The study was requested by the City Council as a demonstration project during peak seasonal traffic conditions due to concerns raised by local residents expressed as part of a public outreach program for the potential road closure. The goal of the study is to assess the operational conditions of Spring Street, Touro Street and Stone Street impacted by the closure of Court House Street that was implemented in August, 2019. The closure of the road also allows the safe demolition of an existing building structure within the square bounded by Court House Street, Spring Street and Touro Street. This memorandum summarizes the data collection effort and operational analysis completed as part of the study, and includes supporting data provided in the Attachments. PROJECT DESCRIPTION BETA prepared a Temporary Traffic Control Plan (TTC) for the City of Newport to implement during the peak summer traffic conditions in the City in an effort to evaluate a “worst-case” traffic condition of the road closure to confirm its feasibility. As part of this plan, Court House Street was closed between Touro Street and Hozier Street. Construction barrier, fencing and signage was installed during the first week of August, 2019 and is currently in place and operating. The detour plans are included in the Attachments for reference. In order to accommodate this movement (Court House Street westbound to Broadway), directional signage was placed to detour the traffic north on Spring Street to Stone Street, which was modified to a one-way westbound (existing two-way flow) to Broadway. The detoured traffic then turned left on Broadway to either enter Washington Square or turn right onto Farewell Street. Traffic previously utilizing Stone Street as a result of the one-way directional restriction are required to use Court House Street, which was modified to one-way eastbound (reversing existing flow direction) to enter Hozier Street to turn left onto Spring Street. To document the impact on traffic operations this closure had on the network of local streets, BETA completed a comprehensive data collection effort including automatic traffic recorder counts (ATR) and manual turning movement counts (TMC) along the subject roadways during the closure. This data was compared to previous data obtained during the summer of 2016 as part of the conceptual design planning effort. INTRODUCTION

This memorandum has been prepared as part of a supplemental study of a recent road closure within theWashington Square area of the City of Newport. redistribution estimates and the original operational analysis, which found acceptable delays and queuingwithin the project area.

TRAFFIC DATA

Existing traffic flow characteristics resulting from the road closure were developed from a traffic countingprogram completed by BETA in conjunction with the City of Newport. Manual turning movement counts wereconducted at the intersections of Spring Street with Touro Street, Broadway with Court House Street/FarewellStreet, and Broadway with Stone Street. Peak weekday period turning movement counts were collected from3:00 PM to 5:00 PM on August 20, 2019. Weekend data was obtained on Saturday August 24, 2019 from 12:00PM to 3:00 PM.

In addition to manual turning movement counts, BETA and the City of Newport, conducted automatic trafficrecorder (ATR) counts on Spring Street and Touro Street in the vicinity of the subject site in August andSeptember, 2019. Based upon a comparison of the summer, 2016 counts with the current 2019 data, TouroStreet east of Spring Street was determined to service an average of 5,800 and 5,200 vehicles per day,respectively representing a reduction in daily traffic with the Court House Street closure in place byapproximately 10%. The average daily peak hour volume of approximately 450 vehicles was reduced to 405along this section of road. Spring Street south of Touro Street was determined to service an average of 5,600vehicles per day in 2016, but with the road closure including enhanced detour signage at Memorial Boulevard,this was reduced to approximately 4,100 vehicles per day, with representative peak hour volumes reducedfrom 390 to 290 vehicles per hour or roughly 25%.

It should be noted that traffic volumes can be highly variable on a day to day basis in this recreationalcommunity, where weather and events can greatly impact daily and hourly volumes. The values providedabove were averaged over multiple days and weeks to provide an understanding of the traffic demands trendsalong the subject roadways. Peak volume data was utilized for the analysis portion of the study in an effort tobe conservative and demonstrative of worst-case operational conditions.

OPERATIONAL ANALYSIS

The key to any traffic impact analysis is the evaluation of roadway operations during peak traffic periods on theservicing roadway system. This situation would occur when traffic volumes on the main roadway result in thehighest one-hour volume serviced along a roadway segment, or through an intersection. Analysis of the basesummer traffic data found that the weekday PM, and Saturday MD peak hours would represent this highestvolume traffic condition on the project area roadways.

