Technical Specifications for Multipurpose Fire Tender (Payload of 25 Tones) 1.0 SCOPE: This specification covers the general requirements regarding materials performance and acceptance tests for multipurpose Fire tender to be used for Fire Fighting. The scope of supply shall be inclusive of but not limited to the following:

· All chassis of TATA / Ashok Leyland / MAN EURO-III having wheel base of not less than 4800mm, payload capacity of 25 tonnes or more, with 180 BHP turbo charged engine preferably to be bought by Vendor from TATA /Ashok Leyland/Man or its authorised dealer on behalf of GAIL. It should be one singe cab accommodating 01 driver+01 Officer + 04 Firemen. The party may suggest any other equivalent suitable model of TATA/ Ashok Leyland /MAN suiting to the above duty requirements of the fire tender. Bidder has to submit the undertaking from the Chassis Manufacturer or authorised dealer for giving servicing / repairing / maintenance at GAIL, Usar site along with their Bid.

· A Centrifugal type single/double stage multi pressure pump (Rosenbauer / Godiva make or higher equivalent imported version) capable of delivering minimum 3000 lpm @ 7.0 kg/cm2 and high pressure output 250 LPM at 40 Bar pressure.

· A Heavy duty full torque Power Take Off Unit of Firefly, WEBSTER or VAS make capable of transmitting required power for driving the Pump of Standard make with above features.

· A Water tank of 4000 litres Capacity (Stainless Steel). . · A Foam Tank of 1000 litters capacity (Stainless Steel). · An aqua foam monitor nozzle of not less than 2200lpm @ 7 Kg/CM2

with a throw of minimum 70 meters. · One ISI marked Hose Reel with hoses of 19mm dia, 40 Mtrs length for

discharging water. · 2 nos ISI marked hose reel with hoses of 25mm dia, 40 Mtrs length with

trigger type pistol grip nozzle will be provided at both side of vehicle for DCP discharge at easily accessible location so as to facilitate quick pulling with a throw of 10 Mtrs at 450 and capable of discharging 5 kg/ sec.

· Two DCP vessels/ tanks of 1000kg capacity each with one DCP monitor & 2 hose reels with hoses of 40 mts, one on either side as per technical suitability on the chassis and to be agreed by GAIL.

· A high quality pneumatic remote control operated Light Mast of 4x1000 W with portable Honda Make 5Kva Portable generator set.

· A Grand make battery operated public Address amplifier system with light Bar.

· The Fire Tender shall be fabricated with the best material and good workmanship, ensuring effective and efficient operation of the Tender.

· All wiring shall be properly fixed in position & shall be protected against heat, oil & physical damage wherever necessary wiring shall pass through PVC sleeves. All important electrical circuits shall have separate fuses suitably indicated and grouped in a common fuse box located in an easily

accessible position. Drag Hook or eye of adequate strength & design shall be provided at the rear and front of chassis.

· Piping, necessary controls, hose lines and other accessories, Complete accessories as per ANNEXURE-A.

· The Multipurpose Fire Tender after completing the acceptance test formalities shall be delivered charged with 2x1000Kg UL-Listed potassium bicarbonate based-Urea complex DCP powder and expellant gas system fully charged. After completing the acceptance tests, Foam compound shall be refilled by GAIL at site.

2.0 GENERAL:

2.01. The multipurpose fire tender including all accessories shall be designed for electrical, oil and gas fire application and manufactured as per relevant Indian Standards and as per sound engineering practice. All valves shall be of Lever operated (high rated/passing proof) ball valves type except for any other type of valves mentioned anywhere else in the specification. All hoses shall be RRL-TYPE-B only (ISI marked, as per IS: 636 & CE marked Type B).

2.02. The specification mentioned here under lays down the requirements

regarding material, design, construction, workmanship and finish, accessories and acceptance test of Fire Tender.

2.03. All the equipment and accessories shall be fixed on the appliance in a

compact and neat manner and shall be so placed that each part is easily and readily accessible for use and maintenance. The centre of gravity shall be kept as low as possible.

2.04 All material/equipment shall be BIS marked & where BIS is not available the material shall be of high quality from reputed manufacturer. The vendor shall be responsible for supplying all equipments/accessories and properly fixing them on the chassis as described in this specification. Other details & requirements which are not covered under this specification ,but may be necessary to complete the Fire Tender and/ or to fulfil the operation /performance requirement shall be provided by the vendor , who will be responsible for the design & construction of the complete appliance to the full satisfaction of GAIL.

3.0 CHASSIS:

3.01 The Fire Tender shall be fabricated and built on the chassis with

original cabin of TATA / Ashok Leyland / MAN with latest EURO III Emission norms having wheel base of not less than 4800mm, payload capacity of 25 tonnes or more for effective load carrying capacity, with 180BHP turbo charged engine to be bought by the bidder / party from TATA / its authorised dealer or any other equivalent suitable model of TATA/Ashok Leyland / MAN by the vendor itself on behalf of GAIL within 30 days of placement of P.O.

3.02. The Fire Tender should have constant mesh gear box, tool kit, spare

wheel assembly etc. 3.03. All wiring shall be properly fixed in position and shall be protected

against heat, oil and physical damage. Wherever necessary, wiring shall pass through PVC sleeves and conduits.

3.04 All important electrical circuits shall have separate fuses suitably

indicated and grouped in a common fuse box located in an easily accessible position.

3.05. Drag hook or eye of adequate strength & design shall be provided at

the rear & front of the chassis. One towing hitch will be provided at rear portion for towing min. 1 Tonne trailor.

4.0 PUMP: 4.01 The multipurpose Fire Tender shall be mounted with centrifugal type,

single/double stage multi pressure and heavy-duty pump (Rosenbauer or Godiva make) capable of delivering minimum 3000 lpm @ 7.0 kg/cm2 and should be powered through the Chassis Engine via PTO. Pump should be capable of discharging not less than 150% of rated capacity at a head not less than 65% of rated head. The shut-off head of pump should not exceed 120% of rated head of pump. Party has to submit the test data at the time of inspection.

4.02 PUMP PERFORMANCE:

The pump shall perform the following duties: Low / Normal Pressure output – minimum 3000 LPM @ 7 Kg/cm2 High Pressure output – 250 LPM @ 40 Kg/cm2 The suction side of the pump shall be able to connect either directly to hydrant discharge outlets or under pressure to the water tank of the tender.

