HOT Pressure Wash/HPWJ FUSEL Oil Systems & Vessels OPERATION(S)

1. Obtain Permit To Work & Permission to proceed.

2. Establish service area for plant & equipment etc.

3. Cordon off service area with barrier tape / warning notices.

4. Set up & test Water Jetting Equipment & Steam Cleaning Unit.

5. Proceed with operation to clean Fusel Oil System

Manpower On Site: Skilled Operatives.

Plant / Equipment: 1 High Pressure Water Jetting Unit & 1 Hot Pressure Wash unit.

Protective Clothing: PVC Wetsuits & gloves, Safety footwear, Head protection, face visor.

Arrival on site

Acre’s manpower, plant and equipment will arrive on site at a time and date as agreed by Allied Distillers Ltd. Acre’s employee in charge of this operation will establish contact with the site representative to confirm service area for setting up equipment.

ADL Responsibilities

• Site Safety Inductions must be carried out by ADL.

• ADL must ensure that relevant system isolations have been carried out.

• Any associated systems which are normally pressurised must be de-pressurised and drained prior to commencement of any.

• Any dismantling or re-assembling of systems will be carried out by ADL personnel. Removal and replacement of vessel access covers / flanges will be carried out by ADL personnel.

• ADL must ensure safe access / egress to the site at all times.

• Machinery guards must be properly fitted to any live or running machinery in the vicinity of Acre Industrial cleaning operations.

• ADL must issue a Permit To Work for all operations. Work Permits should confirm that correct isolations, where appropriate, have been carried out and that the FUSEL oil system is safe to work on.

Work Method Statement continued• ADL must provide material data sheets for any potentially hazardous substances which Acre employees

may be exposed during cleaning operations.

• ADL must ensure that all associated vessels are drained down prior to commencement of operations.

Acre Industrial ResponsibilitiesAcre Industrial shall provide correctly maintained plant & equipment, and trained manpower to carry out Industrial Cleaning work in accordance with:

• The Health & Safety at Work etc...Act 1974.

• Provision and Use of Work Equipment Regulations 1998.

• Code Of Practice - for the use of high pressure water jetting equipment.

• Confined Space Regulations 1997.

Hot Pressure Washing / Water Jetting ProcessThe smaller vessels associated with this system will benefit from a hot pressure washing process however, the Receiving Vessel ‘ in the Spirit Store is a much larger vessel and will require a high pressure jetting process. The Service area for this operation will be at the access door to the Spirit Store. Access /egress, to the operations area must be restricted for safety reasons. Warning notices and barrier tape will be positioned to indicate No Unauthorised Admission to the operating area. Allied Distillers have agreed to break as many flanges as possible on the systems and associated vessels to allow them to be penetrated from a variety of angles. A drain valve will be opened on the button of the receiving vessel in the spirit store which will allow washings to escape as the operation progresses. Washings will run off the site effluent system.

• Hot pressure washing hoses will run from the steam generating unit to the upper Floor of the Still House, and into the Fusel Decanter.

• Routine safety checks will be carried out on equipment and connections etc... prior to admitting pressure to hoses.

• Acre Operatives will start the hot pressure wash unit.

• Hose pressure / temperatures will be increased gradually whilst safety checks are performed.

• Once satisfactory checks have been completed, hot pressure washing will commence on the internal surfaces of the decanter.

This process will commence using a ‘hot pressure washing gun’ with a degreasing detergent pressure being added to the wash as necessary.

Work Method Statement continued• Hot pressure washing will be carried out through sight glass openings in the decanter, ( and through

flange openings in the ’Intermediate Vessel’ as necessary).

• The steam temperature will be increased to maximum which will provide a steaming effect on the internal surface of the decanter. The washings from this process will run off into ‘Level Control Tank and then pumped up into the Intermediate Vessel, and finally across into the ‘Receiving Vessel’ in the Spirit Store.

• When all of the washings have been discharged to the ‘Receiving Vessel’, the pump will be shut down and flanges will be broken to allow access to the ‘Intermediate Vessel’ The drain line on the bottom of the ‘Intermediate Vessel’ will be opened to allow the washings to run off to the site effluent system.

