ARTICLES OF AGREEMENT
THIS AGREEMENT made between
PART-1: the United Nations Children’s Fund (UNICEF-IRAQ) (hereinafter called the “UNICEF”,
which expression shall include his or its heirs, personal representatives, successors and permitted
assigns)
PART-2: (hereinafter called the “Contractor” which expression
shall include his or its heirs, personal representatives, successors and permitted assigns).
WHEREAS the Contractor is desirous to execute the whole works in WASH facilities in 3Schools as
mentioned in the Bill of Quantities in Basra Governorate (hereinafter referred to as the “Site”) and
has caused Drawings with accompanying Technical Specifications and Breakdown of Quantities
showing and describing the materials, equipment, and labor to be prepared and supplied.
** Basra Directorate of Education; hereinafter referred to as the “Directorate”
THE FOLLOWING IS AGREED:-
1. UNICEF and the Contractor agreed that the contents of the Terms and Conditions of Contract,
Contract Drawings, Technical specifications and Breakdown of Quantities, together with this
Articles of Agreement form the Contract and to abide by submitting themselves to and discharge
the requirements therein.
2. For the consideration hereinafter mentioned the Contractor will comply with and subject to the
said Terms and Conditions of Contract supply all requirements, materials, and labor to construct
as shown upon the Contract Drawings and Specifications, to complete the works within the
program schedule of 60 calendar days (including mobilization period) from the date of
commencement as specified hereinafter, this Articles of Agreement and Terms and Conditions
of Contract subject to extension of time under the said Conditions of Contract.
3. The Contractor shall perform its obligations under this Contract with due diligence and efficiency
and in conformity with sound professional, administrative and financial practices. The work shall
include provision of materials, equipment, labours and any other requirement to complete the tasks
within the agreed standard and timely. Though not detailed in the Bill of Quantities, it is agreed
that the contractor will ensure provision of all required complimentary items such as potable water,
sand, gravel, cement, washers, bolts, nuts, screws, lubricant oils, hydraulic oils, grease, welding,
cutting, grinding, cleaning, scraping, etc. and qualified labourers.
4. The contractors shall ensure all the activities related to the above work in terms of supplies,
installation, fixtures, connections, overhauling, repair, maintenance, test and operation of all parts,
equipment and operational units are as per the enclosed Bills of Quantities and drawings.
5. UNICEF will withhold 10% of the contract value or value of the completed works whichever is
less as the Retention Amount. This amount will be released after 30 calendar days upon
satisfactory completion of the warranty (maintenance) period.
6. The work includes provision of materials, equipment, labors, sanitary works also structural and
electrical, the rehabilitation and buildings of the above projects complete in every part which is
detailed in the Bill of Quantities.
7. The Bill of Quantities indicates the maximum amount of work approved under this contract. The
value of contract is calculated based on the attached Bill of Quantities. The actual value of the
contract and the amount of payment will be calculated based on the actual quantity of work
completed under this contract and the applicable rates as specified in the Bill of Quantities. Any
work carried out in excess of the Bill of Quantities will not be paid unless such work has been
specifically authorized in writing by UNICEF.
8. The contractor shall appoint a Qualified Engineer with at least five years of professional
experience to supervise the implementation of work during the contract and the warranty period
on full time basis.
9. The contractor and his Engineer should work closely with the Supervising Engineer nominated
by the Directorate and UNICEF appointed Engineer/staff to supervise these works. (Supervisor
Engineer refers to counterpart official engineers/committees and UNICEF appointed
Engineer/staff).
10. The contractor shall inform UNICEF in writing of his Authorised Representative within one week
from the date of signing the contract. The Authorised Representative shall be empowered with
unlimited delegated authority to supervise the works; issuing and signing letters, attend meetings,
discuss works related issues with UNICEF and the government, make decisions to enhance
workflow, etc. The Authorised Representative shall be responsible for ensuring full compliance
with the standards and specifications of materials in terms of quantity and quality, and
workmanship used in the work as defined by this agreement.
