5. Functional Responsibilities
Ensure smooth operation and maintenance of the network.
Prepare Standard Operating Procedure (SOP) for all departments under him
Identify necessity of any network expansion ahead of time based on usage data
Involve actively during project phase to ensure that current live systems remain unaffected
due to project activities.
Interact closely with suppliers to ensure smooth implementation, operation & upgradation
of the system/network.
Collaborate with internal and external personnel (e,g. other administrators, vendors, public
agencies, community members, etc.) for the purpose of planning, implementing and/or
maintaining services and training programs.
Provide technical advice to Chief Executive Officer in all technical matters
Assist in ensuring transparency and accountability of BdREN.
Ensure mobilization of equipment spares/inventory in time
Prepare Annual Activity Plan and Resource requirement for the plan
Ensure strict compliance of Operational and Maintenance Manual of BdREN
Perform other related duties as assigned by the authority.
6. Desirable Qualification:
Educational Qualification:
Bachelor Degree in Electrical & Electronics/Computer Science & Engineering/Computer
Science/Computer Engineering/ Communication Engineering/Telecommunication or M.Sc.
in Applied Physics from any reputed university of Bangladesh or abroad(all foreign degrees
must have equivalence certificate);
Administrative experience in public offices will be deemed to be additional qualifications.
Knowledge and Skill:
o Strong interpersonal and managerial skills
o Good communication and decision making skills
o Ability to encourage and motivate workforce under him.
o Working and decision making capability under stressed conditions
Experience:
o At least 12 years of experience in Telecommunications/ Data Communication System of
which, 5 years of experience in operation and maintenance work with carrier class IP/
Transmission networks.
o Experience in REN and/or Campus Network will be highly desirable.
Language proficiency: English and Bengali (Reading, Writing and Speaking)

10. Type of Service: The estimated duration of the assignment is 24 person months. The expected
commencement of the assignment is 01 January 2015. However, the duration of the assignment may
be increased or reduced according to the requirement of the BdREN component of the project.
Performance of the CTO will be reviewed on half-yearly basis. The ToR would be considered as
provisional for 12 months and it is expected to be superseded by a revised ToR based on comments
from HR specialist/implementation experience to be reviewed/approved by the BdREN Trust.

5. Functional Responsibility:
Manage video conferencing system and unified communication system installed in different
universities and other associate members of BdREN
Design, implement and manage IP voice network spread over all universities including voice mail
systems
Apply industry best practices in IT security, systems engineering, integration and ensure all
functional requirements for the successful video conference and other functionalities of unified
communication systems
Develop and retain an exceptional infrastructure services team, building through collaboration,
partnership, and credibility
Provide technical consultation, support, and act as coordinator for all VC operations and
maintenance.
Maintain scheduling, planning and coordinating usage of virtual classes, maintain usage statistics,
issues and repair logs, and issue invoices
Able to research, present findings, and recommend for better management and efficiency of the
system.
Assist in maintaining organizational transparency to stakeholders (via web page, regular
communication, and print and electronic media)
Perform other duties as required.
6. Desirable Qualifications:

o Experiences with network signaling protocols, including SIP/SIMPLE, XMPP, and H.323,
unified messaging, Directory Services, and authentication services
o Strong Knowledge on NAT and firewall traversal scenarios.
o Strong interpersonal and managerial skills

o CCNA Voice/ CCNA Video certification will be preferable

4. Functional Responsibilities:
o Plan, organize, direct, coordinate and control daily operation of data center and related
equipment.
o Provision, install/configure, operate and maintain the systems hardware, software and
related infrastructure effectively.
o Participate in technical research and development to enable innovation within the system
and software.
o Install new application or modify existing applications and software, upgrade existing
versions of software, planning future hardware, application and software.
o Prepare time bound reports related to network performance, monitoring and management.
o Perform security monitoring to identify possible security risks and take steps to mitigate the

Configure all data network equipment (namely Core, Distribution, Edge Routers, Internet
Routers, Internet Firewalls) & other data network accessories, and operate, maintain and
optimize the data network
Troubleshoot and repair OSPF, IS-IS, BGP and MPLS based data network system
Operate and Maintain Power System Equipment including grounding facility at BdREN PoP
Room at all University Sites other than DC and DR sites
Operate and Maintain Air Conditioning Equipment at BdREN PoP Room at all University

Configure and maintain site-to-site and Remote Access VPNs