• When the vessels and systems in the Still House have been cleaned to the required standard Acre Operatives will proceed with the High Pressure Water Jetting operation in the ‘Receiving Vessel’.

• High pressure water jetting hoses will be run from the Jetting Unit to the upper floor of the Spirit Store, and into the ‘Receiving Vessel’.

• Routine safety checks will be carried out on equipment and connections etc prior to admitting pressure to hoses.

• Acre Operatives will start the jetting units auxiliary engine.

• Hose pressure will be increased gradually whilst safety checks are performed.

• Once satisfactory checks have been completed, high pressure washing will commence on the internal surfaces of the ‘Receiving Vessel’. This process will commence using a ‘ High pressure - gun ‘ with extension lances fitted to give extra reach. A de-greasing detergent will be added to the pressure wash as necessary.

• The pressure washing operation will be carried out through the top inspection hatch. No man entry will be required during this cleaning process. Allied Distillers will break a flange on the bottom of the vessel to allow for drainage. The washings from this process will run off into site drainage system.

• Acre’s Supervisor will monitor progress and will advise the site contact when the vessel is ready for inspection.

Quality AssuranceOn completion of this operation Acre’s Supervisor will request an inspection of the work by the site representative. In accordance with Acre’s quality procedures, Acre’s Supervisor will then request a signature from the site representative in order to complete his ‘Time Sheet ‘ On signing the ‘Time Sheet’ the site representative will be agreeing to; the materials, plant & equipment used for the process, the number of hours worked, and that the quality of work has been completed to the agreed specification. After a satisfactory inspection by the site representative, Acre work team will de-rig equipment and prepare site for hand over.

SupervisionAcre Industrial shall ensure, that it complies with site requirements in appointing a Supervisor who has attained the necessary standard of proficiency for controlling the aforementioned operations as the ADL’s Glasgow Road site. It will be the duty of the appointed Supervisor to :

• Remain on site for the duration of the work.

• Liase with the client / site contact.

• Be familiar with the equipment and process under his control.

• Be aware of the hazards associated with their work.

• Ensure, through adequate supervision that all employees comply with local rules that are applicable to them.

• Maintaining Site Safety at the end of each working day.

• Report any injuries, diseases & dangerous occurrences relating to this operation. See separate paragraph in Accident Reporting.

• Ensure that site smoking rules are observed at all times.

• Maintain good standards of tidiness of working site at all times.

• Ensure that operations are carried out in accordance with this Work Method Statement.

• Ensure that control measures as stated in the Formal Risk Assessment are adhered to.

Accident Reporting• It is Acre’s policy to investigate and record all injuries, accidents and cases of ill health caused by or

affecting individuals work. In the event of an injury, no matter how slight an injury may appear, operatives must always report them to their site supervisor who must ensure that details are entered into the company accident book’. The accident book is held in the operations office at company headquarters. Any accident ( regardless of whether there was an injury or damage) is clear evidence of lack of control. All reported accident’s will therefore be fully investigated by the company Health & Safety Manager in order to identify the root cause with specific details recorded on Acre’s accident investigation report form.

• Accidents involving company road vehicles are also recorded on accident report forms, provided by the company’s insurers.

• All dangerous occurrences and near miss incidents must be reported to the company Health & Safety Manager. If such an occurrence is caused by an adjacent process out with the control of Acre’s Supervisor, then the matter must also be reported to the site contact. Any damage to the Company or client’s property must also be reported. All dangerous occurrences and near miss incidents will be fully investigated by Acre’s Health & Safety Manager with a view to establishing the cause, or whether there were several direct causes, and, to identify the people or equipment that was at fault.

• All operatives must report any medical condition or medication they are taking which could affect their ability to operate machinery, drive a vehicle or work in a hazardous environment.

• Should an operative identify a situation in which a potential accident could occur or an injury could be sustained they must report it immediately.

Accident PreventionAlthough Accident Investigation may be considered a reactive approach and is unlikely to get the root causes unless it is carried out very thoroughly, Acre endeavour to apply a pro-active approach by providing careful attention to Management Control by means of:

Work Method Statement & Risk Assessment - Acceptance:This Work Method Statement & the Risk Assessment must be examined by ADL prior to commencement of this operation. Formal notification is not necessary if the Method and controls are satisfactory.