11. The contractor shall submit samples of the materials to be used in the project to the Supervising
Engineers and UNICEF for approval before using them in the work. The Supervising Engineer
may reject any material that does not comply with the specifications, in which case the
contractor without any extra cost should replace the rejected materials. The Supervising
Engineer can ask for any test to be carried out to ensure the quality of the material used and
works. Only approved materials and workmanship should be used.
12. The contractor shall prepare a detailed work plan and submit to the relevant government
authority and UNICEF within 2 weeks from the signing date of this contract. The contractor shall
also prepare periodic progress reports as requested by supervising Engineers and submit to the
relevant government authority and UNICEF.
13. The contractor must commence the contract works within a maximum period of 14 fourteen calendar days from the signing date of the contract. This period is for mobilization and covers
site preparation and all that is required to start the work. The contractor shall inform UNICEF of
any obstacle that may affect the commencement of works, and shall obtain UNICEF’s approval
on the extension of mobilization period. UNICEF has the right to terminate the contract if the
contractor did not commence the works within the original mobilization period plus any
approved extension.
14. The Contractor Shall ensure that all works, tests, samples, variations, extension of time,
verification of quality and quantity of the completed are certified by the Supervisor Engineer
before they are submitted to UNICEF for approval and payment.
15. The contractor by signing this contract he is ensuring that he visited the site before submitting his offer/prices & will bear responsibility for the non-priced Items and inaccurate
calculations in the submitted offer.
16. Payment should be based on the value of the actual work completed which is calculated based
on the physical measurement of completed works and the quoted rates as per the Bill of
Quantities. Except the final payment after completion of the warranty period, the payment under
this contract at any point of time should not exceed (90%) of the value of the completed works.
The retention amount (10%) shall be released by UNICEF after:
• Completion of works as per the Bill of Quantities and terms and conditions of this contract;
• Submission of Certificate of Handing-over and Adequate Maintenance during the warranty
period issued by the appropriate government authority/or committee.
The payments should be made as follows:
First Installment - 90% of contract value upon completion of works valued at not less than
100% of contract value,
Final Installment - 10% Retention Amount after completion of the Warranty Period.
17. UNICEF shall make payments in Iraqi Dinnars in Baghdad, Iraq. The contractor shall inform
UNICEF of the method of payment whether to collect a cheque or transfer the money to a bank,
in which case the contractor should provide the following:
a- In case of payment by cheque - the contractor shall provide UNICEF with a letter
authorizing an individual to receive the cheque in Baghdad. The letter should include full name
and ID number of the person.
a- In case of bank transfer: the contractor shall provide UNICEF with detail of bank account at
a bank in Iraq.
18. The contract is considered completed when a maintenance period completion certificate from
Government Directorate is delivered to UNICEF stating that the works have been completed and
maintained to their satisfaction.
19. If the contractor fails to complete the works within the time prescribed above, hereof or extended
time (approved by UNICEF), then the contractor shall pay to UNICEF the amount of US$100 per each delayed calendar day as liquidated damages for such default (with no limit). Without
prejudice to any other method of recovery UNICEF may deduct the amount of such damages from
any moneys in its hands due or which may become due to the contractor. The payment or
deduction of such damages shall not relieve the contractor from his obligation to complete the
works or from any other of his obligations and liabilities under the contract.
20. In the event of and as soon as possible after the occurrence of any cause constituting force majeure,
the Contractor shall give notice and full particulars in writing to UNICEF of such occurrence or
change if the Contractor is thereby rendered unable, wholly or in part, to perform its obligations
and meet its responsibilities under this Contract. The Contractor shall also notify UNICEF of any
other changes in conditions or the occurrence of any event that interferes or threatens to interfere
with its performance of the Contract. On receipt of the notice required under this Article, UNICEF
shall take such action as, in its sole discretion; it considers to be appropriate or necessary in the
circumstances, including the granting to the Contractor of a reasonable extension of time in which
to perform its obligations under the Contract.
