CREPC/SPSC/WIRAB

• Committee on Regional Electric Power Cooperation (CREPC)• CREPC formed over 30 years ago as an information sharing entity

among states/provinces on western energy issues • State-Provincial Steering Committee (SPSC)

• Created and organized in 2009 by states/provinces to implement tasks under the DOE ARRA grant

• Western Interconnection Regional Advisory Body (WIRAB)• Provide advice to WECC, NERC and FERC pursuant to Section 215 of

the Federal Power Act2

• Rate-based v. mass-based• Point of regulation: EGUs v. state measures• Trading systems: ERCs v. allowances, partners

• In February, 2 webinars on Clean Power Plan compliance• Webinar 1: Allowance Distribution Options under a Mass

Based Approach to CPP Compliance• Wednesday, February 3• Dallas Burtraw, Resources for the Future

• Webinar 2: Potential linkage to existing trading platforms such as the Western Climate Initiative (WCI) or Regional Greenhouse Gas Initiative (RGGI).• Later in February

• Both webinars will be recorded and posted on the WIEB Clean Power Plan webpage 5
