includes a site where a tall welcoming vertical installation could be located as long as the artwork does not obscure the traffic and advertising signage at the entrance to the Plaza. Mature pine trees line the sidewalk of the Plaza. The other end of the Plaza includes a small “Welcome to Jackson” sign that also hosts banners advertising community events. The mature pine tree farthest east could be removed to increase visibility of this site. An interpretive or interactive information kiosk would be welcomed here.

Crossing Flat Creek Drive to Bubbas restaurant, this property has sidewalks, retaining walls, mature trees and some landscaping. The Bubbas owner will likely be adding an outdoor deck so any art in this location will need to work around a deck and may need to be sited in the WYDOT right-of-way.

The next street crossing is Pearl Street. This is a difficult crossing area and enhancing the crosswalk visually would be beneficial. The next two properties on Broadway include the Jackson Hole White Water building, a former gas station, and the Jackson Hole Lodge that includes an outdoor pool area under renovation.

There is a narrow paved point of land with traffic boxes bordered by Pearl Street and Broadway that could include large-scale portable planters and pedestrian seating or a vertical element. Maintaining traffic site-lines is a concern in this area. Since this location is prime for redevelopment a portable or temporary solution would work well.

From the Jackson Hole Lodge all the way to the Jackson Street intersection the rest of this side of Broadway has very little public or private room to work with. The consistent design element in this section is a raised cement curb that could host thin vertical fence-like structures, running parallel to the sidewalk designed to shield the pedestrians from parked cars.

Crossing Broadway to walk south on the north side of the street the first feature where there is an opportunity for public art is the Town of Jackson owned pocket park in front of a restaurant and insurance agency. There may be an opportunity to integrate stand-alone artwork or artist-designed seating in this location as well as provide continuity with other sites.

The next property includes a Loaf N Jug, and McPhail’s restaurant. There is a good-sized green space in front of the convenience store and it is desirable that this location include landscape ele-ments similar to the Town’s pocket park in order to add continuity between the green spaces in this section of Broadway. The same opportunities are available in the form of stand-alone artwork or pedestrian amenities.

The rest of the length of Broadway is tight on space. Businesses include: Jackson Hole Real Es-tate, Sporty Authority, Ace Hardware, Orvis, Rocky Mountain Hardware and a Wendy’s. At least two properties are currently not leased in this area. The same raised concrete curb exists sepa-rating the sidewalk from the parking area in front of Sports Authority. WYDOT may give right-of-way encroachment agreements for vertical elements in this stretch of roadway. Parking spaces are con-strained in the entire stretch of the roadway and businesses do not want to lose any of their existing parking spaces.

LANDSCAPING

The Town owns one pocket park adjacent to the Loaf N Jug property. Both the Town pocket park and the Loaf N Jug green spaces could be visually connected by integrating the design of the exist-ing landscape plan for the Town into the private property, creating the look and feel of a more con-tiguous pocket park. There may be opportunities for the artist to work with the landscaping team to integrate their artwork or functional pedestrian amenities into both of these parks.

PROJECT GOALS

Public art will need to accomplish multiple goals including but not limited to:

- Create a welcoming gateway to announce the entrance into the “heart” of the Town.- Communicate an identity with simple iconic features.- Increase safety and slow traffic by announcing the transition from auto to pedestrian zone. - Provide amenities for pedestrians and alternative transportation users.- Increase connectivity to existing transportation infrastructure.- Declare community values and character inspired by our western, environmental and recreational heritage.- Soften the vast amount of concrete and manmade structures.- Contribute to way-finding and information.

The Public Art should not do any of the following:

- Impair sight lines of vehicles using the area.- Obscure business signs.- Decrease the number of parking spaces available.- Hinder snow removal or drainage.- Create maintenance needs that cannot be overseen on an annual basis by the Public Works or Parks and Recreation Departments.- Permanent street treatments will likely not be considered in this project due to snow accumulation.

MEDIA/STYLE/SIZE

The artwork must be made of durable, permanent, media that is safe and requires little to no maintenance. Artwork should be site-specific and properly scaled to its surroundings. Artwork should be visually integrated into the overall design of the streetscape. The artist should also recognize the extreme nature of the weather in Jackson Hole. This location will be subject to persistent winds, strong sun and long winters (typically November through April) with over 6 feet of snow annually. Therefore, installations should not pose a significant obstacle for snow removal and be able to handle some snow loading and spray from plows.

Due to the space constraints, potential redevelopment of sites by private landowners and in WYDOT right-of-ways, it is likely that the artwork will need to be vertically oriented. There may be opportunities to integrate street furniture into privately owned properties where easements have been granted to the Town and into the Town-owned pocket park.

ARTIST ELIGIBILITY

• Artists must demonstrate prior experience working on public art projects of similar scale and budget.• Artists familiar with ADA requirements and experience working with Departments of Transportation are preferred.• Artists living within the United States are invited to apply.• Artist teams including fine-arts professionals, architects and landscape architects are encouraged to apply.• Artist teams that include one local or regional artist may be given preference.

SELECTION PROCESS

Jackson Hole Public Art will appoint a Selection Panel made up of no more than 9 project stakeholders. The Town of Jackson’s Public Art Task Force will review the findings of the Panel at each phase of the project. Jackson Hole Public Art reserves the right to alter the make-up of the Panel or re-issue this RFQ. The Public Art Task Force may recommend non-funding if they do not receive proposals that meet the goals of the project.

The selection process has four phases.

Phase One: The Selection Panel and the Public Art Task Force will identify the top most qualified applicants based on the selection criteria listed below. From this pool of submissions, one to three finalists will be selected.