21. If the Contractor fails to deliver any or all of the deliverables within the time period(s) specified in
the Contract, or fails to perform any of the terms, conditions, or obligations of the Contract, or
should the Contractor be adjudged bankrupt, or be liquidated or become insolvent, or should the
contractor make an assignment for the benefit of its creditors, or should a Receiver be appointed
on account of the insolvency of the contractor, UNICEF may, without prejudice to any other right
or remedy it may have under the terms of these conditions, terminate the Contract, forthwith, in
whole or in part, upon thirty (30) days notice to the Contractor.
22. UNICEF reserves the right to terminate without cause this Contract at any time upon thirty (30)
days prior written notice to the Contractor, in which case UNICEF shall reimburse the Contractor
for all reasonable costs incurred by the Contractor prior to receipt of the notice of termination.
23. In the event of any termination no payment shall be due from UNICEF to the Contractor except
for work and services satisfactorily performed in conformity with the express terms of this
Contract.
24. Upon the giving of such notice, the Contractor shall have no claim for any further payment, but
shall remain liable to UNICEF for reasonable loss or damage that may be suffered by UNICEF for
reason of the default. The Contractor shall not be liable for any loss or damage if the failure to
perform the contract arises out of force majeure.
25. Upon termination of the contract, UNICEF may require the Contractor to deliver any finished
work, which has not been delivered and accepted, prior to such termination and any materials, or
work-in-process related specifically to this Contract. Subject to the deduction of any claim
UNICEF may have arising out of this Contract or termination, UNICEF will pay the value of all
such finished work delivered and accepted by UNICEF.
26. If the Contractor is rendered permanently unable, wholly, or in part, by reason of force majeure to
perform its obligations and meet its responsibilities under this Contract, UNICEF shall have the
right to suspend or terminate this Contract on the same terms and conditions as are provided for in
Article 21 except that the period of notice shall be seven (7) days instead of thirty (30) days.
27. Force majeure as used in this Article means acts of God, war (whether declared or not), invasion,
revolution, insurrection or other acts of a similar nature or force.
28. UNICEF shall make any variation in the form of quality or quantity of the works that may in its
opinion be necessary and for that purpose or if for any other reason it shall have the power to order
the contractor to do and the contractor shall do any of the following:
a) Increase or decrease the quantity of any work included in the contract.
b) Omit any work included in the contract.
c) Change the character or quality or kind of any work included in the contract.
d) Execute additional work of any kind necessary for the completion of the works.
and no such variation shall in any way vitiate or invalidate the contract but the value (if any) of all
such variations shall be taken into account in ascertaining the amount of the contract price. No such
variation shall be made by the contractor without an order in writing by UNICEF who shall determine
the amount (if any) to be added to or deducted from the sum named in the tender in respect of any
extra or additional work done or work omitted by its order. All such work shall be valued as follows:
a) Where there are rates for comparable work in the Bill of Quantities such rates are to be used.
b) Where no such comparable rates are available from the bills of quantities UNICEF shall determine
such rates as it considers fair and reasonable, due allowance shall be made for the market value of
articles purchased, the intricacy and the location of the work involved and the current value of
similar work in other contracts.
29. Should the contractor fail to fulfil any of his obligations under the contract, UNICEF may in the
absence of any other remedy provided under the terms of the contract and after giving the
contractor seven days’ notice in writing of its intention so to do cause such obligations to be carried
out by other persons or contractors and deduct the costs incurred from the moneys due or payable
to the contractor or UNICEF may recover them as a debt from the contractor and in such case
UNICEF shall certify the reasonable costs incurred.
30. There will be no variation in the contract price as a result of any variation in the costs of materials
for permanent or temporary works or of consumable stores fuel or power or in the rates of wages
or allowances payable to or in respect of labour or as a result of any changes in the labour
employment conditions or as a result of the introduction or operation of any law statute or order.
