Tennessee Arts Program 2020-2021 Tennessee PTA
Deadline: Applications are due in the state office on or before March 1, 2021.
Grant Overview:
The Tennessee PTA Arts Enhancement Grant Program complements PTA’s long-standing commitment
to quality arts education by providing funds to local PTAs and councils to establish or enhance arts
programs in one or more arts areas: visual arts, photography, music (including dance) and literature
(including theater).
This grant is to be used for the National PTA Reflections, Tennessee PTA Citizenship Essay and Safety
Poster contest programs.
Funding Available: Tennessee PTA expects to fund grants in the amount of $250.00 to be awarded
for use towards National PTA Reflections program and the Tennessee PTA Arts in Education programs.
To be considered for a grant, complete the grant application in this handbook.
What Tennessee PTA will Fund: Tennessee PTA is placing a priority on funding projects that
represent research based best practices in arts education. Specifically, PTA will fund art programs that:
Are of a sustained nature (rather than one time event)
Reach large numbers of at-risk students.
Extensive research indicates that students receive the greatest benefit from programs that include
sustained involvement in the arts. Therefore, Tennessee PTA is funding proposals for sustained
programs that culminate in a performance, an art fair, an assembly, or a field trip, rather than those
that request funding for one day or one-time events. Ideally the activities will take place throughout
the school year and will involve families, students, schools and/or communities.
At risk encompasses a wide range of factors that may make it more difficult for a student or a segment
of the student population to succeed in learning. Some factors that make students at risk are financial,
health, behavioral, social, and environmental or other community conditions.
Local PTAs and Councils must submit the complete application and match this grant dollar for dollar with
PTA or other donated funds and/or in-kind resources.
Project timeline: Proposed program activities may take place from close of April 2020 through April 1,
2021. Grant reports are due thirty days after the end of the grant project or on May 1, 2021, whichever
comes first.
Eligibility:
The applicant must be a PTA in good standing with the following items in compliance:
Proof of 990 filed with the IRS
Audit report filed with Tennessee PTA
Membership report and dues paid by December 1
Current bylaws approved by Tennessee PTA

Criteria for Selection:
Applications must be complete and submitted on time. Incomplete or late applications will not be
reviewed.
Applications will be scored based on the following criteria:
Program Description – 45 points
General description, geographic area, new or innovative approaches, inclusion of research based best
practices, partnerships, family engagement, and student success
Goals and Outcomes – 25 points
What are the goals of the program? What are the anticipated outcomes? How will success be determined?
At-Risk – 10 Points
To what extent are at-risk students served through the proposed project?
Need – 10 Points
What is the need for this project?
Budget and Budget Narrative – 10 Points
Total Score Possible – 100 Points

CITIZENSHIP ESSAY CONTEST RULES
THEME: How has the pandemic affected me? GOAL: To promote and encourage participation in becoming responsible citizens. Using
the theme provided, local units and councils are encouraged to conduct this program at any time during the school year, but the winning entries must be submitted to the state office on or before January 20, 2021. Each local unit and/or council may submit their five (5) best essays in each of the grade divisions.
DIVISIONS: Pre-Primary – Preschool through Kindergarten Primary – Grades 1 through 2 Intermediate – Grades 3 through 5 Middle School – Grades 6 through 8 High School – Grades 9 through 12 Special Artist – All Grades GUIDELINES:
1. All entries submitted shall be the original work from one individual entrant and must represent the student’s interpretation of the provided theme. NO GROUP ENTRIES ACCEPTED.
2. Entrant must be enrolled in a PTA/PTSA school.
3. Entry form must be completely filled out and signed by a parent and/or teacher verifying the original work of the student.
4. The entry must be written or typed on 8.5”x11” white paper (or similar sized lined paper) with the student’s name written on the back of each page. The student’s name shall not appear anywhere on the front of any page.
5. The entry can be submitted via one of two methods: inside a plastic sheet protector with the Citizenship Essay Program Entry Form inserted in the back with the entry information visible; or you may submit the entry and form via email to [email protected].
6. Essays shall be a minimum length for each division, as follows:
◦ Pre-Primary – 25 words
◦ Primary – 50 words
◦ Intermediate – 100 words
◦ Middle School – 200 words
◦ High School – 350 words
◦ Special Artist – 50 words
7. Students may receive assistance in writing (getting words on paper) as follows:
◦ Students in Pre-Primary, Primary, and Special Artist may record or dictate their entries for another person to type or write the entry. Transcribers are not to alter the grammar or form of speech of the student. Entries must be transcribed in original form. If the