4.03. The pump shall be rear mounted on the chassis and shall be accessible

and readily removable for use, repair and maintenance. The pump shall have its control panel at rear. It shall be driven by the chassis diesel engine through the power take off unit and the propeller shaft. The Heavy duty full torque PTO unit shall be capable of transmitting power to pump by suitable propeller shaft.

4.04. The pump shall be of rigid construction and shall be made of Gun

metal compatible with fire fighting water and foam compound with stainless steel shaft suitable for use with saline water. The pump impeller shaft made of Stainless Steel and shall be carried in antifriction bearings.

4.05 The suction inlet will be 100 mm round threaded type and 2 x 63 mm inlets male coupling with NRV & strainer for refilling of water tank from hydrants.

4.06. The pump's impeller neck rings and impeller rings shall be renewable types and the gland shall be of self adjusting type. A drain plug shall be provided at the bottom of the casing. The impellers of high pressure suction shall be made of Stainless Steel.

4.07. Primer: The pump shall be fitted with a Firefly, Rosenbauer or

Godiva Automatic Piston reciprocating type Priming System. It shall be capable of lifting water from at least through 7.0 meter height at a rate not less than 30cm /sec. It shall be of such design as would not lead to its mechanical failure, would be easy in maintenance and would work satisfactorily even if it has been left dry for a long period. Documents in respect of Originality (Firefly, Rosenbauer or Godiva) to be submitted to GAIL.

4.08. There shall be minimum 2 x 63mm delivery outlets having standard

SS instantaneous female coupling with ball valves and blank caps. It will have twist type lugs made of SS

4.09 The pump shall have one suction inlet of 100 mm round threaded type

at rear side & should be provided with strainers which should be removable easily. The pump shall be able to take suction from the water tank in normal condition.

4.10 PUMP TESTS:

The pump shall also be tested for the following tests at OEM Testing Shop/ Fabricator shop: -Static Hydraulic test of assembly at 21 Bar. -Dry vacuum test shall attain 640 mm of Hg within 30 seconds. -Deep lift test- suction lift form 7.5 mtrs within 34 seconds at NTP

condition. -The pump shall be kept running for a period of three hours non-stop delivering the rated low-pressure output with a suction lift of 3.0 Mtrs and for one hour operating in high pressure mode.

4.11 The pump shall be warranted for minimum three years satisfactory performance. Any approval from international or national certifying agencies as per relevant standards shall be preferred.

5.0 POWER TAKE OFF UNIT (PTO):

- A heavy duty full torque power take off unit shall be Firefly (Fire Hawk),VAS or WEBSTER make of suitable gear ratio to match the engine & pump characteristics shall be provided.

- A separate lever for engaging and disengaging the P.T.O. shall be provided in the driver’s cabin / pump control panel.

- Necessary support for PTO units, propeller shaft couplings, universal joints etc shall be provided for minimum vibration during PTO & pump operation.

- The driver assembly component (shaft, couplings) shall be dynamically balanced.

- The details of the PTO such as its make, name of manufacturer etc supported with catalogue/ drawing shall be submitted along with the offer and supply of vehicle.

6.0 FOAM PROPORTIONING SYSTEM:

An automatic proportioning arrangement should be provided so that pressure induction ratio of Foam Concentrate, Water Solution and flow of water are automatically varied merely by opening and closing of Monitor and hand lines. Quantum of water at high pressure tapped from the delivery side of the pump is passed through the inductor which induces the foam compound into the water stream and bring the solution to the suction side of the pump.

Around the pump Proportionator should be fitted between the suction and the delivery of the pump, which will induct foam compound into the water stream with no loss in delivery pressure from the pump. The Proportionator should comprise of an inductor and selector valve which should have four parts calibrated to ensure the correct intake of the foam liquid at the required rate with respect to flow of water and supply solution for the operation of foam making equipment. The proportionator should be installed that it should not be liable to mechanical or other damage. Each upward setting will result into an equal increase in the foam concentrate flow rate. The linkages for this purpose should be as simple as possible to avoid distortion due to chassis flexion. Besides the above, when variable inductor is used in conjunction with the equipment for producing foam, an arrangement exist by which proportionate quantity of foam concentrate at the stipulated ratio should get released and mix with water stream leading to suction side of the pump, which means more flow of water, more quantum of foam concentrate to meet the requirement of the equipment in respect of foam solution being discharges from the outlets of the equipment in operation.

As foam concentrate is available in the marked under the brand of 3% and 6% so while carrying out necessary tests, only 3% concentrate is to be used as the entire equipment for induction of Foam concentrated and aeration has been set in relation to the ratio of 3% for feeding the same into the pumps of the tender. Auxiliary Connection: Auxiliary connection for foam pickup tube with strainers and isolation valve shall be provided to enable the foam compound to be induced into the pump directly from the drums or outside source.

7.0 WATER TANK:

7.01 Water tank of 4000 Litres (minimum) capacity made of stainless steel shall be suitably mounted on the chassis. It shall be fabricated out of Stainless Steel grade 316 sheet min. 5mm thickness for bottom, and 4 mm for sides & tops. The baffles shall be of minimum 3.0 mm thickness. The Gas Tungsten Arc welding (GTAW) with ER 309 MOL electrode or equivalent and 100% radiography should be followed. Radiography reports for the tank to be sent with the supply. The tank should have adequate SS angle reinforcement.

7.02. It shall be provided with a baffles across with 450 mm manhole

flanged to prevent surge while the vehicle is accelerating, cornering and braking and shall be so designed and mounted as to bring the centre of gravity as low as possible in the chassis. The baffles shall be arranged in a manner to facilitate the passage of a man throughout the Tank for cleaning purposes. Tank shall be mounted on three cross bars/bearers to counteract stresses caused by chassis flexing and shall be so secured that it can be removed. Baffles shall be minimum 3.0 mm thick. The bolting shall be so designed and mounted as to bring the centre of Gravity of the appliance as low as possible.

7.03. It shall be rectangular in shape and the mounting of the tank shall be

flexible type to prevent the tanks distortion due to the chassis flexion. The mounting shall permit full contents of the tank to flow into the pump.

7.04. An inspection manhole of not less than 450 mm size shall be provided

on top with hinged or removable cover and shall be marked `WATER'.