31. The Contractor shall be responsible for the professional and technical competence of its
employees and will select, for work under this Contract, reliable individuals who will perform
effectively in the implementation of the Contract, respect the local customs and conform to a high
standard of moral and ethical conduct.
32. No modification or change in this Contract, no waiver of any of its provisions or any additional
contractual relationship of any kind with the Contractor shall be valid and enforceable against
UNICEF unless provided by an amendment to this Contract signed by the authorized official of
UNICEF.
33. UNICEF fully subscribes to the Convention on the Rights of the Child and draws the attention of
potential suppliers to Article 32 of the Convention which inter alia requires that a child shall be
protected from performing any work that is likely to be hazardous or to interfere with the child's
education, or to be harmful to the child's health or physical, mental, spiritual, moral or social
development.
34. UNICEF reserves the right to request the Contractor to replace the assigned personnel if they are
not performing to a level that UNICEF considers satisfactory. After written notification, the
Contractor will provide curriculum vitae of appropriate candidates within three (3) working days
for UNICEF review and approval. The Contractor must replace the unsatisfactory personnel
within seven (7) working days of UNICEF’s selection.
35. In the event the Contractor requires the services of subcontractors, the Contractor shall obtain the
prior written approval and clearance of UNICEF for all sub-contractors. The approval of
UNICEF of a sub-contractor shall not relieve the Contractor of any of its obligations under this
Contract. The terms of any sub-contract shall be subject to and in conformity with the provisions
of this Contract.
36. The Contractor shall indemnify, hold and save harmless and defend, at its own expense,
UNICEF, its officials, agents, servants and employees, from and against all suits, claims,
demands and liability of any nature or kind, including their costs and expenses, arising out of the
acts or omissions of the Contractor or its employees or sub-contractors in the performance of this
Contract. This provision shall extend, inter alia, to claims and liability in the nature of
workmen’s compensation, product liability and liability arising out of the use of patented
inventions or devices, copyrighted material or other intellectual property by the Contractor, its
employees, officers, agents, servants or sub-contractors. The obligations under this Article do
not lapse upon termination of this Contract.
37. The Contractor shall provide and thereafter maintain insurance against all risks in respect of its
property and any equipment used for the execution of this Contract.
(a) The Contractor shall provide and thereafter maintain all appropriate workmen’s
compensation and liability insurance, or its equivalent, with respect to its employees to cover
claims for death, bodily injury or damage to property arising from the execution of this Contract.
The Contractor represents that the liability insurance includes sub-contractors.
(b) The Contractor shall also provide and thereafter maintain liability insurance in an adequate
amount to cover third party claims for death or bodily injury, or loss of or damage to property,
arising from or in connection with the provision of work under this Contract or the operation of
any vehicles, boats, airplanes or other equipment owned or leased by the Contractor or its agents,
servants, employees or sub-contractors performing work or services in connection with this
Contract.
38. The Parties shall use their best efforts to settle amicably any dispute, controversy or claim arising
out of, or relating to this Contract or the breach, termination or invalidity thereof. Where the
parties wish to seek such an amicable settlement through conciliation, the conciliation shall take
place in accordance with the UNCITRAL Conciliation Rules then obtaining, or according to such
other procedure as may be agreed between the parties.
39. Any dispute, controversy or claim between the Parties arising out of this Contract or the breach,
termination or invalidity thereof, unless settled amicably under the preceding paragraph of this
Article within sixty (60) days after receipt by one Party or the other Party’s request for such
amicable settlement, shall be referred by either Party to arbitration in accordance with the
UNCITRAL Arbitration Rules then obtaining. The arbitral tribunal shall have no authority to
award punitive damages. In addition, the arbitral tribunal shall have no authority to award interest
in excess of six percent (6%) and any such interest shall be simple interest only. The Parties shall
be bound by any arbitration award rendered as a result of such arbitration as the final
adjudication of any such controversy, claim or dispute.
40. UNICEF supports an international ban on the manufacture of anti-personnel mines. Anti-
personnel mines have killed and maimed thousands of people, of whom a large proportion are
children and women. Anti-personnel mines present a serious obstacle to the return of
populations displaced from their residences by fighting around their villages and homes.
