Test Valley Borough Council News

On Monday 18 March, Test Valley Borough Council launched

its garden waste collection service 2013/14.For £27.50 per year, residents can have their weeds, leaves, prunings, small branches and grass and hedge cuttings collected. And if they sign up between 18 March and 15 April 2013, they’ll pay just £24.

Anyone not wishing to commit to a full year can sign up for six months from 11 November 2013, at a cost of £15.50. Residents in receipt of council tax support - excluding single person discount - will pay £15.50 for a 12 month subscription.

which can hold up to 20kg of garden waste. A sack costs £1 per subscription but if residents have signed up for the service previously and their bag is still in good condition, they can continue to use it. Only one sack will be collected per subscription.

Collections for the 2013/14 service will start from Monday 13 May 2013. Current subscriptions expire on 12 May 2013. Those wishing to continue to benefit from the service will need to renew their subscription.

The work will help improve access to sunlight for butterflies and bees, provide shelter and increase the variety of food available to the insects in the park.

Portfolio Holder for Community and Leisure, Councillor Tony Ward, said: “We are incredibly grateful to the staff from Simplyhealth who chose to dedicate their time to help us to prepare the garden for spring.”

Once again it was panto time in Broughton, and the

talented Broughton players delighted their audiences with a performance of Little Red Riding Hood. High levels of audience participation showed just how well-versed the village is in panto responses. This resulted in very lively evenings for all.

This year the path to success was not always smooth, as the stage manager broke his leg. The chosen script seemed, at times, to lack flow and sparkle; the battle between the good and the bad, wolf and fairy, suffered as a result. There were unusual features, two romantic couples, and less slapstick comedy for the dame.

Despite all this, the production was a big hit due to some delightful performances. The all important wolf was robustly acted by Tim Evans. He was clearly enjoying every minute of his evil plotting, and easily established the love/hate relationship with the audience which all successful panto baddies must have. Much of the evening’s comedy lay with the three little pigs; played by Mike Moore, Kerry Darker, and Nigel Ottley. As the wolf’s reluctant assistants they were, of course, completely incompetent. Wonderfully costumed, and hugely likeable, they kept the audience laughing throughout. Jack

and Jill, Islay Crispin and Nicola Mawhinney, played an appealing couple who also built a good rapport with the audience. A lively cameo performance from Nick Jones provided an unusual, but delightful, Grandma. The woodcutter, Neil Sheppard, egged on by his friends in the audience, was hilarious; surprisingly he was able to make believable his pursuit of Dame Robin Hood. Dame Hood was played by Garry Collins as a very imposing figure, with a fine falsetto voice for all the singing required. A confident young actress, Laura Mabey, provided us with an attractive leading lady, and Sarah Royle played Billie who fell so swiftly in love with her.

All went very smoothly as attractive scenes were swiftly changed. Congratulations to all back stage, especially to Richard Targett, who took over as stage manager at the last minute.

Last, but very importantly, we must recognise the Director’s inspired choice to have wandering minstrels providing musical accompaniment so essential to panto. How fortunate also that the village has such talented musicians to call upon. It worked so well, and seemed so appropriate in this context. David Evans and Stuart Robertson strolled on and off, playing their range of instruments, seeming completely at home in this very different setting for their impressive skills.

So a good time was had by all, a shot of laughter and fun very welcome at the end of a long winter. Our thanks to all those who contributed.

Frequently Asked Questions Here’s a selection of frequently asked questions especially for you sceptics (you know who you are). 1. When you say ‘carpet’ what do you mean? We mean average size areas, say 10x12ft ish. But we don’t quibble if the areas are a little larger - it’s all done on fairness really. 2. Do you move furniture? Our pricing policy reflects the time it takes to clean working around furniture, rather than moving it. That said, we are for example, happy to move your three piece suite backwards and forwards cleaning under it and replacing it back into position. What we don’t price into the job at these discount prices is moving large pieces of furniture like bookcases, sideboards or wardrobes. Similarly we are not insured to move electrical items, in particular flat-screen tvs. Again we apply common sense and fairness to the situation and inevitable we do end up moving some furniture around, even at these discount prices. 3. Are there any ‘hidden’ extra costs? The prices quoted above are fully-inclusive and are the actual prices you will pay.