However formal notification must be given to Acre’s Safety Manager should there be any irregularities or concerns, or in the event of a change of process which could significantly alter the method of work and where new risks may require to be assessed.

If no such notification is received prior to commencement of this work, full acceptance will be assumed.

Control Measures in place• All suction hoses & connectors must be visually examined for any evidence of wear and tear,

and that couplings have connected firmly.

• Hose runs where practicable, must avoid stairways and walkways in order to reduce potential trip hazards.

• Plant/equipment must not cause any undue obstructions/hazards on site.

• Pre-start checks must be carried out on oil levels and fuel filters etc.

• Suction hoses must be continuously monitored throughout uplift process.

• Tanker operative must continuously monitor quantity of waste being loaded into tanker. Tanker must be constantly manned throughout uplift process.

• Tanker operative & assistant must wear hearing protection whilst working in close proximity to the tanker unit, and in any high noise environment.

Control Measures in place• ACRE operatives must avoid climbing onto tops of tankers whenever possible.

• If access to top of tanker becomes necessary, tanker operative must don a Safety Harness and Fall Arrest Lanyard, attaching the lanyard to a firm fixture as soon as access to the top of the unit has been achieved. Lanyards must not be detached until operative is on the fixed ladder & safely descending.

7. Tipping Waste / entering tanker (confined space).

Control Measures in place• Every effort must be made to prevent entry into tanker whilst tipping.

• Where entry becomes a necessity, this must only be carried out when there are two operatives present, one operative acting as outside/safety person.

• The person entering the tank must be wearing a safety harness & lifeline to to assist in emergency evacuation if the need arises.

• The rear door to the tank and top inspection hatches must be opened to to allow natural ventilation.

• The rear door must be secured safely in the open position. A gas monitor must then be lowered from a top inspection hatch into the tank to test the atmosphere. Where there is more than one hatch, gas testing must be carried out from each one in turn.

• Once the tank has been deemed tenable, one operative will enter through the rear door only. He will be carrying a gas monitor to continuously monitor the atmosphere, & an escape B.A. set for evacuation in the event of the monitor alarming. Access/egress from the top inspection hatches is forbidden.

• The safety person must remain at the tank access, & maintain visual/verbal contact with the operative in the tank throughout the entry process.

Control Measures in place• All pressure hoses & connectors must be visually examined for any evidence of wear and tear.

• Pressure hoses must be continuously monitored when pressurized / live.

• Pre-start checks must be carried out on equipment i.e. oil & fuel levels, hyspin oil, water filters must be checked prior to filling water tank, vent valve must be opened when filling jetting unit to vent air from pump (close when full).

• Foot control valves must always be fitted for water jetting operations involving pipework and drains.

• High Pressure Water Jetting Unit must be manned by a competent person throughout the water jetting process.

9. High Pressure Water Jetting & process area(s).

Control Measures in place• ACRE personnel must ensure that contractors and Site personnel are discouraged from lingering

around in the vicinity of water jetting operations.

• ACRE’s team leader will select suitable equipment for the jetting process.

• ACRE’s team leader will ensure that all team members clearly understand the means of communication and any signals to be used.

• ACRE’s team leader will ensure that operatives are rotated in their duties.

• ACRE’s team leader will decide when it is safe to bring the Jetting Unit up to the required working pressure. Working pressures will be adjusted as reqd.

• When a foot control valve is in use, the valve operative must have uninterrupted sight and communication with the lead operator at all times.

• On completion of water jetting operations, the pump is to be shut down and isolated. Ensure that the dump valve is in the neutral position, remove nozzle or gun from the hose end. The pump may then be re-started to reel in the hoses, the pump must only be running at idle/tick-over revolutions.

• Ensure that the site is left in a clean and safe condition.

Control Measures in place• Do not start jetting pump if it, or the hoses have become frozen. Ejecting ice bullets from a frozen

hose can cause serious injury & damage to equipment.

• During periods where there is a risk of freezing, drain the entire system and add recommended quantity of anti-freeze, run the pump to ensure that the anti-freeze mix runs through the entire system.