UNICEF has, therefore, decided not to purchase products from companies that sell or
manufacture anti-personnel mines or their components.
GENERAL NOTES ON THE BILLS OF QUANTITIES
1. The contractor shall be deemed to have visited the site of works and to have acquainted himself with the type
and scope of work required to be carried out. UNICEF shall accept no excuse or claim whatsoever from the
Contractor for not knowing or being able to properly evaluate and assess the condition of the equipment and
works that should be carried out.
2. The contractor shall also be deemed to have read and examined the terms of reference, specification, drawing
and all other relevant documents before completing the Bill of Quantities.
3. Unless otherwise indicated, the prices and rates entered in the following bills of quantities shall be deemed to
cover and include provision by the contractor of all equipment, materials and labour and shall allow for all and
every expense and for all work not specifically described or which may be incidental, contingent or deemed
necessary by the contractor for completing and maintaining the works in strict conformity with the terms of
reference, specification, drawing and other terms of contract.
4. Quoted prices for all pipes, steel work, iron works and any other required parts or materials necessary for the
contract implementation, shall include transportation fees, on–site handling of materials (including unloading
from trucks) and storing.
5. Unless otherwise directed by the supervising engineer, the dismantled parts (not in use any longer) shall be
delivered by the contractor to Government Ministry / Directorate.
6. No alterations or modifications shall be allowed without the written approval of Government Ministry / directorate and UNICEF. In case such approval is granted, it will not relieve the contractor from his
responsibilities under the contract.
7. All works should include provision of all required complementary supplies and works (not necessarily
mentioned in the bills of quantities) such as sand, gravel, cement, washers, bolts, nuts, screws, welding, etc.
and labourers.
8. The contractor shall be considered:
a) Responsible for defects and damages due to the use of poor materials or due to improper workmanship,
electrical shorts, etc.
b) Not responsible for works and damages due to misuse, user's negligence, theft, deliberate destruction of
materials or components, vandalism and inappropriate or unjustified acts or behaviours, wear due to normal
use of materials, equipment and components, or damages due to military conflicts; natural
catastrophes…etc.
9. The Bill of Quantities indicates the maximum amount of work approved under this contract. The value of
contract is calculated based on the attached Bill of Quantities. The actual value of the contract and the amount
of payment will be calculated based on the actual quantity of work completed under this contract and the
applicable rates as specified in the Bill of Quantities. Any work carried out in excess of the Bill of Quantities
will not be paid unless such work has been specifically authorised in writing by UNICEF.
ELECTRICAL WORK
• Samples of all the electrical equipment provided should be submitted to the engineer before any
portion of the work is carried out for approval. The contractor without any extra cost may replace
any materials provided which do not comply with the specifications. All the supplied materials
shall be West European or Japanese made.
• Circuit breakers of capacity from 10-100Amp. should be replaced by air moulded case circuit
breaker 4 poles M.C.C.B., 380V, 50Hz, 3-phase with thermal overload, magnetic, short circuit and
for circuit breakers of a capacity below 10Amp must be miniature switch type except for the low
tension motors the circuit breaker shall be 4 poles, 11 KV, 3.3kV, 50Hz, 3-phase with thermal
overload.
• Star delta starters of a capacity from 5kW and above must contain the following:
a) Main isolating switch with main fuse.
b) Three contactors.
c) One overload relay.
d) One Phase failure.
e) One Timer.
f) Three indicating lamp, push buttons, ammeter with selector switch, voltmeter with selector
switch all fixed at the front door of Cabinet Ip56.
• DOL starter of a capacity below 5kW must contain the same components as above but with one
contactor.
• Wiring system for the pump station shall be drown in a P.V.C. conduit pipes of diameter decided
by the engineer depending on the number and size of the wires inside the conduit pipes, the type
and size of the wires shall be decided by the engineer depending on the type of the equipment and
machine.