2013 is promising to be her most exciting year to date for local artist Bridget

Dumper. She is currently showing her sculptures in our very own local Gallery, Rum’s Eg, 27 Bell Street, Romsey SO51 8GY. The Gallery is a great addition to the town and is really appreciated by artists, craftspeople, art lovers and anyone looking to browse for an interesting item or gift.

Bridget was delighted when Nickie Bailey (one of Rum’s Eg art curators) introduced her work to the Director of the Gallery, Siriol Sherlock, who agreed to install a selection of Bridget’s sculptures. The gallery also has a café that serves hot drinks and home-made cakes

and is predicted to become a popular meeting place in the town.

Bridget also has been invited to run one day workshops at the lovely Stansted House, Rowlands Castle, Hampshire, and is also working on a prestigious private commission in the beautiful Green Opal stone from Zimbabwe.

In addition to all of this, she has also committed to all her usual exhibiting locations including the Mall Galleries, London, Five Arrows Gallery, Exbury and the sculpture trail, Beaulieu (see her website for details of all her exhibitions www.bridgetdumper.co.uk).

New Fresh ProduceMarket, Weyhill - Andover

A new local fresh produce market has started in Weyhill on Wednesdays

at the Fairground Craft & Design Centre from 10am to 2pm.

The market, which will be held on the first and third Wednesday of each month, aims to allow the public to meet and purchase from the growers and producers directly. Organiser Mrs Sue Jones said, “At a time when every day seems to bring a new adulterated food scandal to light, people need to be able to know where their food is coming from. All of the stalls at the new fresh produce market come from a 20

mile radius of Weyhill, making it both environmentally friendly in reducing food miles and also a trustworthy source of quality food.” All stallholders are small scale producers, some bringing their produce to market for the first time, so this is very much an enterprise in keeping with the ethos of the Fairground which aims to support small local rural businesses. Parking at the Fairground Craft & Design Centre is free and the craft studios, Gallery and Tearooms will also be open.

Every Friday morning between 9.30 and 10.45 the mobile Library can

be found parked outside St Peters Church in Stockbridge. We provide a friendly service and a pleasant meeting place to catch up with others. As well as fiction and non fiction books you can come along and borrow from a wide range of large print and talking books – tapes and CDs - and if we don’t have titles you want we will order them from one of our 54 libraries in Hampshire and bring them along for you. We don’t charge any fines for late returns and are happy to take books off you that you have borrowed from other Hampshire Libraries.

Reading is such a great way to keep the mind healthy and so important for the development of young minds too, and we have a lovely array of children’s books including talking books. Children always enjoy a trip

The artists at Project Workshops are busy planning their next

exhibition scheduled for the weekend 27th and 28th April 2013 from 10am to 5pm entry is absolutely free!

New this year will be the opportunity to visit internationally renowned painter Lesley Thiel in her studio and find out how she paints her fabulous equestrian studies. Lesley, who joined Project Workshops in February, specialises in painting conveying the dynamic energy and passion of horses for private and public collection all around the world. New also is Jennie Gilbert’s new range of porcelain tableware which she has been researching and developing

onto our mobile libraries; a great environment for them to choose a book or just sit and have a read.

We are always keen to make sure everyone in the community has access to books so if you find it difficult to get to the mobile we can choose books for you and pass onto a Home Library Service Volunteer who will bring them to you or a Good Neighbour who is willing to collect them on your behalf.

Sculptor Amy Goodman will be putting the final touches to the life size Angel which she has been commissioned to make for the University of Winchester. The winged figure will be cast in bronze at the Talos Art

Foundry later in the year and installed at the University to welcome students from all over the world.

The Strange Case of Dr Jekyll and Mr Hyde

Broughton Primary school had an Ofsted inspection in February

2013 and the lead inspector categorised the school as “good” in all areas inspected. Despite our

small numbers (between 70 and 80 children) we run four classes full time and are well staffed to ensure low adult to pupil ratios. Our on-site pre-school (rated as Outstanding by Ofsted) ensures there is a seamless transition into the main school. We don’t hold open days because we feel a personalised visit helps us to show prospective parents the excellent facilities and personalised learning experience that we offer.

It’s little over a year since Pencils and What-not published their first book,

‘Writing and What-not – A miscellany’. Their second book, ‘Journeys and What-not’ was launched on Wednesday 13th March at the Winchester Discovery Centre.

Honey bees in declineA

few months ago I was the fortunate recipient of a business start- up grant from Test Valley Borough Council for my pest control business (Constant Pest Control Services). The grant was gratefully

received and gave the business, which had been started on a miniscule budget, a much needed cash flow boost. TVBC proved most approachable and have been immensely helpful in terms of putting me in touch with other organisations. Of particular mutual interest and concern is the much publicized plight of our honey bees – and how pest controllers are well placed to play their part in bee conservation, both in educating the public and in providing an environment where bees can thrive. I hope to do both and in this respect work closely with the Andover Swarm Liaison Officer, John Haverson, to whom I am greatly indebted for his patience, wisdom and help on many occasions.

Bee conservation can be an emotive subject and the truth is that fact and strong opinion are mixed as freely in bee-keeping circles as in any gathering of politicians whilst interested parties grapple with the arguments. There is little doubt that both conventional and natural beekeepers have wisdom to share and probably blame, to apportion, in so far as fostering colony survival is concerned. Many conventional bee-keepers would have it that unless a colony is properly and thoroughly managed it is unlikely to last more than three years. Natural beekeepers agree that some management is necessary, but that it should be minimal and chemical free and that bees should be allowed to manage themselves to achieve sustainability. They have a track record in this after all! This system is a low input low output, lower risk, extensive operation.

As yet I have not heard of any meaningful study to compare the two approaches side by side, but as a pest controller I frequently hear of bee colonies thriving for many years (65 years in one instance) in the same place totally free from interference by man. It is hard not to conclude that notwithstanding “outside” negative influences (eg poisonous agricultural chemicals) somehow therein is the key to their survival. Doubtless these same bees have managed to cope with varroa mite burdens which are the cause of virus infections, and one of the main contributory factors attributed to the decline of the honey bee. As any virologist would agree stress can be a major predisposing factor to a viral outbreak and I have little doubt that any intrusion by man – particularly in a bee colony’s brood nest will cause it stress. Various strains of bee tend to show a greater or lesser ability to forage in inclement weather, and it is said that the native British bee, before it was bred with imported races, was best adapted to our climate. Queen bees are still imported to “enhance” bee stocks and as with so many introductions of non-native species one cannot help but wonder whether we fully know what we do.

Nowhere do the arguments rage more fiercely at present than in the controversial use of "neonicotinoid" pesticides by agriculture. Some countries in the EU recognize that we must take action to save bees immediately. To protect bee

populations, the European Union as a whole is trying to ban the use of three of these pesticides on certain crops. But the UK, far from taking the lead in saving bees, is trying to block this legislation. Wild and domestic bees are essential to agriculture and natural ecosystems, and not just for honey. Their pollinating services are vital; in fact, a third of the UK’s food supply depends on them. To neglect their protection isn't just unethical -- it's downright illogical.

Meanwhile the poor old bee continues to suffer. We humans are past masters at blaming anyone or anything but ourselves when things go wrong, and the truth is many hived colonies probably fail (usually during winter) through our own incompetence, perhaps despite protestations to the contrary. Beekeepers fortunately have the wherewithal to subdivide colonies and replace their losses, albeit at the expense of a honey crop. It is likely that a number also fail in the “wild” state as one might expect, but to what extent this occurs is currently impossible to ascertain.

The general public also has a part to play in supporting the honeybee. Like every organism on earth its life purpose is to reproduce and spread its genes. For the honeybee, this means swarming. However, through ignorance, fear and greed, mankind has sought to prevent, control and manipulate this natural process.

We pest controllers and beekeepers should be assisting, educating and reassuring the public as well as helping bees in swarm situations. The public needs to be aware and considerate of the needs of this essential insect super organism. As a pest controller, I am pleased to say that it is almost always the express wish of members of the public with a bee problem for me to remove the offending swarm by non-lethal means.

