    NFPA 1670 Standard

    NFPA 1983, 2001 EDITION

    NFPA 1983 is the U.S. fire servicestandard for life safety rope andharnesses.

    It defines all rescue system components,their constructions, use, labeling andtesting.

    Example:A two person system icon means that theprocedure is intended for two person loads andany component that will bear the weight of two

    people must be rated for general use.

    RISK MANAGEMENT

    Safety is always our first concern.At the start of each operation, ask thisquestions:

    1. What is the key problem?

    2. What is our POA (plan of action)?

    3. What is that the safest plan?

    4. What are the biggest risks that we need towatch for?

    5. What is your gut feeling about this plan?

    COMMUNICATE

    1. Each operation must have a clearlydefined leader.

    2. A decision on rescue or recoverystrategy must be made clear toeveryone at the outset of everyoperation.

    3. Speak up if you see a problem no matterhow small or obvious it may seem.

    RE-EVALUATE STRATEGY WHENEVER POSSIBLE

    When new information becomes known .

    INCIDENT MANAGEMENT

    Most technical rescue incidents are focusedaround a small number subjects and can beeasily handled with a simple IncidentCommand System (ICS) structure.

    Overall command can be any officer but arescue technician should assume an operationslevel role and manage the technical rescueportion of the incident.

    Each discipline has a specific command checklistwith key tactical benchmark.

    FIRST RESPONDERS

    Take command and size-ups.

    Focus on information gathering.

    Identify hazards.Be certain that the right resources arecalled early.

    Avoid activities marked in checklists andin text.

    RESCUE TECHNICIANS/OPERATIONS OFFICER

    (TSO)Assume operations control.

    Review hazards and critical factors

    Assist with the formation of incidentaction plan and back-up plan.

    Assign sectors and deploy resources.

    Keep command informed about allphases of the operation.

    Communicate with sectors and revise

    plans as needed.

    Technical Sector Officer (TSO) is normally a

    term for the person in charge of a group orsector i.e. Rescue Sector . In some cases the

    OPERATIONS OFFICER

    Should be an experienced rescue leader.

    Will work with the Incident Commanderto develop the incident action plan (IAP)

    Will be responsible in carrying out the IAP.

    TECHNICAL SECTOROFFICER (TSO)

    Has the tactical goal of removing thesubject from the hazard area.

    He must coordinate the set-up andoperation of the technical evacuationsystem.

    RECON

    Should be light , fast two or three rescuergroup.

    Their primary goal is to get physicalcontact with the subject and report tooperations.

    Can be re-assigned as treatment sector

    once they have gain access to thesubject and began stabilization.

    EXTRICATION

    Is a Technical Sector Officer who can beassigned to coordinate the next phase of transporting the subject to the command

    post.

    LANDING ZONE (LZ)CONTROLLER

    Is aTechnical Sector Officer whocoordinates the set-up, operation andsafety of the helicopter landing zone and

    any rigging and transportation performedby helicopter.

    Note: This is usually done in helicopter rescue.

    TIPS FOR SAFE AND FASTRESCUE

    The Technical Sector Officer has the bigpicture, coordinating and fine tuning allparts of the technical evacuation sector.

    Multi tasking with simultaneousperformance of tasks is the goal.

    Individual must work as quickly as

    possible to accomplish their task, butmust not compromise safety for speed.

    TSO must avoid performing hands-ontasks in order to retain overall control of the sector.