• Wiring system for the operator rooms and the bathroom shall be under plastering type (siemens)
2×1.5 for normal lighting and ceiling fan, 2×2.5 for switch plugs and cable 2×4 for heaters.
PVC PIPES & FITTINGS TECHNICAL SPECIFICATION
UPVC pipes & fittings shall comply with DIN 8061, and 19532 Standard Specification.
UPVC Pipes shall be of socket-spigot connection and 6m long.
UPVC Fittings shall be of socket connection from all sides.
UPVC pipes connection to Valves shall be of spigot connection from all sides.
UPVC Pipes and fittings for pipelines under pressure shall be10 bar pressure rating.
Testing shall be twice the working pressure.

Civil Works (General Specification)- To be observed during works construction
• All materials used shall be of the best quality and free from defects likely to undermine the strength
and the period of service of the work, samples of the supplied materials shall be subjected to Lab.
test in a governmental Lab. or private Lab. agreed by the supervising engineer.
• Termite treatment shall be applied, when constructing masonry rooms or buildings, by supplying
and applying Chemical materials such as “Chloredene” or “Dorespan” or equivalent materials
approved by the Supervising Engineer and to be applied according to the instructions of the
manufacturer. It should be applied before the back filling (at a depth not less than 70cm.) and for
each layer of the back filling (each 20cm.), as well as under the mosaic tiles.
• Bulk and trench excavations shall be carried out in accordance with the dimensions shown on the
drawings and the directions of the supervising engineer. Excavations shall be carried out in any
material and in type of soil. The contractor shall provide and operate suitable mechanical excavators
for the work. The excavated material shall be laid in piles at ground level away from the excavations
and at a distance of not less than 100 cm from the excavation edge. After using the selected
excavated material for backfilling purposes, then the surplus excavated material shall be disposed
of to locations as directed by Supervising Engineer.
• Dewatering of excavations shall be carried out using Well-Point system or deep wells or grip
channels with submersible pumps in pits or, any other approved methods for dewatering pipeline
trenches and bulk excavations. Water removed from the excavations shall be disposed in such a
manner as will not endanger portions of work under constructions or completed and will cause no
inconvenience to the Authority or to others working near the site and finally will comply with the
stipulations and conditions of required permits for disposal of the ground water.
• Steel sheet piling or other approved methods shall be used to support the pipeline trenches and the
bulk excavation sides according to the Supervising Engineer’s directions and according to the
specifications of the water or sewerage authorities, to prevent soil collapse and not endanger the
nearby buildings and structures.
• Backfilling of excavations shall be carried out using selected excavated material according to the
Supervising Engineer’s directions. The selected excavated material shall be placed in layers not
exceeding 20cm thick. Each layer shall be compacted (by suitable approved mechanical equipment)
to not less than 90% of max. density obtained at optimum moisture content(will be specified in
BoQ). All the backfilling of the excavated area and the filling must be of good approved materials.
If backfilling is required with selected granular material (sub–base) the filling material shall be of
the best quality well graded, free from trash, lumber, organic materials and other debris, etc. and the
backfilling shall be well compacted (not less than 90% of max. density obtained at optimum
moisture content) and in layers not exceeding 20cm thickness.
• Cement must be of the best Portland cement, Sulphate resisting cement must be used for all concrete
works in contact with soil or water, both types of cements shall comply with the requirements of
B.S 4027 or ASTM C 150. Ordinary Portland cement to be used for part of the structure above
ground level while type V Sulphate resisting cement should be used in all concrete work below
ground level.
• Gravel (coarse aggregate) must be crushed, well graded (passing the sieves 19mm. and retaining on
sieve 4.75mm.) according to the standard technical specifications, clean, hard, strong, resistant to
weathering action, free from salts or vegetable matter and shall not contain more than 0.25% by
weight of sulphate as SO3 (BS 1377 test No. 10) nor more than 0.5% by weight of clay lumps and
contains no impurities un-coated particles and clay, dirt of any kind.