I will always try to collect a swarm (when a colony has divided itself in order to reproduce) as soon as possible. The main swarming season is usually from mid to late April through to July and swarms generally set out to find a new home on a warm sunny day On one memorable day last year, John Haverson and I were dealing with a tricky swarm hanging from a chimney on a flat roof and had just finished when a fresh swarm arrived and more or less landed on us. Once we had collected this and were in the process of packing up, yet another swarm arrived which too was successfully hived and relocated by John. To be surrounded by a swirling mass of bees for me is an intensely thrilling moment and to have the experience twice in quick succession was a rare treat; but I do appreciate that not everyone feels the same way about bees, and would prefer them to be out of the way. With a few weeks to go before this year's London Marathon,

some of you will be entering the final stages of training preparation. I admire anyone that enters the event and even more those that successfully complete it and not just because they are finishers but because of the months of hard slog they put in to get there. It’s not just the physical effort either, keeping motivated, staying focused and avoiding injury is all part of the mix towards achieving your goal.

As training reaches its final stages, mileage and intensity increases, as does the anxiety that a niggle may become an injury. We are all used to living

with the odd niggle here and there but when does a niggle become an injury? And what should we do about it?

Niggles are often unpredictable, they come and they go. Perhaps an ache first thing in the morning, some tightness during a run or soreness afterwards. Either way, they are often self-limiting and can be self managed without too much trouble. Whether training for a marathon or running just a few miles a week for fitness, there’s good advice that applies to all when a niggle becomes an injury. If affected by an injury, runners should take all the usual precautions, reassess their schedule with a view to reducing mileage, use ice therapy, stretch, massage,

and maybe consider the use of pain medication (if appropriate). A word of caution though, the over-use of Non Steroidal Anti Inflammatory Drugs (e.g. Ibuprofen), over exertion and dehydration can be stressful on the kidneys, so seek further medical advice if you are concerned about this.

The next bit of advice is the dreaded, most feared and disruptive – rest! Nothing is guaranteed to disrupt the schedule more than unplanned prolonged rest. Regular ‘normal’ rest is an integral part of the training routine; it gives the body time to recover and adapt, helps prevent overuse injuries and prevent mental burnout. As you approach the event, an untreated injury may jeopardise your schedule or the event itself. If an injury is so painful as to stop you running, then seek professional help immediately. A qualified therapist, should be

able to diagnose your condition, treat it and provide you with a management plan to take you from pain to performance. The osteopathic approach, and the key to successful treatment, is to understand why the breakdown has occurred and to address those underlying issues, while at the same time treating the painful part and getting you back to training. Failing to address the underlying cause will hamper full recovery and may lead to future recurrent injuries. Good treatment will help you more than just function - it will lead to better performance. To all marathon runners, I salute you!

There is something special about the power and presence of horses

in motion, as if they embody the very spirit of life itself. They can engage and fascinate even those who have no interest in owning or riding them. They have certainly inspired internationally renowned artist, Lesley Thiel. Her work, which is found in collections across the globe, has focussed primarily on the passion and strength of the horses as they rear, gallop and

contemporary portrait, rather than an equestrian artist. Her paintings of people have proved just as successful as those of equines. Two of her Horseguards series were shown recently in Singapore to mark the Queen's Jubilee. “My goal is always to capture an honest insight into my subject, be it human or animal. I try to do justice to their unique spirit. At the same time, I want to paint the moments of beauty in any situation, when light creates forms that reach into us and fill us with the joy of observing grace.”

Painting in oils, Lesley's style borrows from an eclectic mix of the old masters, and reflects the many hours she has spent studying their works. Despite their contemporary feel, her highly detailed and realistic paintings adhere to time-honoured principles honed by painters of the past. There are elements of the chiaroscuro of Caravaggio, in their drama and lighting, however, it is the use

spin across her canvases. Now she has taken a light-filled 700 square foot studio, at Project Workshops in Quarley, to further develop paintings in her unique and recognizable style.

The move to studio space at Project Workshops is a great development in Lesley's eyes. Standing in the middle of her sunlit work area she says: “It is a pleasure to be able to work in such a beautifully designed space, and to be in the company of a group of exceptionally talented creatives. It will allow me to develop new ideas and work on larger pieces. I look forward to welcoming visitors here, especially during the open studio weekend, at the end of April.”

Although many of her pieces feature horses as their subject, Lesley considers herself a

of the impressionist's vibrant, broken colour that makes her subjects appear to breathe and move.

Lesley, whose work is represented by Belgravia Gallery in Mayfair, began painting in 2003. Her art was soon to be found in reputable galleries. A sold out, one woman show in Marlow, Buckinghamshire followed within two years. Exhibitions at Terminal 5 Heathrow, Frost and Reed of St. James, Mall Galleries and Palace House have led to international recognition for her pieces.