The 2010 Highway Capacity Manual methodology provides the most accurate means of evaluating trafficcapacity and delays for roadways and intersections. The results of this procedure are expressed in terms ofLevel of Service (LOS). Level of Service is a qualitative measure of traffic flow efficiency based on anticipatedvehicle delays. For example, LOS “A” represents the best condition with little or no delay, while LOS “F”indicates that the roadway/intersection is at full capacity resulting in extended vehicle delays and potentialqueuing. Table 1 below outlines the Level of Service delay criteria presented in the Highway Capacity Manualfor signalized and unsignalized intersections.

Figure 1 presents the traffic volume conditions during the summer months which includes the closing of CourtHouse Street along the subject property frontage, and diverting traffic further north to Stone Street to accessBroadway and points west. Stone Street was converted to one-way westbound from Spring Street toBroadway. In addition, the remaining section of Court House Street extending to Hozier and Park Place wasalso reversed in direction to eastbound, therefore allowing through access between Broadway and SpringStreet and access to the courthouse via Park Place.

Table 2 on the following presents the operational analysis completed for the new traffic pattern in the areaincluding the redistribution of traffic. As can be seen, the signalized Touro Street intersection with SpringStreet would continue to operate overall at a good Level of Service B or better with reduced delays for boththe Touro Street eastbound and westbound approaches to the intersection during all peak traffic periods withoptimized timing. This good operation lends for alternative phasing to be considered as part of a futureupgrade of the antiquated traffic signal equipment where time of day plans and phasing to more safelyaccommodate turning movements and pedestrians can be considered.

The Court House Street intersection with Broadway (All-Way Stop) which is the second major junction, doesnot need to be analyzed under the road closure design because all control at the intersection was removed.There are no vehicle conflicts as the two streets are one-way in the southbound and eastbound directions, anddo not require control.

This condition was shifted to the Broadway intersection with Stone Street, which under the detour plan is anAll-Way stop of one-way streets with movements limited to southbound through on Broadway and westboundlefts from Stone Street. During both review periods and as observed during field reviews, the intersectionoperated efficiently at Level of Service B with minor queuing between two and four vehicles arriving from asignalized platoon, that are quickly serviced through the junction.

The segment of road that did experience an increase in traffic was Spring Street between Touro Street andStone Street where the Court House Street traffic was diverted to this segment. To accommodate thisincrease, a short section of Spring Street was restriped to allow a separate left turn lane for vehicles turningonto Stone Street. This treatment was found to accommodate the movement demands as the conditionforcing any backup or delays would be the intersection noted above at Broadway and Stone Street which wasfound to operate with acceptable delays and queuing during the busiest periods of the day.

CONCLUSIONS AND RECOMMENDATIONS

In summary of the traffic operations, the study has demonstrated that the existing roadway features andtraffic demands in the project area resulting from the closure of Court House Street result in acceptablevehicular operations along the study area roadways, and at their intersections. The only major junction whichis signalized, Spring Street at Touro Street, provides adequate control to safely and efficiently accommodatethe traffic demands during the busiest seasonal periods in this recreational community with the closure ofCourt House Street and the resulting redistribution of traffic.

As noted previously, the safety of this intersection could be further enhanced with modified phasing to allowan eastbound protected lead movement to reduce left turning vehicle conflicts during the Touro Street phase.Providing this lead phase may also allow removal of the eastbound separate left turn lane that exists today.Removal of the lane would result in a decreased crossing distance for pedestrians with the installation ofbump-outs, and permit conversion of the travel lane to on-street parking within the Washington Square area.The other minor streets and intersections provide an infrastructure network to meet the neighborhood traveldemands and efficiently accommodate the diverted traffic from Court House Street.

In reference to pedestrian safety, it should also be noted as presented in our earlier study that currentaccommodations for both pedestrian and bicycle traffic is limited in the immediate vicinity of the Spring Streetintersection with Touro Street. Pedestrian traffic is not specifically accommodated in this area, as there are no

pedestrian control devices as part of the traffic signal-controlled intersection, or at other crosswalk locations inthe area. Pedestrians were observed to be randomly, and out of convenience, walking in the middle of themain roads and intersection, avoiding traffic while they crossed to reach their destinations. The closure ofCourt House Street will allow for improved pedestrian access and circulation through the project area bycreating connected parcels, linkage of pedestrian facilities, and reduction of pavement area and resultingroadway crossing distances.