7.05. Suitable eyes bolt shall be provided on the shell of the tank to enable

it to be lifted off the vehicle for repair /replacement as necessary. 7.06. A cleaning hole of 250 mm diameter shall be provided at the bottom

of the tank with a 50mm dia drain pipe with a valve and plug connection and will be taken down to a point well below the chassis without reducing the effective clearance.

7.07 The tank shall be fitted with min. 50mm. bore overflow pipes and the

discharge end shall be taken below the chassis without reducing the effective ground clearance.

7.08 Vehicle should have following connections with pump and tank:

Ü Hydrant - Tank inlet two male coupling & NRV. Ü Hydrant - Hose reel inlet. Ü Tank –Pump - Hose reel. Ü Tank –Pump - 2 or 4 nos. deliveries. Ü Tank –Pump - Monitor(Foam/Water) Ü Pump - Cooling tank.

The filling connections in the tank will be of suitable dia & shall be fitted with two 63mm inst. Male connections of GM with removable strainer & blank cap & NRV. A water level indicator will be provided close to the control panel indicating Full, 3/4, 1/2, 1/4 & Empty etc. The tank will be connected to the pump with a butterfly valve, which should be pneumatically operated with manual override facility for ease of operation.

Electronic LED Water and Foam Level Indicators as empty, ¼, ½ , ¾ and full on the pump control panel shall also be provided. The indicators shall sense the fluid level in the tank with help of a pressure sensing probe. The Level indicators shall be suitable for any shapes of tanks. The level indicators should be self calibrated and should not require any other type of calibration. The indicators shall have a viewing angle of 180 degrees. Remote secondary level indicators in the cab shall also be provided. This will help the crew members and driver to check the fluid level from the cab while travelling.

7.09 The complete tank shall be painted after thorough cleaning & surface

preparation with epoxy paint of 120 microns minimum thickness consisting of one coat of primer and two coats of finish after sand blasting of inside surface both internally and externally after fabrication to protect against corrosion.

7.10 The engineering of the tank should be of good quality so as to increase

the life of the tank and should be of least maintenance.

8.0 FOAM TANK: 8.1. Foam Compound (AFFF) tank of 1000 litres capacity shall be

mounted on the chassis It should be fabricated out of stainless steel grade 316 plates of minimum 5 mm thickness for bottom and 4 mm thickness for sides & top. All external surfaces shall be suitably treated to resist atmospheric corrosion and painted. The tank will be suitably baffled. In addition a 2% of expansion space will be made in the tank, over & above foam compound capacity.

8.2. The foam tank shall be of rigid type rectangular in shape with welded

construction. The Gas Tungsten Arc Welding (GTAW) with ER 309 MOL electrode or equivalent 100% radiography is required. The radiography reports along with plates of the same to be submitted to GAIL.

8.3 The foam tank shall be embossed with Die Pressed stiffeners on all

four sides to prevent the surges while the vehicle is accelerating, cornering and braking and shall be so designed and mounted as to

bring the centre of gravity as low as possible in the chassis. The baffles should have flanged man ways of 450 mm dia.

8.4 The tank shall be fitted with a sludge trap. The tank shall also have a cleaning hole of 250 mm dia and 25 mm drain pipe with a valve and plug incorporated in it. The cleaning hole shall be flanged type and easily accessible from bottom of the vehicle. The bottom of the tank should have a slight slope towards the sludge trap.

8.5 The tank shall have 2 Nos. of filling orifices of not less than 150 mm dia with a removable strainer fitted to it. The strainer material shall be resistant to the attack of foam compound. The filler cap shall be clearly marked ‘FOAM’ at the top.

8.6 The tank shall have one line on either side of 75 mm dia with

interconnection male coupling and level operated ball valve. 8.7 The tank shall have one 450 mm dia inspection manholes with hinged

or removable covers. 8.8 The tank shall be provided with a breather valve to enable automatic

venting of the foam compound when the foam compound is drawn from it or when the tank is being filled.

8.9 The draw off line shall be connected to the foam compound

proportioner with NRV in addition to main control valve / indicator, pump and should be 40 mm above the bottom of the foam tank.

8.10 A Foam solution transfer pump (electric driven) rotary type of

minimum discharge capacity of 200lpm at a head of 3.0 meters with necessary piping etc shall be provided to transfer foam compound from drum to the foam tank. Provision will be made for drawing foam compound direct from an external source through a pick up tube while producing foam.

8.11 The draw-off pipe shall be fitted with removable strainer of S.S.

material.

8.12 One extra auxiliary foam compound pickup connection, inlet of which shall be on the suction side of the pump shall be provided to enable foam compound to be induced into the pump from the open foam supply. A pick up tube with strainer shall also be provided for this purpose.

8.13 Foam tank shall be tested for leakage period of 24 Hrs.

8.14 Operational control procedure for operation of Foam system by using

monitor & hose to be affixed at appropriate place on the tender.

8.15 Vehicle should have following connections for foam system:

Ü Main foam valve. Ü Foam tank to inductor valve. Ü Inductor valve (Proportioner). Ü Pickup valve & Pickup inlet.

9.0 AQUA- FOAM MONITOR NOZZLE

9.01 Since the fire tender is for the oil and gas fire application, there shall be one number of Multipurpose (Water-cum-Foam) Aqua Foam Monitor Nozzle of 2200 lpm @7kg/cm2. The design of the monitor should be such that both the extinguishing agents (Water & Foam) can be discharged together or can be discharged individually from the said single nozzle as the situation demands while fighting the fire.

9.02 The monitor shall be connected through pipeline to the discharge

outlet of the pump. 9.03. The monitor shall be lever operated and shall be capable of traversing

through 360 degree in a horizontal plane, +75 degrees & -15 degrees in vertical plane with discharge range of minimum 60meters (water & foam).

9.04. The horizontal throw range of water and foam at 7 Kg/cm2 pressure shall not be less than 70 and 65 mtr respectively in still air.

9.05 The monitor nozzle shall have a variator for fog pattern, jet and spray

application.

9.06 The Monitor nozzle shall be capable to pickup the foam compound (AFFF) from a distance of 5 mtrs. from the nozzle. A pickup tube of 5 mtrs. length shall be provided with the monitor for sucking / lifting the Foam from the jerry cans / drums placed at ground level near to the fire tender.

9.07 A suitable place shall be provided for the operator to stand and

operate the monitor comfortably in any direction.

10.0 HAND LINES: There shall be two deliveries at rear side or two deliveries each both

sides (rear) of the vehicle having standard gun metal instantaneous female coupling with screw down type delivery valves with blank caps. Each hand line shall be capable of delivering 2400 lpm of generated foam (Exp. Ratio-8) at a minimum pressure of 7.0kg/sqcm. Each hand line shall terminate into a foam making branch pipe of aluminium alloy and fitted with 63mm male instantaneous connection. It shall be possible operate the monitor and hand line simultaneously. It should have twist type lugs made of gun metal.

11.0 HOSE REEL:

One first aid hose reel shall be provided and so as to be accessible for use from the either side of the appliance. Swivelling guide rollers shall be fitted, where necessary to prevent tubing from kinking.

Hose reel shall hold not less than 40 meters of suitable bore tubing

hose in convenient lengths, terminating in a dual purpose shut-off nozzle. Crows foot coupling shall be used for joining together the lengths of hose and to couple one end of the hose to the hose reel and the other to the shut off nozzle. The tubing shall conform to IS:5132-1969.The reel shall be provided with friction brakes to prevent overrun of tubing without affecting easy run of the wheel.

Two high-pressure hose reels (one on left and one on right side at the

rear of the vehicle) to facilitate operation of the high-pressure section of the Fire Pump shall be provided and mounted so as to be accessible for use from either side of the appliance. The hose shall be prevented from kink. Working pressure of hose shall not be less than 50 Kg/cm2. The high-pressure hose reel shall hold 30 meter of hose in one length, terminating in a high-pressure fog gun. Plumbing between the pump and hose reel shall have clean and unobstructed water way of not less than 25mm throughout without any restriction. The working pressure of the tubing shall not be less than 40.0 kg/sqcm .

12.0 DRY CHEMICAL POWDER SYSTEM / DCP UNIT: DCP vessel shall either comprise of single dry chemical powder vessel of

2000kg or two vessels of 1000kg,both options should be submitted by vendor and one of the options will be approved by GAIL on drawing submitted by vendor, two (2) hose reels for DCP discharge, necessary control systems / electrical systems, communications system etc. mounted on a chassis. Material used for fabrication to be specified in details with precautionary measures/treatment for avoiding corrosion and suitable for saline environment of Gujarat. Arrangement shall be provided to expel the powder from each of the vessels through hose reels and overhead monitors.

DRY CHEMICAL POWDER VESSEL: The appliance shall have one/two vessel(s) for dry chemical powder (UL-Listed, potassium bicarbonate based-Urea complex DCP powder) having capacity of 2000 kgs. The location of the vessel(s) will be identified during the stage –I inspection for chassis. Inspection of DCP shall be carried out by GAIL’s representative at the manufactures site if the powder is indigenous & if the powder is imported one then a composite sample will be drawn by GAIL’s representative & the test report will be sent to Govt. approved laboratory against relevant (BIS) standard before clearance for induction into the DCP vessel of this fire tender. The vessel shall be

designed, fabricated & inspected as per ASME Code VIII Div-I code for unfired pressure vessels. The material for the vessel shall be as per ASME/BIS codes. The plates shall be ultrasonically tested. The DCP vessel shall be mounted on the chassis with suitable foundation arrangements. The corrosion allowance for shell & dished end should be taken as minimum 2.5 mm. The vessel shall be designed for a working pressure 15 kg/sqcm. Design pressure 22kg/sqcm and hydrotesting pressure 35 kg/sqcm. The hydro test certificate should be submitted to the GAIL.

The vessel shall have treatment for anti-corrosion on internal surface with lead tin alloy (tin not less than 10%) having minimum thickness of 0.12mm.

The vessel shall be provided with filling aperture of 18” dia with flanged cover at top and drain hole of 10” dia at bottom with flanged cover. Drain hole shall not be above differential.

Vender shall submit the design calculations along with drawing for the DCP vessel/s along with the bid indicating material specifications, design pressure, test pressure, radiographic requirements, adopted thickness for shell and dished end etc.

The DCP vessel/s shall be cylindrically shaped and shall be hermetically seating type cap with easy means for removing for the purpose of re-filling dry chemical powder.

The vessel will be fitted with Pressure Safety valve, pressure gauge, pressure reducing device, Isolation Valve, charging valve fitted at suitable location. Vessel shall be provided with a blow valve or similar device on top to discharge N2 gas in the atmosphere without discharging powder. The safety valve shall be installed on top of vessel at suitavle location. The capacity of the valve shall be sufficient to release excessive pressure in case of failure of pressure reducer. The setting safety valve should be at 16 kg/sq.cm. the valve should have CCOE/PESO approval.

FREE FLUIDITY OF DCP: To ensure proper fluidity of the powder appropriate nos of high pressure diffuser nozzles shall be suitably placed at the bottom of the vessel through which gas under pressure shall be discharged. Suitable arrangement shall be made to ensure that diffuser nozzles are not blocked under any circumstances. The diffuser nozzles should be fitted with synthesised filters.

The DCP vessel shall be charged by the Vendor with UL-Listed, potassium bicarbonate based-Urea complex DCP powder in presence of GAIL representative and the vessel shall be sealed by GAIL’s representative before dispatch to GAIL site. Permanent marking of “Dry Chemical Powder” filling height should be considered /marked to avoid over-pressurisation of cylinder.

DCP system will have N2 as an expelling agent. The vessel will have min. 4 nos of N2 cylinders (min 54 lts water capacity) /1000kg/ (as per design

requirement) to ensure that 90% powder is discharged. Engineering Design calculation must be submitted by the vendor along with offer. 100% filled spare Nitrogen cylinder nos (If actual 04 cylinders then 04 spare cylinders) of same capacity shall be supplied separately along with the combined tender. Operational control procedure for operation of DCP system by using monitor & hose reel to be affixed at appropriate place on the tender. Efficient means shall be provided for flushing the hose reels and Monitor with expellant gas after use. The operation Lever shall be located at the control panel. Arrangement shall also be made with valve to flush hose reel with air from outside. Main Ball valves of DCP system should be operated with N2 pressure and control switches shall be provided at DCP monitor handle.

NITROGEN CYLINDERS: DCP vessel shall have its expelling gas cylinder assembly to discharge dry chemical powder through two DCP nozzles connected to hose reels. DCP vessel shall have independent expelling gas system consisting of Nitrogen cylinders of 54 / 68 litre water capacity to expel the total DCP.DCP Flushing system after use will be a part of this system, Flushing lines, checking pressure with 10% excess nitrogen gas. Nitrogen gas shall be filled at max. of 140 kg/cm2. The cylinder batteries shall be mounted in a frame in horizontal position with easy & independent removal or placement of each battery. The frame shall have the anti-corrosive treatment. The efficiency discharge throw of each unit shall not be less than 95% of the total charge. Nitrogen cylinders shall be provided with quick operating valve & should be approved by PESO/CCOE Nagpur. Certificates of the same shall be submitted to GAIL at the time of supply. The DCP vessel shall be provided with suitable device to maintain the fluidity of the powder at all times. Drawings of the Nitrogen cylinders are to be submitted to GAIL at the time of supply. 100% spare Nitrogen cylinders shall be supplied along with the appliance with all the details as mentioned for main cylinders. The main cylinders will be installed on the chassis.

Nitrogen cylinders shall be fitted with back flow valves to prevent return of N2. The operating valve of N2 cylinders shall be of trigger/lever type arrangement shall be such that these valves can be operated one at a time and all at a time with one lever.

An independent connection from N2 cylinder of manifold shall be provided for flushing powder from hose reels, Monitor, nozzle etc. with expellant gas after use. An additional connection with valve shall be provided for flushing the complete system with air from outside.

Arrangement shall be made to check the pressure of each N2 cylinder without removing the cylinder and connecting pipes.

All valves, discharge nozzles, pressure gauge, pressure reducing device. Pipes and fittings shall have ISI mark or approval of Competent Authority or certifying agency. The manufacturer / supplier of these items shall provide the necessary certificates to this effect. Also they should be non corrosion, non reactive material compatible with dry chemical powder.

DCP MONITOR: There shall be a separate long-range DCP monitor on the top at suitable location. The plateform should be adequately strengthened to avoid any kind of vibration while monitor in use. There shell be sufficient space around the plateform for movement of the operator. The monitor should be connected to the both the vessel with ball valve so that operation of monitor can be done from independent vessel. The oprating machine of monitor should be cup and cone type valve. The monitor should have throw of 50 meters at 45 degree. The discharge through of the monitor shall be adjustable at 15, 25 & 40kg/sec. at an operating pressure of 14kg/sqcm. The monitor shall be lever operated and shall be capable of traversing through 360 degree in a horizontal plane, +75 degree up and -15 degree down in the vertical plane. Monitor shall have blank cap to prevent any foreign material/water. DCP HOSE REELS: Two (2) nos hose reels (one each on either side) shall be provided at easy location for discharge of DCP. The hose reel shall be quick rolling type with ball bearing. An arrangement shall be made to prevent the overrunning of the hose. Each reel shall be provided with 40 meter long high pressure pneumatic reinforced rubber hose of suitable bore fitted with trigger type pistol grip nozzle. The discharge rate of the powder shall be minimum 2.5 kg/sec as per amended IS- 10993 through each nozzle and the throw shall not be less than 10 m at 45 degrees to horizontal and 8 m vertically while working with both the hose reels. The hose reel shall be pressure tested to the design pressure of vessel and each hose reel shall be connected to both the vessel to enable to operate both hose reel from either of vessel.

13.0 CO2 & DCP EXTINGUISHERS:

Two nos 6.8 kg capacity CO2 extinguishers and two nos. 10Kgs DCP (stored pressure type) shall be provided/fixed at suitable location in the multipurpose fire tender. The extinguishers should be fixed with clamps or other suitable arrangements. The CO2 cylinders shall be CCOE Nagpur approved, hydro tested and ISI marked. Certificates of the same shall be submitted to GAIL at the time of supply.

14.0 PIPING SYSTEM DETAILS:

01) All piping should be sized so as to have minimum pressure drop and achieve the required pressure and flow at various locations.

02) All pipe fittings and valves should be SS - 316.

03) All piping should be seamless and designed for 10% over the maximum

pressures encountered in the pipe. 04) The piping should be flanged for ease of maintenance. However, flange joints

kept minimum. 05) Valves of less than 1.5" NB size should be forged and valves more than 2”

NB size can be of cast construction. 06) All lines should be hydraulically tested at 1.5 times the design pressure

However, in no case should the lines be hydraulically tested below 18 kg/cm2(g).

07) All lines should be suitably supported so as to provide rigidity and avoid vibrations.

08) All lines less than 1.5" NB size can be socket welded to matching 3000 lbs. rating fittings. All lines above 2" NB size should be butt-welded with full penetration welds.

09) All gaskets in foam lines should be spiral wound with SS-304 and asbestos filler.

10) All bolting should be of SS-316. 11) An SS Y- type strainer should be provided before the foam pump. The

strainer should be so located so as to permit easy removal of strainer element with proper isolation of foam tank.

12) The draw off pipe should be provided in such a manner and in such a position that sludge not pass into foam piping.

15.0 BODY WORK:

The chassis shall be supplied with single cab for driver, officer & 4 crew members. The cabin (ready built by the chassis manufacturer) shall be suitably modified for the seating of 4 crew members apart from the driver & officer at the front.

Enclosed accommodation shall be provided for Driver, One Officer in the front and seating arrangement for a crew of 4 persons shall be made at the rear of the Driver’s seat. The Driver’s cabin shall be four door type. Both the seats in the front shall be independent. The driver's seat shall be adjustable type. The rear area of compartment of driver's cabin shall have one fixed seat for full width of cabin for crew members. Necessary hangers, hooks, chains etc. shall be provided to convert the seat into sleeper. Door on either side shall be fitted with safety glasses and winding type regulators. The glasses on all windows and doors shall be fixed in aluminium sections & shall be fitted on rubber beading to absorb the extra pressure/jerks when the fire tender is moving. Door locking arrangement with single key operation shall be provided. The cabin floor shall be provided with good quality rubber mating. One roof light shall be provided in the driver's cabin. Dual sun visors and long arm outside fitting rear view mirror shall be fitted to the cab. Door hinges should be high quality and capable to take load of entire door without deformity.

Arrangement to stow the BA sets in the recessed back rest of the crew member seats shall be provided. The mechanism shall have locking and unlocking facilities to ensure proper fixing of BA sets in place. The arrangement shall be such that when BA sets are stored in the back rest, they shall not hamper the seating comfort of the crew members. The mechanism shall be from reputed international manufacturer with a vast supply experience. The arrangement shall also facilitate easy donning of BA sets by Firemen while seated. The rear removable seat shall have box type arrangement to accommodate fireman axe, one tools box, one Mechanical Jack, one hydraulic jack with Tommy bar and other important equipments, six numbers of hooks shall be provided above the rear seat at suitable height for hanging helmets etc. Battery shall be placed in independent & totally enclosed box with spark proof gland for cable entry.

