TERMS OF REFERENCE
Design Manager
Duty Station: Kabul, AfghanistanPosition title: Design Manager
(International)Classification: Service ProviderDuration: 6 months

General functions:
The successful candidate will be responsible and accountable for
developing Designs, supervision and capacity buildingof a team of
National Design Engineers. Upon completion of design phase, site
supervision and required designmodifications / as constructed
database will be required. The incumbent will work as an integral
part of the project team,which is lead by the IOM Program Manager
(PM), to perform the following duties:
1. Responsible for ensuring that all designs produced are in
accordance with the requirements for completeness,accuracy,
constructability, and compliance to seismic requirements of the
International Building Code (IBC) andNFPA101 life safety codes.
2. Assisting and coaching the national designers in designing
buildings that meets applicable codes andstandards, highly
resistant to earthquake motion while providing the best combination
of cost, constructionefficiency and system durability available in
Afghanistan.
3. Provide building systems that employ construction techniques
that are technically complete and correct withinthe established
design parameters.
4. Meet individual project budgets and schedules.5. Attend and
participate in design or pre-construction conferences and other
meetings with clients as necessary
to establish design parameters.6. Coordinate schedule of
drawings for contract documents.7. Prepare or assist in preparation
of construction administration phase documents.8. Provides expert
advice on the planning, design and implementation of new
construction and/or rehabilitation
and site improvements, and recommend effective course of action
to achieve the project objectives within time,budget, regulatory
and policy limitations, and in consideration of client needs.
9. Communicate and coordinate the design activities with the
project manager, construction department,administration department
and/or client as required.
10. Conducts periodic on-site observation of work during
construction to monitor compliance with plans.11. Perform other
duties as may be assigned by the PM.
Desirable Qualifications and skills:(Education, experience and
competencies)
Education:The Design Team Manager shall at a minimum have a
bachelors degree in architecture or civil engineering.
Essential experience and qualifications:
Have ten (10) years of experience in the design of multi-story
buildings and be a Licensed Architect or ProfessionalEngineer.
Experienced in managing a staff of design engineers. Experienced
in the planning, implementation and completion of building
projects.