Phase Two: One to three finalists will each receive a $1,200 honorarium to participate in a site visit and to develop a conceptual proposal. Artists will enter into conceptual design contracts with the Town of Jackson. Finalists will tour the site where they will have an opportunity to ask detailed questions and participate in discussions with the public, project stakeholders, Selection Panel and Public Art Task Force.

Phase Three: The Selection Panel and Public Art Task Force will recommend one finalist for approval by the Town of Jackson and upon approval the finalist will be paid $1,400 to conduct a feasibility study, to fine-tune the project concept, budget and conduct initial engineering review, bringing the project design to near completion.

Phase Four: The Selection Panel and the Public Art Task Force will review the feasibility study and make a recommendation to the Town of Jackson. Upon approval, the finalist will enter into a commission agreement with the Town of Jackson.

PROJECT BUDGET

The budget available for use is $190,000. The honorarium supports: design (including refinement of design based on stakeholder input), fabrication, materials, engineering review, shipping, contract labor, installation, insurance, travel expenses necessary to complete the project, final documentation, and any incidental expenses.

The 5-WAY project is funded through private donations to Jackson Hole Public Art. Jackson Hole Public Art is a 501(c)(3), not-for-profit organization. The artwork will be owned, insured and maintained by the Town of Jackson. There are no funds available to support project overruns, the artist is responsible for delivering the proposed artwork within the budget and should build their budget accordingly.

SELECTION CRITERIA

Up to three finalists will be invited to submit conceptual designs based on their past experience and qualifications; their flexibility and creativity in approaching the site, their ability to work with the project stakeholders; and their capacity to evolve a significant and well-integrated solution. The Panel and the Public Art Task Force will refer to the criteria listed below in the evaluation process and in making recommendations to the Mayor and Town Council.

We are looking for a permanent solution for the public art program in the 5-WAY; however, artists are encouraged to consider small-scale, low-budget temporary installations to test ideas and locations.

Experience (50%)

• Artistic merit, originality, and creativity as evidenced by prior artwork. • Professional experience delivering projects of similar scale, scope and budget.• Demonstrated ability to undertake the design, creation and installation of the artwork within the timeline.• Artwork that requires little to no maintenance. • Artistic style that is complimentary of community values.• Prior experience designing and installing public art in department of transportation corridors.• Ability to meet ADA requirements.

Design Thinking (50%)

• Demonstrated responsiveness and understanding of the goals specified in the RFQ.• Demonstrated ability to work with the community and the project stakeholders to evolve a design that reflects community values.• Ability to evolve a timeless design that appeals to a diverse audience.• Appropriateness of materials, style, scale and concepts in relation to the Town of Jackson.

Jackson Hole Public Art and the Town of Jackson each reserve the right to accept or reject any or all proposals; to accept the proposal deemed to be in our best interest or to decide not to fund the project.

CONTRACT REQUIREMENTS

This project is privately funded. Jackson Hole Public Art reserves the right to re-issue this call, alter the selection panel or recommend non-funding should we deem these actions necessary.

The spaces appropriate for installations within this area are extremely limited; artists should note that we are currently working with landowners to secure easements.

Right-of-way encroachments with the Wyoming Department of Transportation may be required and could add to the project timeline. The artist should be prepared for the additional time needed for WYDOT to review proposals and be prepared to revise their concept within the established budget where WYDOT does not approve their proposal. Jackson Hole Public Art will assist the artists in this process to achieve the best possible results.

Exact locations where artwork can be installed will be determined before artists enter into conceptual design agreements.

The selected artist or artist team will enter into a contract with the Town of Jackson. The contract will require that the selected team carry Commercial General Liability Insurance and an All-Risk Construction Insurance Policy naming Jackson Hole Public Art and the Town of Jackson as an additional insured during the project, and for a period of one year thereafter. The artist must comply with Wyoming law with respect to workers compensation insurance and carry automobile insurance policy. The artist is responsible for providing engineering review and approval of approved design and construction drawings. The artist will be required to submit the construction drawings to the Town of Jackson for review.

PROPOSAL REQUIREMENTS

Jackson Hole Public Art will use Western States Arts Federation CaFÉ site to manage this opportu-nity. There is no cost to register your profile and you can update it at anytime. To register, visit www.callforentry.org. CaFÉ provides artists with an easy-to-use system to create a profile with contact in-formation, to upload digital images of their artwork, and to apply to a number of open calls for entry at one time.

Please label your attachments with your name, not the name of the project. For example: Smith.Tom_Reference1.pdf

Letter of Interest: The letter should articulate the artist’s interest in this project in particular. The artist should describe how his/her work, process, and experience relate to this project. The artist should explain how the artist will engage the community to create a program that exemplifies local values, is timeless in nature and will appeal to diverse audiences. Please limit the letter to 500 words or less.

Resume: A two-page (maximum) current, professional resume. Artist teams should submit resumes for each team member compiled into one document with no more than two pages per team member.

References: Please submit up to 5 current references. Check your contact’s information to make sure it is up-to-date. Please make sure you include the reference’s name, phone, alternate phone, email, title and one sentence describing your professional association.

Images of Work: Please provide up to 6 images of previous site-specific art in public places that relate to this opportunity. Conceptual renderings will not be accepted as samples of work; please submit only actual work that has been designed, fabricated and installed. Submit JPEG format, 1920 pixels maximum on the longest size, 72 dpi, and with compression settings result-ing in the best image quality where the file size remains under 2MB.

Please note: because we are working with a volunteer selection panel, we may limit the number of applications accepted through the CaFÉ website. The exact number will be listed on the first page of the call description. This may result in the application process filling up before the announced deadline. CaFÉ does not notify artists as the available number of application spots fill up. If you are starting an application close to the submission deadline, we suggest you contact Carrie Geraci be-fore you proceed to determine if the opportunity has reached capacity.