The equipment’s lockers superstructure shall be fabricated in corrosion free aluminium extrusion profile section framework (ISO6063T6) constructed with bolt and nut system without welding work and panelled with aluminium plate by means of glue without any welding work. Solid all aluminium construction (ISO6063T6) in light weight design made from rectangular aluminium profile with a distortion insensitive bearing. Fabrication shall confirm to Motor Vehicles Act & BIS. Shutter space below chassis shall be fully utilised.

Roof and panel will be made of aluminium padded plate. The roof can be walked-on and is surrounded with rail guard made of non corrosion material. The intermediate walls and shelves partially are made from aluminium padded plate panelled to the structure by of glue without any welding work. Direct mounting of superstructure onto the chassis frame shall not be done. The equipment locker superstructure shall be done mounted elastically rubber steel brackets (Metacones) and on steel sub frame made from Hot Dip Galvanised MS 4” section for better load distribution of superstructure load. The superstructure shall be bolted with chassis using the high tensile bolts.

All lockers having adjustable shelf above chassis shall have Anodized Aluminium doors of 16 gauges. There should be provision of keeping equipments & tools in the door itself. A suitable space shall be provided to keep 20 lengths of 63mm size delivery fire hose each of 15 m length with 4 nos adaptors of 63mm male to male and female to female instantaneous each . There shall be four nos 150mm suction hoses which shall be provided on the roof of the tender with proper arrangement of their fixing. Sufficient number of lockers for storage of equipments shall be provided with external access and at such height of about 1.67 mtrs. For easy operation of the Fire Tender IMPORTED make roller shutters shall be installed ie PUSH PULL SYSTEM- covering DCP equipment control panel lockers. Roller shutters are rolled inwards, underneath the roof giving so as to be accessible from ground level. The top of lockers shall have roof, thereby providing a working

platform for access to tank tops and also the roof mounted monitors. The bottom of all the lockers should be of chequered aluminium plate of 3mm thickness fitted on the base frame to avoid bending of the plate.

All the lockers shall be fitted with internal lighting with suitably located `ON/OFF' switch. A master switch for isolating the locker lighting circuit shall also be fitted in the driver's cab.

All the lockers shall have suitable racks with adjustable shelf and with snap coupling belt fasteners to keep equipments like branches, nozzles, dividing & collecting breachings, collecting head, foam extensions, rescue line (manila rope) etc in its place and order.

All the lockers shall have self drainage of all wash down water.

Grab rails (Double) and non-slip step of heavy chequered plate shall be

provided to give access to the roof of the appliance and for easy and speedy removal and mounting of ladder on both sides.

A “GRAND” / Equivalent standard make battery operated Multi tone hooters & mike system with amplifier & microphone in the driver cabin & LED flashing light system/ bar with programmable flash pattern shall be provided. One standard make loud speaker with two tone hooters shall be mounted on the driver’s cabin roof. Amplifiers and microphone shall be provided in front of officer’s seat in sealed box. One battery operated siren (high rating & water proof enclosure) shall be provided.

Ladder with Ladder gallows of roller type shall be provided on the roof of the

vehicle for easy placing/removal of 10.5m aluminium extension ladder. The aluminium two piece extension ladders shall be mounted on suitable gallows fitted with rollers and designed to facilitate easy & quick removal of the ladder by one man from the rear of the appliance. The ladder in general shall confirm to IS: 4571

All electrical system including that of the chassis should be dipole and reach through conduits and terminals in flame proof junction box. Battery cut off switch should be provided inside cabin. All electrical equipments, lighting & system wirings shall be of flame proof construction.

The structure of drivers cabin shall be welded structure made from anticorrosion treated made of 14 SWG SS 304 pressed section and channels structural steel (IS 2062) with minimum 3mm thickness aluminium panelling. Complete flooring shall be of 10 SWG aluminium chequered plate. The cross members and supported channels should be zinc electroplated 50 microns for the channels ad 20 microns for supports.

The control panel of foam /water operation shall be done on aluminium sheets of 16 SWG.

The vehicle shall be covered from Top with 10 SWG chequered plate having rainwater channel at both side. The openings for equipments shall be sealed properly to ensure no water goes inside.

No part of bodywork shall reduce road clearance to not less than 36 cm nor increase the overall width more than 2.50m .the highest part of the appliance with the ladder and monitor mounted on it shall not reduce the angles of approach & departure below 30 degrees.

16.0 CONTROL PANEL:

Appliance shall have separate control panel for water cum foam operation and DCP system. The panel for water/ foam system adequately illuminated shall be provided at the rear side of the fire tender. All controls of the system shall be spaced properly & marked for easy operation. All valves shall be of lever operated type & shall be made of SS with Teflon seats. For DCP system adequately illuminated operation control panel shall be provided on Right side (Driver’s side) of the fire tender. All other controls like electrical siren etc shall be provided at the driver’s cabin with clearly written identification name plates. The operating levers, pressure gauges etc. shall be mounted on the control panels at suitable location. No valve shall be of wheel type.

All other controls like electrical siren, PA system shall be provided at the

driver’s cabin. All control panels shall have clearly written operating instruction plate. Adequately illuminated operating panels shall include the following:

1. Auxiliary throttle control for the engine. 2. Pump pressure gauge (Separate for Normal Pressure and High

Pressure Mode)

Normal Pressure Gauge : 0 – 21 Kg per sq. cm High Pressure Gauge : 0 – 60 Kg per sq.cm

3. Hydrant connection for water tank filling pipes. 4. Delivery outlets of the pump along with the control levers

and blank cap with chain. 5. Suction inlet of pump with blank cap & chain. 6. Control for using auxiliary foam pick-up tube. 7. Operating instruction plate; & flushing out instruction plate. 8. Ball valve for water tank to pump. 9. Pump RPM meter for shaft speed. 10. Control for flushing out foam Equipments & piping. 11. Compound Gauges- Vacuum from 0-760mm mercury & 0 to

7 kg per sq. cm. 12. Valve for Hose reel and water monitor. 13. Light point of Panel.