Pupils at King’s Somborne School will have one very special memory of

the 2012 Olympics, following a visit to the school by paralympic star Adam Knott. 17 year old Hampshire born Adam was one of the 6 man GB goal ball team, along with his younger brother 15 year old David. Adam, dressed in his Olympic track suit, spoke to all the children in the school, before working with children in years 2-6 to give them a real taste of goal ball.

This sport, devised specifically for the partially or non -sighted is usually played before about 10 spectators and so playing at the Olympics in front of over seven thousand spectators was quite a challenge.

Thanking Adam for his talk Headteacher, Julie Way reminded the children that magical things do happen but only as a result of hard work. The children then had practical sessions with Adam,

our grounds to great effect to enhance learning. Thanks to the Big Lottery Fund, we are currently in the process of erecting a large, class sized polytunnel and more beds and borders within the school grounds so that children can grow their own fruit and

As all of our lunches are cooked on site from our own kitchen, we are hoping to use some of the things we grow for our lunches and sell the rest to our parents or at the local farmers’ market. Children have been enthusiastically taking part in our garden gang club and have grand plans for the polytunnel and all they can grow – it’s very exciting! For those of you that visited the school last summer during Open Gardens, you will have seen how many beds and borders we already have on our playground – we hope to fill these with fruits and vegetables and then use our newly built border for flowers. This builds on the excellent

work done a few years ago in establishing our wildlife garden by a group of enthusiastic and knowledgeable parents.

In the reality of today’s world our children are increasingly IT-savvy – perhaps more so than a lot of adults! iPods are one of the ways that we are encouraging and teaching children to record their learning by video and photos and our older children have begun their own blog. You can view the blog and find out what they’ve been up to at http://stockbridgec.wordpress.com (the ‘c’ stands for ‘Clatford’ – the name of their class). Children are commenting on each other’s work, sharing stories and posting photo and videos of their time at Stockbridge.

Of course, all of this IT learning must be underpinned with

teaching on how to keep yourself safe on the internet. Things like how to create a safe password, how to tell when a website is safe to use and advice on details that you should keep private will be key for our children to remain safe in an increasing online world. Caroline Nokes MP, visited the children during March to see how they were getting on with their progress towards the MakeIThappy project which teaches children to be safe online. Children explained their work to her and she was able to see how we have woven technology into our everyday learning. School is an exciting place to be!

who explained that as this is a sport for the unsighted or partially sighted, the ball used has a bell inside, making it a sport that has to be played and watched in silence so that the players can HEAR the ball. As an introduction the children practised leading a blindfolded partner around the room to experience what it is like to be partially sighted and also to appreciate the need to have complete trust in one’s team mates. In teams, the children then played goalball, demonstrating great skill in rolling the ball to their opposing team with the only sound in the school hall being the tinkling of bells! Another skill required,

which was practised, was that of stretching the body in order to achieve as long a stretch as possible, so at times the hall was a sea of tautly stretched bodies! Finally, Adam made the children aware of the 3 elements of goal ball – namely throwing, defending and listening to the ball! Watching the children it was clear that they thoroughly enjoyed every minute of it and the experience guaranteed that these children will have a very special and personal memory of the events of 2012.

Our theme was Time last half term. The children have been enjoying

making clocks, talking about numbers, our daily routines and what times we do things. The children delight in our trips to the park and love playing in the large field outside. We already have some young football stars who enjoy trying to score goals.

Our little ones really enjoy seeing the older children playing during break times and loved watching the older children on the tennis courts

recently. The children from the school are always so kind and caring to the younger children which is fantastic to see.

Once again many thanks to Wherwell Playing fields committee who continually work with us to help with the smooth running of Pre-School.Our fundraising is still a vital

part so keep a look out for all our events and support us if you can.

King’s Somborne Village Hall The Village Hall is situated in the centre of the Village alongside the Recreation Ground. It has a Designated Premises Licence and a Performing Rights Society Licence. Goodworth Clatford Village Club The Village Club was purpose built in 1923. The club can cater for 100 people or 80 seated at tables. It began life as the Stockbridge Forum but over the years its popularity saw it expand to reach a larger audience until it became the Test Valley Forum.