• Sand (fine aggregate) must be well graded (passing sieve 4.75mm and retaining sieve 0.075mm)
good and clean, hard, strong, resistant to weather action, free from salts or vegetable matter and shall
not contain more than 0.25% by weight of sulphate as SO3 (BS 1377 test No. 10) nor more than
0.5% by weight of clay lumps and contains no impurities contain no impurities un coated particles
and clay, dirt of any kind.
• Water used in mixing the concrete or mortar must be fresh, clean and free from harmful matter and
free from injurious amounts of acids, alkaline, salts, and organic matter, test should be in accordance
with the requirements of BS. 3148.
• Clay bricks must be of the best quality from approved sources, machine made, wire cut and of
uniform standard size, sound, tough, well burnt, and shall conform to the appropriate clauses of the
Iraqi standard specification No. 25.
• Concrete masonry units shall be of standard sizes and shapes regular prism shape and perpendicular

• The Contractor shall take all measures to ensure the safety of surrounding structures and utilities
and will bear responsibility for any damage happens to them.
• The minimum clear concrete cover over the reinforcement shall be 40mm for footings, 30mm for
walls, 25mm for slabs.
• All steel reinforcement shall be deformed, grade 60, complying with ASTM A615 or equivalent.
• Steel bars reinforcement shall be bent cold to the forms and dimensions shown on the Drawings.
The lap joints length shall be not less than 40 times the larger bar diameter. Intersecting bars shall
be firmly fixed with tying wire. All the reinforcing steel bars shall be supported from the formwork
or other construction by pre-cast blocks or rings, and in no circumstances will the use of pieces of
steel or wood blocks for this purpose be allowed.
• Concrete tests shall be carried out on 150mm standard cubes at the age of 7 days and 28 days. The
concrete strength for the various mixes shown in the Table of “Concrete Mixes & Strengths” shall
be observed. The following requirements shall be taken into consideration during concreting :
− All surfaces of R.C. members in direct contact with soil should be given two layers of approved
quality of bituminous protection.
− All exposed surfaces of R.C. members to be made fair face, true to the required levels and
vertical and horizontal lines.
− Special precautions to be taken when concreting during hot and very cold weathers.
• Rubber or PVC water stops should be resistive to deterioration through aging, mechanical abrasion
and attack by water, domestic sewage, seawater& natural salts.
• External water stops, if used, should be PVC complete with four ribs, ailing flanges and grout
checks, all junctions should be factory made.
• Centrally placed PVC water stops should have a web thickness of at least 10mm.
• An approved hot knife welding technique to be used in making joints for PVC water stops.
• Spacing of reinforcement within a member is preferred to be staggered with a minimum overlap as
shown in the attached drawings.
• Brick masonry units shall be of standard sizes and shapes regular prism shape and perpendicular
edges.
• Unless otherwise stated in the Bill of Quantities the steel windows should be made of standard
sections according to the instructions of the supervising engineer. Glass thickness is 6mm to be fixed
with good quality putty. Windows to be provided with good quality galvanized fly mesh and good
quality handles.
• Unless otherwise stated all steel and metal works shall be painted with one coat of anti-corrosion
paint (red lead) followed by three layers of oil paint
• The specification and requirements of the asphalt pavement for the roads and the sidewalks shall be
as follows:
a. The sidewalks and the branch roads pavements shall consist of: Two equal layers, a Binder
course of 3.5 cm followed by the surface course of 3.5 cm also.
b. The main roads pavements shall consist of: Three layers, a Stabilizer course of 5.0 cm followed
by the Binder course of 3.5 cm, then the Surface course of 3.5 cm also.
c. The prime coat has to be laid between the earth surface and the first layer of the asphalt course.
d. The Tack coat layer has to be laid between the asphalt layers.
• The proportions of materials in concrete mixes for the various classes of concrete and the
corresponding permissible test cubes strengths are as shown in the below table. Tests on concrete are
to be carried out in accordance with the relevant Iraqi Organization for Standards (IOS) Specification:
