The story of Southern African aliyah since be fore and after the State is a stirring one — and a proud one. Without fanfare, without press head lines, Southern African Jews have been coming on aliyah in a quiet, steady stream since before the 1920's. Rarely has tha aliyah graph been a dramatic up-and-down one; rather, the tendency has been towards a gradual up^/r.d trend. Today, there is a sharp acceleration in this upward trend and the first half of 1977 saw twice as many olim from S. Africa arrive in Israel as came during the corresponding period last year. In the early years of this century a mere hand ful of S . A f r i c a n s came to make their home in Israel. Today the community numbers over nine thousand souls and, if the present rate of aliyah continues it is believed that within the next two years the number of olim from Southern Africa may well reach beyond twelve thousand. Southern African olim have made a decisive con tribution in almost every sector of life in Israel and the S. African oleh has a very good name here. It would be a pity if we were to let slip any op portunity to glean information on S. African aliyah so that in due course of time the chapter on this aliyah will take its place in the overall story of the history of aliyah from the four corners of the world. The South African chapter will not be an insignificant contribution. The year 5738 in which we will be celebratingthe 30th anniversary of Israel's statehood also marksan impor tan t mi les tone in the s to ry o f S . A f r i canZ i o n i s m . F o r i t w a s i n 1 9 4 8 t h a t t h e S o u t h A f r i c a nZionist Federation first'opened an office in Israel.

Initially the Zionist Federation opened a depot inTel Aviv to provide an emergency parcel and mallse rv ice fo r the hundreds o f 3 . A f r i can Maha l volun teers — mos t l y Wor ld War I I ve te rans — whofought in Israel's War of Independence. Whenhostilities ended the Federation kept the officegoing to help olim from S. Africa settling in then e w - b o r n J e w i s h S t a t e a n d a l s o t o u r i s t s f r o mSouthern Africa visiting Israel in increasing numb e r s .

T h e S . A . Z . F. w h i c h h a s b e e n t h e fi r s t i n t h efield on so many occasions and has an impressiverecord of achievement in Israel to its credit, continues to reveal a flair for originality in thinkingand implementation of its plans.

The year 5737 was one o f i n tens ified e f fo r t i nv i r t u a l l y a l l s e c t i o n s o f t h e F e d e r a t i o n ' s m u l t ifarious activities. Aliyah from South Africa andRhodesia rose to unprecedented heights in 5737to total nearly 1,400 — an inc.'^aase of 120% overthe previous year. Indications are that 5738 is goingto be another record-breaking aliyah year.

To cope with the bigger aliyah which imposestremendous addi t ional stra in on the office's l imi tedhuman and mater ia l resources, the Federat ion in itiated changes and planned its programme accordingly to help olim as effectively as possible in theintegration process. This necessitated re-arrangem e n t o f t h e T e l A v i v o f fi c e s .

In a realistic endeavour to help solve the housing d i fficul t ies confront ing o l im, the Z ionis t Federation has launched its Rental Housing Project toprovide accommodation of an acceptable standard,o n a p e r m a n e n t b a s i s . T h e fi r s t b l o c k o f r e n t a lapartments is now ready for occupation in Ra'anana.The fortunate new olim hailing from Johannesburg,Cape town, Durban, Port Elizabeth and Rhodesia,who were allocated apartments in the building arenow taking occupation. The second building in therental project will be ready for occupation in Oct o b e r w h e n t h e fi r s t t e n a n t s w i l l m o v e i n t o t h ereconstructed South African Hostel in Givatayim.The next step in the rental project will be theerec t ion o f a 36-apar tment b lock on the s i te adj a c e n t t o t h e H o s t e l .

For many years, the Federation has agitated-forrental housing as the only realistic solution to thea c c o m m o d a t i o n p r o b l e m . N 6 w t h a t t h e r e n t a lscheme is being implemented, it is hoped that theMinistry of Absorption as well as the Ministry ofConstruction and Housing will be influenced tofollow suit in providing permanent rental housingfor olim from other climes and especially for Israelis — young married couples, etc. — to enablethem to secure decent dwellings without incurringoppressive debts and heavy mortgages.