17.0 FITTINGS & ACCESSORIES: The Multipurpose Fire Tender shall be provided with the following

accessories in addition to those normally fitted to the chassis. All the accessories shall be suitably fixed in position or shall be kept in lockers or other suitable place as on the tender. Electrical fittings shall be flame proof

1. Electrically operated siren - 01 No. 12- 24 V with range 1km. to be

mounted externally on Top. 2. Fog lamps powered by the battery of the Vehicle, these shall be low

mounted in front of the vehicle - 02 Nos.

3. Reversing lights with hooter horn - 04 Nos., suitably situated to assist reversing.

4. Blinker type traffic indicators - 02 Sets.

5. Twin colored revolving LED light with beacon on top 01 Set, cabin

roof mounted..

6. Good quality Search light with 100 mtrs. length of cable having 100 watt luminescent with tripod etc. complete - 01 Set.

7. An adjustable spot light (front) - 01 No.

8. Portable Inspection Lamp with brackets to be clamped to the battery-

01 No.

9. All tools of standard make required for normal routine maintenance of the Fire Tender & Emergency Work (Carpenter, Electrical,& Engg tools box), which are not included with the kit of the chassis – 01 complete Set each..

10. Removable CCE Approved spark arrestor fitted to the exhaust of the

engine - 01 No. CCE Certificate Req. at the time of supply & 01 no spare spark arrestor to be provided.

11. A trickle charger 220 V AC supply for self charging of battery along

with a red pilot light to indicate the battery being charged. It shall be fitted in the driver's cabin - 01 No.

capacity – 4 Nos.

15. List of Equipments as per ANNEXE “A” of IS:950 containing Items and confirming to specified respective IS shall be mentioned & provided .Refer Annexe-A attached herewith for ready ref.

16. An imported Telescopic Light Mast pneumatically operated through

separate air compressor & Honda or equivalent reputed make 5 kva capacity portable power generator should be fixed rigidly on suitable side of the vehicle in such a manner that it should not be damaged due to any jerks. It should be extendable up to a steady height of approx 5 Mtrs. from Ground Level and fitted with 4 x 1000W Halogen flood light projectors. Suitable permanent connections for taking power supply from above mentioned power generator set through spiral wire in protective sleeve and also to the earthed sockets at the projector support will be provided. Mast will be made of extruded seamless aluminium construction, anodized in natural colour and complete with suitable weather protection cover and lamp guards, also rotating beacon arrangement on the top of the mast, All Lamps should be covered with Lamp Guard. mast will be manufactured by ISO: 9001 Certified Company and having Compliance to EN Standard, Light Mast should have Wired Remote and Robot head as well as Beacon light, Remote should have facility to ON/OFF Left or right side, Raise and Park switch as well as Tilting facility up to 90° Down and 270° up and 180° Horizontal rotation in any side from zero option, Base Tube of Light Mast should be of atleast 4” Size Seamless Alu. Alloy Tube.

18.0 WORKMANSHIP AND FINISH:

The standard of workmanship and finish of all mechanical and other parts should be such that the parts normally required to be replaced can be easily & conveniently replaced and fitted correctly.

The Gross Vehicle Weight (GVW) of the Multi Purpose Fire Tender should

not exceed the GVW of chassis manufacturer’s specification with all equipments & crew .The weight distribution diagram & design calculation shall be submitted for approval by GAIL.

The cab and lockers shall be of composite construction with sufficient rigidity

and reinforcement and shall be kept as light as possible; sections of sufficient

strength shall be used for the superstructure. Lockers shall be provided for secure stowage of all accessories and equipments provided with Fire Vehicle. All equipment would be stowed very scientifically and systematically and each piece of equipment shall have its designated location so that at the time of Emergency the required equipment can be very easily located and removed for use. Location of equipment (labels) shall be provided on each locker for immediate identification. Each equipment would be properly clamped and strapped to prevent shifting of the equipment while the vehicle is in motion. The shutters shall have smooth operation. The aluminium shutters shall be of reputed imported MCD, France OR Fireco, Italy make made of extruded aluminium & powder coated. All the required lockers & rear pump compartment shall be covered with shutters. The shutters shall be of roller type only and not sliding type. The shutter doors shall be equipped with electro-magnetic switch on the door tracks to provide automatic switch on/off of compartment lights. All the space below the rear body and chassis shall be utilized for making lockers for storage of equipment. These lockers shall be covered with flap type doors opening downwards. Heavy duty chains and hinges shall be provided on these doors so that these doors when open can be used as climbing steps for access to the lockers above it. Suction hose tunnels shall be provided to carry four 2.5m lengths of suction hoses in convenient location. Drain holes preferably at the bottom of the tunnel and hose stowage compartment is required.

All electrical circuits feeder wiring supplied and installed by the vendor shall be standard copper alloy conductors of gauge rated to carry 120% of maximum standard copper alloy current for which circuit is protected. Voltage drop in all wiring from the power source to the using device shall not exceed 10%. Over all covering of conductors shall be of 143 degree centigrade minimum flame retardant, Moisture resistant loom or braid. All connection shall be made with lugs or terminate mechanically secured to the conductors. Wiring shall be color coded or printed with a circuit function code over each conductor’s entire length. Electromagnetic interference / suppression shall be provided to ensure positive operation of radio equipment without interference. Circuit shall be provided with properly rated low voltage over current protective devices. Such devices shall be readily accessible and protected against the excessive heat, physical damage and water spray. Switch relay terminal and connectors shall have direct current rating of 1.25% maximum current for which this circuit is protected -Battery master isolation switch shall be provided near the dash board at convenient locations for the driver to operate. Water Resistance: Except for devices and components mounted in the interior passenger compartments or in other weather proof compartments. All devices and components of the line voltage of electrical system shall be suitable for wet locations. The dash board panel in the driver’s cabin shall be provided the following: a) Engine oil temperature gauge. b) Engine oil pressure gauge.

19.0 PAINTING & MARKING:

The appliance shall be painted in ‘Fire Red’ (two coat) conforming to shed 536 of IS- 5-2004 and of 0.12 to 0.2 mm thickness, using double coat spray painting. The paint (synthetic enamel paint) shall conform to IS 2932. Necessary anti-corrosion and priming coat shall be applied before painting in order to achieve gloss finish. The under chassis shall be painted rust proof black paint.

