Potential FTTP Build-out Models

•  Demand-based model reliant on pre-selling

•  Significant variability in take rates driven by socioeconomic status

•  Providers may require City concessions to build

•  Typically closed networks using fiber to compete with incumbents

•  Demand-based model, city has more control over network build

•  City bears full cost

•  Limited transfer of construction risk

•  Proponents may have capital constraints limiting potential performance security

•  Long term partnership with private sector to deliver City objectives

•  Bundled scope ensures continuity of risk transfer across project lifecycle

•  Performance based infrastructure with significant security packages

•  City control of infrastructure creates additional savings options

-  Infrastructure Investor – basically providing a construction loan •  After completion of build and some time passed, may divest

to the equity market in forms of Infrastructure Fund Assets. PPP obligations persist per agreement

-  Wholesaler - which will serve the marketing and business development function for the PPP assets, as well as manage the ISPs

-  Master Integrator - as well as prime contractor will operate and maintain the network. •  Includes passive component (fiber) and construction design

and build of the fiber network -  Equipment and network integrator - provides all network

equipment for the project, including CPE, Access, Cabinets, Core Routing and EMS/SW systems along with professional services

Conclusion: SEAMLESS MPLS IN THE ACCESS AND AGGREGATION: WHY ?

•  Based on a divide and conquer approach, to extend MPLS to multi-area networks with a clean integration. Many of the key concepts have been around the industry for some time. Hierarchy is key, connect domains in a hierarchical fashion - aggregation domains are never connected to each other, only to the core

•  Transport level and Service level can be very clearly separated •  End-to-end multi-area integration between access/backhaul and core enabling end-to-end IP connectivity

between involved PE routers where the IP/MPLS service is required •  End-to-end service management/assurance (provisioning, performance monitoring, troubleshooting etc.)

•  Available in 7950, 7750, 7705, and 7210

•  Allow the network to scale to 100s of metro regions with 1000+ nodes each, recognizing that some nodes (e.g. access) have more limited capabilities

•  Support fast service restoration after failures (using local or E2E repair techniques). Transport restoration can speed up service restoration but service restoration is the ultimate goal

•  Allow MPLS-based services to be established between any two endpoints, without per-service configuration in intermediate nodes

SCALABILITY

FAST SERVICE RESTORATION

END-POINT PROVISIONING