C o g n i s a n t o f t h e o l e h ' s b a s i c n e e d t o e a r n aliving, the Israel office now operates a highly ef-fitient Employment Service with widespread contacts, The Employment Service has been remarkably successful in securing suitable employmentfor large numbers of olim. The service is expandingrapidly. In this context the office has establishedexcellent relationships with many big employersof labour in all parts of the country. The Employment Service is for all 8. African olim — not onlyt h e n e w c o m e r s .

The Regional Social Integration Committees ofvolunteers established by the Israel Committee havehad a very busy year. The active co-operation ofdozens of former S. Africans settled in Jerusalem,Haifa, Tel Aviv, Netanya, Beersheva, Rehovot,Ra anana and Ashkelon fiave made it possible torender adequate service and help new olim settledown and find their feet socially.

Among the many new developments being promoted by the Federation are the Group Aliyah Projects, most notably the Talmei Yosef Group fort o m a t o g r o w i n g i n t h e N e g e v a n d t h e M a n o f I ndustrial Village Group destined for Segev in theVVestern Galilee. Both projects have fired the imagination of S. Africans planning aliyah In the newy e a r .

In addition to the humdrum, routine work imposed on the office by daily needs, the staffhandles a tremendous variety of matters concerning olim with patience and sensitivity. The officealso handles many other matters affecting the Jewish community in South Africa.

In conjunction with the British Zionist Federation, the Israel office also operates three branches; in Jerusalem, Haifa and Beersheva; all renderinvaluable on-the-spot service to olim from Southe r n A f r i c a .

The Federation functions through its various subcommittees established for particular purposes;these Committees include the Education Com-

February is always a month of short, very wetand usually very cold days. If February 1950 wasexcep t i ona l I t was because the wea the r was exceptionally cold arrd with each day that passed thetemperature dropped.

One evening there was a massive power failurea n d Te l A v i v w a s p l u n g e d i n t o p i t c h d a r k n e s s .Wet, hungry and shivering with the intense coldwe managed to ge t home, g roped a round i n t hedark and then, by the l ight of candles, boi led upa kettle of water on a petill ia (a neft stove), madeou rse l ves t ea , fi l l ed t he ho t wa te r bo t t l es , p i l edthe bed high with every conceivable article of clothing we possessed and crept shivering into bed.

To digress for a moment — In those early dayso f t he new S ta te e lec t r i c i t y was s t r i c t l y ra t i onedt o o n e h o u r a d a y f o r c o o k i n g a n d h o t w a t e r .I n s p e c t o r s w o u l d s p o t - c h e c k h o m e s a n d w o e t othe fami ly I f the inspector found a s t i l l -warm hotp la te a t an unau tho r i zed pe r i od o f t he day. Somehow we managed to ge t some s leep tha tbi t ter ly cold night and the next morning we awoketo c r i es o f "She leg ! she leg ! " and l ooked ou ts i det o s e e T e l A v i v s n o w - c o v e r e d . I t w a s a n u n b el ievab ly beaut i fu l s igh t . Some peop le cou ldn ' t remember ever having seen snow in Tel Aviv beforeand others were categorical that there never hadb e e n . N o - o n e d i d a n y w o r k t h a t d a y a n d a c a rnival spirit prevailed everywhere, even in the.moresedate government offices.

For those who may not know, the temporarys e a t o f t h e I s r a e l G o v e r n m e n t , f r o m t h e P r i m ef^inister's office down, was housed in the lovelyhomes In Sarona (now the Kirya) in Tel Aviv, whichhad been built by members of a German Templarcommunity who had been Interned by the Britisha t t h e o u t b r e a k o f W o r l d W a r I I a n d n e v e r r eturned. The p lans for o ffic ia l t ransfer o f the Gove r n m e n t t o i t s p e r m a n e n t J e r u s a l e m h o m e w e r ealready in the final stages but, in the meantime,Government administered the country from TelA v i v .

At the end of the Kirya's main street stood ahigh security fence behind which were the housesof Prime Minister Ben Gurlon and the Government In format ion Serv ices . The Knesset convenedin what Is now the Opera House at the beginningof Allenby Street. There were not a few CabinetMinisters who walked from their homes In TelAviv to attend Knesset sessions, preferring notto use Government motorcars .