If Court House Street were to remain open allowing through traffic as it presently exists, the road would be abarrier for pedestrians for access to the new park, which will become a pedestrian destination that the site isnot today. The existing configuration of the intersection as noted results in complex, multi-directionalconflicting vehicle movements. Introducing a mid-block crosswalk on Court House Street to access the newpark would potentially have an adverse impact on traffic flow and safety through the intersection, includingthe increased potential for rear-end crashes resulting from drivers yielding the right-of-way to pedestrians in amid-block crosswalk. Pedestrian access to the new park from the west should be made at the traffic signal ifCourt House Street were to remain open. This would require an exclusive pedestrian phase at the signal dueto the concurrent vehicle movements. The pedestrian phase would create additional vehicle delays at thetraffic signal in order to accommodate the added crossing time for pedestrians needed in the signal cycle.

Pedestrian accommodations should be provided at the traffic signal as part of any upgrade at the junction.The vehicle movements through the intersection under the road closure should allow for concurrent phasingby approach as determined appropriate during the final design phase. This design treatment along with otherhigh visibility crosswalks should be coordinated with and become a part of the new public park design whenpedestrian access locations and pathways become better defined.

Also, in discussions with the city regarding traffic circulation within the community including use of the majorarterials of America’s Cup Avenue and Memorial Boulevard, an effort was made to reduce cut-thru traffic onlocal neighborhood streets as part of the road closure project. Generally, for improved city-wide circulationand impacts to local residential neighborhoods, it was determined desirable to reduce the volume of traffic onSpring Street and Touro Street that is destined to points north and west, as these roads are very narrow, andpredominately residential streets in the Washington Square area that should not be used as a cut through.These local roads should ideally be used for the residents and businesses along their length, promotingproperty access and pedestrian/bicycle traffic.

From the data collected it is apparent that almost half of the traffic on Spring Street south of Touro Street istraffic destined to Farewell Street and points north and west, which use Spring Street and Touro Street as a by-pass of the waterfront area. These vehicles may be locals that are familiar with the area thus avoiding thewaterfront (tourist area) and traffic signals on America’s Cup, or tourists/visitors that are not familiar with thearea and continue north from Bellevue Avenue or Spring Street from the south of Memorial Boulevard as theyare not directed otherwise. The use of America’s Cup or the detour route provided to allow this flow throughthe city may seem to be an inconvenience to those who used it daily, but it is a minor diversion that willprovide overall benefits to the neighborhood who these roads service. As with any change, it takes a little timeto adjust from the condition that provided a regular convenience, and as the infrastructure improvements aremade to the area (upgraded signal, park construction), the diversion will become a normal route and one ofmany one-way street circulation patterns in this area.

In the development of the Temporary Traffic Control Plan for the Court House Street closure, the installation ofdestination signage on Memorial Boulevard at Spring Street and Bellevue Avenue was completed to determine

the diversion potential. Based upon the data collected this summer, the temporary signage did aid in thereduction of traffic along both Spring Street and Touro Street destined through the square. This signing couldhave also been supplemented with mobile apps that assist drivers in travel by directing traffic away fromincidents or road closures. This information was provided to the mobile app services as with any long-term orevent closures implemented by the City.

As part of any long term closure it is recommended that enhanced wayfinding, destination and guide signs beplaced at the Memorial Boulevard intersections with Spring Street, Bellevue Avenue and at other theappropriate locations along these roads to better direct northbound to westbound traffic from the southernpart of the island to use the major arterials of Memorial Boulevard and America’s Cup Avenue. A reduction inthis volume and type of traffic within the Washington Square area will aid in enhancing community walkabilityand re-establishing this public space by linking to the core downtown area, allowing for pedestrian accessibilitythat has recently been enhanced with the Broadway reconstruction project north of the square.