Also on either side of the Vehicle (Logo of Client and name) monogram shall be made computerised & affixed (adhesive HDPE sticker type) in golden yellow colour at suitable places bilingually in Hindi & English. [GAIL (India) Limited, Gas Processing Unit, Usar] Font shall be approved by GAIL.

The driver's compartment shall be laminated and the inside of lockers shall be painted cream. Lockers shall be finished in shadow board painting to show the position of each pieces of equipment.

The chassis and wheel arches shall be painted with antirust primers and final coat of black colour or as per manufacturer’s standard colour scheme before dispatch.

Diesel truck shall have Name Plate showing main features: Name, Model No., Serial No. of unit and year of manufacture. Plates of truck number should be fixed.

All the piping shall be painted with antirust primers and final coat of Red. Two coats of anti corrosion paint and one zinc phosphate priming coat shall be applied before final painting of Fire tender.

The vehicle shall be clearly and permanently marked with the following, mandatorily on a metal plate attached in the driver’s cabin and also near pump operating control panels:

a) Manufacturer's name or trade mark. b) Year of Manufacture.

c) Pump number & Capacity of Pump in l/min. Capacity of Water tank, Foam tank & DCP vessels.

d) Engine and chassis number. e) All instrument controls shall be identified with name plates f) All hoses & valves inlet & outlet shall also be identified by suitable name plates.

g) DCP system along with DCP Vessel pressure Test and next due date. h) Foam/ water system drawing/ line diagram with valves etc. i) DCP Vessel PSV calibration set pressure & date.

20.0 MANUFACTURER’S GUARANTEE: The manufacturer shall guarantee the material, workmanship and the performance of the unit for a period of one year from the date of delivery of fire tenders at the plant site and commissioned. The guarantee shall include all the inbuilt material, accessories appliances, any mechanical defects, faulty workmanship or operational defects found during this period shall be rectified/replaced by the Vendor without any extra cost.

21.0 ACCEPTANCE TESTS:

Following test shall be carried out before accepting the vehicle, either at manufacturer's works or a place to be mutually agreed upon by the vendor to the complete satisfaction of owner’s inspector without any extra cost.

The design of the Tender shall be such that it will not affect the chassis

characteristics as specified by the chassis manufacture such as speed, turning circle, acceleration, breaking efficiency with appliance fully loaded, etc.

The stability of the appliance shall be such that when under fully equipped

and laden condition , if the surface on which the appliance stands is tilted to either side, the point at which the overturning occurs is not passed at an angle of 27 ½ “ from horizontal.

The pump shall run for a continuous period of minimum 4 hours at the rated

capacity mentioned earlier. During test the temperature of engine should not exceed the rated temp& that of lube oil 79 degrees C.

The priming device shall be tested with a vertical lift of 7.0 M measured from

water level to the centre of suction eye of the pump at a rate of not less than 30cm/sec.

The monitor and hand lines, separately and in combination as mentioned

earlier shall be tested for delivering foam at their rated capacity and horizontal range.

Foam making equipments shall be applied to check the induction ratio of

foam compound ,total foam discharge rate and expansion ratio of foam production using the foam compound (AFFF) available in India as per IS:951. Manufacturer’s test certificates are required.

All the piping shall be tested to a hydrostatic test pressure of 18.0Kg/cm2 for a min. period of 2.hrs. Test certificates to be provided.

Water tank shall be tested for leakage after fabrication before applying any

paint. The tanks shall be kept full with water and shall be observed for 24 hrs for any leakage.

DCP vessel shall be hydro tested to a pressure of 35kg/sqcm. Water & Foam

vessel shall be hydr tested to a pressure of 0.3 kg/sqcm. The arrangements of flushing the DCP lines shall be tested. For DCP system, the monitor and hose reel shall be tested separately and in

combination for delivering DCP at their rated capacity and required throw. DCP shall be fabricated at no cast, for testing purposes as per the requirements of acceptance tests.

All the test certificate related to the pressure vessel as per ASME vessel code

and test certificate accordingly submitted to owner. Quality of material of vessel and thickness of vessel plate shall be inspected and stamped by a recognised third party, inspectors and shall be produced at the time of First stage inspection.

22.0 INSPECTION: Owner or its authorised agency/person shall have access at all times to

vendor’s works where the appliance and its accessories are being fabricated. Vendor shall arrange all the facilities to carry such inspection & testing.There will be Four stage inspections including final:

First stage : Chassis Inspection, Material of construction & positioning of tanks/vessels on

the chassis. Second stage: Construction of under- structure, Water/Foam tank & DCP Vessel and

driver cum crew cabin. Third stage : Placement of all tank/vessels, fittings, lockers & pumps. Fourth stage : Testing of all equipments, systems etc .

23.0 DOCUMENTS/INFORMATION REQUIRED FROM VENDORS:

23.01 After award of order following documents are to be submitted before fabrication for approval of GAIL:

· The basic layout of the fire tenders (G.A Drawing) in A-0/1 size preferably

as per requirement. · Flow diagram of Fire tenders. · Load distribution calculation. · DCP Total calculation. · Layout drawing showing the detailed engineering and calculation in

respect of water tank, foam tank & DCP tank as per clause 4.0, 5.0 &6.0 of the specification listed in this tender.

23.02 Party should plan the whole fabrication activities in well planned manner so that fabrication of both fire tenders shall be done as per the planned schedule of fabrication. Vendor shall submit the stage wise inspecting plan for approval of GAIL. Job shall be undertaken after receipt of approval from GAIL.

23.03 TECHNICAL DOCUMENTS: Following technical documents shall be supplied by bidder along with the appliances. One set should be original copy in coloured and other sets shall be duplicate sets of original print. a) Operation & maintenance manual along with parts list-Four sets. b) All technical literature of major brought out items- Four sets. c) Original/transparencies after incorporating the as built information shall be got signed by the GAIL Inspection engineer before submitting to GAIL for records. - Four sets. d) Final drawings as mentioned in specification - Four sets e) Import documents for imported equipments (if any) - Four sets. f) ISI Mark Certificate, PESO/CCOE approval certificates in respect of all corresponding equipments etc, Hydro test & Manufacturer’s test certificates for BA Sets, CO2 & DCP fire extingushers.-1 Copy Each. g) Minimum one year Guarantee / Warrantee Certificate for all supplied equipments along with the fire tenders- One Copy Each. h) Radiography & Test certificate of all the vessels, safety valve etc.-1 Copy each.