transcriber is working from a written submission created by the student; the original work must be attached. Recordings should also be submitted.
◦ Students in Intermediate, Middle School, and High School may have their entries typed by another person, as long as the original work is attached. Transcribers are not to alter the grammar or form of speech of the student. Entries must be transcribed in original form.
8. Entry specifications shall be as follows:
◦ Handwritten entries may be either pencil or ink and on standard, lined notebook paper written by the entrant and verified on the entry form. Entries should have a space between each line of writing and must be written on only one side of the paper. Multiple page entries should not be stapled together. Each page shall be numbered. The student’s name must be written on the back of each page but shall not appear on the front of any page.
◦ Typed entries by someone other than the entrant must have the original work included with the submission and be verified on the entry form. The essay should be typed on 8½”x11”, white paper and be double spaced. The entry must be typed on one side only and multiple pages should not be stapled together. Each page shall be numbered. The student’s name must be written on the back of each page but shall not appear on the front of any page.
◦ Each entry must be submitted in a plastic sheet protector with the entry and the entry form included behind the entry with the student information visible.
SUBMISSION REQUIREMENTS: Entries from local units and councils must be in the state office or sent via email on or before the due date: January 20, 2021 and must be submitted with the appropriate inventory form. All forms required may be found in the forms section at the end of this document. RECOGNITION
Make sure that all participants are recognized, including those with work advancing to another level. You may want to have a ceremony at a school assembly, an in-class presentation, or a PTA function. This can encourage future participation. Students see their peers enjoying the program and look forward to participating themselves. You may want to do the following:
Include an article in your PTA or school newsletter.
Send congratulatory letters.
Set up a lunch or dinner party for the participants with the PTA president and/or school principal or teacher.
Have essay entrants read their works.
Acknowledge anyone who supported the program including parents, staff, volunteers, and community members.
Announce the names of the participants over the school public address (PA) system.
Provide a party or after-school event for participants.

SAFETY POSTER CONTEST RULES
THEME: What does being safe mean to me? DIVISIONS: Pre-Primary – Preschool through Kindergarten Primary – Grades 1 through 2 Intermediate – Grades 3 through 5 Middle School – Grades 6 through 8 Special Artist – All Grades
GUIDELINES: STUDENT ENTRY FORM
All participants are required to fill out in its entirety and sign the Student Entry Form. Students who have not completely filled out the entry form will not be eligible to participate in the program. In situations where the child cannot fill out the entry form or write legibly, a parent may sign his or her child’s name. Students have the option of placing the titles of their works on the Student Entry Form and must answer a few questions about how they created their works (see Required Information). REQUIRED ARTIST STATEMENT
On the Student Entry Form, describe what inspired you to create this work and how it relates to the theme. This is required for all grade divisions. JUDGING
All entries are judged on originality and creativity, educational value of theme development, and age-appropriate quality of work.
FORMAT
The poster shall be regular poster board size, 22 x 28 inches (a full sheet).
The color and pattern may be chosen by the participant.
Three dimensional posters are not allowed. No attachments are allowed.
SUBMISSION GUIDELINES:
Poster must be designed and done by the student.
The student’s name and/or school may not appear on the front of the poster.
The student’s name, school and division should be written on the back of the poster.
Securely attach the form to the bottom right hand corner of the back of the poster in a plastic sheet protector with the entry form accessible.
When sending in the posters, whether delivered or mailed, they should not be folded or rolled but rather packaged in a flat container.
Electronic entries will be accepted this year. Email photos (front and back) of your poster along with your entry form to [email protected].
Reasons for disqualification could include:
Incorrect entry form, no entry form attached, missing signature, entry not submitted properly and/or entries received after deadline.

TERMS
Grant funding must be spent from September 1, 2020 through April 1, 2021.
If an event will be held at a school, the applicant is responsible for ensuring that the school’s
administration is supportive of the proposed program prior to the submission of this grant.
Late applications will not be accepted.
Any unused funds must be returned to Tennessee PTA no further than 30 days past the completion of the
program or the due date of the Grant Report (whichever is earliest).
Funds must only be used for activities proposed in this grant application. Changes to the budget that
represent 10% of a line item must receive prior approval from Tennessee PTA before any changes are
made.
Grant reports must be submitted on time, if they are not received on time, it may impact the grantees
ability to receive future funding from Tennessee PTA.