The people In the accompanying photographcame from various Ministries and were participantsin what might have been the first ulpan over — aspecial intensive course for civil servants. TheSouth African connection is Ethel Schwartz (bottom left) then a member of the Prime Minister'soffice, now a member of TELFED staff. The caption on the picture reads:—

"...The snowman In the garden outside B.G'shouse is 1(X)% totzeret ha'aretz. He looks abit lopsided but that's because we'd just finished off a bottle of cognac to celebrate the snowfall and didn't have any left for him and asthe taps were still frozen we poured neft intothe bottle and let liim have a good swig ofthe stuff. Enough to knock anyone sideways!"

Early in 1971, a group of city-bred Israeli Nahla'imdec ided tha t the i r ex is tence lacked a im and purpose. What the city offered seemed uninspiring andunexciting. What they sought was inspiration, self-s a t i s f a c t i o n a n d a n o p p o r t u n i t y t o d o s o m e t h i n gfor the i r count ry. They dec ided to accept a cha llenge they had been debating seriously — a challenge to break fresh kibbutz ground on the Golan.And so, w i th the b less ing o f the Author i t ies , K ibb u t z E I r o m M e u c h a d w a s b o r n . To d a y, t h i s i s at h r i v i n g a n d h a p p y c o m m u n i t y o f y o u n g p e o p l e ,mostly married couples.

Michael 's introduction to EIrom came through hispart ic ipat ion in a k ibbutz seminar. He was exci tedat the idea of being part of a group of young peopleded ica t ing themse lves to bu i l d ing a . new k ibbu tzfrom the very beginning and when approached byDebbie to come to EIrom he accepted the invitationwith alacri ty and he's never regretted his decision.

Debbie said that plans for further development ofEIrom are comprehensive. Starting with 20 peoplein 1971. enormous progress has been made. Alreadythe k ibbutz boasts pota to and wheat fie lds . Seedpotatoes, imported from Ireland, are being used fordeveloping seed potatoes for use in Israel. Perfectweather conditions produce export quality applesand plums. The kibbutz goes in for turkey breedingand its fish ponds yield carp, "kassif" and St. Peterswhile a beef cattle ranch, where a herd of 500 headof cattle are being tended, is to be increased. Inaddition, an electronics assembly plant was recently built. This project is still in its early stagesof development and the aim Is eventually to beginproduction of parts. This, of course, wi l l take t imea n d m e m b e r s .

I n t h e v i c i n i t y a r ef r iend ly Druze v i l lages and Rosh Pinah*and Ki ryatShmonah are quite close, too. "We don ' t have exper ts in every fie ld o f work , "said Michael , "but then we get a l l the encouragement and advice we need from Kibbutz Kabri, nearNahar iya , whose sen ior and exper ienced membersare at EIrom every day to help us. There is a wonderful l ia ison between us and we learn a lot f romt h e m . "

" We b o t h h a d s p e n t s o m e t i m e o n w e l l - e s t a blished settlements. Both of us in our own time cameto the same conclusion: we didn't want to be partof something that was already established andrunning more or less l ike clockwork. We wanted tobuild up a meshek right from scratch — our veryown k ibbu tz . A l l the members fee l the same. Weare a very closely kni t group and al l of us in ourown way contribute whatever special knowledgeor talent we have," added Debbie.

"After l iving in a large city, surrounded by familyand many f r iends , 1 d idn ' t be l ieve I 'd be ab le totake to kibbutz life. Now I've got a feeling of belonging such as I've never experienced before," saidMichael, "There is a real spirit of companionshipand I 'm sure the fact that we're more or less thesame age group helps a lot." The average age of theEIrom settlers is 24 — the oldest 31 and the youngest (in the army) is 19.

The original number of twenty settlers has grownin six years to 120 — though some of this numberbelong to a Nahal shalat group. At present, thereare fifteen children, all under the age of four. "We'dlike to be joined by young couples who believe, aswe do, in building up something new and good.We specially stress couples because it makes fora more stable society especially for the children.We're not terribly keen at this stage on taking inchildren older than four years — they'd feel leftout of things. Our first kindergarten is opening thisseason and we already have a popular "zoo" corner,All this doesn't mean that we don't want singles.O f c o u r s e w e d o ! "
